01/28/1957 Adjourned Meeting444 1-21-57 LADE NDORF'S SUBDIVISION. The Mayor referred a plat of Ladendorf's Subdivision to the Plan Commission. Alderman Prickett reported about water in street at 1416 Des Plaines Avenue. The Clerk was instructed to write to Edward Ia Vergne, 1416 DeS Plaines Avenue, that he contact his neighbors about a special assessment for curb and gutters. The motion by Alderman Neff and second by Martin that ownei of Kroger Parking lot on Center Street get a zoning variation or be prosecuted for zoning violation was approved by the Council. The Clerk was instructed to write the owner about making application for variation. On suggestion of Alderman Martin, the Mayor referred to the Plan Commission the matter of power transmission and voltage station in the City Limits. On suggestion of Alderman Neff, the Mayor referred to the Street Committee about the question of annexing of south half of Forest Avenue starting on, the west side of Lee Street. The City Attorney was instructed to draft ordinance on stop signs at Oakwood, Graceland and First. ADJOURNMENT. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Alderman Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Bell, Davis, Schubert and Dunlap responding to roll call. Alderman McKay was absent due to being in California. The Mayor said the Council had adjourned to canvass the vote of the Special Election of January 22, 1957, for the issuing of bonds for new library building. The Mayor appointed Alderman Prickett,. Martin and Nelsen to the canvassing. The motion was made by Alderman Prickett and seconded by Martin to adopt the resolu- tion. The Mayor declared the motion carried. ADOPT ANNEXATION ORDINANCE (FOREST AND LEE STREET). The motion was made by Alderman Wolf and seconded by Tistle to adopt the annexation ordinance of one lot west of Lee Street and south of Forest Avenue. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Tistle, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Bell, Davis, Schubert and Dunlap. Nays: None. The Mayor declared the motion carried. ADOPTAPPROPRIATION ORDINANCE. The motion was made by Alderman Prickett and seconded by Behrel to suspend the rules and adopt the 1957 Appropriation Ordinance. The Mayor put the question and the Clerk called the roll. Ayes: Alderman 'Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Bell, Davis, Schubert and Dunlap. Nays: None. The Mayor declared the motion carried. The motion was made by Alderman Wolf and seconded by Behrel to adopt the ordinance. The motion was made by Alderman Wolf and seconded by Prickett to add one additional fireman in the appropria- tion. After discussion the Mayor put the question and the Clerk called the roll. Ayes: Alderman Wolf, Tistle, Davis and Schubert. Nays: Alderman Tures, Neff, Wexler, Martin, Behrel, Prickett, Nelsen, Bell and Dunlap. The Mayor declared the motion lost. The motion was made by Alderman Behrel and seconded by Neff to eliminate the M-21 for $165,000 out of Parking Meters. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Neff and Schubert. Nays: Alderman Tures, Wolf, Wexler, Martin, Behrel, Tistle, Prickett, Nelsen, Bell, Davis, Schubert and Dunlap. Alderman Behrel had asked to withdraw his motion, but Alderman Neff would not withdraw her second. The Mayor declared the motion lost. On motion by Alderman Bell and second by Martin the Council approved to increase S-14 to$25,000 and to include sidewalks. The Mayor put the question on the motion to adopt and the Clerk called the roll. Ayes: Alderman Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Bell, Davis, Schubert and Dunlap. Nays: None. The Mayor declared the motion carried. ADOPT THE PAYROLL ORDINANCE FOR 1957. The motion was made by Alderman Behrel and seconded by Prickett to suspend the rules and adopt the 1957 Payroll Ordinance. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Tures, Wolf, Behrel, Prickett, Tistle, Nelsen, Bell, Davis and Schubert. Nays: Alderman Neff, Wexler, Martin and Dunlap. The Mayor declared the motion carried. The motion was made by Alderman Wolf and seconded by Behrel to adopt the ordinance. After discussion the motion was made by Alderman Martin and seconded by Neff to table the ordinance to next Monday. The Mayor put the question and the Clerk called the roll. Ayes: Alder- man Neff, Wexler, Martin and Dunlap. Nays: Alderman Tures, Wolf, Behrel, Prickett, Tistle, Nelsen, Bell, Davis and Schubert. TRANSi'ER OF FUNDS FOR PURCHASE LIBRARY PROPERTY. The motion was made by Alderman Behrel and seconded by Prickett to transfer $53,500. from surplus Water funds for the purchase of library property. After discussion, the motion was changed to transfer $25,000 of Sales Tax and $28,500 from Garbage funds to be returned to the funds on receipt of bond money. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Tures, Neff, Wexler, Martin, Tistle, Behrel, Prickett, Nelsen, Bell and Dunlap. Nays: Alderman Wolf, Davis and Schubert.
