NORTHSHIRE CIVIC CLUB. The Mayor read a letter from the above Club regarding
traffic speed on Mt. Prospect Road. The Mayor referred the letter to
Superintendent Wernicke to contact the County Highway Department.
MRS. HILDA M: WICK RESIGNS AS LIBRARY BOARD DIRECTOR. The Mayor reported he received
a letter of resignation of Mrs. Wick having moved from Des Plaines. The Mayor
said he would write her a letter of appreciation of her service.
The Mayor reported he received a letter from Robert C. Montgomery of 740 Golf Roel
regarding removing the Ground Observer Corp. building. The Mayor informed the Council
the Air Force intended to use the building.
ILLINOIS LINCOLN SESQUICENTENNIAL COMMISSION. The Mayor received a letter
from the above Commission wanting to know if the City would join in observing
the 150th anniversary of the birth of Abraham Lincoln. He referred the letter
to the Chamber of Commerce.
ADJOURNMENT. The motion was made by Alderman Bell'and seconded by Tures to

CALL TO'CRDER. The meeting was called to order by Mayor Herbert H. Behrel
with Alderman Callaghan, Rateike, Tures, Wright, Neff, Wexler, Figard, Prickett,
and Tistle.responding to roll call.
APPROVAL OF MINUTES. The motion was made by Alderman Prickett and seconded by
Callaghan to approve the minutes of December 1, 1958. The motion was voted
upon by acclamation.

ATTORNEY DOWD'S REPORT ON DEAN BUILDING. The Clerk read the
following report:
The case of the City of Des Plaines vs. Elmer H, Dean is now pending in the
Superior Court of Cook County, and I am awaiting work from the Sheriff's deputy
as to his having obtained service of summons upon the defendant, Elmer H. Dean.
As soon as service is effected on Dean, I shallbe able to go in before Judge
Norman Barry and ask for an order against the'defendant that the City'of Des
Plaines be permitted to demolish his wooden deteriorated structure on Center
Street and that the Costs be assessed against Dean.
To expedite the demolition of this wooden structure, I am of the opinion that the
City Council should entertain a motion at the next Council meeting of December
15, 1958, to advertise for bids for its demolition.- The bids should be
returnable at the first meeting of January 6, 1959, at which time I hope to have
the necessary order signed by Judge Barry in favor of the City of Des Plaines.

ANNEXATION OF LOT "C" -TRIER'S SUBDIVISION.: -The 'CTerk' reported the- Flan Commission
recommend the above annexation. The Mayor referred same to the Municipal
Development Committee.
SAFETY COUNCIL LETTER. , The Clerk read a -letter from Safety Council regarding
parking at Chicago and Northwestern Railway'Cumberland Station. The Mayor
referred the letter ,to the Street Committee.
ADOPT ORDINMNCE RESTRICTING PARKING AND LOAD LIMIT ON JEFFERSON STREET BETWEEN
GRACELAND AVENUE AND NORTHWEST HIGHWAY. The Clerk read for second reading the
above ordinance. The motion was made by Alderman ,Rateike and seconded by Tistle
to adopt the ordinance. The Mayor put the question and the Clerk called the
roll with the following results: Ayes: Alderman:Callsghan, Rateike, Wright, Tures,
Neff, Wexler, Figard, 1'rickett,.Tistle, Massman and Bell. Nays: None. The
Mayor declared the motion carried.

approved to keep certain arterial streets in Orchard Place area in repair.
On motion by Alderman Bell and second by Callaghan the Council concurred in
the recommendation.

$900.00 for spreading Orchard Place street paving roll out of the Legal
Department. The Mayor put the question and the Clerk called the roll with the

REPORT OF FIRE CHIEF KOLZE. Chief Kolze presented each member of Council
with a report of estimated expense and receipts, personnel,Jadd tax levy.
TO ADVERTISE BIDS FOR MAINTENANCE OF TRAFFIC CONTROL SYSTEM. On motion by
Alderman Wexler and second by Prickett the Council approved to advertise bids
for the above to be returned January 5th meeting.
TRAFFIC REPORT CAMBRIDGE AT NORTHWEST HIGHWAY. Alderman Wexler made the
following report:
Safety Council letter of Oct. 22 was referred to Streets &
Traffic Committee and Supt. Public Works on Nov. 3. SPW has made an investigation,
and based thereon Streets and Traffic Committee recommends that a "No Parking
from Here to Corner" sign be placed 15 feet back from corner at Cambridge;
also that a street name sign which is barely visible when cars are parked,
be raised. As far as the high dept. sign on the SW side of NW Highway indicating
the State Street turn for Golf Road being difficult to see because of parked cars,
it is recommended this be looked into further by the Supt. of Public Works.

TRAFFIC SURVEY. Alderman Wexler read the following report:

The Streets & Traffic Committee has received three.proposals for Traffic Survey, -
One from John J. Behrends & Associates et'a"cost of $8450.00. This proposal is
rather Brief, and the company's representative has failed to follow through
on a suggestion from Chairman of Committee, made to him on Nov.6. A proposal
was received from DeLeuw Cather & Cokpany. This includes a survey at $12,000.00,
one costing $14,000.00, or combination of both at $24,000.00. The third proposal,
from George W; Barton & Associates, also makes 2 offers - One at $7/8000.00 -
One at $13,400.00 - A more expensive survey at $22/25,000.00. It should be
understood regardless of which organization is engaged to conduct the survey,
the Supt. of Public Works, City Engineer, City Clerk and Police Dept. must assist
and cooperate by making available certain information, such as traffic accident
reports, maps, ordinances, etc., etc:" It is the recommendation of the Streets
& Traffic Committee, the Supt. of Public Works, and the City Engineer, that
favorable consideration be given the Barton Organization to conduct the survey
at $13,400.00. The City Clerk will furnish each alderman a copy of the Barton
proposal this evening, so they may have opportunity to study it before next
Council meeting, at which time Committee will ask concurrence in the above.

EQUIPMENT AT NORMAL WELL. Alderman Tures reported two of four companies
contacted to purchase the old equipment at Normal Well have submitted offers
to purchaseCliff'Neeley Well Drilling Company $1550.00 and Lane Western Pump
Company $1540.00. Alderman Tures recommended to accept the offer of Cliff ,
Neely Company. At request of Alderman Neff the City Attorney checked the
State Statutes and found our ordinance must be drafted and adopted for sale of
material. The attorney is'to draft an ordinance. On motion by Alderman Tures
and second by Prickett the Council approved to.accept the offer of, Cliff
Neely WenaDrilling Company.
AWARD BID CITY SANITARY SERVICE TO CLEAN.CATCH BASINS. The motion was made by
Alderman Tistle and seconded by Bell to concur in Alderman.McKay's recommendation
to award the bid for cleaning catch basins to the City Sanitation Service at $4.50.
The Mayor put the question and the Clerk called the roll with the following
results: Alderman Callaghan, Rateike, Dunlap, Wright, Tures, Neff, Wexler,.

FIRST READING OF 'ORDINANCE VACATING PART OF:FIFTH COURT. The Clerk read for
first reading the above ordinance. On motion by Alderman Prickett and second by
Massman the Council approved to place the ordinance on passage. The motion

FIRST READING ORDINANCE SIDEWALKS TO BE KEPT CLEAN AND REPAIRED. The Clerk read
for first reading the above ordinance.
RESOLUTION. The Clerk read a resolution regarding Howard Street Sewer Corporation
agreement changing from ffi45,000. to $50,400. to be paid to School District
Number 207. On motion by Alderman Prickett and second by Massman the Council
adopted the resolution.
SIGNS. Commissioner Rieck had presented some plats of signs for approval.
The Mayor referred the signs to the Architectural Commission. Mr. Rieck was
instructed to refer signs to the Arthitectural Commission for approval before
he presents them to Council in the future.
JORDAN MANUFACTURING COMPANY TEASE. The Clerk read a letter from Mr. Jordan
requesting that his lease be terminated December 31, 1958. The Mayor referred
the letter to the Public Building and Grounds Committee.
PROPOSED SUBDIVISION FOREST AVENUE AND JR STREET. The Clerk submitted a
plat of 3 lots on the northeast corner of Lee Street and Forest .venue. The
Mayor referred the plat to the Plan Commission.
JOH!NUVEEN AND COMPANY LETTER WATER REVENUE BONDS. The Clerk read a letter if
the City desired to redeem $10,000.00 Water Revenue Bonds. The letter was
referred to the Mayor.
BENJAMIN ELECTRIC LETTER. The Clerk read aletter from the Benjamin Electric
manufacturing Company that the Thomas Industries, Inc. had purchased their
company, that the new company would assume the agreements of Benjamin
Electric Company with the City. The Letter was referred to the City Attorney
to check on these agreements with the company.
LETTER REGARDING ACCIDENT OF VIRGINIA JOHNS,. 1838 ORCHARD STREET. The Clerk
reported of receiving notice of above claim. The Mayor referred same to City
Attorney for investigation.
LEONARD KRUMSEE. 635 HOWARD STREET ANNEXATION REQUEST. The Clerk read a letter
from the above on his second request for annexation. The Mayor referred the
letter to the Municipal Development Committee.
DEATH OF HEALTH OFFICER — ELSIE M. WILLER. The Council received a card of
acknowledgement for flowers.
Alderman Neff reported of building violation at Oakwood Avenue and First avenue.
The Mayor referred same to Building Commissioner Rieck.
GLEN ACRES TRAILER PARK. Alderman Massman requested an investigation on the
above park regarding size of area for trailers and access to street. Attorney
to write to proper authorities.
