MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER, MONDAY, January 19, 1981 CALL.TO ORDER: The,Tregular_meeting of the City Council of the City of Des Plaines waS called to order by Mayor Herbert H. Volberding, Sr. at 8:00 P.M. in the Council Chambers, Civic Center, on Monday, January 19, 1981 ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Kolinski, Dwiel, Kehe, Ensign, Whetstone, Prellberg, Kisslinger, Birchfield, Erbach, Tomaszewski, Sarlo, Seitz, Ward, Egan. Absent was Alderman Meyer. Also present were: City Comptroller Blietz, City Treasurer Swanson, Commissioner of Public Works Matula, Health Director Branding, Fire Chief Gedroic, Police Chief Alfano, Building Commissioner Trost, Director of Zoning and Planning Richardson, City Engineer Bowen, Traffic Engineer Crowley, Environmental Officer Lindahl, and City Attorney Smith PRAYER AND The meeting opened with prayer by Father Robert C. Setmeyer PLEDGE of St. Martin's Episcopal Church, followed by the Pledge of Allegiance to the flag. MINUTES: City Clerk corrected Minutes of the regular meeting held January 5, 1981 as follows: Page Two, last paragraph, change "$265" to "$365". Page Three, first paragraph, to read as follows: "Moved by Dwiel, seconded by Ensign, to adopt the recommendation of Fire Committee to increase the Fire Department Officers uniform allowance to $265. per annum, the Fire Alarm Operators uniform allowance to $185 per annum and the Fire Chief, Deputy Fire Chief and Captain assigned to Fire Prevention uniform allowance to $320 per annum. Upon roll call Moved by Sarlo, seconded by Kehe, to approve the Minutes of the regular meeting held January 5, 1981 , as corrected. Motion declared carried. MANAGEMENT Moved by Ward, seconded by Seitz, to adopt the recommenda- CONSULTANT tion of Finance and Insurance Committee not to engage the services of Norb Slowikowski, Management Consultant, at this time . Motion declared carried. BILLS Moved by Ward, seconded by Seitz, to adopt the following PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $272,420.72. Upon roll call, the vote was: AYES: - 15 - Koplos, Kolinski, Dwiel, Kehe, Ensign, Whetstone, Prellberg, Kisslinger, Birchfield, Erbach, Tomaszewski, Sarlo, Seitz, Ward, Egan NAYS: 0 - None ABSENT: 1 - Meyer Motion declared carried. LEGAL FEES Moved by Ward, seconded by Seitz, to adopt the recommendation former of Finance and Insurance Committee to pay former Alderman Ald. Brannigan Daniel Brannigan's legal fees, payable to John R. Ryan, in the amount of $562.00, in light of the determination'. by the Cook County State's Attorye regarding the Garbage and Refuse Removal Contract of October, 1978. Upon roll call, the vote was: AYES: - 15 - Koplos, Kolinski, Dwiel, Kehe, Ensign, Whetstone, Prellberg, Kisslinger, Birchfield, Erbach, Tomaszewski, Sarlo, Seitz, Ward, Egan NAYS: 0 - None ABSENT: 1 - Meyer Motion declared carried. 1981 BUDGET 1/19/81 42. Page Two Moved by Ward, seconded by Seitz, to adopt the recommenda- tion of Finance and Insurance Committee to approve the 1981 proposed budget with the eighteen changes as outlined by the Committee, authorizing City Attorney and Comptroller to prepare the necessary appropriation ordinance for further consideration by City Council. Upon roll call, the vote was: AYES: - 12 - Kolinski, Dwiel, Kehe, Ensign, Whetstone, Prellberg, Kisslinger, Birchfield, Erbach, Seitz, Ward, Egan NAYS: 3 - Koplos, Tomaszewski, Sarlo ABSENT: 1 - Meyer Motion declared carried. BIDS Moved by Kehe, seconded by Prellberg, to adopt the recom- SQUAD CARS mendation of Police Committee to advertise for bids returnable February 13, 1981 at 3 p.m. for nine (9) mid-size Police Squad cars, specifications drawn by Police Department. Motion declared carried. ZONING CASE Moved by Erbach, seconded by Koplos, to adopt the recommenda- 80-48-V tion of Municipal Development Committee to grant a 1312,1318 variation of one parking space reducing the requirement Jefferson from 32 to 31 for sections one and two of the building, Zoning Case 80-48-V, 1312 - 1318 Jefferson Street with the provision that Section 3 of the building cannot be occupied until additional parking is obtained on or off-site. Motion declared carried. ZONING CASE Moved by Erbach, seconded by Ensign, to adopt the recommenda- 80-52-SU tion of Municipal Development Committee to grant Special 1419 Lee St. Use of property located at 1419 Lee Street, Zoning Case 80 -52 -SU, subject to approval by Traffic Engineer for ingress and egress of traffic and alley at rear of property paved. Motion declared carried. PARKING Moved by Sarlo, seconded by Kehe, to adopt the recommenda- Jefferson St. tion of Streets and Traffic Committee to authorize City Attorney to prepare necessary ordinance creating sixteen two (2) hour parking spaces on the north side of Jefferson Street from approximately the Jefferson turn west to Lee Street. Motion declared carried. PARKING Moved by Sarlo, seconded by Erbach, to adopt the recommenda- CHESTNUT ST. tion of Streets and Traffic Committee to authorize City Attorney to prepare necessary ordinance for "No Parking At Any Time" on the east side of Chestnut Street between Howard Avenue and Prospect Ave. Motion declared carried. STOP SIGNS Moved by Sarlo, seconded by Kehe, to adopt the recommenda- Cora & tion of Streets and Traffic Committee to authorize City Lincoln Attorney to prepare ordinance changing Yield Signs to Stop Signs at the intersection of Cora and Lincoln, Lincoln traffic to stop for traffic on Cora. Motion declared carried. THALMANN Moved by Ensign, seconded by Kolinski, to adopt the recom- SUBDIVISION mendation of Building Control and Inspection Committee 2501 Emerson to authorize City Attorney to take the necessary action to notify the Wilmette Bank that the Letter of Credit pertaining to Thalmann Suhdivision, 2501 Emerson Street is in default and to request that said Letter be extended until such time as the necessary work is satisfactorily completed. Motion declared carried. LEHMBECK Moved by Ensign, seconded by Tomaszewski, to adopt the recom- SUBDIVISION mendation of Building Control and Inspection Committee 1640 Morse as follows: "The Building Control and Inspection Committee hereby finds the Lehmbeck Subdivision, located at 1640 Morse, in default of its Letter of Credit in that work has neither begun nor been completed as to the required improvements. Inspection Committee, reported that the Northwest Municipal Conference municipalities, in vote cast January 10, 1981, selected three finalist CATV companies, Cablenet, Cablevision, and Warner Amex, and will he interviewing said companies on January 31, 1981 at 9 a.m. He further reported that the attorneys for municipalities have completed the model ordinance which is available for review and believe municipalities position relating to obscene and X-rated adult movies to be stronger if each municipality.ac3opts ordinances relative to their positions. Matter referred to City Code and Judiciary and License and Inspection Committee. Placed on First Reading was Ordinance Z-1-81, AN ORDINANCE GRANTING VARIATIONS UNDER THE ZONING ORDINANCE OF THE CITY OF DES PLAINES, ILLINOIS, CASE NO. 80-51-V, (850 E. Oakton Street). Moved by Kehe, seconded by Prellberg, to waive First Reading and place on passage Ordinance M-2-81, AN ORDINANCE AMEND- ING SECTION 1-15-5 (D-2) OF THE DES PLAINES CITY CODE PERTAINING TO UNIFORM ALLOWANCES FOR POLICE AND FIRE PERSONNEL. Motion declared carried_ Moved by Kehe, seconded by Prellberg, to pass Ordinance M-2-81. Placed on First Reading was Ordinance M-3-81, AN ORDINANCE CHANGING CERTAIN STREET SIGNS AND PROVIDING FOR SIGNS TO BE ERECTED ACCORDINGLY. (Lee/Mannheim; Dempster/Thacker; Des Plaines/River Rd; Miner/Northwest Hwy_) Ordinance M-4-81, AN ORDINANCE AMENDING SECTION 1-7-15 OF THE DES PLAINES CITY CODE THEREBY ADDING THE TIME BY WHICH SALARIES FOR ELECTED OFFICIALS MUST BE SET was referred back to City Code and Judiciary Committee. Letter from Zoning Board of Appeals re Case 81-2-R; 1308 Rand was referred to Municipal Development Committee. Letter from Attorney for Silver Dragon, Inc., 668 N. Wolf Road withdrawing the application for a liquor license was placed on file. Request of Des Plaines Chamber of Commerce and Industry to use North School Parking Lot from July llth through October 31st, Saturday only, for the Farmer's Market was referred to Building and Grounds Committee. STOP SIGNS Petition requesting stop signs at Oakwood and Third Avenues Oakwood & Third was referred to Streets and Traffic Committee - ADV. BIDS ADJOURNMENT: City Clerk notified City Council that bids for Civil Defense Warning Equipment Maintenance and Parking Ticket Booklets would be received January 30, 1981 at 3 P.M.
