CALL TO ORDER. The meeting was called to order by Mayor Herbert H.•Behrel with Alderman Figard, Prickett, Tistle, Nelsen, Bell, McKay, Callaghan, Rhteike, Dunlap, and Wright responding to roll call. OPEN BID ON EXCAVATION OF WELLER CREEK. On a motion by Alderman Prickett and second by Callaghan the Clerk opened the following bid: Doetsch Bros., 2740 Ridge Road, Evanston, Illinois If awarded all five units you may deduct $ 35,964.70 1,964.70 The Mayor referred the bid to the City Engineer, Superintendent of Public Works, Sewer and Flood Committees. A recess was declared so the bid could be checked. Alderman McKay made the following report: Only one bid received, from Doetsch Bros., 2740 Ridge Road, Evanston. Total amount of the bid for dredging the creek from Graceland Avenue to Wolf Road was 05,964.70. Bid was considered during recess of the Council by Flood Control Committee, Finance Committee'and City Engineer. Because of considerable difference between the bid and the engineer's estimate your Committee recommends we hold up action until the Council meeting of November 18th. In the meantime the City Engineer will confer with the Sanitary District engineer and also the bidder, and there will be another meeting of the Flood Control Committee and City Engineer at 7:00 PM on November 18th, just before Council meeting. S. E. McKay,Ch The motion by Alderman McKay and second by Dunlap a report to be made at the November 18th meeting pias approved. RESOLUTION PROVIDING FOR SALE OF BONDS. Alderman Nelsen presented the following resolution: "Resolution Providing for the Sale of Bonds." The motion was made by Alderman Nelsen and seconded by Dunlap to suspend the 5811/8/57 rules and place the resolution on passage. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Aiderman Figard, Prickett, Tistle, Nelsen, Bell, McKay, Callaghan, Rateike, Dunlap and Wright. Nays: None. The Mayor declared the motion carried. The metion was made by Alderman Nelsen and seconded by Prickett to adopt the resolution. The Mayor declared the motion carried. LoUIS REDEKER REQUEST FOR WATER. The Mayor referred a letter from Louis Redeker a request for water to the Water Committee. At a request of Superintendent Warnicke the Mayor referred to the, Water Committee regarding the purchase of some land from School Board at Water Plant. Alderman McKay made the following report: L We have the following report from SPW Warnicke: "At the request of Ald. Wexler, a study of the sewer lift station located at Southeast Place and Algonquin Road was made to determine whether or not the pumps could be keptxunning during storm periods. It seems that every time we have a hard rain the electrical blowing the fuses and causing the pump to stop. controls become shorted, A number of residents in that vicinity have noticed that whn the pump stops the water in the sewers start to back up in the street. We are certain that this is coincidental and that regardless of whether the pump continues to run or not, the water would still back up in the street. However, we have obtained an estimate of cost to install water -proof electrical apparatus for approximately $385.00. In reviewing past experiences, we have spent almost that amount in repairing flood damage tb the electric controls and motors. I therefore recommend that your Committee approve this expenditure and we will proceed with the work as soon as the new equipment can be obtained." Recommended, that Superintendent of Public Works be authorized to have water- proof electrical apparatus installed at a cost of approximately 085.00. /8/ S. E. McKay,Ch /s/ Reuel H. The Mayor declared the motion carried. Alderman Martin arrived at this time. JACOBS REPORT. Alderman Prickett requested that Part 2 of the Jacobs report be referred to the City Attorney to make changes recommended by the Special Committee. On a motion by Alderman Prickett and second by McKay it was so referred. Alderman McKay made the following report: This is a report of your Special Committee on Part 2 of the J. L. Jacob's Survey, having to do with the Administrative Organization, Procedures, and Operations of the City Government of Des Plaines. Concerning the recommendation in the Jacob's report that Des Plaines Should have a City Manager: Many of the valuable recommendations in the report could be adopted regardless of our form of government, but we would decide now as to what action we should take on this key recommendation concerning City Manager, and then consideration can be given to the other recommendations in the report. Your Committee is in agreement that the City should have either a City Manager, a City Administrator, or a full-time Mayoral Assistant, so that the affairs of the City can be more efficiently administered. It is the recommendation of your Special Committeethat the Council take the necessary steps to engage a City Administrator for the City of Des Plaines. 1 LL/0/57 5 5 9 Aldermen have been furnished copy of a suggested ordinance for the creation of the office of City Administrator and defining the powers and duties of the incumbent, this ordinance for the consideration of the Council if it should concur in the foregoing recommendation that we arrange to have a City Administrator. /s/ S. The Clerk read for first reading the above ordinance. APPRAISAL OF-HIGGINS WATER COMPANY. The Clerk informed the Council he had placed a copy of Higgins Water Company appraisal on their desks which he received from Chapman and Cutler. The Mayor informed the, Council there would be a discussion on Administrator Ordinance next meeting. rra There will be the first meeting on 1958 Appropriation Ordinance November 27, 1957. p Meeting of Elm Tree Disease Committee November 12th. p:!`a Meeting of Sanatation Committee November 13th. On a motion by Alderman Rateike and second by Dunlap the Council extended bid on demolishing North School to December 2, 1957. 1 1 City Clerk to notify Public Service to remove meter from North School. Alderman Dunlap was excused and left the meeting. Septic tank granted for,Telephone Company at Lee Street and Touhy Avenue. On a motion by Alderman Wright and second by Martin the Council granted installation septic tanks at Lee and Touhy Avenue for the Telephone Company. STREET LIGHTS. Superintendent Warnicke was instructed to notify Public Service Company to install lights at Scott and Chase Streets and at Cedar and Jarvis Streets. The Mayor referred to the Plan Commission and Municipal Development Committee to review the extending of City Plan east and north of the present City Limits. ADJOURNMENT.
