ARNOLD RUDE AND EARL WARNICKE APPOINTED AS MEMBERS OF THE NEW WATER COMMISSION. The
Mayor requested the approval of Mr. Rude and Warnicke as members of the Water
Commission. The Mayor informed the Council he thought that Des Plaines could have
two members approved to the Commission.

The motion was
made by Alderman Martin and seconded by Tures to approve the appointment of Arnold
Rude, 965 Webster Lane as member of the Water Commission. The Mayor put the question
and the Clerk called the roll: Ayes: Alderman Tures, Martin, Behrel, Prickett,
Tistle, Nelsen, McKay, Davis and Schubert. Nays: Alderman Wolf, Neff, and Wexler.
The Mayor declared the motion carried.
On motion by Alderman Tures and second by Martin the Council approved the
appointment of Earl Warnicke as member of the Commissian provided two members from
Des Plaines would be approved.
The. Mayor referred to the Street Committee about one side parking on Center,
Cora and White Street.
The motion l'a.s made by Alderman Neff and seconded by Martin to refer to the
Finance Committee the consideration of repealing Sales Tax. Alderman Martin's
amendment was accepted by Alderman Neff that the Finance Committee also study 1956
revenues. The Mayor put the question and the Clerk called the roll. Ayes: Alderman
Neff, Wexler, Martin, Behrel, Tistle, Nelsen and Davis. Nays: Alderman Tures, Wolf,
Prickett, McKay and Schubert. The Mayor declared the motion carried.

Alderman Martin requested the Clerk write the State Highway Department to place
signs on Wolf Road regarding Park.

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL, DES PLAINES, ILLINOIS, HELD
IN COUNCIL ROOMS, JANUARY 21, 1957, AT
8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer with Alder-
man Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Melsen, Bell, McKay,
Davis, Schubert and Dunlap responding to roll call.
APPROVAL OF MINUTES. The. motion was made by Alderman Wolf and seconded by Behrel to
approve the minutes of 'January 7, 1957. The motion was voted upon by acclamation.
OFFICIAL REPORTS. The Clerk submitted the reports of City Treasurer and annual report
of Building Commissioner. Chief Kolze reported on his investigation of rooming house
at 738 Graceland Avenue and on motion by Alderman Martin and seconded by Behrel the
Council approved that a complaint be filed for ordinance violation.
The motion was made by Alderman Prickett and seconded by Martin to approve that
Attorney Eley handle the complaint. The Mayor put the question and the Clerk called
the roll. Ayes: Alderman Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett,
Tistle, Nelsen, Bell, McKay, Davis, Schubert and Dunlap. Nays: None. The Mayor
declared the motion carried.
Alderman Schubert reported on several County zonings to be held in Mt. Prospect
on January 24, 1957, at 6:45 P.M. Also on a hearing held on rezoning to 10,000
square feet on Greenwood Avenue but he thought it was out of the City area where no
objection should be filed.
On motion by Alderman Schubert and second by Wolf the Pleasant Manor subdivision
plat was referred to the Municipal Development Committee.

On suggestion of Alderman Schubert the Subdivision on Rand
referred to the Water Committee regarding use of water.

The Mayor referred to the Plan Commission the item of annexation the land north of
Rand Road and west of River to City Limits.
OPEN BIDS ON REBUILDING OLD WATER TANK. On motion by Alderman Prickett and second by
Tures the Clerk was instructed to open the above bids. The following bids were
received:
Universal Construction Co.,Indianapolis, Ind. $ 27,904.00
Chicago -Bridge and Iron Co., Chicago 32,440.00
Pittsburg -Des Moines Steel Co., Chicago 35,590.00
On motion by Alderman Behrel and second by Prickett the bids were referred to the
Water Committee and Engineer.
Alderman Bell made the following report about traffic on Fifth Avenue between
Lincoln and Oakton Streets. That no right turn sign on southwest corner of Lincoln
and Fifth on Lincoln be installed. Load limit of 3 tons be posted on Fifth Avenue
from Algonquin to Oakton for 60 day trial period. On motion by Alderman Bell and
second by Martin the Council concurred in the recommendation.
Alderman Bell reported that Street Committee recommended that Scott, Maple and
Pratt Streets be designated arterial streets. On motion by Alderman Bell and second
by Martin the Council approved the resolution making the above streets arterial
streets on approval of the Department of Highways.
Alderman Bell reported the following regarding ordinance of no moving of buildings
in City Limits. The Street Committee recommends to continue to allow the movement of
buildings in City Limits. Change street permit fee from $10.00 to $50.00. Refer
ordinance to Judicial Committee for study to allow City control of moving route and
decision as to whether certain routes are practical as to obstructions(trees,etc.).
Judicial Committee to confer with Street Committee for recommendation. On motion
by Alderman Bell and second by Martin the Council concurred in the recommendation.
City Attorney to draft ordinance on $50.00 Street Permit.
Alderman Bell reported on parking on one side of Center, Cora and White Streets,
that the Street Committee recommends to refer the matter to the Police and Fire
Chiefs for recommendation.
Alderman Bell reported that the Street Committee red'ommends that ingress and
egress on A. & P. parking lot Center Street be allowed. The motion was made by
Alderman Bell and seconded by Wolf to concur in the recommendation. The Mayor put the
question and the Clerk called the roll. Ayes: Alderman Wolf, Behrel, Nelsen, Bell,
McKay and Schubert. Nays: Alderman Tures, Neff, Wexler, Martin, Prickett, Tistle,
Davis and Dunlap. The Mayor declared the motion lost.
On motion by Alderman Bell and second by Wolf the Council approved that no action
be taken on the ingress and egress of Kroger Parking Lot on Centr Street.
Alderman Wexler reported that he did not desire to recommend but suggested a
x$25.00 per year fee for non-residents for No. 2 parking lot. The Mayor referred the
matter to the Parking Meter Committee.
APPROVAL OF BILLS. Alderman Behrel presented the following reso}.ution:

WESTF IELD MOTOR SALES AWARDED GASOLINE BID. Alderman Behrel reported the Finance
Committee recommended the acceptance of the low bid of Westfield Motor Sales of .015¢
per gallon over the published Dealers Tank Wagon Price. The motion was made by
Alderman Behrel and seconded by Bell to concur in the recommendation. The Mayor put
the question and the Clerk called the foll. Ayes: Alderman Tures, Wolf, Neff, Wexler,
Martin, Behrel, Prickett, Tistle, Nelsen, Bell, McKay, Schubert and Dunlap. Nays:
None. The Mayor declared the motion carried.
LAURIN AND ASSOCIATES AWARDED AUDIT. Alderman Behrel reported that Laurin and Associates
would audit the 1957 books including special assessments for $2,950.00 which is $150.00
more than the 1956 audit. The motion was made by Alderman Behrel and seconded by Bell
that Laurin and Associates audit the books for the above price. The Mayor put the
question and the Clerk called the roll. Ayes: Alderman Tures, Wolf, Neff, Wexler,
Martin, Behrel, Prickett, Tistle, Nelsen, Bell, McKay,Davis, Schubert and Dunlap.
Nays: None. The Mayor declared the motion carried.
ADOPT REZONING ORDINANCE COMMERCIAL TOUHY AND RIVER ROAD. (Lighthouse.) The Clerk read
for second reading the rezoning ordinance at Southwest corner Touhy and River Road.
The motion was made by Alderman Wolf and seconded by Prickett to adopt the ordinance.
The Mayor put the question and the Clerk called the roll. Ayes: Alderman Tures, Wolf,
Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Bell, McKay, Davis, Schubert
and Dunlap. Nays: None. The Mayor declared the motion carried.
ADOPT REZONING ORDINANCE ON TOUHY AVENUE WEST OF LIGHTHOUSE. The Clerk read for second
reading the above ordinance. The motion was made by Alderman Wolf and seconded by
Tures to adopt the ordinance. The Mayor put the question and the Clerk called the
roll: Ayes: Alderman Tures, Wolf, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen,

ADOPT 20 M.P.H. ON FOURTH, FIFTH AND SIXTH AVENUE. The Clerk read for second reading
the above ordinance which is just one block on the north of Seeger's Road. The motion
was made by Alderman Bell and seconded by Davis to adopt the ordinance. The motion
was made by Alderman Prickett and seconded by Wolf to amend the ordinance to 25
M.P.H. The Mayor put the question and the Clerk called the roll. Ayes: Alderman
Wolf, Prickett and Tistle. Nays: Alderman Tures, Neff, Wexler, Martin, Behrel,
Nelsen, Bell, McKay, Davis, Schubert and Dunlap. The Mayor declared the motion lost.

CHAMALAS PLANNING CONSULTANT. On motion by Alderman Dunlap and second by Prickett the
extension of employment of Mr. Chamalas as Planning Consultant was referred to the
Municipal Development Committee and Plan Commission.
FIRST READING OF ANNEXATION ORDINANCE. The Clerk read for first reading the ordinance
annexing one lot north of Forest Avenue at Lee Street. The Mayor ordered the
ordinance placed on file for second reading.
SAFETY COUNCIL LETTER FOR PATROLMAN. The Clerk read a letter from Safety Council
requesting a school patrolman at Wolf and Algonquin. The Mayor referred the letter to
the Police Committee,on motion by Alderman Wolf and second by Dunlap.
BENJAMIN AND LANG LETTER. The Clerk read a letter from Benjamin and Lang which in-
formed the Council their contract as Financial Advisors on sewer system expires
February 29, 1957. The Mayor referred the letter to the Finance Committee.
1257 APPROPRIATION ORDINANCE. The Clerk read for first reading the 1957 Ordinance.

LADE NDORF'S SUBDIVISION. The Mayor referred a plat of Ladendorf's Subdivision to
the Plan Commission.
Alderman Prickett reported about water in street at 1416 Des Plaines Avenue.
The Clerk was instructed to write to Edward Ia Vergne, 1416 DeS Plaines Avenue, that
he contact his neighbors about a special assessment for curb and gutters.
The motion by Alderman Neff and second by Martin that ownei of Kroger Parking
lot on Center Street get a zoning variation or be prosecuted for zoning violation
was approved by the Council. The Clerk was instructed to write the owner about
making application for variation.
On suggestion of Alderman Martin, the Mayor referred to the Plan Commission the
matter of power transmission and voltage station in the City Limits.
On suggestion of Alderman Neff, the Mayor referred to the Street Committee about
the question of annexing of south half of Forest Avenue starting on, the west side of
Lee Street.
The City Attorney was instructed to draft ordinance on stop signs at Oakwood,
Graceland and First.
ADJOURNMENT. The motion was made by Alderman Tures and seconded by Wolf to adjourn
to Monday, January 28, 1957, at 8:00 P.M. for the canvassing of the 'ballots of
special election for Library Bond issue, Appropriation Ordinance and any other

AT 8:00 P.M. 1
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer, who
presided with Alderman Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle,
Nelsen, Bell, Davis, Schubert and Dunlap responding to roll call. Alderman McKay was
absent due to being in California.
The Mayor said the Council had adjourned to canvass the vote of the Special
Election of January 22, 1957, for the issuing of bonds for new library building. The
Mayor appointed Alderman Prickett,. Martin and Nelsen to the canvassing. A recess was
declared and after reconvening Alderman Prickett presented the following resolution:
