The Mayor introduced the Junior Council who were seated with all
the regular Council members.
CALL TO ORDER: The meeting was -called to order by Mayor Herbert
H. Behr -61 who presided with Aldermen Wexler, Martin, F igard,
Prickett, Tistle, McKay, Callaghan, Rateike, Dunlap, Tures and
Wright responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett
and seconded by Wright to approve the minutes of October 21,1957.
Alderman Rateike requested a correction, - that the motion was
made by Alderman Bell and seconded by Rateike to place the Parking
Revenue Bond on passage. The motion was then voted upon by ac-
clamation with correction made.
OFFICIAL REPORTS: The Clerk submitted the reports of Clerk and
Build ng ommission for October.
Aldermen Neff and Nelsen appeared at this time.
APPOINTMENT OF PATROLMAN:, On motion made by Alderman Nelsen and
seconded by Dunlap, the Council approved that the F ire and Police
Commissionappointone patrolman from the eligible list to replace
Captain H. Becker who is taking a six-month leave of absence.
AWARD BID TO WARD LA. NCE TRUCK CORP. Alderman Tistle reported
on fire -ruck b ds and made the motion which was seconded by Rateike
to award the bid to Ward La France for $19,994.00 and return other
checks of bidders. The Mayor put the lquestion and the Clerk called
the roll with the following results: AYES:Aldermen Rateike,
Dunlap, Wright, Tures, Neff, Wexler, Martin, F igard Prickett,,
Tistle, Nelsen, McKay and Callaghan.- NAYS: None. The Mayor
declared the motion carried.
Alderman Martin reported about a garage to be constructed over a
building line. The motion was made by Alderman Martin and seconded
by Wexler to grant the permit.After discussion, the permit was
referred to City Attorney on motion by Alderman McKay and seconded
by Tures regarding it being a Zoning Variation.
SEPTIC TANK - 112 ASHLAND .AVENUE GRANTED

granted permit for a septic tank at 112 Ashland Avenue.
Alderman Wexler made a progress report on Meyer Coal Company case.
.APPROVAL OF BILLS: Alderman Prickett presented the following
resolution:
BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE
FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK
BE AND ARE HEREBY AUTHORIZED TO MAKE
PAYMENT FOR SAME.

seconded by Figard to adopt the resolution. The Mayor put the

The Clerk read the following letter dated 10 18/57 addressed to
the City Clerk of Des Plaines: rtPlease refer to our letter of
October 3rd, in which we promised you a report on the speed prac-
tices of motorists on Oakton Street, .between Mannheim'and River
Roads. Speed surveys recently completed showed that the exist-
ing posting of 35 MPH was being obeyed by about 80 percent of the
motorists. The surveys showed further that 75 percent of the
motorists would violate a 30 MPH limit and near1y1100 percent
would drive at speeds higher than 25 MPH. Based on this data,
we can see no justification for a reduction in the present

The Mayor referred the above letter to the Street Committee.
PRATT AVENUE CROSSING GATES AND LIGHTS - accepted.
The Clerk read a copy of a letter from the State Engineer Wm. M.
Dutelle to Wisconsin Central Railroad suggesting the City Council
advise the Railroad Company of acceptance of the gates. On motion
by Alderman Tistle and seconded by Martin, on recommendation of
Engineer F leteher, the Clerk was directed to write a letter in-
forming
nforming the Railroad Company of the City Councilts acceptance.
The Clerk read a letter from Locomen D. Eley (dated Nov. 1, 1957)
that the improvements of the strip at MANNHEIM ROAD NEAR FOREST
have been completed and he has received Title for the land dedi-
cated so has refunded the $1,945.00 which was a guarantee for the
improvements. The Mayor ordered the letter placed on file.
ADOPT ZONING ORDINANCE - 915 GRCELAND 1VENUE
The Clerk read, for second reading, the above Ordinance - rezoning
from rSingle Family" to 1TMultiple Familyr. . The M ayor put the
question and the Clerk called the roll with the following results:

ELM S CRE ARI SERVICE SURVEY
The Mayoi. referred the survey, which is about some cities to sell
State Vehicle Licenses, to the License - and Inspection Committee.
ADOPT ORDINANCE ON DRAINAGE OF BASINS
The Clerk read, for second reading, the following Ordinance entitled:

FIRST ADDITION TO BALLARD GARDENS
The Clerk read the report from Plan Commission recommending approval
of two plats for the subject subdivision. The Mayor referred the
plats to the Municipal Development Committee.
LETTER FROM CHAIELO,_ CERCE RE PANG
The Clerk read the following letter from Murray S. Smith, Secretary
of Des Plaines Chamber of Commerce dated 10/22/57:
ft'At our meeting of the Board of Directors,
October 17th, it was voted unanimously to
recommend to your body that an Ordinance
be passed limiting the amount of parking
time within two blocks of the metered
downtown district, to two or three hours.
It was also recommended that this Ordin-
ance be stringently enforced. There are
now several sections where three-hour
parking signs are posted but it means
nothing as there is no enforcement. In
order to keep the metered parking lots
on a paying basis, it is our opinion
/ that this Ordinance and enforcement are
et essential.'"
The Mayor referred the above letter to the Street, Parking Meter
and Police Committee.

'ZONING VARIATION APPLICATION - 1700 & 17Q8 VAS BUREN AVENUE
The Clerk reported he had an application for a Zoning Variation
on two lots at 1700 and 1708 Van Buren. Avenue. On a motion by
Alderman Martin and seconded by Figard, the application was re-
ferred to the Zoning Board of Appeals, sitting as a Commission,
to hold a public hearing.

The Clerk read, for first reading, the subject Ordinance. The
Mayor referred the Ordinance to the Judiciary Committee.
_Alderman Bell arrived at this time.
The Mayor referred back to Alderm an Bell for reports of the
MUNICIPAL DEVELOPMENT COMMITTEE: Alderman Bell reported the
following on REZONING AT LEE AND TOUHY AVENUES.
"'The Municipal Development Committee has
investigated and found the Zoning Board
voted five for and one against and one
not voting - in favor of rezoning to
"Commercial". Due to the proximity to
the airport, this land is well suited
to "Commercial" zoning. City of Des
Plaines and Orchard Place School District
would benefit by this rezoning. The
Municipal Development Committee recom-
mended that the Zoning Board's recom-
mendation be approved; also, recommend
that the Ordinance annexing this land
be placed on passage; also, recommend
that the Ordinance rezoning to 0Commer-
cial" be placed on passage."
On motion by Alderman Bell and seconded by Nelsen, the Council con-

Alderman Bell reported the Plan Commission has approved the subject
plat. Sbbm and sewer water do not drain into Des Plaines drainage
system. Lots are all oversized. The Municipal Development Committee
recommend approval of Plat and Mayor and Clerk signed same.

place the annexation Ordinance on passage. The Mayor put the

Martin, Figard, Prickett, Tistle, Nelsen, Bell, Callaghan.
NAYS: Alderman McKay
The Mayor declared the motion carried.

the Mayor voting on annexations.
The Mayor referred to the City Attorney the .Annexation Ordinance

The Mayor referred to Police and Fire Committees the doctor's fees
for physical examinations.
On motion by Alderman Martin and seconded by Neff, the Mayor referred
the reduction of liquor license to License and Inspection Committee.
Upon Alderman Neff's request, the Mayor referred to the PARKING METER
COMMITTEE about taking some meters out of Lot No. 2 for more free
parking.
The Mayor asked the JUNIOR OFFICIALS if they would like to say some-
thing now that they have attended a meeting of the Council. The
Mayor (Cora Mills) responded with a short talk; several 'other
officials talked also. Miss Carol Payne (Alderman of the Fourth
Ward) then reported as follows:
"'The Junior Officials have indicated that the
program in which they took part in the City
.Administration was both education and beneficial
and hope that this program will be followed
each year. The Youth Activity Committee will
have a meeting with the Junior City Officials
on Thursday, Nov. 14th at 7:30 P.M. in the
Council Chambers to organize the Youth Advisory '
Committee. All City Officials are invited.'m

The Junior Council then adjourned and the Mayor called :a recess to
allow them 'to leave the meeting.
.After reconvening, the Council had a discussion on 'the agreement for
the Howard Avenue sewer.

MINUTES OF THE ADJOURNED MEETING OF THE
CITY COUNCIL, DES PLAINES, ILLINOIS HELD
IN THE COUNCIL ROOM, CITY HALL,
NOVEMBER 8. 1957 AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Herbert H.•Behrel with
Alderman Figard, Prickett, Tistle, Nelsen, Bell, McKay, Callaghan, Rhteike, Dunlap,
and Wright responding to roll call.
OPEN BID ON EXCAVATION OF WELLER CREEK. On a motion by Alderman Prickett and second
by Callaghan the Clerk opened the following bid:
Doetsch Bros., 2740 Ridge Road, Evanston, Illinois
If awarded all five units you may deduct
$ 35,964.70

The Mayor referred the bid to the City Engineer, Superintendent of Public Works,
Sewer and Flood Committees. A recess was declared so the bid could be checked.
Alderman McKay made the following report:
Only one bid received, from Doetsch Bros., 2740 Ridge Road, Evanston. Total amount
of the bid for dredging the creek from Graceland Avenue to Wolf Road was 05,964.70.
Bid was considered during recess of the Council by Flood Control Committee,
Finance Committee'and City Engineer. Because of considerable difference between
the bid and the engineer's estimate your Committee recommends we hold up action
until the Council meeting of November 18th. In the meantime the City Engineer
will confer with the Sanitary District engineer and also the bidder, and there
will be another meeting of the Flood Control Committee and City Engineer at
7:00 PM on November 18th, just before Council meeting.
