MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL, DES PLAINES, ILLINOIS,
'HELD IN THE COUNCIL, ROOM, CITY HALL,
MONDAY, OCTOBER 17, 1955 AT 8:00 Z.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided
with Alderman Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Schubert,
Dunlap and Tures responding to roll call. Alderman Wolf and Lavis were absent.
APPROVAL OF MINUTES. The motion was made by Alderman Martin and seconded by Dunlap to
approve the minutes of October 3, 1955. The motion was voted upon by acclamation and
the Mayor declared the motion carried.
OFFICIAL REPORTS. The Clerk submitted the report of City Treasurer and Clerk for
September. Also the Clerk's nine months report of receipts and disbursements,and
Des Plaines Nurse and Welfare Association report for September.
PLAN COMMISSION REPORT ON PARKING LOT ON CHICAGO?.AND NORTHWESTERN RAILROAD PARK. The
Clerk read the report of Plan Commission who had investigated and found that it is
not objectional excepting that we are not fully in accord with the exits and
entrances as shown. It is our suggestion that both exits and xtrances be combined
in the center of lot and recommend adoption of this plan. On otion by Alderman
Wexler and seconded by Martin the Council concurred in the report with Alderman
Prickett and Schubert voting "no."
Alderman Neff reported that the City Code Committee recommended that the Zoning
Ordinance Liquor Businesses be placed on first reading.
Alderman Neff reported that Plan Commission by a vote of 2 to 1 and City Code
Committee by a voteā¢of 3 to 1 favored the "Intensity Use of Lot Ordinance" and
recommended the ordinance be passed.
Alderman Prickett reported that the Street Committee and Traffic Commission had
investigated the removal of three meters on the east side of Lee Street south of
Ellinwood Street and found that parking at the three meters constitutes a hi4erance
to traffic moving northon Lee Street, therefore recommended that the three meters be
removed. On motion by Alderman Prickett and seconded by Martin the Council concurred
in the report.
AWARD :FENCE. ",BID . TO .ILLINOIS FENCE COMPANY $1,287.00. The motibn was made by Alderman
Tures and seconded by Tistle to award the fence bid at Cater Well to the Illinois
'Fence Company, 3819 Elston Avenue, Chicago 18, Illinois, for $.,387.00. The Mayor
put the question and the Clerk called the roll: Ayes: Aldermai Neff, Wexler, Behrel,
Prickett, Tistle, Nelsen, Schubert, Dunlap and Tures. Nays: Alderman Martin and
McKay. The Mayor declared the motion carried.
' Alderman Wexler reported that to relieve traffic congestion at exit of Parking
Lot No. 1 on Graceland Avenue that the exit and entrance shoulck be reversed. Superin-
tendent Warnicke was so instructed.
ADOPT 7 FOOT AWNING ORDINANCE. The Clerk read for second reading the ordinance
changing the height of awnings from 8 feet to 7 feet. The mot on was made by Alderman
Martin and seconded by Tures to adopt the ordinance. The Mayo put the question and
the Clerk called the roll: Ayes: Alderman Neff, Wexler, Martin Behrel, Prickett,
Tistle, Nelsen, McKay, Schubert, Dunlap and Tures. The Mayor declared the motion
carried. Chief Wigham was instructed to have awnings check and give notice to the
violators to correct the awnings.
ADOPT ONE-WAY ORDINANCE ON OAK STREET. The Clerk read for second reading the ordi-
nance for one-way on Oak Street. The motion was made by Aldernan Dunlap and seconded
by Schubert to adopt the ordinance. The Mayor put the question and'the Clerk called
the roll: Ayes: Alderman Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen,
McKay, Schubert, Dunlap and Tures. Nays: None. The Mayor dec ared the motion carried.
ADOPT ORDINANCE FOR STOP SIGN ON CENTFR AT AIGONQUIN. The Clerk; read for second
reading the followixig ordinance entitled:

The motion was made by Alderman Wexler and seconded by Neff to
adopt the ordinance. After discussion the Mayor put the question

man Tistle,Schubert and Tures. The Mayor declared the motion
carried and the ordinance adopted.

After discussion the Mayor put the question and the Clerk called the roll with the .'

McKay and Dunlap. Nays: Alderman declared the motion carried and the ordinance adopte4.
APPROVAL OF BILLS. Alderman Behrel presented the following resolution:

The motion was made by Alderman Behrel and seconded by Neff to adopt the resolution.
Alderman Martin r equested the bill of Carl L. Zoella.ck for auto maintenance X51.40 be
taken out so he may check same. (A schedule of bills placed before each Alderman and
affixed to resolution and on file with City Clerk.) Total $64,594.03. The Mayor put
the question and the Clerk called the roll: Ayes: Alderman Neff, Wexler, Martin,
Behrel, Prickett, Tistle, Nelsen, McKay, Schubert, Dunlap and Tures. Nays: None. The
Mayor declared the motion carried.
ADOPT ORDINANCE FOR SPECIAL ELECTION ON CITY MANAGER. The Clerk read for first reading
the following ordinance entitled:

The motion w as made by Alderman Neff and seconded by Dunlap to suspend the rules and
adopt the ordinance. The Mayor put the question and the Clerk called the roll: Ayes:
Alderman Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelser9, Schubert and Dunlap.
Nays: Alderman McKay and Tures. The Mayor declared'the motion carried. The motion
was made by Alderman Dunlap and seconded by Martin to adopt the ordinance. The Mayor
put the question and the Clerk called the roll: Ayes: Alderman Neff, Weiler, Martin,
Behrel, Prickett, Tistle, Nelsen, Schubert and Dunlap. Nays: Aldermen McKay and Tures.
The Mayor declared the motion carried.
FIRST READING ZONING ORDINANCE TO ADD SECTION 5A CONIvIERCIAL AND TAVERN. The Clerk read
for first reading an ordinance to add Section 5A Commercial and Tavern creating a
district for taverns and liquor stores. The F.ayor ordered the ordinance placed on
file for second reading.
ADOPT ZONING ORDINANCE INTENSTDY USE OF LOTS. The Clerk read for second reading the
ordinance on "Intensity of Use of Lots" in Residential Area Distriet;A. The motion
was made by Alderman Neff and seconded by Tistle to adopt the drdinance. On
discussion the Mayor requested that the Council apooint a Chairlman pro tem so he can
speak on the ordinance. On motion by Alderman Behrel and seconded by Prickett the
Council appointed Alderman Schubert Chairman pro tem. After the Mayor resumed his
Chair he put the question and the Clerk called the roll: Ayes: Alderman Neff, Wexler,
Martin, Behrel, Tistle, Nelsen, Schubert and Dunlap. Nays: Alderman;Prickett, McKay
and Tures. Thee motio carried.
REQUEST TO VACATE AT,TFY AT LEE STREET SOUTH OF WALNUT AVFNUE B W. L. PLEW AND CO.
The Clerk read a letter from W. L. Plew requestion to vacate an alley. The Mayor
referred the letter and a plat to the Municipal Development Committee.
OPEN BIDS ON ADDITION TO OLD FIRE STATION. On motion by Alderman Behrel and seconded
by Prickett the Clerk was instructed to open bids on addition to fire station. The
following bids were received:

REQUEST. TO RENAME SIXTH AVENUE TO .ALLISON 'PEACE . A1derrnan Wexler
to rename Sixth Avenue to Allison Place. The Mayor referred sa
presented a petition

TO ADVERTISE BIDS FOR CARBON DIOXIDE GENERATING PLANT. Alderman Tures informed the
Council that the E. W. Bacharach Company would install a CO2 Plnt with gas burner to
replace the old oil burner plant for $900.00. The motion was mtde by Alderman Tures
and seconded by Schubert to have the plant installed. The motion waS made by Alder-
man Neff and seconded by Wexler to advertise for bids. After discussion Alderman
Neff and Wexler withdrew the motion and second and the Mayor put the question on the
first motion. The Clerk called the roll: Ayes: Alderman Tistle, McKay, Schubert,
Dunlap and Tures. Nays: Alderman Neff, Wexler, Martin, Behrel, Prickett and Nelsen,.
The Mayor declared the motion lost. The motion was then made by Alderman Neff and
seconded by Wexler to advertise for bids to be returned November 21, 11955. The motion
was voted upon by acclamation.
Alderman Prickett suggested the Council should adjourn to October 24 to consider
fire station bids.
The Mayor informed the Council that he had referred to Superintendent Warnicke
and Engineer Fletcher to contact Park District and Railroad rel.tive to new drainage
created by new park on West Side easing flooding of property in Orchard Court at
request of Alderman Martin.
The Mayor informed the Council he had referred to Superintendent Warnicke and
Chief Wigham the checking into advisability of installing fine oxes'on certain park-
ing meters within the city. To check with Arlington Heights as to their experience
with this system.

The Mayor informed the Council he had referred to Superintendent Warnicke,
Chief Wigham, City Engineer and Traffic Commission the following:
Mr. 0. T. Gusters, 1044 Greenview Avenue, Des Plaines, VAnderbilt 4-1892 is a
representative of the Eagle Signal Corp. He would like a meeting to discuss certain
suggestions relative to the operating of our traffic signals. Will you please arrange
a meeting with Mr. Gusters and the parties named in this memo to hear Mr. Guster's
suggestions and report back to me.
This was referred to the Mayor by Alderman McKay.
LIBRARY LETTER REGARDING ADDITION TO LIBRARY. The Mayor presented the following letter:
For the past few years the Des Plaines Public Library Board has been attempting to
alleviate seriously overcrowded facilities at the library. The public library lacks
book shelf space, and adequate reading room for patrons. Our staff of 10 library
workers work in a very small office space. A small children's reading room in the
basement doubles as a magazine storage place.
1.0 The library Board has considered the problem for some time, and has taken all possible
® steps to create more usable space within the present building area. Overcrowding still
LCA exists, and our patronage has increased to an all-time high: 178% increase over 1950
registration. The Board now feels it is necessary to build an addition to the present
building.

The Library Board respectfully requests the attention and aid of the Mayor and City
Council in determining the possibility of a public bond issue to build such an
addition. The Board would like to learn the proper steps to take in order to effect a
bond issue.
The Board will cooperate fully with the City in any way, in considering this proposition.

The Mayor appointed Aldermen McKay, Martin and Prickett as a special committee and
referred the letter to them for study and report. On motion by Alderman Behrel and
second by Dunlap the Council confirmed that Committee.
WOLF AND RAND ROAD TRAFFIC LIGHTS. Alderman Martin requested that the Clerk write the.
State Highway Department about traffic lights at Wolf and Rand Roads.
REQUEST FOR ORDINANCE TO REQUIRE PERMIT FOR PUECSE OF GUNS. At request of Alderman
Plartin the Mayor referred to the Chief of Police retarding ordinance for permit the
sale or purchase of guns in Des Plaines.
STREETS 6,000 pound LOAD LIMIT. Due to inquiry by Superintendent Warnicke on the
placing of signs on all streets which have a 6,000 pound load limit by ordinance the
Council, on motion by Alderman Schubert and second by Prickett, referred same to Street
Committee.
Alderman Martin requested that due to autos making a short cut onto Fifth Avenue
at Oakton Street that it be referred to the Traffic Commission regarding making Fifth
Avenue a one-way street north from Oakton to Lincoln Avenue. The Mayor referred the
item to the Traffic Commission.
ADJOURNMENT. The motion was made by Alderman Prickett and seconded by Tistle to adjourn
to Monday, October 24, 1955, at 8:00 P.M.
