06/02/19583 x/2/58 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES,FILLINOIS HEI) IN COUNCIL ROOM, CITY HALL JUNE 2, 1958 AT 8:00 P.M. CALL TO ORDER. The meeting was called to order by Mayor }erbert H Behrel with Alderman Massman, Bell,,Callaghan, Rateike, Wright, Neff, Wexler, Martin, and Prickett'responding to call. APPROVAL OF MINUTES. The motion was made by Alderman Prickett and seconded by Massman to approve the minutes of May 19, 1958. The motion was voted upon by acclamation. OFFICIAL REPORTS. The Clerk submitted the report of Building; Commissioner for May. Alderman Figard arrived at this time. Chief Kennicott made a verbal report about Motor Coach buses Avenue and about speeding on Wolf Road. parking at Western The following la Superintendent Warnicke report: On May 28, 1958, the pump on Well #4 failed to operate. Upon examination it was determined that the trouble was either in the cable or the motor. Since Well #4 is our best producing well and being in the midst of a drought period, we made immediate arrangements to pull the well and make whatever repairs necessary. On May 30th it became apparent that the remaining three wells could not supply the demand if lawn and garden sprinkling where permitted to continue. Therefore, the Fire Department was requested to sendout the sound truck banning all sprinkling until further notice. The response received was most gratifying. The raihs Friday night and Saturday ended the drought and reduced the daily demand for water by approximately 1,000,000 gallons. Our reciprocal agreement with Benjamin Electric Co. was put into use with them supplying us with approxi- mately 450 gallons per minute, after them needs were taken care of. If the break -down had occurred to any one of the other three wells instead of #4, we could have met the demand without depleting our reservoir. However, this break -down points up the need for haste in obtaining Well #5; and !I therefore, recommend that immediate steps be taken to procure a site so that a contract for drilling can be let as soon as possible. Our prayers for rain were answered almost too well when a large utility pole became lodged at the Wolf Road bridge and Weller Creek, creating a back-up and could have caused serious. flooding but for the efforts of five men working until midnite, Saturday, 5/31/58 to clear the jam. We expect to have the Well back in operation by June 5th, at which time the sprinkling ban will be lifted and our "every other day" regulation will go into effect upon publication of legal notice. In addition to the above report, Thursday noon, Alderman Massman contacted me and stated that Orchard Place water pressure had dropped to ll,pounds and was rapidly approaching a crisis. Therefore. the sound truck was sent out asking the cooperation of the people to stop sprinkling. That evening a temporary connection was made from Des Plaines to the Higgins Water Company'to help keep their pressure at a safe minimum. On Friday, May 30th, the Police Department toured the entire area' asking every one they saw to stop sprinkling. An inspection of the Higgins Water Company's two wells was made by Alderman Massman and myself, but since it is an unmetered system it was impossible to determine whether or not the pumps were delivering water at their rated capacity. I promised Alderman Massman that I,would make a "draw -down" test On both wells to determine the water level and will also check, as near as possible, the amount of water the pumps are delivering. I have this scheduled for Tuesday, June 3rd and will submit:a report to the Water Committee and a copy to Alderman Massman. This sould be done anyway prior to any further negotiations with the Higgins Water Company for the sale of this utility. Respectfully submitted, /g/ R. R. Alderman Rateike madei the following report: Your Committee on Public Building & Grounds has investigated the above and has found: That some of the bidders bid on No. 2 oil and some on No. 3. On investigation found the industry does not have a No. 3 but some deliver No. 2 in its stead, also it is possible to get a mixture of No. 5 and No. 2 to make up,a No. 3. We, Your Committee on Public Buildings and Grounds, therefore recommend: That we readvertise for fuel oil bids, changing our specifications to read No. 2 Oil Plus certain specifications from the American Society of Test Materials, and each bidder to submit a sample of oil to be furnished with bids returnable June,16, 1958. /s/ Walter Tistle /8/ I. Alderman Tistle arrived at this time. APPRAISAL OF WAREHOUSE. The motion was made by Alderman Rateike ans seconded by Bell to have the Warehouse property appraised at a cost not to exceed $500.00. The Mayor put the question and the Clerk called the roll with the following results: Alderman Massman, Bell, Callaghan, Rateike, Wright,, Neff, Wexler, Martin, Figard, Prickett and Tistle. Nays: None. The Mayor declared the motion carried. 1.� 1 1 Alderman Martin made the following report about sidewalk at northeast corner of Wolf and Ilgonquin Roads: Your Committee on Streets and Traffic has investigated the above and has found: The reference above covers a condition which exists in a number of locations in the City due to the fact that when sidewalks were installed they were not extended to meet crosswalks at intersections. This leaves a gap across parkways at the ends of sidewalks and causes an unsatisfactory condition, especially inbad weather. It is recommended that the Supt. of Public Works be authorized to place the necessary sidewalks squares at the NE corner Wolf & Algonquin and in other locations where conditions warraht to the extent of an expenditures not to exceed $1000.00, using 4he bid offer and price of 52¢ per square foot from E. Nays: None. The Mayor declared the motion carried. APPROVE SEPTIC TANKS FOR TWO LOTS. On motion by. Alderman Martin and second by Figard the Council approved installation septic tank for Lot 55 at 860 Westgate Road. On motion by Alderman Martin and second by Neff the Council approved installation septic tank for Lot 95 at 95 Ashland Avenue. Alderman Figard reported on Youth Activities regarding stock car race and made the motion which was seconded by Martin to purchase a trophy for the race pot to exceed $35.00. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Massman, Bell, Callaghan, Rateike, Wright, Neff, Wexler, Martin, Figard, Prickett and Tistle. Nays: None. The Mayor declared the motion carried. ECKARDT ZONING CASE. Alderman Wexler reported on Supreme Court ruling reversing Judge Fisher's ruling. The City Clerk has report and copy of the opinion from Attorney Howard favoring the City. Alderman Wexler reported that Attorney Dowd has written the State Attorney General for an opinion on the law regarding official meetings open to public. Alderman Neff Reported'the following on new member Citizen's Committee to revise code. Mrs. Kay Swanson, Clarence Krumpos, John Groh and Ruth Stephens of Sixth Ward and Mrs. Rogert Hagen of Third Ward. APPROVAL OF BILIS. Alderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND. CLERK BE AND ARE. HEREBY AUTHORIZID TO MAKE PAYMENT FOR - SAME .. (3464./2/58 The motion'was'made by Alderman Prickett and second by Bell to adopt the resolution. Total: $13,046.74 (A copy of resolution placed before each Aldermanland on file with City Clerk. The bill for $26.85 Des Plaines Motor Sales was removed. The Mayor referred to the Finance Committee to investigate if in approving bills. any change be made ORDINANCE PROHIBITING PARKING ON TOUHY AVENUE., The Clerk read for first reading the above ordinance. CHICAGO AND -NORTHWESTERN RAILWAY LETTER THACKER STREET CROSSING BELT LINE. The Clerk read the above letter: Kindly refer to your letter of March 6, 1958, concerning the operation of crossing signals at our Belt line track and Thacker Street in the city of Des Plaines.. As discussed between you,:and Mr. Bush of my office, the complaint is similar to one of some years ago and concerns switching at the Meyer Material Company with the switch to this industrial concern located very closely adjacent to Thacker Street and creates difficulty in arranging circuit controls; for flasher operation. However, our switching crews are aware of conditions at this point and the Trainmaster informs us that they are very careful when doing Switching here. Following your suggestion, Mr. Bush contacted Alderman McKay,IChairman of the Safety Committee and was in turn referred to Alderman Neff in whose ward this crossing is located, and talked with her at some length explaining operating conditions and operation of the signals. Miss Neff then requested that the same information be passed on to Mr.. Howard Diersen, president of the local civil group in the area, and the same explanations were given; to him. Mr. Diersen appeared satisfied, expecially so as he knew for himself that we are aware of the conditions at this point and that we consider the,crossing relatively safe. An additional circuit is being provided for a short distance into the Meyer switch track which we believe will give some additional warning of.a train movement out of Meyer Material and which should improve conditions!at this point without the use of crossing gates. The Clerk read the Dear Mr. Henrich: Your:letter of May 6th, wherein you advise that a report was Council that the above signs had not been installed: above letter: made' to. your City On Wednesday, May 21st, I inspected the crossing and found the signs installed; however, the sign in the north-east quadrant of the house track was improperly located. The Ordinance to vacate the street which would become the Church property was referred to Municipal Development Committee and Plan Commission. SAFETY COUNCIL LETTER. The letter from Safety Council regarding traffic on Walnut Avenue at Margret Street was referred to Traffic Commission. PETITION OPPOSING SERVICE STATION AT CORA AND OAKTON STREETS. Alderman Tistle presented a petition from interested persons and a letter from Baptist Church opposing the erection of service station at northwest cornerrof Cora and. Oakton Streets. The Mayor referred same to Building Control & Inspection Committee. AMERICAN UNITED LIFE INSURANCE COMPANY 440,000. BLOCK OF BONDS. The Clerk read a letter from the above inquiring if the City desires to purchase the 1954 Water Revenue Bonds. The Mayor referred the letter to Finance Committee. RUSSELL PETERS LETTER PARKING ON CORA STREET AT THACKER STREET. The Clerk,read the above letter: A.short time ago parking was discontinued on Thacker St. between pearson and River Road. As a result the cars just slipped around the corner and started parking betweentThacker and Ashland on Cora St. As you know this is a very short block with the bus turning twice - at Ashland and again at Thacker. In addition, in the middle of this short block cars are coming out of an alley and also the driveway shared by the Townsends and us. For some time we have asked our own guests to park on Ashland because of the traffic tie- up and the bus turning twice in such a short area. °We would be very sorry if this situation caused a serious accident and we had not brought ittto your attention. CIVIL DEFENSE REQUEST TO PURCHASE A USED TRAILER. The Mayor read a letter from V.Ralph, Director Civil Defense regarding the purchase of the above that they were trying to purchase a used trailer to be used for the 3,500 watt generator, an emergency portable power facility. The Mayor referred the letter to Superin- tendent Wernicke and Mr. Ralph. BEL-AIRE ACRES CIVIC ASSOCIATION LETTER ON ANNEXATION. The Mayor read the above requesting a survey of thearea and consideration of annexation. The area is bounded on south by Ballard Road, on east by Potter Road, on west by Toll Road and the north by Emerson Street. The Mayor referred the letter to the Municipal Development Committee and Plan Commission. CHAMBER OF COMMERCE LETTER ON SPEED LIMITS ON SCHOOL STREETS. The Mayor read the following letter: At our April Board of Directors of the suggested by one of our directors that Des Plaines be marked with speed limit of safety and possibly saving the life Chamberof Commerce meeting, it was school zones throughout the city of of 15 miles per hour, in the interest of some school child. It was voted to send this letter to the Safety Council, Police Department and City Council. We hope you will give this your careful consideration. The Mayor read the following letter: At the General Membership Meeting of the Des Plaines Chamber of Commerce, held Thursday, January 23rd, 1958, it was passed unanimously by the 68 persons present that the following resolibion be approved and sent to the City Council for consideration. "BE IT RESOLVED by the members of the Des Plaines Chamber of Commerce that they do hereby approve and ratify the following recommendations of the Board of Directors of the Des Plaines Chamber of Commerce: (1) Recommend to the City Council of Des Plaines that they endeavor', to get the Northwestern Railroad to extend the pedestrian loading platform; East of Pearson Street toward Des Plaines afenue so that trains could load and unload passengers without interfering with Lee Street traffic during such periods. (2) Request the City Council to take steps to remove the "dog at its intereection with River Road." leg" in Miner Street I It is hoped that the Chamber of Commerce during 1958 may affect a closer and friendlier relations with the City Council and if we may be of any further help in suggestions please call on us at any time. The Mayor read the following letter: The West School F T A requested action by the Safety Council with regards to the motor a voter legislation recently passed allowing fourteen year old children and adults who may have lost their drivers license to operate this small vehicle without operators permit. The action taken by our group is shown in the copies of letters to Governor Stratton and Secretary of State Carpentier which are enclosed. We understand that some Des Plaines group and individual action in!the form of protect cards have been sent to have this legislation changed. Further action has been requested Of the City of Des Plaines to limit the dales of motor scboters to only those individuals holding drivers permits. The Safety Council recommends that proper steps be taken to affect an understanding of the dangers involved in the sales of these scooters to unlicensed operators and if legally possible to halt thses sales. Our plans for public announcement by our public relations officer of the action in this matter will be delayed awaiting your decision or that of the City Council. Yours very truly, /8/ Walter J. Behrel with Alderman Massman, Bell, McKay, Callaghan, Rateike, Tures, Wright, Neff, Wexler, Martin, Figard, Prickett and Tistle responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Prickett and seconded by Massman to approve the minutes of June 2, 1958. The motion was voted upon by acclamation. OFFICIAL REPORTS. The Clerk submitted the reports of City Treasurer and Clerk for month of May and several months reports �f Community Nurse. Engineer Fletcher reported about Sanitary District to dredge Weller Creek west of City and wanting a letter allowing use of easements and streets. On motion by Alderman Figard and second by Bell the Mayor and Clerk were authorized to sign letter granting the use of easements and streets. Attorney Dowd reported on information he received regarding taking a census. The motion was made by Alderman Neff and seconded by Martin to file petition for census. The motion was withdrawn after discussion and City Clerk is to give Council information on increase since 1956 census. On motion by Alderman Rateike and second by Callaghan the Clerk was instructed to open the bids on fuel oil and Orchard Place storm sewer. There were ten bids on fuel oil. On motion by Alderman Callaghan and second by Wexler the bids were referred to the Building and Grounds Committee The following bids were received for storm,sewer: J. B. BEL-AIRE CIVIC ASSOCIATION. Alderman Bell reported the fo1J.owinVletter received from Bel -Aire Acres Civic Association requesting information on annexation: Your Committee has investigated the above and has found: A meeting was held at the Croation Children's home. Present were representatives of Bel=Aire Assn. City Engineer Fletcher, Chairman of Plan Commission and Ald. Bell. We, your Committee on Municipal Development, therefore recommend: Questions concerning annexation, sewers, water, etc, were answered by city officials. Bel Aire residents have agreed to discuss the matter further and inform us as to their decision. /8/ R. A. Bell /s/ S. Dowd and John Geiger regarding a meeting June 24, 1958, at 7:30 P.M. on Bauske and Premier Rose property. A meeting with Anderson Company representative to be at 8:30 P.M. same date.
