08/11/1958 Adjourned Meeting1 8/1160' 3 THE MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL, DES PLAINEST ILLINOIS HELD IN COUNCIL ROOM, AUGUST 11. 1958 AT 8:00 P.M. CALL TO ORDER. The meeting was called to order by Mayor Herbert H. Behrel, City Clerk being absent the Deputy'Clerk called the roll with Alderman Bell, McKay, Callaghan, Tures, Wright, Neff, Wexler, Martin, Figard, Prickett and Tistle.responding to call. Alderman Reteike,Dunlap and-Massman were absent. CHICAGO AND NORTHWESTERN RAILWAY THACKER STREET REZONING. Mr. Chamales, City Planner was the first to speak opposing the rezoning to industrial. The following, also, spoke opposing the rezoning and presented threepetitions consisting of 570 names:. Ralph Johnson, 1111 Alfini Drive, John Wart, 289 Oxford Road representing the Cumberland Terrace Civic Association and Harold Diersen, 225 Walnut Avenue, representing Westfield Gardens Civic Association. James Nevins, 434 Thacker Street, Robert Calhoun, 155 Thacker Street and James Martin, 85 Thacker Street spoke as individuals opposing the rezoning. Alderman Rateike arrived at this time. Mr. K. Cady, Vice President of Real Estate for the Chicago and Northwestern C) Railway spoke giving the railroad's views. After much discussion pro and con, a motion was made by Alderman Neff and seconded by Martin to re—refer the rezoning to the Zoning Board of Appeals. The motion was voted upon by acclamation. 1 1 A five-minute recess cas called by the Mayor during which the audience, who wished to, could leave. The Mayor informed the Council of the meeting on August 5th with Mr•. Girard of Metropolitan Sanitary District regarding Weller Creek and informed the Council the disannexation hearing would be September 3rd before Judge Otto Kerner:. APPOINT ONE FIREMAN. On a motion by Alderman Tistle and second by Rateike the ' Council approved the hiring of one fireman to replace one resigning. PURCHASE OF WATER REVENUE BONDS. The motion was made by Alderman Prickett and second by McKay to approve engaging Kidder—Peabody Company. After much discussion Aldermen Prickett and McKay withdrew their motion and. second in favor of Mayor contacting Mr. Nissen and other bonding houses regarding sale of the bonds. APPROVE INITIAL PAYMENT OF CENSUS FROM SALES TAX. On a.motion by Alderman Prickett and second by Bell to approve paying the initial payment of $1,635.00 for the census from sales tax money. The Mayor put the question and,the Depiijy Clerk called the roll with the following results: Ayes: Alderman Bell,. McKay, Callaghan, Rateike, Tures, Wright, Neff, Wexler, Martin, Figard, Prickett, and Tistle. Nays: None. The Mayor declared the motion carried. On a motion by Alderman Prickett and second by McKay the Council approved deferring action on the "walk" light for signals until the Traffic Survey is completed. The Mayor informed the Council of Attorney Burke's letter regarding filing. time•of September 5, 1958 for the Van Selow case.. On a motion by Alderman Wexler and second by Martin the revolked building permit of William Couter, 866 Walnut Court was referred to the Building and Inspection Committee. The Mayor instructed the Superintendent of Public Works and City Engineer to contact S. J. Grove Officials regarding a fence for Peterson Lake. 'The Mayor read Motor Coach letter regarding bus service for school term to north west Des Plaines. Butler Brothers letter regarding revising zoning.ordinance was referred to the City Code Committee by the Mayor. 6 74/11/58 The Mayor read Safety Council letter recommending that no cr Thacker Street and the Chicago and Northwestern Railway Belt was referred to the Streets and Traffic Committee. ssing guard for Line at this time, The Mayor placed on file the letter from J. Emil Anderson and Son,,Inc. requesting annexation to Des Plaines park district upon becoming contiguous to same. ADOPT TAX LEVY ORDINANCE. The Depttty Clerk read for second reading the Tax Levy Ordinance. On a motion by Alderman Prickett and second by Bell to adopt the ordinance titled: AN ORDINANCE PROVIDING FOR THE LEVY OF AN ASSESSMENT OF TAXES FOR THE FISCAL YEAR OF THE CITY OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS, COMMENCING JANUARY 1st AND ENDING DECEMBER 31st, 19g The Mayor put the question and the Deputy Clerk called the 711 with the following results: Ayes: Alderman Bell, McKay, Callaghan, Rateike, Tures, Wright, Neff, Wexler, Martin, Figard, Prickett and Tistle. Nays: None. The Mayor declared the motion carried. ADOPT LOAD LIMIT ON PORTIONS OF WALNUT AVENUE AND WARRINGTON ROAD. The Deputy Clerk read for second reading the above ordinance. On a motion by Alderman McKay and second by Callaghan to adopt the load limit on portions of Walnut Avenue and Warrington Road ordinance. The Mayor put the question and the Deputy Clerk called the roll with the following results: ,Ayes: Alderman Bell, McKay, Callaghan, Rateike, Tures, Wright, Neff, Wexler, Martin, Figard, Prickett and Tistle. Nays: None. The Mayor declared the motion carried. ADOPT PROHIBITING PARKING ON CERTAIN PART OF CORA STREET. The Deputy Clerk read for second reading the above ordinance. On a motion by Alderman McKay and second by Callaghan to adopt the ordinance prohibiting p rking on certain part of Cora Street. The Mayor put the question and the Deputy Clerk called the roll with the following results: Ayes: Alderman Bell, McKay, Callaghah, Rateike, Tures, Wright, Neff, Wexler, Martin, Figard, Prickett and Tistle. Nays: None. The Mayor declared the motion carried. ADOPT PARKING ON DES PLAINES AVENUE WITHIN THE CITY LIMITS. The Deputy Clerk read for second r eadiig the above ordinance. On motion by Alderman Tures and second by Rateike to adopt ordinance prohibiting parking on Des Plaines Avenue within the City Limits. The Mayor put the question,and the Deputy Clerk called the roll with the following results: Ayes: Alderman Bell, McKay, Callaghan, Rateike, Tures, Wright, Neff, Wexler, Martin, Figard, Prickett and Tistle. Alderman Bell, Callaghan and Martin being absent. APPROVAL OF MINUTES. The motion was made by Alderman Dunlap and seconded by Prickett to approve the minutes of August 4, 1958 and adjourned meeting of August 11, 1958 with Alderman McKay's correction of August 4th meeting changing "To Widen Mt. Prospect Road at Northwest Highway" to "Cumberland Village Shopping Center Approved". The motion was voted upon by acclamation. Alderman Martin arrived at this time.
