MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL, DES PLAINES, ILLINOIS,
HELD IN COUNCIL ROOM, CITY HALL,
SEPTEMBER 19, 1955, AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by.Mayor Kenneth G. Meyer with Alderman
Neff, Wexler, Martin, Behrel, Prickett, Tistle, McKay, Davis, Schubert, Dunlap, Tures
and Wolf responding to roll call.
APPROVAL OF MINUTES. The motion w as made by Alderman Dunlap and seconded by Schubert to
approve the minutes of September 6 and adjourned meeting of September 12, 1955. The
motion was voted upon by acclamation and the Mayor declared the motion carried.
OFFICIAL REPORT. The Clerk submitted the report of Treasurer Dorothy Eichner for August.
Engineer Fletcher reported that the new water tank and well were completed. The
softening plant is about 80;7',per cent completed.
Alderman Nelsen appeared at this time.
Alderman Schubert reported of three County Zoning hearings to be held but they
ua were considered out of the City jurisdiction so no action would be taken.

IEE AND HOWARD ANNEXATION APPLICATION. Alderman Schubert reported that the Clerk had
received a letter requesting to withdnmw the annexation application at lee and Howard
and to return plats. That they would prepare a new petition which would not be
obligated to furnish sewer facilities until the City had adequate facilities. On
motion by Alderman Schubert and seconded by Tistle, the Council approved to return
petition and plat.

ARCHERY AND TOY PLANE SITE. On motion by Alderman Martin and seconded by Dunlap the
Council approved to pay up to $75.00 for grass seed for the Butler Brothers property
for the site for toy planes and archery.
The Mayor appointed Chief Kolze, Chief.Wigham and Superintendent Warnicke as a
Committee to check streets for no parking, parking one side and one-way streets. They
are to report to Street Committee.
Alderman Tures reported regarding the price of constructing fence around Trans-
former Station at Cater Well and Telemeter Liquid Level Indicator for new watertank.
The motion was made by Alderman Tures and seconded by Schubert to purchase the Indi-
cator from the Bristol Company, Waterbury, Connecticut for $619.00. The Mayor put the
question and the Clerk called the roll with the following result: Ayes: Alderman Neff,
Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Schubert, Dunlap and Tures.
Nays: Alderman Wolf. The Mayor declared the motion carried. The motion was made by
Alderman Tures and seconded by Schubert to allow Wigert Construction to construct the
fence at a cost of $1,050.00. Alderman Wolf said they should advertise for bids and
when the question by McEay on, the City Ordinance of 5 foot fence would be violated
without a permission from adjoining property owner on 8 foot fence, it was decided to
first check this matter. The motion and second were withdrawn. On motion by Alderman
Neff and seconded by Martin the Council decided the Water Committee advertise for bids
for fence to be returned at October 3rd meeting.
Alderman Neff reported she had the Intensity of Use of Lot Ordinance which had
been referred to the Code Committee. The Clerk then read for first reading the
Intensity of Use of Lot Ordinance. The Mayor ordered the ordinance placed on file for
second reading.
FOREST TRAILER CAMP REQUEST FOR FIRE SERVICE CONTRACT. Alderman Davis reported on Forest
Trailer Camp request for fire department service. After discussion, on motion by
Alderman Martin and seconded by Prickett the item was referred to the Fire Committee
for study.
TO READVERTISE FOR BIDS ON ADDITION TO OLD FIRE STATION. Alderman Davis reported on a
new low bid for addition to fire station. The low bidder had reduced his bid on certain
changes to be made. As the other bidders had not been consulted on these changes, it
was_ decided to readvertise. The motion was made by Alderman Wolf and seconded by Nelsen
to reject the bids on addition to the fire station. The Mayor put the question and the
Clerk called the roll with the following result: Ayes: Alderman Neff, Wexler, Martin,
Behrel, Prickett, Tistle, Nelsen, McKay, Davis, Schubert and Wolf. Nays: Alderman
Dunlap and Tures. The Mayor declared the motion carried. On motion by Alderman Martin
and seconded by Davis the Council approved to readvertise bids on addition to fire
station with changes made,' to be returned at October 3, 1955, meeting.

QUIT CLAIM DEED - E. R. CARLTON. Alderman Behrel reported the Finance Committee
recommended that E. R. Carlton be required to pay the fee of 0100.00 as set by
ordinance for Quit -Claim Deed. On motion by Alderman Behrel and seconded by Tures
the Council concurred in the report.
APPROVAL OF BILLS. Alderman Behrel presented the following resolution:
BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE
FOLLO..ING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CIERK
BE AND ARE HEREBY AUTHORIZED TO MAIE
PAYMENT FOR SAKE.
Total $121,798.48. (A schedule of bills placed before each Alderman and affixed to
resolution and on file with the City Clerk.) The motion was made by Alderman Behrel
and seconded by Prickett to adopt the resolution. The Mayor put the question and the
Clerk called the roll with the following result: Ayes: Alderman Neff, Wexler,
Martin, Behrel, Pridkett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap, Tures and
Wolf. Nays: None. The Mayor declared the motion carried.
The Clerk reported the Zoning Board had sent a letter to Building Inspector
informing him they had approved the variation for a 12 -foot setpack line and had
rejected the variation for 1520 Wicke Avenue for a variation for a two family duelling.
ZONING BOARD - LIQUOR DISTRICT ORDINANCE. The Clerk read the following recommendation
of the Zoning Board on an Ordinance for Liquor District:
That several members of the Zoning Board felt that the ordinance was
discriminatory as set up.
That several members of the Zoning Board felt that the matter deserved more
careful consideration by the City Council before being presented to .the Zoning Board
of Appeals.
That several members of the Zoning Board felt that this would represent an
encroachment on the authority of the Liquor Commissioner of the City of Des Plaines.
That several members of the Zoning Board felt that the Plan Commission should
consider the proposed ordinance and make their recommendation as to the "Special Use"
districts in conjunction with the preparation of their new revised City Plan.
That the evidence presented was not convincing as to the d
ing our present ordinance at this time.

Your Zoning Board of Appeals, acting as a Commission, having he rd and considered the
evidence and being fully informed in the premises, on.a vote of two for and three
against the proposed ordinance, - recommends to the Mayor and City Council that this
proposed ordinance, hereinbefore described, be REJECTED.
On motion by Alderman Neff and seconded by McKay the ordinance was referred to the
City Code Committee.
RESOLUTION TRANSFERRING SURPLUS FUNDS. - $10,000. The Clerk read the following
resolution:

The resolution had blank fund and after discussion, on motion by Alderman Wolf and
seconded by Davis, the Council adopted the resolution with the 10,000.00 Fund.
CITY MANAGER ORDINANCE. The Clerk inquired if the Council desired second reading on
City Manager Ordinance. After d.iscussion,the motion was made by Alderman Nelsen and
seconded by McKay to table the ordinance until next meeting. The Mayor put the
question and the Clerk called the roll with the follwoing result: Ayes: Alderman
Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap,
and Tures. Nays: Alderman Wolf. The Mayor declared the motion carried.

OPEN BIDS ON PAVING PARKING LOT NO. 2. On motion by Alderman Wolf and seconded by
Prickett the Clerk was instructed to open the above bids. The following bids were
received:

Skokie Valley Asphalt Co., Des Plaines
Black Top Roads Co., Melrose Park
Milburn Brothers, Mt. Prospect
On motion by Alderman Tures and seconded by
Parking Meter Committee and City Engineer.
OPEN BIDS ON MOTORCYCLE AND AWARD BID TO HAP' S HARLEY-DAVIDSON SHOP. On motion by
Alderman Prickett and seconded by Behrel the Clerk was instructed to open the ±ove
bids. The following bids were received.

The motion was made by Alderman Wolf and seconded by Behrel to award the bid to
Haps-Harley-Davidson Shop. The motion was then made by Alderman Wexler and seconded
by Neff to refer to the Parking Meter Committee. The Mayor declared a recess and
after reconvening, Alderman Wexler reported the Committee agreed to award the bid to
the lowest bidder. The Mayor put the question and the Clerk called the roll on the
previous motion with the following result: Ayes: Alderman Neff, Weiler, Martin,
Behrel, Prickett, Tistle, Nelsen, McKay, Schubert, Dunlap, Tures and Wolf. Nays:
None. The Mayor declared the motion carried. Alderman Davis was absent.

OFFICER BYRON FOOTE TO RETIRE. On motion by Alderman Prickett and seconded by Davis
that the Clerk write a letter of appreciation for his long service with the City was
approved by the Council.
On motion by Alderman Wolf and seconded by Davis a citatio be prepared by
Alderman Prickett to be given Byron Foote.
ANNEXATION OF LAND SURROUNDED BY CITY. On motion by Alderman Wexler and seconded by
Neff the Council approved an ordinance be prepared by the Attorney to annex the
Boeckenhauer and Soo Line property, and the Homeland Acres Subdivision which are
surrounded by City Limits.
ENGINEER CONTRACT TO FINANCE COMMITTEE. On motion by Alderman N8ff and seconded by
Dunlap the contract of City Engineer was referred by the Council to the Finance
Committee for study. Due to the amount the Engineer would receive if Storm Sewer
Referendum would be approved by voters was the reason Alderman l;teff requested the
above.
ADJOURNMENT. The motion was made by Alderman Martin and seconded by Behrel to adjourn
to Monday, September 26, 1955, at 8:00 P.M. The motion was voted upon by acclamation.

The Mayor informed the Council the meeting was adjourned to have second reading
