02/04/1957446 CALL TO ORDER. MINUTES QF. THE REGULAR MEETING OF THE CITY COUNCIL; DES PLAINES, ILLINOIS, H LD IN. COUNCIL ROOM, FEBRUARY 49 j 1957; AT 8:00 P.M. The meeting was called to order by Mayor Kenneth G.jMeyer with Alderman Tures, Neff,, Wexler, Martin, Behrel, Tistle, Nelsen, Bell, Schubertiand Dunlap respond- ing to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Behrel and seconded by Bell to approve the minutes of January 21 and adjourned meeting of January 28, 1957. Alderman Neff requested that the A. & P. parking lot be referred to Safety Council regarding the ingress and egress. The motion was then voted upon by acclamation. The Mayor informed the Council that their were bids on Busse•Highway water mains and bidders were in attendance. The motion was made by Alderman Schubert and seconded by Behrel that the Clerk open the bids. The motion was voted upon by acclamation. The following bids were received: Rossetti Contracting Co.,Chicago $ 9,215.00 Lawrence Plumbing &•Heating Co.,Chicago 7,050.56' M. Biascello and Son, Chicago 6,967.50! Anthony Gianola, Chicago 5,971.80' Alderman Wolf and Davis appeared at this time. On motion by Alderman Tures and second by Tistle the bids Water and Finance Committees and City Engineer. were referred to the OFFICIAL REPORTS. The Clerk submitted the reports of Superintendent:Wernicke and Library. Also Clerk's report of receipts for January. The Clerk read a report from Marshall Howard that Records on Appeal in both Bauske and Premier Rose Garden cases have been filed in the Supreme Court of Illinois. Alderman Schubert reported on several County rezonings. On a motion by Alderman • Neff and second by Dunlap the Council instructed the City Clerk to write the County Zoning Board that the City of Des Plaines objects to the erection of a water tank :in the subdivision.of Herzogs at Mount Prospect Road and Dempster Street. CHAMAIES CONTRACT. Alderman Schubert reported the following: That the Plan iCommission desires to continue with Mr..Chamalesl services; that In the opinion of the Municipal Development Committee Mr. Chamales' services are needed at least until the contemplated zoning changes are completed and the map changed. That the present contract permits a four month period to zomplete the map after the changes have been decided upon. That Mr. Chamales' contract be renewed for a six months term at the same terms but the four months clause be changed to two months and that the City Attorney be instructed to prepare a contract on the above basis and the Mayor and City Clerk be authorized to sign the same. 'Ayes: Alderman Tures, Neff, Wexler,Martin, Behrel, Tistle, Nelsen, Bell, Davis, Schubert and Dunlap. Nays: Alderman Wolf. The Mayor declared the motion carried. APPROVE PLEASANT MANOR SUBDIVISION. Alderman Schubert made the following report: 1. That the Planning Commission has approved the plat with certain variations in the size of lots; 2. That the Planning Commission in their letter of submittal merely mentions that the subdivider desires to omit sidewalks but the Commission makes no pro or con recommendation. 3. The Sewer Committee (2 members) has no objections 1. That sidewalks be installed and 2. That the Mayor and City Clerk be authorized to sign,the plat when the proper bond is presented and that the subdivision be approved. The motion and second was withdrawn and then Alderman Schubert made the motion which was seconded by Dunlap to notgrant the variance requested not to install sidewalks. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Wolf, Neff, Behrel, Tistle, Nelsen, Bell, Schubert and Dunlap. Nays: Alderman Tures, Wexler, Martin and Davis. The Mayor declared the motion carried. The motion was made by Alderman Schubert and seconded by Tistle that plat be approved, the Mayor and Clerk be authorized to sign when proper bond is presented. The motion was voted upon by acclamation. Alderman Wolf reported that a home was not completed before people moved in before receiving a certificate of occupancy at 1132 Prospect Lane. The Mayor referred the item to Building Commissioner to sign a complaint for violation of Building Code. The motion was made by Alderman Wexler and seconded by Behrel that the Fire Department be allowed to purchase a refrigerator and range for $495.00 from Foreign Fire Insurance tax money. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Tures, Wolf, Neff, Wexler, Martin, Behrel, Tistle, Nelsen, Bell,Davis, Schubert and Dunlap. Nays: None. The Mayor declared the motion carried. TRAFFIC SURVEY. Alderman Bell reported the Chicago Automobile Club could not make a survey of the traffic in the business district at this time and desired to know if the Council would like to have a survey made by a private company who would be reim- bursed for same. On motion by Alderman Martin and second by Schuhbart the Council approved that the Street Committee contact the companies on cost. On motion by Alderman Tures and second by Schubert the Council denied the applica- tion for request for water, subdivision on Rand Road east of Grove Avenue. H IGGINS WATER COMPANY. Alderman Tures reported that the Water Committee recommends due to lack of funds to purchase and apparent uselessness of inventory to the City of Des Plaines the Higgins Water Company be given a 10 year franchise to operate in this area. On motion by Alderman Tures and second by Schubert the Council voted not to give the Higgins Water.Company a franchise. On motion by Alderman Neff and second by Wexler the Attorney is to give the Aldermen a written opinion on City rights regarding a franchise with the Higgins Water Company. Alderman Wexler reported that the Fire Department desired to purchase an air - compressor for $650.00 from Foreign Fire Tax funds. Chief Kolze explained the use of the compressor. Chief Kolze is to contact companies on price of compressor delivered. On motion by Alderman Dunlap and second by Davis bids are to be advertised for dormant spraying of elm trees, also removal and trimming of trees with bids to be in by February 18th meeting. The motion was made by Alderman Dunlap and seconded by Tures to spend up to $3,000.00 to remove and trim trees before new contract is signed. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Tures, Wolf, Neff, Wexler, Martin, Behrel, Tistle, Nelsen, Bell, Davis, Schubert and Dunlap. Nays: None. The Mayor declared the motion carried. BENJAMIN AND LANG CONTRACT CANCELLED. Alderman Behrel reported that the Finance Com- mittee recommended that the Clerk notify Benjamin and Langcit is the desire of the City of Des Plaines that the contract be permitted to expire at termination date. On motion by Alderman Behrel and second by Martin the Council concurred in the report. APPBO7AL OF BILLS. Alderman Behrel presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING KITS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. (A copy of resolution placed before each Alderman and on file with City Clerk.) Total $43,017.63. The motion was made by Alderman Behrel and seconded by Martin to adopt the resolution. Alderman Wexler said due to absence of Alderman Prickett, Chairman of the Fire Department, that he did not want to approve the bill of Mr. Chamales and requested 448 APPROVAL OF BILLS.(Cont'd.) it eliminated from resolution. Alderman Behrel questioned the bill of Holmes Motor Company for truck and on inquiry of Superittendent Warnicke $100.00 is to be deducted, making the total bill a3,927.75. The Mayor then put the question and the Clerk called the roll. Ayes: Alderman Tures, Wolf, Neff, Wexler, Martin, Behrel, Tistle, Nelsen, Bell, Davis, Schubert and Dunlap. Nays: None. The Mayor declared the motion carried. The Clerk informed the Council the Zoning Board granted the variation to Public Service on Scott and Pratt for distribution center. ZONING REIUEST AT 110 ALGONIUIN DENIED FOR MULTI -FAMILY. The City Clerk read the Zoning Board recommendation on the above denying the application to rezone from single family to multi -family. One motion by Alderman Neff and second by Bell the Council concurred in the recommendation. FIRST READING ORDINANCE CHANGING FEE FOR MOVING HOUSES. The Clerk read for first reading the above ordinance. FIRST READING ORDINANCE REGARDING, WATER METER PRICES. The Clerk read for first reading the above ordinance. FIRST READING ORDINANCE REGARDING FEES ON WATER SERVICE FIFES. first reading the above ordinance. The Clerk read for REZONING APPLICATION AT 1297 IEE, COMMERCIAL TO LIGHT INDUSTRY. The Clerk informed the Council he had an application for rezoning at 1297 Lee. On motion by Alderman Bell and second by Tures the application was referred to Zoning Board to call a hearing. FIRST READING ON ORDINANCE FIXING THE SALARY OF THE POLICE MAGISTRATE. The Clerk read for first reading the above ordinance. PLAT TO SUBDIVIDE A IAT ON THE NORTHEAST CORNER LINDEN AND PROSPECT: The Clerk read a letter from the Plan Commission regarding the subdividing of a lot into three parts. The Mayor referred same to the Municipal Development Committee. SCHOOL BOARD DISTRICT 62 REQUEST FOR ALLEY VACATION. The Clerk read a letter from the Secretary of School Board requesting the vacation of alley at the North School site on Des Plaines Avenue. The Mayor referred same to Street Committee. Alderman Dunlap was excused at this time. The Clerk read a letter from the Northwest Suburban Family Service Association regarding funds from City. The Mayor referred same to the Finance Committee. Mayor Meyer informed the Council he had received a letter from the Chamber of Commerce regarding the All-American City project. On motion by Alderman Martin and second by Bell the Clerk was instructed to write for information in order that the City may apply for entry. The Clerk was instructed to write to the Traffic Commission to report nem meeting regarding the traffic problem at Oakton and Center and Prairie and Second Avenues. ADJOURNMENT.
