Alderman Behrel presented the following resolution: BE TT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAID; PAYMENT FOR SAME. Total $19,709.20. (A schedule of bills placed before each Alderman and affixed to resolution and on file with City Clerk.) The motion was made by Alderman Behrel and seconded by Prickett to adopt the resolution. The Mayor declared the motion carried. The Mayor referred the contract of City Planner to the Municipal Development Committee and Plan Commission. The Mayor referred a plat to the Attorney to check if it is the State or the City that has the authority to vacate a street. The property is at Mannheim and Touhy. CD Alderman Davis reported about an obscene moving picture at the Des Plaines Theatre, Friday, November 25, from midnight to 3:00 A.M. and about rowdyism in the theatre. Henrich City lerk MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, DECEMBER 19. 1955, AT 8:00 P.M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided with Alderman Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Schubert, Dunlap, Tures, Wolf, Neff and Wexler responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Martin and seconded by Prickett to approve the minutes of December 5, 1955. The motion was voted upon by acclamation. OFFICIAL REPORTS. The Clerk submitted the report of City Treasurer for November. CANVASS BALLOTS OF SIXTH WARD ALDERMAN.EIECTION. The Mayor appointed Alderman Wexler, Behrel and Nelsen as a committee to canvass the ballots of Sixth Ward Alderman Election. A recess was declared and after reconvening Alderman Wexler reported 134 ballots cast for Robert A. Bell. The motion was made by Alderman Wexler and seconded by Prickett that the Council declare Robert A. Bell elected as Alderman of the Sixth Ward to fill vacancy with term ending April 30, 1957. The Mayor put the question and the Clerk called the roll: Ayes: Alderman Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap, Tures, Wolf, Neff and Wexler. The Mayor declared the motion carried. Mayor Meyer then swore in Robert A. Bell as Alderman. Alderman Bell then spot# a few words and took his seat. OPEN BIDS ON PUMP FOR WELL NO. 4. On motion by Alderman Tures and second by Behrel the Clerk was instructed to open the bids on pump for Well No. 4. The following bids were received: M. P. A recess was declared and after reconvening Alderman Tures made the motion which was seconded by Schubert the bid be awarded to M. P. Alderman Schubert reported of several County Zoning hearings tobe held. DRIVEWAY"SERVICE STATION OAKTON AND OR4)HARD. Alderman Martin reported on driveway for service station at Oakton and Orchard. Alderman Martin made the motion and seconded by Tistle for two 35 foot driveways. After discussion, on motion by Alderman Davis and second by Wolf, it was referred to the Building Control Committee for next meeting. GRANT SEPTIC TANK PERMITS. On motion by Alderman Martin and second by Tistle the Council granted septic tank permits for Lot 2, Tract 6, in Owners Subdivision, Louis C. Oehlerking and Lot 49, Westfield Gardens. THEATRE AND DRIVEWAY LICENSE. Alderman Neff reported the following: 1. The Committee considered recommending theatre license for midnight shows. Manager of theatre stated except for New Years he would not have anymore late shows. Committee decided at such time it appeared late shows would to renewed, Committee would reconsider and fix a fee per show and ask Council consideration. 2. Decided initial permit fee for driveways should be increased and ordinance be drafted setting initial fee for 16 foot driveway at $10.00 with extra charge of $1.00 per foot for each foot over 16 feet. On motion by Alderman Neff and second by Martin, the Council instructed the Attorney to draft a driveway ordinance. Alderman Prickett reported on changing traffic lights from Cora to White on Oakton. On motion by Alderman Prickett and second by Martin the Council approved to change the request for traffic lights from Cora to White on Oakton. Alderman Prickett reported the Street Committee recommended that the Superinten- dent of Streets be autnorized to take the necessary steps to remove the trees in park- ways on Ashland Avenue at Central School and streets adjacent to West School. On motion by Alderman Prickett and second by Wolf the Council concurred in the recom- mendation. Alderman Prickett reported on letter from Traffic Commission regarding install- ation of traffic lights. The motion was made by Alderman Prickett and seconded by Martin to install traffic lights at Pearson and Ellinwood Streets. The Mayor put the question and the Clerk called the roll: Ayes: Alderman Martin, Behrel, Prickett, Tistle, Nelsen, Bell, McKay, Davis, Schubert, Dunlap, Tures, Wolf, Neff and Wexler. Nays: None. The Mayor declared the motion carried. The motion was, made by Alderman Prickett and seconded by Martin to install the walk signals at Thacker and Lee,. Lee and Ellinwood, M ner and Lee, Miner and Pearson, Ellinwood and Pearson. Alderman Wolf made the motion to take all walk signals on one motion which was seconded by Alderman Dunlap. The motion was voted upon by acclamation with Alderman Schubert voting "no". The Council voted by acclamation with Alderman Schubert voting "no" on previous motion. The motion was made by Alderman Prickett and seconded by Martin to install flashing green arrow signals at Lee and Miner and Ellinwood and Lee for right turn. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Martin, Prickett, Nelsen, McKay, Davis, Dunlap, Neff and Wexler. Nays: Alderman Behrel, Tistle, Bell, Schubert, Tures and Wolf. The Mayor declared the motion carried. Alderman Prickett reported on investigation for light on Margret between Algon- quin and Walnut and recommended the light be installed. On motion by Alderman Prickett and second by Martin the Council concurred in the recommendation. OPEN HOWARD STREET FROM WHITE TO DEAN. Alderman Prickett reported they investigated improving of Howard Street from White to Dean Street and recomniended that favorable action and funds for the improvement shall come from motor fuel tax money. On motion by Alderman Prickett and second by Behrel the Council approved that Engineer see about getting the money from Motor Fuel Tax. Alderman Prickett reported on driveway on Center Street parking lot. The motion was made by Alderman Prickett and seconded by Martin the permit not be granted. On motion by Alderman Wolf and second by Schubert the item be referred back to Committee. 315 12-19-55 On request of Alderman Davis the Mayor referred about a light on Northwest Highway at Cumberland Station to the Street Committee.. Nelsen Alderman,requested the traffic condition at Evetett and White and South School be referred to Traffic Commission. On motion by Alderman Nelsen and second by Neff the Council referred the enlazgemeutt of flume under Chicago and Northwestern Railway and Northwest Highway to the Sewer Committee. The motion was made by Alderman Dunlap and seconded by Behrel to pay $500.00. An amending motion was made by Alderman McKay and seconded by Wolf to pay $300.00. The Mayor put the question and the Clerk called the roll. Ayes: Alderman McKay, Davis, Dunlap, Tures, Wolf and Neff. Nays: Alderman Martin, Behrel, Prickett, Tistle, Nelsen, Bell, Schubert and Wexler. The Mayor declared the motion lost. On motion by Alderman Nelsen and second by McKay the Council voted to table the payment until a report is received regarding funds from the former mosquito association. Attorney Howard reported on Judge Fisher's decision against the City regarding service station at Seeger's Road and Wolf Road. The motion was made by Alderman McKay and seconded by Neff the Council authorize the Attorney to appeal the case. After. considerable discussion, on motion by Alderman Nelsen and second by Martin to table until next meeting so the attorneys can meet and make recommendations. CHARGE CFI 2.00 FOR BUILDING CODE. On motion by Alderman Neff and sdcond by Prickett the Council approved to make a charge of $2.00 for loose leaf Building Code. ADOPT ORDINANCE RESTRICT PARKING ON IEE STREET FROM PARK PLACE TO PERRY STREET. The Clerk read for second reading the following ordinance entitled: AN ORDINANCE TO RESTRICT PARKING ON IEE STREET FROM PARK PLACE TO PERRY STREET. The motion was made by Alderman Schubert and seconded by Tures to adopt the ordinance. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Martin, Behrel, Prickett, Tistle, Nelsen, Bell, McKay, Davis, Schubert, Dunlap, Tures, Wolf, Neff and Wexler. Nays: None. The Mayor declared the motion carried. ADOPT ORDINANCE NO PARKING FAST SIDE OF DES PLAINES ARUM FROM MINER TO MILL STREET. The Clerk read for first reading a no parking ordinance. On motion by Alderman Schubert and second by Nelsen to delet the letter A, paragraph B. and Pearson Street from ordinance. The motion was then made by Alderman Schubert and seconded by Dunlap toadopt the ordinance. The Mayor put the question and the Clerk called the roll. The Mayor declared the motion carried. 316 12-19-55 ADOPT INTENSITY OF USE OF LOT ORDINANCE OVER MAYOR'S VETO. The motion was made by Alderman Tistle and seconded by Martin to adopt the Zoning Ordinance on "Intensity of Use of Lot" over Mayor's Veto. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Martin, Behrel, Tistle, Nelsen, Bell, Davis, Schubert, Dunlap, Wolf, Neff and Wexler. Nays: Alderman Prickett, McKay and Tures. The Mayor declared the motion carried. ANNEXATION PETITION LOT 1 TO 6 KNOLLWOOD ESTATES. The Clerk informed the Council he had a petition for annexation of 6 lots. The Mayor referred the petition to the Municipal Development Committee. SANITARY DISTRICT SEWER PERMIT 1955-228. The Clerk informed the Council he had a sewer permit from Sanitary District for sewers in Cumberland Village, on Northwest Highway. On motion by Alderman Schubert and second by Behrel the Council authorized the Mayor and Clerk to sign same. FIRST READING Appropriation reading. EDWARD GEISEN Geisen making and second by 1956 APPROPRIATION ORDINANCE. The Clerk read for first reading the 1956 Ordinance. The Mayor ordered the ordinance placed on file for second APPLICATION FOR TWO ADDITIONAL CABS. The Clerk read a letter from Edward application for two additional taxi cabs. On motion by Alderman Schubert Behrel the letter was referred to the License Committee. Y.M.C.A. ZONING APPLICATION. The Clerk informed the Council he had an application from the Y.M.C.A. to rezone Lots 26 and 27 in Cumberland West.to Commercial. On motion by Alderman Prickett and second by Dunlap the Council referred the application to the Zoning Board of Appeals sitting as a Commission to call a hearing. ; MAYOR KENNETH G. MEYER'S ANNUAL REPORT. A copy of the Mayor's Annual report was placed on each of the Aldermen's desk and is on file with City Clerk. The Mayor asked the members of Council to study the report. The Mayor referred to the Plan Commission the planning of streets at railroads. streets and traffic on The motion was made by Alderman Martin and seconded by Behrdll that the City Clerk write to the Des Plaines Lumber and Coal Company to construct a fence around the lumber yard at First and Thacker. The Mayor put the question and the Clerk called the roll. Ayes: Alderman Martin, Behrel, Tistle, Nelsen, Bell, McKay, Dunlap and Neff. Nays: Alderman Prickett, Schubert, Wolf and Wexler. The Mayor declared the motion . carried. The motion was made by Alderman Davis and seconded by Tures to adjourn. Alderman Tures and Davis retired from meeting and when further discussion followed, Alderman Tures informed the Mayor there was a motion before the Council to adjourn.
