12/01/1958John Geiger letter continued: street purposes if and when the north half of Van Buren is dedicated by others. It is felt that this arrangement is the best possible -solution for this tract and that it resulti in"the greatest ultimate savings to the City. We -recommend that the City Council concur in this approval, for it does involve a variation in the City Plan. The Plan Commission also recommends that the City of Des Plaines take steps to construct a paved "turn -around" at the dead end of Second,Avenue near this Property. The meeting was called to order by Mayor Herbert H. Behrel with Alderman McKay:; Callaghan, Rateike, Tures, Wright, Neff, Wexler, Figard, Prickett, Tistle, Massman and Bell responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Bell and seconded by , Rateike to approve the minutes of November 17, 1958. On page 5 the wora "except" to change to"accept" was corrected. The motion was voted upon by acclamation. OFFICIAL REPORTS. The Clerk submitted the reports of Building Commissioner and Clerk for November. Chief Kennicott reported of attending a meeting regarding curfew law in the cities and villages. Chief kolze reported that the Fire Department inspected all the schools in Des Plaines and that they were all in good order. Alderman McKay made the following report: Our report on August 4th recommended consolidation of the First National and the First Federal parking lots, and certain other changes, and also recommended that after the project was completed the practice of hooding parking meters on Prairie on Friday evenings and Saturday mornings, be discontinued to test conditions with the meters in use. As the consolidation and other details will not be a mpleted,for some time, and the busy pre -Christmas shopping season is here, we are asked by the proprietor of the. Bade Bicycle Shop to give consideration to discontinuing the hooding of the meters in front of his establishment at once. He says it is detrimental to his business to be deprived of this parking space on Friday evening and Saturday mornings. McKay report continued: The Committee realizes to grant. this request will:increase cpngestion'in . Prairie between Lee and Center. To deny it may work:a hardship -on Mr. Bade. In an effort to be fair to all concerned, Committee recommends that a teat be made this week -end - that the meters be left un -hooded Friday evening December 5th and Saturday morning December 6th.' COMMERCIAL ZONING ORDINANCE. .The Commercial Zoning Ordinance was, referred to. the Plan Commission to redistrict for the different areas. Alderman Wexler reported an attorney must be appointed to hendle.the City Service Oil Company case. The motion was made by Alderman Prickett and seconded by Massman to approve the Mayor's appointment of James J. Dowd for the case. Nays: None. The Mayor declared the Motion carried. CIVIL DEFENSE REPORT. Alderman Figard reported on the consideration of a Civil Defense Hospital at Croation Orphanage. A 200 bed hospital for an emergency could be installed at that place. Equipment would be stored at that place and Voluntary help would service the hospital. The Mayor reported he had received the resignations of Lee Juhnke and ten other= mbers of the Civil Defense Council which he would accept Alderman Callaghan and Figard said they thought some of these members -may rescind their resignations. At Alderman Neff'srequest the Mayor asked Alderman Figard to say something about articles in the local papers about the Civil Defense. Alderman Figard then explained some of the items. He then reported that as he was only appointed temporary Director until a reliable person could be found said that Harry Sinser would accept the appoint- ment. The Mayor suggested to hold the appointment over to next meeting. AWARD PARKING METER BID. Alderman Wexler reported the following:, Your Committee on Parking Meters and Finance Committee had referred to it 6 bids for the proposed purchase of 276 meters for the new Park Place Parking Plaza and for general. replacement of outworn meters. The Committee interviewed representatives of 5.of the 6 bids that met our specifications. In considering the following: a. dependability of operation b. customer acceptance c. price In addition the recommendations of the Sup't of Public Works and parking meter maintenance man were received. The Committee therefore recommends that the bid of Park -0 -Neter for 100 meters with trade. in, 176 meters without trade in and 104 Flanges for its price of $12,783.52 - this bid to include the following without any additional charge: (a) necessary adopters (at discretion of Sup't of Public Works) (b) 9 meters and (c) allowance of approximately $250.00 for parts now on hand. The Committee further recommends that the Sup't of Public Works be authorized to request 25 meters of the Dual Parking Meter Co for experimental use during the next 6 months. /s/ Sydney B. The Clerk read the following letter: We acknowledge receipt of your letter of October 28, with prints enclosed, requesting permission to drain a proposed subdivision into our Tollway drain ditch. We are enclosing six, Application for Permit forms, five of which will have to be filed with the Commission. A surety bond, the amount of which can be determined later, will also have to be furnished the Commission in the event the Commission is favorable to your request. The Mayor received a letter from the above Commission wanting to know if the City would join in observing the 150th anniversary of the birth of Abraham Lincoln.
