03/25/1957 Adjourned Meeting468 MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL, DES FLAMES, ILLINOIS, HELD IN COUNCIL ROOM, CITY HALL, MONDAY, MARCH 25, 1957, AT 8:00 P.M. CALL TO ORDER. The meeting was called to order by the City Clerk Henrich due to absence of the Mayor, away on vacation, with Alderman Wolf, Neff, Wexler, Martin, Behrel, Prickett Nelsen, Bell, McKay and Schubert and Dunlap. The motion was made by Alderman Dunlap and seconded by Schubert to appoint Alderman McKay Mayor pro tem. The motion was voted upon by acclamation. Alderman Dunlap made the following report: Review of the question of putting all or part of the garbage revenue on the 1957 tax levy has been made in a joint committee meeting of the Sanitation Committee and Finance Committee on Tuesday, March 19, 1957. The full Sanitation Committee was present considting of AldermenDunlap, McKay and Schubert. Finance Committee members present were Aldermen Behrel, McKay and Martin. Supt. Warnicke also attended. This report has the joint approval of both the Sanitation Committee and the Finance Committee. We find that: 1. The present method of handling residential garbage and refuse collection is efficient, giving householders dependable, regular service at a moderate fee which enables the Sanitation Department to operate within its Inca e. Residents are apprently well satisfied with the service being provided for the $1.00 per month they are charged. Collection of fees has been excel- lent and complaints at a minimum. 2. The present method of handling commercial garbage and refuse collections by private scavenger service is also effective. Pick up by private scaven- ger service gives commercial establishments service they need at prices they can afford to pay while relieving the City of the complex and costly problem of serving these establishments whose needs vary widely. Serving them would require additional equipment and personnel to give suitable service. The fees the City would have to charge to cover this additional expense would require charges considerably in excess of the present charges by private scavengers, which spread their operating costs over other cities in addition to Des Plaines. To charge less than the cost of service to commercial users would be asking the residential taxpayers to subsidize Des Plaines businessmen. Commercial pick up by Sanitation Department crews is also undesireable with respect to the unhealthy temptations to which Department personnel are sub- ject in the nature of this type of service. The collection of garbage alone and not trash or vice versa, does not in your Committee's opinion, make commercial service by the City less objectionable. 3. Maximum income possible from a garbage tax levy falls far short of the income necessary to operate the Sanitation Department.) More than half of the required revenue would have to come from sources other than the garbage tax levy. This is due to the low legal maximum tax rate allowed for garbage collection. 31AWe believe that it is premature to set aside at this time a major part of estimated sales tax receipts for subsidizing the operation of a city service department such as the Sanitation Department, when O+ajor projects to provide improvements and services calling for action and requiring the use of these monies remain uncompleted. We have in mind such needs';as adequate off- street parking facilities; street, sidewalk and alley repairs and improfe- ments; improved residential street lighting; a new city garage; systematic sewer improvements; a continuing tree care program; salary levels for city employees in keeping with the recommendations of the Jacobs & Assoc. report. I These projects, we believe, should receive first consideration as to their feasibility and have prior claim on such sales tax monies as, may be available for their execution. We feel this will be consistant With the aim to provide • 1 1 3-25-57 ALDERMAN DUNLAP'S REPORT. (Cont'd.) the facilities and services which Des Plaines taxpayers expect in return for their taxes. We recommend that estimates be obtained from the appropriate committees for these various projects and thereafter determine which or how much to carry out through the use of sales tax revenue when we know how much revenue actually will be received. 4. Your Sanitation Committee plans call for the acquisition of permanent facilities for disposal of garbage and refuse such as a city -owned land fill site and necessary heavy equipment or a modern disposal plant. The project should be completed with the next four years. The existing Garbage Account cash surplus of approximately $31,000 (of which $28,500 has been loaned to the Library Board will be needed as reserve funds for feasibility reports, plans, surveys, in connection with this project. Part of this money whould be set aside as a reserve to replace old and acquire new equipment and to help finance the project. Your Sanitation Committee is presently regotiating a four year contract for dump facilities to allow time in which to cc implete a permanent facility which will serve the City for many years. 5. For the fore#oing reasons your, Committees on Sanitation and Finance believe it is in the best interests of the community to make no change in the present financing of the Sanitation Department and specifically recommend: a) That the present reasonable fee of $1.00 per month remain unchanged; b) That no levy for garbage collection be placed in the tax rolls at this time. c) That no sales tax money be used to subsidize the Sanitation Depart- ment at this time. Bell The motion was made by Alderman Dunlap and seconded by Bell to concur in the report. The motion was made by Alderman Martin and seconded by Neff to refer back to Sanita- tion Committee. This motion was made, after discussion and Alderman Martin had requested the Finance Committee confer with the differently departments about the budget. Mayor pro tem McKay called for the question on the original motion and the Council approved the report by acclamation vote and the other item was referred to the Finance Committee by the Mayor pro tem. The Clerk read a petition from home owners on Pratt Avenue about the Pleasant Home Builders parking autos and damaging road. The Mayor pro tem referred. same to Police Department. SAFETY COUNCIL IETTERS. The Clerk read two letters, one from Safety Council and the other from Cumberland School P.T.A.: regarding traffic on Golf Road at the school. The letters were referred to the Police Committee. The Clerk read a letter from Safety Council about installing telephones in City Parks direct to Police Station. On motion by Alderman Martin and second by Neff the letter was referred to Police Committee. DRIVEWAY APPLICATION. The Clerk informed the Council he had a driveway application for 1982 Des Plaines Avenue. The Mayor pro tem referred same to.Street Committee. 4G9 470 3-25-57 RESOLUTION REGARDING CHICAGO AND NORTHWESTERN RAILWAY CROSSING. The Clerk read a resolution about the City filing a petition with the IllinoislCommerce Commission regarding Chicago and Northwestern Railway crossing at station. The motion was made by Alderman Prickett and seconded by Bell to adopt same. After discussion, the motion was changed to defer the resolution for next meeting, which was voted upon by acclamation. PARKING FINE FOR VIOLATION. The Clerk reported that Arlington Heights averages 50.00 per week on fines for meter overtime violations. They have 20 boxes attached to posts where fine is placed in envelope. The Clerk is objecting to the Police Court form which must be signed three times beside the signature on card notice. The Mayor pri'ttemdreferred same to the Parking Meter and Judiciary Committee. Alderman Behrel reported the Finance Committee had investigated the letter from Lommen Eley regarding the sum of $500.00 to be paid the Water',Commission and recom- mend that the sum of $500.00 be approved as the City of Des Plaines share for preliminary expenses of the Des Plaines, Mount Prospect, Arlington Heights and Palatine Water Commission, and check be sent to Earl R. Wernicke, Treasurer of the Commission. The motion was made by Alderman Behrel and seconded by Bell to concur in the report. The Mayor pro tem put the question and the Clerk called the roll. Ayes: Alderman Wolf, Neff, Wexler, Martin, Behrel, Prickett,INelsen, Bell, McKay, Schubert and Dunlap. Nays: None. The motion was declared carried., Alderman Wolf requested that the item of changing barbage collection fee to 50 cents and to place it back on.tax levy should be referred to City Attorney for an ordinance. TWO BUILDINGS TO BE CONDEMNED. Alderman Prickett reported he had received photos of two old buildings which are a hazard and that the City Attorney give the Fire Chief information regarding the demolishing of these buildings. On, motion by Alderman Prickett and second by Bell the Attorney is to be so instructed. ADJOURNMENT. The motion was made by Alderman Wolf and seconded by Schubert to adjourn. Henrich ty Clerk MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS HELD IN THE COUNCIL ROOM, CITY HALL APRIL Z. 1957 at 8:00 P.M. CALL TO ORDER. Due to the absence of the Mayor and City Clerk, the meeting was called to order by the Deputy Clerk with Alderman Wolf, Neff, Wexler, Martin, Prickett, Tistle, Nelsen, Bell, McKay, Davis, Schubert and Dunlap responding to roll call. Alderman Tures and Behrel were absent. The motion was made by Aderman Wexler and seconded by Neff to appoint Alderman Samuel McKay pro tem. The motion was voted upon by acclamation and was carried. LOWERING PUMP ON WELL # 4 BIDS DUE MAY 6. 1957. City. Engineer Fletcher reauested permission to proceed with the lowering of the pump on Well #4. On a motion by Alderman Schubert and seconded by Tistle to authorize a $1,500. expenditure for same but during the discussion Alderman Schubert and Tistle withdrew their motion in favor of bids. On a motion by Alderman Schubert and second by Tistle the City Engineer is to draw specifications for bids returnable May 6, 1957. 'The motion was voted upon by acclamation and the Mayor pro tem declared the motion carried. APPROVAL OF MINUTES. The motion was made by Alderman Wolf and seconded by Dunlap to approve the minutes of March 18, 1957. The motion was voted upon by acclamation and the Mayor pro tem declared the motion carried. Alderman Behrel arrived at this time. OFFICIAL REPORTS. The Deputy Clerk submitted the Building Commissioners report.
