The motion was made by Alderman Bell and seconded by Martin to place the ordinance on passage. The motion was voted upon by acclamation. The meeting was called to order by Mayor Herbert H. Behrel, with Alderman Massman, Bell, McKay Callaghan, Dunlap, Wright, Neff, 'Wexler, Martin, Tigard, Tistle responding to roll call. Alderman Prickett, Tures and Rateike were absent. APPROVAL OF MINUTES. The motion was made by Alderman Massman and seconded by Bell to approve the minutes of July 7, 1958. Corrections made: Eliminate Alderman Prickett's name and place Alderman McKay's in the roll calls. Remove Lund Oil Company and add Lake -Cook Farm Supply on test of fuel oil. Remove the dollar sign regarding 2,000 increase in census. The motion was then voted upon by acclamation. BUCKHORN TRAILER SIGN. Commissioner Rieck presented Architects report recommendi ng permission be granted to the applicant for the Erection of proposed structural supports and sign. Alderman Martin made the report that the Building Control and Inspection Committee, also, recommending the installation of sign. Alderman Wexler reported the Judiciary Committee recommends the Mayor appoint an attorney to represent the City to make an investigation of the facts and report his findings within 60 days regarding letter from Attorney Fred G. Alderman Wexler reported that the Mayor appoint an attorney to represent the City position, make an analysis of the matter and report his findings to the Judiciary Committee within 60 days. This is regarding the law -suit seeking to hold the City zoning ordinance void as its application on the area adjacent the Buckhorn Trailer Camp. The motion was made by Alderman Wexler and seconded by Massman to approve the Mayor's appointment of 'Attorney John Burke. On motion by Alderman Wexler and second by Dunlap the Council approved that Attorney Dowd give the Council a::.legal opinion on motor scooters. PRAIRIE AVENUE - CENTER STREET PARKING. Alderman McKay made the following report: Streets and Traffic Committee held a meeting the evening of July 17, concerning traffic problem on Prairie between Lee and Center. Present: Mr.Carl Bade of 1445 Prairie and Pr. Robert C. Bade of 1444 Prairie; also Marshal Kennicott, Supt. of Public Works Warnicke., and Alderman Wexler, Martin, McKay, Dunlap and Tures. St.Mary's School and the First National Bank were invited to have representatives present but no one on hand for those institutions.', It was suggested during the meeting by Marshal Kennicott that if Prairie between Center and Pearson was made available for parking, the problem for the business men would be lessened. After some discussion Supt. Warnicke agreed to contact Father Byrd of St.Marys in connection with making Prairie between Center and Pearson open for parking on Friday evenings and Saturdays; Supt. also agreed to discuss with Mr. Lawrence of the Bank the possibility of providing an outlet, in addition to the present entrance, from the Bank's parking lot into Center Street. Also to talk over a suggestion to combine the parking lots of the Bank and the Federal Savings and Loan, so that users of Federal's lot could exit to Center Street. It was also decided in the meeting that the lone parking stall and meter at the service statioh, on the easterly side•of Prairie near Lee should be removed, and it is recommended by Committee that this be done at once. Supt. Alderman McKay made the following report: In our meeting of July 17 we considered the subject of Traffic Survey, and agreed on an outline of requirements which sould be sent to Traffic Engineering organizations for proposal and quotation, and copy of which is attached hereto : 'The City of Des Plaines desires a comprehensive traffic survey and study with detailed recommendations as to how its traffic problems might be solved. It is the hope to eliminate or lessen congestion at certain times in certain areas by improvement of the traffic flow; to safeguard pedestrians and motorists from traffic hazards and inconvenience, as much as possible. It is realized certain streets may have to be made one-way, that the on -street parking pattern may have to be revised and an endeavor made to get more off-street parking 'and to elim- inate through traffic from down -town streets. As mentioned above, a comprehensive study is desired - covering the whole City and certain fringe areas, including sections adjacent to the City which are or will be affected by toll -roads, express -ways, and/or State; and County roads, present or contemplated. The Survey should set up a realistic circulation plan for the present and for the foreseeable future. ,It should show various routes and indicate location of proposed rights-of-way. Of pressing importance is need for "relief'from traffic congestion and confusion in our central business districts. Traffic -flow plan should be recommended, one that might include the diversion of through traffic from the business area, and the creation of one-way traffic -flows. Consideration should be given to the parking, problem, in both down -town andother bhei.ness enrFctlrn=0 4tR.tinn areas, with emphasis on a downtown plan, present and future,13bearing in mind through highways, C&NW right-of-way, and lack of adequate parking'space. What i 7/21 Alderman McKay report continued : shouldbe done to remedy parking problem? The following items are listed to pin- point some of our problems, and to indicate a thorough study and detailed recommendation is desired: 1. Study traffic lights on Miner and Ellinwood and recommend changes to improve traffic -flow and protest pedestrians. 2. Study area bounded by Lee, Thacker, Center and Prairie, and the parking lots haveing entrances from and exits to Lee and Center. 3. Study affect of toll -roads and proposed State and County highways. 4. Study proposed changes for Five Corners. 5. Study street widths, particularly those which may be widened. 6. Study possibility of one-way streets. 7. Review present traffic ordinances and recommend changes needed to modernize. 8. Study locations of parking meters, time allowed, and recommend if more or fewer meters desirable. 9. Study speed limits, expecially Golf Road, Mt. Prospect Road, Algonquin Road. 10. Study congestion on Lee, Thacker, Graceland, Ellinwood, Miner, Prairie, Mannheim, etc. 11. Study area north of Miner to Rand Road. 12. Give recommendation on right turns on redr'light in business area. 13. Study bus loading zones on both Miner and Ellinwood, bus routes,.also taxi stand. 14. Check conditions at bus service terminal -Northwest Highway and Brown st. 15. Study conditions at all schools, public and parochial; i.e. parking facilities at the schools and speed limits, traffic restrictions and crossing guard service on all access streets. 16. Consider feasibility of moving C&NW now at Center Street, and/or extending loading and unloading platform eastward. 17. Consider suggestion that sub -dividers be required to submit a traffic survey with their plans for proposed development showing how streets and roads will fit in with the existing traffic pattern.' LEE STREET PARKING, Alderman McKay made the following report: Reference letter from Safety Council dated June 20, 1958, with suggestion that parking be eliminated on the easterly side of Lee Street from Soo Line to Park Place from 5 to 8 pm. Safety Council of same. 1 1 21/58 Alderman McKay made the following report: With reference to letter from Chamber of Commerce dated July certain street parking: 3, 1958, concerning Insofar as the change from diagonal to parallel parking on Pearson between Miner and River Road, this was done on direction of Supt. of Public Works at the time of recent similar change on pearson southerly from Ellinwood due to a misunderstanding on the part of the Supt. The latter change was authorized by the Council, the former was not. However, in the judgment of the Streets and traffic Committee the change between Miner and River Road is beneficial and it is recommended it be approved at this time. As far as any change in miner Street parking between Pearson and Graceland from diagonal to parallel and also any elimination of parking on Lee Street between Prairie and Thacker, these items are not under serious consideration at this time, and we hope to hold decision until we have had the benefit of traffic 'survey. AMENDMENT FOR OFFICIAL PLAN ORDINANCE. Alderman McKay made the following report: Reference Engineer Fletcher's letter of July 7 to the Council, copy to Plan Commission and this Committee. As far as the Streets and Traffic; Committee. is concerned it is our recommendation that the Code be changed as. suggested, first: Increasing the thickness of the asphalt surface for roadway improvement under section 212.7. Second: that all subdividers having lots on a State or County Highway where the width of pavement is less than 40 feet, be required to widen the existing pavement to 40 feet and to construct concrete curb and gutter,see section 212.8 of Code. Third: that in addition to completion bond subdividers be required to deposit cash with the City Clerk - 5% of the estimated cost where the improvement is less than $50000.00 in cost, and $2500.00 where estimated cost exceeds $50000.00. See section 212.13 of Code. Alderman McKay made the following report: With return of blue print, attached, Streets and Traffic Committee recommends two 35 foot driveways for Rand Road side of station; that the driveway on the Wolf Road side be confined to 25 foot each, and that sidewalk be required along the Wolf Road side. /s/. That the United Motor Coach Co. be informed by letter, with copy to the Marshal of Police that the change is being made, and°that we expeot�them to'observe the limitations of the enlarged zone; that they confine their loading and unloading activities to the said area, and that it is not to be used for parking other than that incidental to loading and unloading; nor are they to use any of the area adjacent to the Miner -Lee intersection for ordinary parking. SAFETY COUNCIL SCHOOL ZONE LIMITS. Alderman McKay made the following report: Returning herewith letter from Safety Council concerning speed limits in school areas. WIDEN THACKER STREET AND STORM SEWER. Alderman McKay made the following report: In April of this year the Council agreed to the following proposal on recommendation of the Streets and Sewer Committees: "Widen Thacker Street from River Road west and install a storm sewer in Thacker from the River to Mt. Prospect Road. A big job, which could be done in sections, scheduled judiciously. Engineer Fletcher believes we can justify use of MFT funds for a 36 inch sewer from River Road to First Avenue, 27 inch to Fourth Avenue, down to 15 inch to Mt. Prospect Road. Plan to install the sewer from River Road to First Avenue starting this year, estimated cost $140,000.00. The pavement widening and resurfacing from River Road to First Avenue would cost as estimated $85,000.00 and could be set up for 1959." The Engineer now feels it would be wiser to figure on a 48 inch from Des Plaines Avenue (River Road) to Lee Street instead of a 36 inch to First Avenue, and which because of the shorter distance in spite of the larger diameter pipe would cost the same as the original estimate of $140,A00.00. If this change is approved the overall cost of the project will of course be increased by the cost of a 36 inch sewer between Lee and First Avenue. It might be borne in mine too, that the cost of the widening and resurfacing from River Road to Lee Street should cost less than the estimated $85,000.00 for the widening and resurfacing job as far as First Avenue which according to the above—quoted recommendation could be set up for 1959. Nays: Alderman Neff. The Mayor declared the motion carried. MARSHALL S. HOWARD LETTER. The Clerk read a letter from AttorneyHoward that the Meyer Coal & Material Company now was closed. The only matter now remaining with him is case of Schloss, et al versus Rieck. That conferences had been held and expected a settlement soon. The Mayor ordered the letter placed on file. ZONING BOARD REPORTS. Property at 1255-59 Walnut Avenue rezoning from "RESIDENTIAL - A" to "MULTI -RESIDENTIAL B" recommendation by Zoning Board to be denied. On motion by Alderman Bell and second by Massman the Council approved the report. "RESIDENTIAL PROk1RTY" ORDINANCE. The Zoning Board recommended adopting the ordinance but to delete the following Paragraph 2: 2. That the provisions in the proposed Ordinance establishing a higher classification of "Single Family Residence", having street frontages of 75 feet or more and square foot areas of 9375 feet or more', are not consistent with the present development of the City nor do they appear applicable to any areas to be annexed in the near future; therefore, the paragraph 3-A and designation "R -I" should be deleted from the proposed Ordinance. On motion by Alderman Dunlap and second by Martin the Council approved the report and City Attorney to draft ordinance. The Clerk read the above application for Lot 1, Block 1, White's Riverview Addition. The Clerk received an agreement from the above for the City to pay for electrical charge for Touhy Avenue and Mannheim Road traffic lights. On motion by Alderman Bell and second by Neff the Council instructed Attorney Dowd to attend Zoning hearing to object. The attorney is to request a 30 or 10 day delay of time for Council objection. MAYOR APPOINTS CIVIL DEFENSE COMMITTEE. On motion by Alderman Dunlap and second by McKay the Council approved the Mayor's appointment of Alderman ' Figard, Chairman and Aldermen Martin and Callaghan as members of the Civil Defense Committee. , BUS EXTENSION NORTHWEST OF CITY. The Clerk is to write to the Motor Coach Company inquiring if they have made a survey regarding extending bus service west of Cumberland. LETTER ABOVE WELLER CREEK - R. J. Alderman Bell reported the Board of Local Improvements held a meeting prior to Council meeting. Bids were opened for Cumberland lights.
