02/25/1957 Adjourned Meeting454 2-18-57 LADENDORF SUBDIVISION PLAT. The Clerk presented a plat approved by the Plan Commission. The Mayor referred same to the Municipal Development Committee. Alderman Bell reported about autos passing school buses. The Mayor referred the item to the Police Committee. The Clerk inquired about the $75.00 per policeman and fireman in appropriation. The Mayor referred the matter to the Police and Fire Committee . ADJOURNMENT. Henrich C y Clerk MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL,, DES PLAINES, ILLINOIS, HELD IN THE COUNCIL R00M, CITY HALL, FEBRUARY 25, 1957, AT 8:00 -P.M. CALL TO ORDER. The City Clerk called the meeting to order due to the absence of the Mayor with Alderman Wolf, Neff, Wexler, Martin, Prickett, Bell, McKay, Davis, Schubert and Munlap responding to roll call. On motion by Alderman Schubert and second by Dunlap the Council appointed Alderman McKay Mayor pro tem. BISHOIP TREE SERVICE AWARDED BID ON TREE TRIMMING. Alderman Dunlap made the following report: Your Committee on Dutch Elm Disease Control has investigated the bids on tree trimming and removal and has found: 1. That three quotation were received: Synnestvedt & Assoc.,Glenview 3.60 per man per hour Bishop Tree Service, Chicago 3.50 per man per hour) McGuinn Tree Expert Company, Pk.Rigege 3.27 per man per hour 2. That your committee has investigated the qualifications of the bidders to fulfill the needs of the City's elm disease control program. 3. That based on our investigation and favorable experience with work performed during the past year your committee has determined that the lowest bidder quali- fied to handle the requirements of the City's Elm Disease control program is Bishop Tree Service. We, your Committee on Dutch Elm Disease Control, therefore recommend: that Bishop Tree Service be designated as the firm to handle the tree trimming and removal work during 1957, under the direction of this -Committee, the Supt. of Public Works and/or City Forester, expenditures for this work to be within the limits of,the 1957 Appro- priation ppro-- priation Ordinance. The motion was made by Alderman Dunlap and seconded by Bell to concur in The Mayor pro tem put the question and the Clerk called the roll. Alderman Nays: Alder - OPEN BIDS ON SPRAYING ELM TREES. On motion by Alderman Dunlap and second by Martin the Clerk was instructed to open the bids. On motion by .'Alderman Dunlap land second by Schubert the bids were referred to the Elm Tree Disease Control'Committee. The Mayor pro tem declared a recess. After reconvening, Alderman made the following report: Your Committee has investigated and Saund that Clerke Outdoor Spraying bid of DDT -.95 Dendrol .58, as the lowest bidder qualified to perform the services required under the Elm Disease Control program. We; therefore recommend awarding contract to Clarke Outdoor Spraying Company, bid attached, to perform dormant spraying under direction of this Committee, Supt. of Public Works and/or City Forester, expenditures to be within the limits of the 1957 Appropriation Ordinance. 1 1 2- 25-57 OPEN BIDS ON SPRAYING EIM TREES. The motion was made by Alderman Dunlap and seconded by Neff After discussion the Mayor pro tem put the question and the Ayes: Alderman Neff, Wexler, Martin, Prickett, Bell, McKay, Nays: Alderman Wolf. The Mayor pro tem declared the motion 455 to concur in the report. Clerk called the roll. Davis, Schubert and Dunlap. carried. FIRS READING ORDINANCE REGULATING THE USE OF NON -METERED PORTIONS PARKING LOT NO. 2. The Clerk read for first reading the above ordinance. At request of Alderman Neff the ordinance was referred to the Parking Meter Committee. LADENDORF PLAT APPROVED. Alderman Schubert reported the Plan Commission has examined the plat and approved same. The Municipal Development Committee recommends that the Mayor and City Clerk be authorized to sign the plat and that the plat be approved in accordance with the recommendations of the Plan Commission. On motion by Alderman Schubert and second by Dunlap the Council concurred in the recommendation. TO CERTIFY ONE NEW FI±UMAN. On motion by Alderman Prickett and second by Davis the" Council approved to have the Fire and Police Commissioner certify one fireman from the eligible list. Engineer Fletcher requested the lowering of Well No. 4 be referred to the Water Committee. Alderman Wexler requested that the placing of a stop sign at Forest and Fifth Avenues to stop for Fifth Avenue be referred to the Traffic Commission. ADJOURNMENT. The meeting was called to order by Mayor Kenneth G. Meyer with Alderman Tures, 'Wolf, Neff, Weiler, Martin, Prickett, Tistle, Nelsen, Bell, McKay4 Ebhubert responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Prickett and seconded by Tistle to approve the minutes of February 18 and adjourned meeting of February 25, 1957. The motion was voted upon by acclamation. OFFICIAL REPORTS. The Clerk submitted the reports of City Clerk, Building Commissioner and Nurse and Welfare for the month of February. ADVERTISE BIDS FOR TRAFFIC LIGHTS THACKER AND IEE STREETS.AT request of Engineer Fletcher the Council approved to advertise for bids for traffic lights at Lee and Thacker Streets, on motion by Alderman Bell and second by Tures. ALDERMAN SCHUBERT REPORTED ABOUT CHURCH PROPERTY ANNEXATION. The Municipal Development Committee investigated and found that the petition is legally connected as attested by the City Attorney. The use does not conflict with the City Plan. The building of a church at this location will be a great asset to the City. Therefore, recommended that the petition for annexation be granted. On motion by Alderman Schubert and second by Tures the Council concurred in the report. Alderman Behrel appeared at this time.
