07/01/1957506 MINUTES OF THE REGULAR MEETING OF THE CITY CQUNCIt, DES PLAINES, ILLINOIS, HELD IN COUNCIL ROOM, CITY HALL,1JULY 1, 1957, AT 8:00 P.M. CALL TO ORDER. The meeting was -called to order by Mayor Herbert Behfel with Alderman Rateike, Dunlap, Tures, Wright, Neff, Wexler, Martin, Figard, Prickett, Tistle, Bell, McKay and Callaghan responding to roll call. Alderman Nelsen was absent. APPROVAL OF MINUTES. The motion was made by Alderman Prickett and seconded by Tistle. to approve the mintues of June 17, 19571 The motion was voted upon by acclamation. OFFICIAL REPORTS. The Clerk submitted the reports of Building Clerk. Commissioner and City OPEN LIBRARY BOND BIDS. On motion by Alderman Prickett and second by Figard the City Clerk was instructed to open the bids on Library Bonds. Bids were received from the Northern Trust Company, M. B. Vick and Company, John Nuveen Company, Ballman and Main, Harris Trust and Savings Bank, First National Bank of Chicago and Stifel, Nicolaus, Inc. On motion by :Alderman Bell and second by Dunlap the bids were referred to the Finance Committee for study and report. The Mayor declared a recess and after reconvening, the motion was made by Alderman Prickett and second by Martin that the Northern Trust Company be awarded the bid with effective interest rate of 4.152385 pe -r cent and Clerk return the other bidder's checks. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Rateike, Dunlap, Tures, Wright, Neff, Wexler, Martin, Figard, Prickett, Tistle, Bell, McKay and Callaghan. Nays: None. The Mayor declared the motion carried. OPEN GASOLINE BIDS. On motion by Alderman Martin and second by Figard, the Clerk was instructed to open the gasoline bids. The following bids were received: Prairie Lee Service Station .02 Elmer's Service Station, Oakt.on::andZWolf i .03 Sinclair Service Station, Rand and River .03 Bob and Joe's Standard Service, 518 Lee Street .02 Fritz's Standard Service, 2000 Des Plaines .018 Des Plaines Mobile Service, Miner and Graceland .015 Marland's Village Pump, 1350 Miner .015 Des Plaines Motor Sales, 1723 Busse .015 Ingram's Conoco Service, 1300 Jefferson .015 Westfield Motor Sales, 1141 Lee Street .01 On motion by Alderman Tures and second by Martin the bids were referred to the Finance Committee and Superintendent Wernicke. OPEN BIDS ON FIFTH AVENUE PAVING 29 C.S. On motion by Alderman Bell, and second by Dunlap the Clerk was instructed t� open the bids on paving Fifth Avenue north of Golf Road. The following bids were received: Allied Asphalt Paving Company, 13912 S. Halsted Street,Chicago $ 3,780.00 Arcole Midwest Corp.,3225 Main Street, Evanston 4,092.00 On motion by 'Alderman Dunlap and second by Tures the bids were referred to the Street and Finance Committees and Engineer. A recess was declared and after reconven- ing the motion was made by Alderman McKay and seconded by Martin to award the bid to the Allied Asphalt Paving Company. The Mayor put the question and the Clerk called the roll: Ayes: Alderman Rataike, Dunlap, Tures, Wright, Neff, Weiler, Martin, Figard, Prickett, Tistle, Bell, McKay and Callaghan. Nays: None. The Mayor declared the motion carried and the Clerk to return the otherlbidder's check. Alderman Bell reported about annexing the property west of Lee, Street, between Howard and Touhy Avenue. That the property being sold to Park District for $1.00 and therefore no fee is recommended. The Municipal Development Committee recommend the annexation ordinance be placed on passage. On motion by Alderman Bell and second by McKay the Council concurred in the report. On motion by Alderman McKay and second by Bell the Council concurred in the report of Alderman McKay that the Clerk write the State Highway Department to reduce the speed on Touhy Avenue between River Road and Mannheim to, 35 M.P.H. ;07 7-1-57 On motion by Alderman McKay and second by Dunlap the Council concurred in Alderman':McKay's report to recommending that parking of motor vehicles on Mill and River Streets, dead-end streets east of River Road be limited to 3 hours, 8 A.M. to 6:00 P.M., Mondays through Fridays and that the City Attorney be instructed to prepare ordinance. A. &P. PARKING LOT. Alderman McKay made the following report: This is a majority report of the Streets and Traffic Committee in connection with the matter of request for permit for entrance from Center Street to the A. & P. parking lot, in addition to the exit which now exists. The Safety Council has reported that in view of the traffic problems in the area bounded by Center -Thacker -Lee -Prairie, it believes the City should have the advice of traffic engineers in our contemplated traffic survey. We feel a traffic engineer's report would approve exit and entrance on Center for the A. & P. lot; that in fairness to all concerned, including the safety and convenience of those who use the lot, and balancing the possible increased hazard on Center Street against the possible decreased hazard on tee Street, we think the 0 traffic experts could hardly rule otherwise. t!'d We recommend that request for permission to establislra2 entrance to the A. & P. 0-4 bot from Center Street be granted. /8/ S. E. McKay, Chm. Sydney B. Wexler The motion was made by Alderman McKay and seconded by Rateike to concur in the report. Alderman Martin made the motion which was seconded by Tures to table the matter until a traffic survey was made in the downtown area. After discussion, the Mayor put the question and the Clerk called the roll. Ayes: Alderman Dunlap, Tures, Neff, Martin, Tistle and Callaghan. Nays: Alderman Rateike, Wright, Wexler, Figard, Bell, McKay and Prickett. The.Mayor declared the motion lost. The motion was then made by Alderman Martin and seconded by Neff to refer back to Zoning Board for further con- sideration. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Dunlap, Tures, Neff, Martin, Tistle and Callaghan. Nays: Alderman Rateike, Wright, Wexler, Figard, Prickett, Bell and McKay. The Mayor declared the motion lost. The Mayor put the question on the original motion and the Clerk called the roll. Ayes: Alderman Rateike, Dunlap, Wright, Wexler, Figard, Prickett, Bell, McKay and Callaghan. Nays: Alderman Tures, Neff, Martin and Tistle. The Mayor declared the motion carried. APPROVAL OF BILLS. Alderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CIERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. (A copy of resolution placed before each Alderman and on file with the City Clerk.) Total $25,827.06. The motion was made by Alderman Prickett and seconded by Martin to adopt the resolution. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Rateike, Dunlap, Tures, Wright, Neff, Weller, Martin, Figard, Pridkkett, Tistle, Bell, McKay and Callaghan. Nays: None. The Mayor declared the motion carried. Alderman Prickett reported that $4,200.00 of Sales Tax Funds ware transferred temporar- ily to the Library Construction Account. The Mayor reported of Illinois Commerce Commission hearing July 10, 1957, regard- ing Higgins Water Company. Alderman Tures requested the Attorney to ask for a two weeks continuance on hearing. N. F. STUMPF REQUEST FOR WATER. On motion by Alderman Tures and second by Wright the Council approved to grant request of N.F. Stumpf for water through Hawthorne Lane :Association. On motion by Alderman Tures and second by Rateike the Council approved to allow C.K.G. Associates a temporary water connection at Rand and Dempster. 5©6 7-1-57 The Clerk read a letter from M. S. Howard on the finish of trial of Eckard rezoning case at River Road and River Street and he will report when Judge Fisher gives his decision. Bean, Chicago and North- western Railway, that the letter on blocking crossing at Golf Road was referred to Superintendent R. C. Conley for investigation. The Clerk read a letter from Forest Preserve District, that they would erect signs at the dam near Chicago and Northwestern Railroad bridge to caution people of danger. The Clerk reported of Illinois Commerce Commission hearing July 11, 1957 on Public Service. The Attorney was instructed to attend. Alderman Prickett requested permission to leave at this time which was granted by the Mayor. The Clerk read a letter from Muscular Dystrophy Associations of America regard- ing annual appeal during week of November 25, 1957. The letter was referred to Mayor to contact Community Chest. The Clerk read a letter from H. L. Kinser, President of the Safety Council, which had two letters attached from organizations regarding sidewalk to be installed on the North side of Golf Road. On motion by Alderman McKay and second by Callaghan the letter was referred to the Board of Local Improvements. The Clerk read a letter from Alderman McKay regarding parking opposite Cumber- land Station. The Mayor referred same to Street Committee and Superintendent Warnicke. The Clerk read a letter from Cumberland Terrace Civic Club inviting the Mayor and Council to attend their annual Lawn Party on south end of Z!arrington Road, July 20th at 5:30 P.M. The Clerk read a letter from people on Alles Avenue regarding changing the NO Parking signs to the east side of the street. The Mayor referred the letter to the Street Committee and Superintendent. The Clerk read a letter from people near the R. G. Snith Equipanent Company complaining of the noise from that company. The Mayor referre the matter to the City Attorney and Chief of Police. ADOPT ANNEXATION ORDINAL. The Clerk informed the Council he had a petition for annexation of Lots 1, 2 and 3 in the Division of the East ' of the Southwest of Section 29; Township 41 North Range 12 East of the Third Principle Meridian, in Cook County, Illinois. The Clerk then read for first reading the annexation ordinance for the above property. The motion was made by Alderman Wexler and seconded by Callaghan to suspend the rules and adopt the ordinance. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Rateike, Dunlap; Tures, Wright, Neff, Wexler, Martin, Figard, Tistle, Bell, McKay and Callaghan. Nays: None. The Mayor declared the motion carried. The motion was made by Alderman Rateike and seconded by Tures to adopt the ordinance, The Mayor put the question and the Clerk called the roll. Ayes: Alderman Rateike, Dunlap, Wright, Neff, lexler, Martin, Tistle, Bell, McKay and Callaghan. Nays: None. The Mayor declared the motion carried. FIRST READING ORDINANCE TO ACaUIRE "OLD NORTH SCHOOL" SITE, Th Clerk read for first reading the above ordinance. FIRST READING 1957 TAX LEVY ORDINANCE. The Clerk read for first reading the above ordinance. FIRST READING ORDINANCE VACATING PORTION OF CHESTNUT STREET. The Clerk read for first reading the above ordinance. 1 1 7-1-57 APPLICATION FOR DRIVEWAY 1490 OAKTON. The Clerk informed the Council that he had an application for driveway, Thornton Oil Company, 1490 Oakton Street. The Mayor referred dame to Street Committee. ZARI'S SUBDIVISION PLAT. The Clerk informed the Council he had a plat approved by Plan Commission of Zari's Subdivision. The Mayor referred the plat to the Municipal Development Committee. TRECINSKI'S SUBDIVISION PLAT. The Clerk informed the Council he had the above plat. The Mayor referred the plat to the Plan Commission. The Clerk informed the Council that the Methodist Church lease on Charm House expires September 30, 1957. The Mayor referred to the Public Building Committee to investigate about thetCharm•House, Warehouse and Library section of City Hall regarding usage. The Mayor read a letter from a Mr. Frank on Des Plaines :Avenuehich commented upon the effort of Alderman Dunlap to clean up the street of the dirt which had been dropped off of trucks. The Mayor received a letter about the sewer drain condition on Mt. Prospect Road near Thacker. The Mayor referred the letter to the Sewer Committee and Super- intendent. NORMAN ATWATER,41.2 ALLES STREET, APPOINTED TO THE NORTHWEST MOSQUITO ABATEMENT DISTRICT. On motion by Alderman Dunlap and second by Tures the Council confirmed the above appointment. On motion by Alderman Callaghan and second by McKay the Clerk was instructed to write State Highway Department to place 30 MPH signs on Golf Road, west of Wolf Road to City Limits. On motion by Alderman Bell and second by McKay, the Council approved temporary 20 MPH signs be placed on Scott Street from Touhy to Devon until street is paved. The Mayor referred to the License Committee tocheck about taxi -cab meter prices. ADJOURNMENT'. The motion was made by Alderman Tures and seconded by Tistle to adjourn.
