PARK TEASE FOR ROSE AVENUE CUL DE SAC PARK WITH PARK DISTRICTS. In June 1956 several
leases were made with Park District and in error the Rose Avenue Park was not
included. On motion by Alderman Martin and seconded by Neff the Attorney was
instructed to draft a lease.
The Municipal Development Committee is to confer with Plan Commission and
Park District about ordinance for parks in new subdivisions.
ADJOURNMENT. On motion by Alderman Wolf and second by Schubert the Council approved
to adjourn.

MINUTES OF THE RRGUTAR MEETING OF THE
CITY COUNCIL, DES PLAINES, ILLINOIS,
HELD IN COUNCIL ROOM, CITY HALL,
JUNE 18, 1956, AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by City Clerk Otto W. J. Henrich with
Alderman Nelsen, Bell, McKay, Davis, Schubert, Dunlap, Wolf, Tures, Wexler, Martin,
Behrel, Prickett and Tistle. Alderman Neff was absent.
Due to absence of Mayor Kenneth G. Meyer the Clerk informed the Council that
they appoint a Mayor pro tem. On motion by Alderman Behrel and second by Tistle the
Council approved the appointment of Alderman McKay as Mayor pro tem.'
APPROVAL OF MINTUES. The motion was made by Alderman Tures and seconded by Wexler to
approve the minutes of June 4, 1956. The motion was voted upon by acclamation.
OFFICIAL REPORTS. The Clerk submitted the report of City Treasurer for May.
Alderman Schubert reported of hearings to be held June 28, 1956, in Mannheim
School and City Hall, Des Plaines, on County zoning applications.
Alderman Schubert reported on Plat on Rand Road regarding the use of water) that
that the subdivider received a letter from the Hawthorne -Rand Association regarding
payment of a fee to connect to the water main. That according to the agreement, the
subdivider must apply to the City Council for use of water and his committee would
hold up the plat until they hear from him.
Alderman Davis reported they received a proposal to build a cell in City Hall
basement for $590.00. This did not include plumbing, so the Public Building Commit-
tee will again investigate about the cell.
Alderman Martin reported that there was an ordinance amending "Peddler's"
license to come up for first reading under new business.
S00 LINE RAILWAY. On motion by Alderman Bell and second by Martin the Clerk was
instructed to write a letter to Soo Line Railway regarding the construction of side-
walk across their tracks at Oakton Street and about the bad condition of crossing.
On motion by Alderman Tistle and second by Martin the Clerk was instructed to
write the Soo Line Railway asking them to install gates at Oakton Street.
On motion by Alderman Bell and second by Tistle the Clerk was instructed to
write the Soo Line Railway to install gates at the Touhy Avenue crossing.
Alderman Bell reported on parking in front of Dr. Kellogg's residence a White
Street, that this request be denied as it would set a precedent for exceptions to
one side of street parking.
Alderman Bell reported on resolution to use Motor Fuel Tax funds to widen
Harding Avenue. The motion was made by Alderman Bell and seconded by Dunlap to adopt
the resolution. On motion by Alderman Tistle and second by Wolf that it be referred
back to Street Committee.

ADOPT• -ORDINANCE VACATING KENTON ROAD. The Clerk read for second
reading the ordinance to vacate Kenton Road (Y.M.C.A. property).
The motion was made by Alderman Wolf and seconded by Schubert to
.adopt the ordinance. The Mayor put the question and the Clerk
called the ,roll: Ayes: Alderman Nelsen,Bell, McKay, Davis,
Schubert,Dunlap, Tures, Wolf, Wexler, Martin, Behrel, Prickett
and Tistle. Nays: None. The Mayor declared the motion carried.

The motion was made by Alderman Bell and second by Martin that the Council
refuse to disannex the north half of Higgins Road for the City of Chicago. After
discussion, it was referred back to the Street Committee, on motion by Alderman
Wexler and second by Tures.
Alderman Wexler reported the Sewer Committee would not approve the sewer connec-
tion in Peterson's Subdivision. They desired some change in plans but had approved
the Dimucci sewer plan.
Alderman Wexler reported the delay on installing new sewer pipe under the
Chicago and Northwestern was that all the approvals had not been received. Alderman
Wexler said the State desires a permit from the City Council to allow water from
Weller Creek to flow in flume at Graceland Avenue. On motion by Alderman Wexler and
second by Davis the Mayor and Clerk were authorized to sign such a permit. Alderman
Wexler reported he had discussed the water problem with R. Himel and after dxplanation
Mr. Himel agreed that he did not think it would damage his property.
The Mayor appeared at this time and took the chair.
CD C The motion was made by Alderman Schubert and seconded by Wolf that the City
10 purchase 75 parking meters for parking lot No. 2. The motion was made by Alderman
Bell and seconded by Wexler to table until next meeting for Parking Meter Committee
to investigate. The Mayor put the question and the Clerk called the roll: Ayes:

Alderman McKay signed some of the checks and on motion by Alderman Behrel and second
by Prickett the Council approved Alderman McKay's signature on the checks.
The Clerk read the Zoning Board's report on expansion of trailer parks. That the
matter be held in ;-.abeyance pending applications. The Mayor ordered the report
placed on file.

J. P. TUTHILL LETTER ON FOUR-WAY STOP. The Clerk read Mr. Tuthill's letter on

CHICAGO AND NORTHWESTERN RAILWAY PARK FOR PARKING LOT. The Clerk read the following
letter:
Replying to your letter of May 22nd regarding the lease of our station property
at Des Plaines for use as parking lots.
First, I would like to assure you that we have not and will not consider leasing
this property to a private parking company for automobile parking purposes. Leasing
of this property to the city of Des Plaines has been considered since June of last
year and we were told the city would prepare plans and submit same to our Engineering
Department for approval. To date these plans have not been received. If you will
inform me of the desires of the city in the matter, I will be glad to progress it.
The water tank located adjacent to our depot is no longer required for our
operation and will be included in our retirement program.

J. P. TUTHILL LETTER. The Clerk read a letter from Mr. Tuthill stating that the
State,Traffic Bureau has been instructed to erect radar speed control signs on all
State Highways in the City.
AGREEMENT WITH STATE ON WOLF AND RAND TRAFFIC LIGHTS. On motion by Alderman Wolf and
second by Prickett the Council authorized the Mayor and Clerk to sign the agreement
to pay the electrical bill on above lights.
ADOPT INTENSITY USE OF LOT ORDINANCE. The Clerk read for second reading the Intensity
Use of Lot Ordinance. The motion was made by Alderman Martin and seconded by Tistle
to adopt the ordinance. The Mayor put the question and the Clerk called the roll:
Ayes: Alderman Nelsen,Bell, McKay, Davis, Schubert, Dunlap, Tures, Wolf, Wexler,
Martin, Behrel, Prickett and Tistle. Nays: None. The Mayor declared the motion
carried.

Occupation Tax." The motion was made by Alderman Wexler and seconded by Wolf to table

ORDINANCE TO ANNEX GRIMM PROPERTY NOT ADOPTED. The Clerk read for second reading the
ordinance to annex Grimm property west of Mt. Prospect Road. The motion was made by
Alderman Schubert and seconded by Prickett to adopt the ordinance. The Mayor put
the question and the Clerk called the roll: Ayes: Alderman Bell, McKay, Davis,
Schubert, Nelsen, Dunlap, Wexler, Behrel,and Prickett. Nays: Alderman Tures, Wolf,
Martin and Tistle. The Mayor declared the motion lost. Two-thirds majority needed
to adopt annexation ordinance.
ANNEXATION ORDINANCE OEHLERKING PROPERTY TABLED. The Clerk read for second reading
the annexation ordinance for Oehlerking property. On motion by Alderman Schubert and
second by McKay the ordinance was tabled.
LETTERS OBJECTING TO MOVING HOUSE TO 1252 BROWN STREET. The Clerk read two letters
signed by six persons objecting to moving old residence to 1252 Brown Street. The
Mayor referred same to Building Control Committee.
ZONING VARIATION FOR TRAILER PARK. The Clerk informed the Council he'had an applica-
tion for zoning variation for trailer park expansion. On motion by Alderman Tures
and second by Bell the application was referred to Zoning Board of Appeals to call a
hearing sitting as a Commission.
REZONING ORDINANCE MT. PROSPECT ROAD AND HOWARD AVENUE. The Clerk read for first
reading the above rezoning ordinance property owned by Mr. & Mrs. Charles Miller and
the Chicago and Northwestern Railway. The Mayor ordered the ordinance placed on file
for second reading.
ANNEXATION ORDINANCE MT. PROSPECT ROAD AND HOWARD AVENUE. The Clerk read for first
reading the annexation ordinance property owned by Mr. and Mrs. Charles Miller and
Chicago and Northwestern Railway. The Mayor ordered the ordinance placed on file for
second reading.
ORDINANCE 6,000 WEIGHT LIMIT ON EVERGREEN AVENUE.
ORDINANCE 6,000 WRIGHT LIMIT ON WILLOW AVENUE. The. Clerk read for first reading the
above two ordinances and the Mayor ordered them placed on file for second reading.

ORDINANCE TO AMEND PEDDLERS' LICENSE. The Clerk read for first reading an ordinance
to amend the Peddlers' license fees. The motion was made by Alderman Martin and
seconded by Dunlap to place the ordinance on passage. The motion was withdrawn after
discussion and changed to first reading, and referred back to License Committee.
Alderman Dunlap requested the License Committee check new phone book and other
sources for new businesses not licensed or property located in Commercial zoning
according to ordinances applying. There appears to be a large number of businesses
operating from residences. A definite policy concerning existing violations and
prevention of new violations should be established and enforced.
ZONING ORDINANCE OROHARD PLACE AREA. The Clerk read for first reading the Zoning
Ordinance of land bounded by Mannheim Road on the west, by Soo Line Railroad on the
east and Higgins Road on the south. The Mayor ordered the ordinance placed on file
for second reading.
ORDINANCE ON USE OF TRUCKS ON CERTAIN STREETS IN CUMBERLAND TERRACE. The Clerk read
for first reading an ordinance to limit use of trucks on certain streets in Cumberland
Terrace. The ordinance was referred to the Street Committee.
CD SEPTIC -SEWER SYSTEM APPLICATION 195 THACKER STREET. The Clerk informed the Council he
In • had an application for septic tank at 195 Thacker Street. The Mayor referred same to
Building Control Committee.
SIGN APPLICATION GRACELAND AND EILINW00D STREETS. The Clerk informed the Council he
h4d an application for sign at Sinclair Service Station, Graceland and Ellinwood
Streets. The Mayor referred same to Building Control Committee.
REZONING APPLICATION TO COMMERCIAL ON JARLATH .AND HICKORY STREETS. The Clerk informed
the Council he had a rezoning application at River and Touhy Avenues. On motion by
Alderman Tures and second by Behrel the application was referred to the Zoning Board
of Appeals sitting as a Commission to call a hearing.
SEWER PERMITS - METROPOLITAN SANITARY DISTRICT. The Clerk informed the Council he had
two sewer permits from the Sanitary District, at end of Campbell Avenue and new hotel
Lee Street. On motion by Alderman Behrel and second by Prickett the Council author-
ized the Mayor to sign same.
GARBAGE LEVY. On motion by Alderman Martin and second by Tistle. the Council referred
the matter of a Garbage Tax Levy to the Sanitation Committee.
STOP SIGNS AT FIRST AND GRACELAND. The Mayor referred to the Traffic Commission
investigation for stop signs at First and Graceland Avenues.
HIGGINS WATER COMPANY HEARING. On motion by Alderman Behrel and second by Beale' the
Council approved that Attorney Eley appear at Commerce Commission hearing on Higgins
Water Company request for extension.
RESOLUTION LEASING ROSE AVENUE PARK TO PARK DISTRICT. On motion by Alderman Martin
and second by Behrel the Council adopted the resolution leasing the small park at
west end of Rose Avenue to Park District.
ADJOURNMENT. The motion was made by Alderman Wolf and seconded by Tures to adjourn.
