REGULATING THE SALE AND USE OF AIR GUNS,
SLING SHOTS AND BOWS AND ARROWS
CAREBUILT $510.00 CHECK HELD UP. On motion by Alderman Wolf and seconded by Behrel
the check to Carebuilt Corporation was approved to be held until the sewer connection
work was completed. Superintendent Warnicke to inform Carebuilt of same.
On motion by Alderman Davis and seconded by Prickett the b ds on addition to fire
station to be in by October 17, 1955 instead of October 3.
OFFICER BYRON FOOTE TO RETIRE. On motion by Alderman Prickett and seconded by Davis
that the Clerk write a letter of appreciation for his long service with the City was
approved by the Council.
On motion by Alderman Wolf and seconded by Davis a citatio be prepared by
Alderman Prickett to be given Byron Foote.
ANNEXATION OF LAND SURROUNDED BY CITY. On motion by Alderman Wexler and seconded by
Neff the Council approved an ordinance be prepared by the Attorney to annex the
Boeckenhauer and Soo Line property, and the Homeland Acres Subdivision which are
surrounded by City Limits.
ENGINEER CONTRACT TO FINANCE COMMITTEE. On motion by Alderman N8ff and seconded by
Dunlap the contract of City Engineer was referred by the Council to the Finance
Committee for study. Due to the amount the Engineer would receive if Storm Sewer
Referendum would be approved by voters was the reason Alderman l;teff requested the
above.
ADJOURNMENT. The motion was made by Alderman Martin and seconded by Behrel to adjourn
to Monday, September 26, 1955, at 8:00 P.M. The motion was voted upon by acclamation.

THE CITY COUNCIL, DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL ROOM,
CITY HALL, MONDAY, SEPTEMBER 26,1955,
AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided
with Alderman Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Davis.
Schubert, Dunlap and Tures responding to roll call.
The Mayor informed the Council the meeting was adjourned to have second reading
of the City Manager Ordinance. Alderman Wolf appeared at this time.

The motion was made by Alderman Schubert and seconded by Prickett that the
ordinance which had first reading be approved as corrected by the Mayor. After dis-
cussion the motion and second was withdrawn. On motion by Alderman Schubert and
second by Behrel the Council approved the addition of the word "and" in paragraph 4,
Section 2.
The motion was made by Alderman Schubert and seconded by Prickett to eliminate
paragraph 5 in Section 2. The Mayor instructed the Clerk to call the roll with the
following result: Ayes: Alderman Wexler, Martin; Behrel, Prickett, Nelsen, McKay,
Davisi Schubert and Tures. Nays: Alderman Neff, Tistle, Dunlap and Wolf. The Mayor
declared the motion carried.
On motion by Alderman Schubert and seconded by Behrel the Council approved to add
the words "act" and "concerning" in paragraph 20, Section 4.
On motion by Alderman Schubert and seconded by Behrel the Council approved to add
the word "influence" in Section 5.
On motion by Alderman Schubert and seconded by Behrel the Council approved to add
in Section 8 the word "by" and add the letter "s" on the word ordinance.
On motion byAlderman Behrel and seconded bySchubert the Council approved to add

"s" on purchase.
Alderman Neff asked for a point of order, that if the Mayor wished to debate he
should leave the Chair. On motion by Alderman McKay and seconded by Davis the Council
approved that Alderman Schubert take the Chair. After the Mayor resumed the Chair,
on the motion by Alderman Nelsen and second by Martin the Council approved in Section
4, Paragraph 5 the addition of "The City Council may approve."
On motion by Alderman McKay and seconded by Prickett the Council approved the
addition of "The copy of the formal charge or charges must be delivered to the Mayor
within twenty-four hours following his removal" in Paragraph 2, Section 2.
On motion by Alderman McKay and second by Schubert the Council approved the
changing of "the preceding" to "that" in Paragraph 11, Section 4.
On motion by Alderman Martin and second by Schubert the Council approved that the
City Manager Ordinance that was presented at the first reading be amended in accordance
with the votes made at this meeting.
On motion by Alderman Martin and second by Neff the Council declared a five min-
ute recess.
After Council reconvened the motion figs made by Alderman Schubert and seconded by
Behrel to adopt the City Manager Ordinance. The Mayor put the question and the Clerk
called the roll with the following result: Ayes: Alderman Behrel, Prickett, Nelsen,
McKay, Davis and Schubert. Nays: Alderman Neff, Wexler, Martin, Tistle, Dunlap, Tures
and Wolf. The Mayor declared the motion lost.
IEF STREET UNDERPASS REF'FRRED TO SAFETY COUNCIL. The Mayor referred the Lee Street
Underpass regarding removing same to the Safety Council.
The Clerk read a letter from A. F. Wild regarding a meeting at Mt. Prospect,
October 1, 1955, at 11:00 A.M., in Village Hall, to discuss Weller Creek Drainage
District. The Mayor referred the letter to Sewer Committee.
ADOPT 5,000 POUNDSIDAD LIMIT ORDINANCE ON ALGONQUIN ROAD. The motion was made by
Alderman Prickett and seconded by Martin to suspend the rules to place the Load Limit
Ordinance for adoption. The Mayor put the question and the Clerk called the roll with
the following result: Ayes; Alderman Neff, Wexler, Martin, Behrel, Prickett, Tistle,
Nelsen, McKay, Davis, Schubert, Dunlap, Tures and Wolf. Nays: None. The Mayor
declared the motion carried. The motion was made by Alderman Tures and seconded by
Dunlap to make it 6,000 pounds load limit. The Mayor put the question and the Clerk
called the roll with the following result: Ayes: Alderman Behrel, McKay, Schubert,
Dunlap, Tures and Wolf. Nays: Alderman Neff, Wexler, Martin, Prickett, Tistle,
Nelsen and Davis. The Mayor declared the motion lost. The motion was made by Alder-
man Martin and seconded by Prickett to adopt the ordinance with the 5,000 pound load
limit. The Mayor put the question and the Clerk called the roll with the following
result: Ayes: Alderman Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, McKay
and Davis. Nays: Alderman Schubert, Dunlap, Tures and Wolf. The Mayor declared the
motion carried.

SKOKIE VALLEY ASPHALT COMPANY AWARDED BID ON NO. 2 PARKING LOT PAVING. Alderman Wexler
reported that there were errors in figures on the two low bids for paving Parking Lot
No. 2. With the corrections made the Skokie Valley Asphalt Company was low bidder.
The motion was made by Alderman Wexler and seconded by Schubert to award the bid to the
Skokie Valley Asphalt Company for 511,530.50. The Mayor put the question and the Clerk
called the roll with the following result: Ayes: Alderman Neff, Wexler, Martin, Behrel,
Prickett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap, Tures and Wolf. Nays: None..
The Mayor declared the motion carried.
Alderman Davis requested the Clerk to notify the secretaries of the four Fire
Districts about a meeting in City Hall, Thursday, September 29, 1955, at 7:30 P.M.
The Clerk informed the Council he had a letter from the Cumberland Maintenance
Corporation objecting to the Dimucci rezoning. Also a resolution from the Des Plaines
Civic Council opposing the rezoning which was read by a gentlerran present at the
Council meeting.
Alderman Prickett reported of need of sidewalk at Pearson in No. 2 Parking Lot.
The Mayor referred the item to the Street Committee to report from what fund the walk
may be' installed.
ADOPT ALGONQUIN - WHITE STREET STOP SIGN ORDINANCE. The motion was made by Alderman
Martin and seconded by Prickett to suspend the rules and pass the Algonquin -White
Street Stop Sign Ordinance. The Mayor put the question and thei Clerk called the roll
with the following result: Ayes: Alderman Neff, Wexler, Martin, Behrel, Prickett,
Tistle, Nelsen, McKay, Davis, Schubert, Dunlap, Tures and Wolf. Nays: None. The
Mayor declared the motion carried. The motion was made by Alderman Behrel and second-
ed by Prickett to adopt the ordinance. The Mayor put the question and the Clerk
called the roll with the following result: Ayes: Alderman Neff, Wexler, Martin, Behrel,
Prickett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap, Tures and Wolf. Nays: None.
The Mayor declared the motion carried.
On motion by Wolf and seconded by Martin the Attorney is to draft an ordinance
for stop on Algonquin at Center Street.
TO CLEAN 200 CATCH BASINS. The motion was made by Alderman Wolf and seconded by
Prickett to have the City Sanitary Sewer Service clean 200 catch basins at a price of
'5.75 per basin. The Mayor put the question and the Clerk called the roll with the
following result: Ayes: Ayes: Alderman Martin, Behrel, Prickett, Tistle, Nelsen,
McKay, Davis, Schubert, Dunlap, Tures and Wolf. Nays: Alderman Neff and Wexler. The
Mayor declared the motion carried.
L. J. BROWN PLUMBING COMPANY TO MAKE CHANGES ON CITY HALL HEATING SYSTEM. The motion
was made by Alderman Nelsen and seconded by McKay to have L. J. Brown Plumbing Company
of Park Ridge to make changes on heating system under supervision of Superintendent
Warnicke on time and material basis. The Mayor put the question and the Clerk called
the roll with the following result: Ayes: Alderman Neff, Wexler, Martin, Behrel,
Prickett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap, Tures and Wolf. Nays: None.
The Mayor declared the motion carried.
The Clerk informed the Council he had received a petition of over 200 names
objecting to the rezoning of the Northeast corner of Lee and Oakton Streets.
The Clerk informed the Council he had a letter regarding sewer and water question
for the property on the Southwest corner of Lee and Howard for ihich'a petition for
annexation will be received. The Mayor referred the letter to the Municipal Develop-
ment Committee.
The Clerk requested that if any of the Aldermen desire to ake hotel reservations
for the Illinois Municipal League Convention at Springfield, Illinois, November 13,
14 and 15, 1955, to notify him by October 3rd meeting. If a single room or the names
for a double room.
ADJOURNMENT. The motion was made by Alderman Tures and seconded
adjourn. The motion was voted upon by acclamation.
