PETTINGER'RESUBDIVISION. The tentative plat of the proposed Pett lager's Resubdivision
was referred to the Plan Commission.
WAIVE INTEREST OF LIBRARY BONDS FROM AUGUST 16. 1957. 'On a motion by Alderman'McKay and
second by Figard for Mayor and City Attorney to write bank iiaiving interest on the
Library Bonds from August 16, 1957 until bondw are signed. The Mayor put_ -:the question
and the Deputy Clerk called the roll with the following results: Ayes:, Alderman
Wright, Wexler, Martin, Figard, Prickett, Tistle, Nelsen, Bell, McKay, Callaghan,
Rateike and Dunlap. Nays: Alderman Neff. The Mayor declared the motion carried.
Butler Brothers method of pumping out its lake at peak times was referred to the City
Engineer, Superintendent of Public Works and the Sewer Committee.
On a motion by Alderman Dunlap and second by Rateike to contact the Illinois Commerce
Commission regarding the Chicago and Northwestern Railway's negliance in repairing
the Miner Street and Wolf Road crossings.
The Mayor referred the petition regarding the parking and noise around the Carpenter'
Hall at White and Oakton Streets to the Police Marshal and theCity Attorney.
The City Engineer reported that the Pratt Avenue gates were installed and would inquire
of the Touhy Avenue, Prospect Avenue and the Oakton Street crossings.
Alderman Wright requested the Council amend the personnel ordinance for the Library
due to the new larger building. The Mayor referred the request to the Library Committee
and the City -Attorney.
On a motion by Alderman McKay and second by Figard to have the City Engineer prepare
an estimate of the dredging of Weller Creek from Mount Prospect Road to Graceland
Avenue. The City Engineer stated that the Benjamin Electric Company was willing to
widen it 10 feet thru their property.
APPROVE SEPTIC TANK AT 30 EAST GOLF ROAD. On a motion by Alderman McKay and second by
Rateike tb approve the request for a septic tank of George Burgess, 30'East Golf Road,
the motion was voted upon by acclamation and carried.
ADJOURNMENT. The motion was made by Alderman Wexler and seconded by Rateike to adjourn,

CALL TO ORDER. The meeting was called to order by Mayor Herbert H. Behrel with Alderman

APPROVAL OF MINUTES.' The motion was made by Alderman Prickett and seconded by tistle
to approve the minutes of August 19, 1957. The Mayor requested two corrections. Page 521
On a motion by Alderman McKay and second by Bell the Council approved that Superintendent
Wernicke notify owners about installing sidewalks. On page 523 to change the work
purchase to offer about North School site. The motion was voted upon by acclamation
with corrections made.
OFFICIAL REPORTS The Clerk submitted the reports of Building Commission and City Clerk:
for August. The Clerk also read the report of Superintendent Wernicke what had been
done about Weller Creek.

The above estimate of cost is based upon the removal of trees, planks, ties and other
large pieces of rubbish and burning at some suitable location, the balance of the
dirt and debris to be left albng'the top of the bank where it has been dredged and
to be spread to a minor extent only.
It is also based upon having room along at least one bank Ao.operate the equipment.

Alderman McKay, Chairman of Sewer Committee, City of Des Plaines, Illinois
Dear Sir:
We have checked the Butler property and find that it is not within the Weller Creek
Drainage area; however, they did obtain a,permit from the State to cross Oakton Street
with a force main for their storm water outlet and a permit from the railroad to
cross their tracks and a permit from the County to connect to the 15 inch storm
sewer on the west side of the railroad; and, while they are not within the District,
the tile to which they are connected was installed by the County and not by the
Drainage District.
Arlington Heights is not in the Weller Creek Drainage District; however; all or
most of their storm drains into Weller Creek.
This is only one of several instances where land not officially within the Weller
Creek Drainage District drains into Weller Creek.
The law provides that land outside the present boundaries of a drainage district may
drain into the drainage ditch. If the drainage is into an open ditch. If the
drainage is into an open ditch, no approval is required from the Drainage District;
however, the District may then annex the property if they so desire.
If the drainage is into a tile built and maintained by the Drainage District then
permission must be obtained from the District before a connection is made.
At the time Butler Brothers built their storm water pond, it was understood that
they would only pump from this pond during dry weather. They have adhered to their
policy, with the possible exception of the big storm, without detriment to anyone.

Dear Sir:
In reply to your inquiry concerning the cost of having a complete Architect's survey
and report made on the subject of the office facilities available to the City of Des
Plaines, I am pleased tb offer the following proposal:
Our. fee for this type of service is established at the rate of ':.00 per man-hour.
As we understand the problem, we propose to make an inspection of the existing space
usage, a study of the future needs of the various departments with regard to their
expanding services, an analysis of the present structures including a check on the
mechanical and the electrical facilities, and to incorporate our findings in a full
report to the City. This report shall show our recommendations for space assignments,
possible remodeling, and the feasibility of considering alternate buildings. Included
will be sketches of the proposed office layouts as well as estimtes of the relative
cost of each scheme.
We estimate the time required for the preparation of this report will be from 65 to
80 man-hours. We would be pleased to assume a contract with the City for this work
on the basis of our fee not exceeding the sum of $650.00. This proposal does not
include the preparation of the actual working drawings and specifications for alterations
and additions which may result from adoption of the report.
This"project can be scheduled to meet the datelines of the Des Plaines City Council,
and it shall receive my personal interest and attention.

CUMBERLAND PARKING. Alderman McKay Made the following report:
Mayor andCity Council:
The lack of space for the all -day parking of commuters' automobiles near Cumberland
Station is causing some invasion of the residential streets of Stratford, Cornell and
Cambridge, particularly Cornell. We have, been urged by the Cumberland 1i ntenance
Corporation to place restrictions on these treets which your Committee ,is reluctant
to recommend until additional parking space is made available not too distant from
the station.
At present, on the railroad side of Northwest Highway opposite State Street, the State
Highway Department has about 150 feet of the parkway closed to parking by the use of
two "No Parking between Signs" standards".
Perhaps the excuse for this restriction will be there is supposed to be a bus stop
at this location. There is a small hard to read bus stop marker well back from the
roadway, merely a rusty reminder of someone's mistake in having it placed. It serves
no useful'purpose. Rarely if ever does a bus stop there, the usual stop for the
infrequent busses being at the railroad station, where there is no bus marker.
Anyway the busses do not pull in off the highway to stop and if they did they would
require 150 feet of space.
Another excuse might be the speed limit sign, but it should not require 150 feet to
make it noticeable.
It is recommended that the State Highway Department be requested to cooperate with us
in our efforts to alleviate this parking problem by removing these unnecessary signs.

Superintendent Warnicke ipstructed to investigate.
Alderman McKay reported the following: Nhyor and City Council:
Su cementing earlier report of this date in connection with the parking problem in
the neighborhood of the C&Nw Cumberland Station.
It is recommended that the median strip in Broadway between Northwest Highway and
Cumberland Circle (this whole block is commercial) be graded and. black topped and
made airailable to the public for all -day parking. This space could accommodate at
least 50 cars. '
If this were done then we could consistently authorize restrictive signs on Broadway
and certain of the residential streets and relieve the parking problem in this area.
Your Committee requests that this recommendation be referred to the Parking Lots
Committee for consideration..

ALLEY NORTH SIDE WILLOW STREET. 'Alderman McKay made the following report:
Alley rear of N. Side of Willow Avenue, Connecting Harding and Graceland.

This is a concrete alley about 1,000' long back of the north side of Willow Avenue,
and connecting Harding and Graceland. There are numberous sunken spots, and very
poor drainage. I have. inspected this alley with Mr. WArnicke and he has given me
a report in connection therewith'as follows:
For patching, about 50 tons hot mix at $20.00 ton in place $ 1,000.00
For storm water drainage, 2 catch basins and inlets (Installa-
ton by City employes) 160.00
Total cost $1,160.00, plus labor of installing catch basins and inlets.
This is recommended that the Superintendent of Public Works be authorized to proceed
with this project at the earliest possible date consistent with its need for attention.

Alley between Alles and Graceland, Willow and Harding. Mayor and City Council:
This alley runs north from Harding for about 225' and then. left about 100' to Graceland.
It is in a deplorable condition and should be given a preferred spot on the
Superintendent's work schedule.
The Superintendent estimates he can put it in rbasonably good condition, with prime
and seal coat for $600.00.
It is recommended that the Superintendent of Public Works be authorized to proceed
with this work, 'giving it the priority conditions warrant:

LIONS WOODS, FOREST PRESERVE TO RECEIVE CITY WATER. Alderman Tures reported and on
his motion which was seconded by'Prickett, the council approved to grant the request
of Forest Preserve District for City Water for Lions Woods.
GRANT WATER FOR 335 GROVE AVENUE. On Motion by Alderman Tures and second by Prickett
the Council granted the request for City water for 335 Grove Avenue, Mrs. Louise
Hoffman.
AWARD BID ON LIME HANDLING EQUIPMENT. The motion was made by Alderman Tures and s
seconded by Prickett to award. the bid for lime handling equipment and installation
to George H. Knight Construction Company.for $19,700.00. Alderman Martin made the
motion which was seconded by Bell to amend the motion for a 90 day gnarantee. The
motion was voted upon by acclamation. The Mayor put the question on the previous
motion and the Clerk called the roll with the following results: Ayes: Alderman
Tures, Neff, Wexler, Martin, Figard, Prickett, Tistle, Nelsen, Bell, McKay,
Callaghan, Rateike, Dunlap and Wright. Nays: None. The Mayor declared the motion

SEPTIC TANK GRANTED FOR SOUTHWEST CORNER ASHLAND AVENUE AND WARRINGTON ROAD. On
a motion by Alderman Martin and second by Neff the Council granted permission for septic
tank at the southwest corner of Ashland Avenue and Warrington Road.
PLANS AND SPECIFICATIONS FOR PARKING LOTS 5 AND 6. 'Alderman Nelsen read the report
of Plan Commission approving the two parking lots. Alderman Nelsen, Chairman of
the Parking Meter Committee then submitted the plans and estimates of cost of
project as prepared by City Engineer Fletcher and he moved they be; approved by the
Council and ordered by filed in the office of the City Clerk for public inspection.
The motion was made by Alderman Nelsen and seconded by Dunlap that parking lot
No. 5 which is on Park Place, be approved and plans and specifications be placed
on file with City Clerk for public inspection. The Mayor put' the question and
the clerk called the roll with the following results Ayes: !Alderman Tures,
Wexler, Martin, Figard, Prickett, Tistle, Nelsen, Bell, McKay, Callaghan,

Tuesday, September 10, 1957 to study this report.

motion by Alderman Prickett and seconded by Tistle the Clerk was instructed to open

COMMITTEE ON FLOOD CONTROL. Mayor Belrel. appointed the following ,as. a Flood

The Mayor appointed Fred Howe to represent the City on an advisory committee for

REQUEST ONE-WAY ON BENNETT PL&CE. Alderman Bell presented a petition from
property owners to make Bennett Place one-way west to east. The Mayor referred
same to the Street Committee.
PETITION FROM ORCHARD PLACE REGARDING WATER SUPPLY. The Mayor received a petition
from the people bounded by Touhy Avenue, Maple Street, Higgins Roadland Mannheim
Road that they desire City Water and not from Higgins Water Company. The Mayor
ordered the petition placed on file.
Alderman Nelsen requested the City Attorney negotiate with•the Chicago and North-
western Railway about the parks between Lee Street and Graceland Avenue.
Alderman Tistle requested that the Street Committee investigate about a sidewalk
on the east side of Illinois Street south of Everett Street. The owner of the
Illinois Street property is R. Barsch, 3615 Rosemead, Brookfield, Illinois.
GRANT SEPTIC TANK 321 RAND ROAD. On a motion by Alderman Martin and second by Wexler
the request for septic tank at 321 Rand Road was granted.

Engineer Fletcher reported that he had investigated about the Touhy, Oakton and
proppect railroad gates and found that specifications and costs were being made.
He will follow up on progress for installation.
ALDERMAN MCKAY REPORTED ON FLOOD CONTROL. Alderman McKay reported the following
on Flood control.
Your Flood Control Committee held its first meeting on Friday, September 13th.
In attendance, all members of the Committee, viz;- Alderman Callaghan, Dunlap,
McKay; Messrs. Bliss, Chmelik, Himel. Engineer Fletcher was also present.
It is extremely doubtful if any committee of humans, regardless how expert its
members might be, even if they had unlimited funds at their disposal, could save
Des Plaines free from serious damage and inconvenience if and 'when the rains
come as they did on last July 12-13.
Your Committee promises.no miracles.
It could recommend, but it doesn't a long, long range program, such,as engaging
a staff of experts to make a survey, seeking state and/ or federal aid etc.,
and perhaps winding up its activities in a year or two with nothingito show
buten extravagant plan.
