11/27/195612-3-56 EXTRACT CF MINUTES OF A REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE DES PLAINES PUBLIC LIBRARY DES PLAINES, COOK COUNTY, ILLINOIS, HELD NOVEMBER 27, 1956 428 A A regular meeting of the Board of Directors of the Des Plaines Public Library, Des Plaines, Cook County, Illinois, was held at the Library, on the 27th day of November, 1956, at 7:45 o'clock P.M., pursuant to notice sent by the Secretary at the direction of the President. Upon roll being called, the following directors answered present: ERICH SCHALK WILLIAM BURFISHER MARION KUNKEL KEATS LONGIEY LUCILIE SCHOLL GILBERT RUDIGER HILDA WICK JUNE G. MOREHART The following director was absent: JANET CHURCH ERICH SCHALK, the Library, presided over acted as seofetary. President of the Board of Directors of the regular meeting and the secretary, the Des Plaines Public JUNE G. MOREHART, * * # The president stated that in addition to the regular scheduling of said meeting for this time there had been delivered to each of the members of the Board special notification that the meeting would in addition to regular business, consider further the problem of the new library. The special notice stated that the purposes of said meeting were as follows: 1. To consider the plans for the erection and equipping of -a new library build- ing on a proposed site at the Northeast corner of Thacker Street and Graceland Avenue, Des Plaines, Illinois. 2. To consider the plans proposed by Messrs. Maher and McGrew, architects, and their estimates of costs. 3. To act on resolutions pertaining to the obtaining of a site, the construction of a building, the purchase of equipment, and reporting the same to the City Council of Des Plaines for its approval as a precedent to a bond issue referendum. 4. To consider and act on a resolution determining the term'of years over which to spread the collection of the cost of the purchase of a site, construction of the library building, and purchase of equipment for said building, and requesting the City Council to issue bonds in payment of such costs. 5. To transact such other business as may lawfully come before the board at such times. The president announced that the next item of business was the consideration of the plans of Messrs. Maher and McGrew and of the resolution confirming all action taken by the board in connection with said building and transmitting the same to the City Council for its approval and further action. Thereupon WILLIAM BURFISHER moved and GIT,T RT RUDIGER seconded the motion that the following resolution be adopted: Upon the roll being called,,the following directors voted aye: ERICH SCHALK WILLIAM BURFISHER MARION KUNKEL KEATS LONGIEY GILBERT RUDICER LUCILLE SCHOLL HILDA WICK JUNE G. MOREHART 3 428 B 12-3-56 The following directors voted nay: None Whereupon the president declared the motion carried and the resolution adopted, signed said resolution to show his approval, and directed the secretary to record the same in full in the records offthe Board of Directors of the Des Plaines Public Library. (Other business not pertaining to the adoption of the resolution above referred to was discussed and acted upon.) There being no further business to come before the meeting, the same on motion was adjourned. (Signed) June G. Morehart Secretary RESOLUTION APPROVING SITE, PLANS AND SPECIFICATIONS OF LIBRARY BUILDING AND EQUIPMENT, AND TERM OF YEARS OVER WHICH TO SPREAD COST OF SAME. WHEREAS, Des Plaines Public Library, Des Plaines, Cook County, Illinois, is duly organized and operating under an Act entitled "An Act to Authorize Cities, Villages, Incorporated Towns and Townships to establish and maintain free public libraries and reading rooms", approved, March 7, 1872, as amended; and WHEREAS, the Board of Directors of the Des Plaines Public Library find that the present quarters used for library purposes, located in a part of the City Hall, are inadequate, and WHEREAS, the Board of Directors of. the Des Plaiines Public'Library has had made by Library Building Consultants of Evanston, Illinois, a survey as to the needs of the City of Des Plaines as to library facilities; and WHEREAS, the Board of Directors of the Des Plaines Publics Library has obtained an option upon a site located at the Northeast corner of Graceland Avenue and Thacker Street in the City of Des Plaines, and described as; Lot 13 and the Southerly 50 ft. of Lot 14 in Parson and ILee's Addition to Des Plaines, a subdivision of parts of Section 17 and 20, Township 41 North, Range 12, East of the Third Principal Meridian in Cook County, Illinois,' and WHEREAS, the Board of Directors of the Des Plaines Public Library has deter- mined that it will be necessary to acquire said site, to erect a building to be used as a library maid site and to provide the necessary equipment therefore; and WHEREAS, the Board of Directors of the Des Plaines Public Library has heretofore caused a plan for'such library building and the purchase of t}e necessary equipment therefor to be prepared and the estimate of the cost thereof to be nude;, and WHEREAS, plans for the erection of a new building have been prepared by Messrs. Maher and McGrew, architects, which said plans have been submitted to and given care- ful consideration by the Board of Directors; and WHEREAS, estimates for the cost of construction of said library building and the furnishing of equipment therefor have been made; and WHEREAS, said Board of Library Directors has determined that the collection of the cost of the acquisition of a site, the construction of a library building and the purchase of the necessary equipment therefore shall be spread over a period of twenty years: 428c 12-3-56 NOW THEREFORE BE IT RESOLVED by the Board of .Library Directors of the Des Plaines Public Library of the City of Des Plaines, Cook County, Illinois, as follows: Section 1: That this Board of Directors of the Des Plaines Public Library does hereby find, determine and declare that it is necessary and for the best interest of the City of Des Plaines that there shall be obtained a site onthich to erect a library; that a library building be erected on said site, and when said building shall have been erected, that it be equipped. Section 2: That the plans and specifications of the building which said plans and specifications are in8orporated herein by reference as though set forth herein in full, be and the same are hereby in every respect fully approved, and it is hereby directed that said plans and specifications be filed with the Secretary for public inspection. Section 3: That the Board of Directors of the Des Plaines Public Library does hereby find, determine and declare that it is desireable that the property described as: Lot 13 and the Southerly 50 feet of Lot 14 in Parson and Lee's Addition to Des Plaines, a subdivision of parts of Section 17 and 20, Township 41 North, Range 12, East of the Third Principal Meridian, in Cook County, Illinois, be acquired for and as a site for such library building. Section 4: That the Board of Directors of the Des Plaines Public Library does hereby find, determine and declare that it will require not less than $50,000.00 for the acquisition of such site, not less than $325,000.00 for the erection of the building thereon, not less than $37,500.00 for the equipment therefor, and not less than $37,500.00 for architectural and attorneys fees, expenses of supervision and necessary expenses in connection with the sale of the bonds, and that the estimates as made be and the same are hereby approved. Section 5: That the collection of the cost of acquiring said new site, constructing a library building thereon and equipping said new building be spread over a period of twenty years. Section 6: That the Secretary of the -Board of Directors of the Des Plaines Public Library be and is hereby directed to forward a copy of these proceedings, resolution, plans, specifications and estimate of cost, hereinabove referred to, to the City Council of the City of Des Plaines for their approval. Alderman McKay read for first reading the following proposed ordinance entitled: AN ORDINANCE PROVIDING FOR BORROWING MONEY AND ISSUING BONDS OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS, TO THE AMOUNT OF $450,000.00 FOR THE PURPOSE OF PAYING THE COST OF ERECTING A NEW BUILDING IN AND FOR SAID CITY TO BE`USED FOR A PUBLIC LIBRARY AND EQUIPPING THE SAME AND PROVIDING FOR THE LEVY AND COLLECTION OF A DIRECT ANNUAL TAX FOR THE PAYMENT OF THE PRINCIPAL AND INTEREST MATURING ON SAID BONDS. The Mayor ordered the ordinance placed on file for second reading. FIRST READING CALLING SPECIAL LIBRARY ELECTION. :Alderman McKay read for first read- ing the following proposed ordinance entitled: AN ORDINANCE CALLING A SPECIAL ELECTION TO BE HELD IN AND FOR THE CITY OF DES PLAINEST COOK COUNTY, ILLINOIS, ON THE DAY OF ;1957,FOR THE PURPOSE OF SUBMITTING TO THE EIECTORS OF SAID CITY OF DES PLAINES FOR THEIR APPROVAL AN ORDINANCE AUTHORIZING THE ISSUANCE OF $450,000.00 PUBLIC LIBRARY BUILDING BONDS OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS, TO PAY THE COST OF ACQUIRING A SITE, ERECTING A NEW BUILDING ON SAID SITE IN AND FOR SAID CITY TO BE USED FOR A LIBRARY AND EQUIPPING THE SAME, AND PROVIDING FOR THE LEVY AND COLTECTION OF A DIRECT ANNUAL TAX FOR THE PAYMENT OF THE PRINCIPAL AND INTEREST MATURING ON SAID BONDS. The Mayor ordered the ordinance placed on file for second reading. ATTORNEY EIEY REQUESTED TO KNOW IF THE Council desired to have the bonds callable. On motion by Alderman Wolf and second by Prickett the Council voted to not make the bonds callable. PUBLIC SERVICE ZONING VARIATION 2816 SCOTT PLACE. The Clerk informed the Council he had a zoning variation application from the above for an electrical distribution center. On motion by Alderman Prickett and second by Bell the application was referred to the Zoning Board sitting as a Commission to call a hearing. REZONING APPLICATION SOUTHWEST CORNER MANNHEIM AND TOUHY AVENUE. The Clerk informed the Council he had an application for rezoning from Residential to Industrial District 1-2. Also a petition for annexing providing the Council will rezone the property. On motion by Alderman Prickett and second by Behrel to refer the application tbcthe Zoning Board sitting as a Commission to call a hearing. CHICAGO AND NORTHWESTERN LEA'EE FOR RAILROAD PARKS TO BE SUBLEASED TO PARK DISTRICT. The Clerk informed he had the above lease. The Mayor referred same to Judiciary Committee. TO ADVERTISE BIDS FOR GASOLINE. On motion by Alderman Prickett and second by Behrel the Cletk was instructed to advertise bids for gasoline to be returned January 7, 1957. TO ADVERTISE BIDS FOR FUEL OIL. On motion by Alderman Martin and second by Behrel the Clerk was instructed to advertise bids on fuel oil to be returned January 7, 1957. PLEASANT MANOR PLAT. The Clerk informed the Council he had a new plat, Pleasant Manor. On motion by Alderman Wolf and second by Tures the plat was referred to Plan Commission. 29 430 12-3-56 OPEN BIDS FOR ROOF.(Jordan Manufacturing Company) On motion by Alderman Wexler and second by Tures the Clerk was instructed to open bids on roof. Three bids received: Hans Rosenow Roofing Company, Chicago 43.25 per square Allen 0. Glenn,1914 Webster Fane, Des Plaines 14.25 per square Boice Roofing Company, La Grange 14.50 per square The motion was made by Alderman Prickett and seconded by Behrel to award bid to the Rosenow Roofing Company. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Neff, Wexler, Martin, Behrel, Prickett, Nelsen, Bell and McKay. Nays: Alderman Tures, Wolf and Tistle. The Mayor declared the motion carried. Alderman Nelsen made the motion which was seconded by Bell that the City should receive a performance bond. After discussion this motion and second was withdrawn. On motion by Alderman Tures and second by Martin the Superintendent of Public Works is to install an Exit Only sign at A. & P. driveway on Center Street. On motion by Alderman Martin and second by Neff the Kroger driveway on Center Street was referred to the Street Committee. ADJOURNMENT. The motion was made by Alderman Wolf and seconded by Tures to adjourn. The motion was voted upon by acclamation. to !J. Henrich ty Clerk j MINUTES OF THE CITY COUNCIL MEETING, DES PLAINES, ILLINOIS, HELD IN OUNC IL ROOM, CITY HALL, DECEMBER 17. 1956. AT 8:00 P.M:, CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Alderman Schubert, Dunlap, Tures, Wolf, Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Bell, McKay and Davis responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Wolf and seconded by Behrel to approve the minutes of December 3, 1956. On motion by Alderman Martin and second by Neff the Council approved to include the following report of Engineer Fletcher in the December 3, 1956 minutes; Trr.: ENGINEERING REPORT WATER SUPPLY FOR DES PLAINES E. N. FIETCHER,ENGINEER To estimate the future water demand for a city it is first necessary to make an estimate of the population growth of that city. Fifteen to twenty years ago the Chicago Regional Plan and other's were estimating a 1960 population of the City of Des Plaines to be 19,000 to 20,000.E In 1944, Alvord, Burdick & Howson prepared a report on the future water supply for De's Plaines, and at that time estimated that we would have a population of 19,000 by 1960. No one in those days could forsee the building boom which we have experienced over the past ten years. Today the Chicago Regional Plan Commission and others have estimated that we will have a population bf 80,000 by 1980. In the 1956 report on Lake Michigan Filtered Water Supply made by Consoer, Townsend and Associates, they estimate' a population of 52,400 by 1980, and 84,900 by the year 2000. In a boom period there is a tendency to over rate population growths as there was to under rate the growth.before the boom period. Today the North, South and East limits of the City of Des Plaines seem fairly well established. The West limits of the City are questionable. Many people feel that Mt. Prospect Road is the logical West limit of the City of Des Plaines.
