11/21/1955308 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, NOVEMBER 21,1955, AT 8:00 P.M. CALL TO ORORR. The meeting was called to order by Mayor Kenneth1G. Meyer with Alderman Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Schubert, Dunlap, Tures, Wolf, Neff. and Wexler responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Behrel and seconded by Prickett to approve the minutes of November 7, 1955. Alderman Wexler requested a correction in that he had presented the petition for street light instead of Alderman Martin on page 5. Alderman Behrel requested a correction on top of page 5, to add that Alderman Behrel made the motion which was seconded by Prickett to concur in the majority report on Benjamin and Lang. The motion was then voted upon by acclamation with corrections made. OFFICIAL REPORTS. The Clerk submitted the report of City Treasurer Eichner and Nurse and Welfare for October. To be placed on file. Attorney Howard reported on the zoning cases pending against the City. He re- ported a fee of $200.00 was to be deposited by each in the Treveiller case. The motion was made by Alderman Tures and seconded by Dunlap that the City deposit a fee of $200.00 with Master -in -Chancery Sheppard. The Mayor put the question and the Clerk called the roll: Ayes: Alderman Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Schubert, Dunlap, Tures, Wolf, Neff and Wexler. Nays: None. The Mayr declared the motion carried. REZONING AT WOLF AND RAND ROAD. Alderman Scbubrt reported that the Municipal Develop- ment Committee had investigated the Zoning Board recommendation,on the Southeast corner Wolf and Rand Roads and found that an apparent misunderstanding existed between the petitioner and the Zoning Board, that the opinion of the Planning Commission was not conveyed to the Zoning Board because of an unfortunate timing situation of their respective meetings and recommend that the matter be returned to the Zoning Board for further consideration. On motion by Alderman Schubert and seconded by Behrel it was referred back to the Zoning Board for further consideration. PARKING ON STREETS. Alderman Prickett reported the Street Committee and Traffic Commission had investigated parking on streets and recommend that the existing over- night parking ordinance be vacated and one drawn limiting parking to, one side of the street, alternating each year, and to prohibit parking on certain streets as per the attached report. The Clerk was instructed to have copies made for each Alderman so action can be taken next meeting. RENAMING SIXTH AVENUE. Alderman Prickett reported Street Committee, Traffic CommisSi:an and Plan Commission investigated the renaming of Sixth Avenue and found that we do not see where the changing of the name would serve any good purpose and can only foresee confusion particularly since Sixth Avenue north of Algonquin Road has been there for a number of years. Calls have been received from residents on Sixth Avenue protesting this change and recommend that the name of Sixth Avenue remain the same. On motion by Alderman Prickett and second by McKay the Council concurred in the report. Alderman Davis appeared at this time. TO REPAIR SEAGRAVE FIRE TRUCK. Alderman Davis reported the new fire truck will soon be received and that the Seagrave Truck was in need of repairs. The motion was made by Alderman Prickett and seconded by Wolf to have the Seagrave Fire Truck repaired after the new fire truck is received. The Mayor put the question and the Clerk called the roll: Ayes: Alderman Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap, Wolf, Tures, Neff and Wexler. Ayes: None. The Mayor declared the motion carried. OPEN BIDS ON PRINTING CITY CODE. One motion by Alderman Tunes and second by Prickett the Clerk was instructed to open bids for printing City Code. Six bids were received and referred to Code Committee for study. Mr. Schuler's letter on Center Street Parking Lot. The Clerk read a letter from Mr. Schuler that.they had a tentative offer from a private party for the parking lot on Center. Street. The Mayor referred the letter to the Parking peter Committee. 1 11-21-55 TWO LETTERS FROM J. P. TUTHILL, DISTRICT ENGINEER. A letter stating a traffic and pedestrian volume count is being scheduled for Oakton and Cora Streets regarding traffic lights. A letter regarding rerouting Oakton Street to Mt. Prospect Road from Wolf Road, stating that Mt. Prospect Road is a 66 foot County Highway and the type of construction does not require the Department to take over for maintenance highways of that design. If and when the Cook County highway authorities improve Mt. Prospect Road comparable with the improvement of Wolf Road, further consideration will be given to the relocation. The motion was made by Alderman Neff and seconded by Martin that the Clerk write Mr. Tuthill again regarding the conditions they request to reroute. The Mayor put the question and the Clerk called the roll: Ayes: Alderman Martin, Tistle, McKay, Dunlap, Neff and Wexier. Nays: Alderman Behrel, Prickett, Nelsen, Davis, Schubert, Tures and Wolf. The Mayor declared the motion lost. FIRST READING ORDINANCE BUILDING SET - BACK LINES IN COMMERCIAL DISTRICTS. The Clerk read for first reading ordinance on building set -back lines in Commercial Districts. The Mayor referred the ordinance to the Attorney for revision. 309 APPROVAL OF BILLS. Alderman Behrel presented the following resolution: ct BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE Q FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. 1 1 Total $75,833.62. (A schedule of bills placed before each Alderman and affixed to resolution and on file with City Clerk.) The motion was made by Alderman Behrel and seconded by Prickett to adopt the resolution. The Mayor put the question after several bills were questioned and the Clerk called the roll: Ayes: Alderman Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap, Tures, Wolf, Neff and Wexler. Nays: None. The motion was made by Alderman Behrel and seconded by Prickett to approve payment of the Dayton Tire Sales bill, $717.42, which was held out at the November 7, 1955, meeting. The Mayor put the question and the Clerk called the roll: Ayes: Alderman Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap, Tures, Wolf, Neff and Wexler. Nuys: None. The Mayor declared the motion carried. CANVASS SEWER AND CITY MANAGER ELECTION. The Mayor appointed Alderman Wexler, McKay and Wolf as a Committee to canvass the ballots of the Sewer and City Manager election, and declared a recess. (Cont'd.) On motion by Alderman Schubert and second by Prickett. the Council approved the report. Alderman Davis requested that he go on record opposing Saturday elections. His main reason being the County Clerk's office closes at noon on Saturday and they are unable to call about registered voters after that time. Alderman Prickett commented on expense of Cumberland street lights. Superinten- dent Warnicke reported to the Aldermen that an estimate of $1,000.00 was made to repair the lights. One third of the lights are not in service The Mayor appointed Alderman Davis to work with the Street Committee to confer on what is to be done about replacement of the entire system. At request of Alderman Nelsen, the Mayor referred the traffic condition on Everett and White Streets to the Safety Council. At request of Alderman Schubert, the Mayor referred to the Attorney the drafting of an ordinance for two hour parking on both sides of Lee Street from Park Place to PerryyStreet. Alderman Wolf requested the Attorney leave a blank space so he could report about Pearson Street. The Attorney was instructed to draft an ordinance for No Parking east side of Des Plaines Avenue from Miner to Mill Street. The Mayor referred a letter from Walgreens to the Street Committee regarding parking of their delivery truck. Alderman Dunlap reported to the Council on the proposed official plan map of the meeting the four Aldermen had with Mr. Chamales. The motion was made by Alderman Nelsen and seconded by Wolf to change Premier Rose Gardens property from Research Laboratory to residential on the proposed official plan map. The Mayor put the question and the Clerk called the roll: Ayes: Alderman Martin, Behrel, Tistle, Nelsen, Davis, Dunlap, Wolf and Neff. Nays: Alderman Prickett, McKay, Schubert, Tures and Wexler. The Mayor declared the motion carriedl The motion was made by Alderman Schubert and seconded by Wolf that the word proposed be placed on the plan map so it would read proposed official plan map. The Mayor declared the motion carried. At suggestion of Engineer Fletcher the Mayor referred the proposed traffic lights at Cora and Oakton to be changed to White and Oakton to the Street Committee. Mr. Schueman of Cumberland Terrace was allowed to speak regarding having a special assessment for sewer on property along Weller Creek. The motion was made by Alderman Behrel and seconded by Dunlap to adjourn the meeting to November 22, 1955, at 8:00 P.M. The motion was voted upon by acclama- tion. Ott: J. The meeting was called to order by Mayor Kenneth G. Meyer with Alderman Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Schubert,! Dunlap, Tures, Wolf, Neff and Wexler responding to roll call. Alderman Neff reported the Code Committee had studied thebids on mimeographing the codes and made the motion which was seconded by Prickett tlo award the bid to the Samuelson Duplicating Company, 343 S. Dearborn Street, Chicago 4, Illinois. After
