MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTEF MONDAY, January 5, 1981 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Volberding at 8:05 P.M. in the Council Chambers, Civic Center, on Monday, January 5, 1981 ROLL CALL: Roll call indicated the following aldermen present: Koplos, Kolinski, Dwiel, Kehe, Ensign, Whetstone, Prellberg, Kisslinger, Erbach, Tomaszewski, Sarlo, Meyer, Seitz, Ward, Egan. Absent was Alderman Birchfield. Also present were: City Treasurer Swanson, City Comptroller Blietz, Commissioner of Public Works Matula, Traffic Engineer Crowley, Director of Zoning and Planning Richardson, Building Commissioner Trost, Police Chief Alfano, Fire Chief Gedroic, Health Director Branding, Environmental Officer Lindahl, and City Attorney Smith. Boys Crisis Home The meeting opened with prayer by Rev. Ernest Grant, pastor of First Congregational Church, followed by the Pledge of Allegiance to the flag. Moved by Sarlo, seconded by Kehe, to approve the Minutes of the regular meeting held December 15, 1980, as published. Correction, page 1, paragraphs 7 and 8, inserting in blank spaces "H & H Electric Company". Following correction, motion declared carried. Moved by Ward, seconded by Seitz, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE. AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $494,421.58. Moved by Ward, seconded by Seitz, to adopt the recommenda- tion of Finance and Insurance Committee to enter into contract with R. L. Kautz & Co. for insurance management of Workmen's Compensation at a cost of $21,600 per year, for the period January 1, 1981 to December 31, 1982 and for Liability services, at a cost of $17,580 per year for the period, February 21, 1981 and ending midnight, February 20, 1982. Moved by Ward, seconded by Koplos, to adopt the recommenda- tion of Finance and Insurance Committee to approve the Memorandum of Agreement recited in Ordinance M-66-80, providing for an Industrial Revenue Bond Issue for Northwest O'Hare Office Park. Request of Northwest Municipal Conference that member municipalities participate in the funding of Shelter, Inc. for the establishment of a Boys "Crisis Home" Emergency Housing was referred to Youth Commission, Youth Activity Committee and Finance and Insurance Committee. 1/5/81 37. Oakton Zoning Board of Appeals to grant variation in Case 80-51-V, property located at 850 Oakton Street. Motion declared carried. ZONING CASE 79-8-V 2023 Maple Moved by Meyer, seconded by Erbach, to adopt the recommenda- tion of Municipal Development Committee to grant extension of Zoning Variation, Case 79-8-V, 2023 Maple Street, for a period of ninety days, beginning December 1, 1980. Motion declared carried. AHRENS' Moved by Meyer, seconded by Koplos, to adopt the recommenda- RESUBDIVISION tion of Municipal Development Committee to extend the required time period for posting bonds and fees for Ahrens Resubdivision to April 15, 1981. ATTORNEY REFERENDUM Office of Mayor and City Clerk Moved by Seitz, seconded by Meyer, to adopt the recommenda- tion of City Code and Judiciary Committee to authorize the hiring of a proscuting attorney two days per month, at a cost of $225 per day. Upon roll call, the vote was: AYES: - 15 - Koplos, Kolinski, Dwiel, Kehe, Ensign, Whetstone, Prellberg, Kisslinger, Erbach, Tomaszewski, Sarlo, Meyer, Seitz, Ward, Egan NAYS: 0 - None ABSENT: 1 - Birchfield Motion declared carried. Moved by Seitz, seconded by Erbach, to adopt the minority recommendation of City Code and Judiciary Committee not to hold a referendum on the issue of Part Time Mayor VS Full Time Mayor and the issue of appointed City Clerk in the 1981 election. Ald. Meyer, member of Committee stated he favored holding the referendum in the 1981 election as did Ald. Kissingler, member of Committee. Moved by Sarlo, seconded by Koplos, that Council reconsider motion to enter into an agreement with Park Ridge and Rosemont for Automatic Aid in connection with fire responses in addition to MABUS agreement, passed at meeting held December 15, 1980. RETURNABLE Letter from Northwest Municipal Conference re legislation CONTAINERS before the Illinois General Assembly relating to the whole- sale and retail sale of beverages in returnable containers was referred to City Code and Judiciary Committee. RETAIL FOOD PRICING COMPACT CARS Letter from Consumer Protection Commission requesting repeal of Ordinance M-31-75, having to do with retail food pricing was referred to City Code and Judiciary Committee. Director of Planning and Zoning Richardson's recommendation for Zoning Text Amendment relating to parking requirements and increased use of compact cars was referred to Municipal Development Committee.
