The Mayor referred the letter to the Finance Committee. ANNEXATION TO DES PLAINES BY FOREST PRESERVE. The Clerk informed the Council he had an ordinance from the County Board annexing strip of land just west of the Prassas property on Rand Road to Des Plaines. The Mayor ordered it placed on file. R. L. SCHULER LETTER ON CENTER STREET PARKING LOT. The Clerk read a letter from R. L. Schuler, new owner of Center Street Parking Lot, regarding rental agreement. The Mayor referred the letter to Parking Lot Committee. W. H. TAGGE ZONING APPLICATION SOUTHEAST CORNER RAND AND WOLF ROAD. The Clerk informed the Council he had a zoning application Southeast corner Rand and Wolf Road for commercial. On motion by Alderman Behrel and seconded by Martin the application was referred to Zoning Board. HANNIFIN CORPORATION ZONING APPLICATION. The Clerk informed the Council he had a Zoning application from Hannifin Corporation for a carport in residential area. On motion by Alderman Behrel and seconded by Martin the application was referred to 0 Zoning Board. iCca STATE -HIGHWAY SEWER PERMIT. Henrich City Cle 'k MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN COUNCIL ROOM, CITY HALL, MONDAY, SEPTEMBER 12, 1955 AT 8:00 PIM. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided with Alderman Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap and Wolf responding to roll call. Alderman Tures was absent. ADOPT 1955 TAX.LEVY ORDINANCE. The Clerk read for first reading the 1955 Tax'Levy Ordinance. The motion was made by Alderman Behrel and seconded by Schubert to suspend the rules and adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Neff, Wexler, Martin, Behrel,Prickett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap and Wolf. Nays: None. The Mayor declared the motion carried and the ordinance before the Council for adoption. The motion was made by Alderman Behrel and seconded by Tistle to adopt the ordinance. The motion was made by Alderman Wolf and seconded by Davis to reconsider the monthly garbage charge and include the Garbage Department in the Tax Levy Ordinance. After discussion in which it was said -to continue one more year with the present charge and then consider making a change, the Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Davis and Wolf. Nays: Alderman Neff,Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Schubert and Dunlap. The Mayor de- clared the motion lost. The Mayor put the question on the motion to adopt the ordinance and the Clerk called the roll with the following result: Ayes: Alderman Neff, Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, McKay, Davis, Schubert, Dunlap and Wolf. Nays: None. The Mayor declared the motion carried. ZONING APPLICATION NORTHWEST HIGHWAY WEST OF CUMBERLAND. The Clerk informed the Council he had a zoning application Residential to Commercial. On motion by Alderman Martin and seconded by Behrel the application was referred to the Zoning Board of Appeals. ATTORNEY TO DRAFT CONTRACT TOWN AND COUNTRY TRAILER HOMES. After a discussion on sewer connection of Trailer Homes, a motion was made by Alderman Dunlap and seconded by Behrel regarding Sewer Committee to draft a contract with the above:. The Mayor then instructed the Attorney to draft a contract with the above for sewer rental. 286 9-12-55 On motion by Alderman Schubert and seconded by Dunlap the dity Clerk and Mr. Chamales are to supply the County Zoning Board with the ordinance on Commercial and Light Industry zoning, also a plan map. Alderman Nelsen reported about application for rental of incinerator by a dealer to melt certain metals. Alderman Davis objected because of whathe thought of odor and damage to chimney. Alderman Wolf suggested that Park Ridge be contacted regarding rental for their garbage incineration. On motion by Alderman Schubert and seconded by Dunlap the item was referred to Building and Grounds Committe. HARDING AVENUE LOAD LIMIT. On motion by Alderman Dunlap and seconded by Prickett, the Attorney was instructed to draft load limit ordinance for Harding Avenue - Laurel to Lee Streets. FIRE STATION FINANCING. Alderman Davis reported of insufficient funds for new fire station. The Mayor informed the Council there was a 1954 surplus in Water Fund which could be transferred. On motion by Alderman Prickett and secon ed by Behrel, the Attorney is to draft a resolution for transfer of funds from the Water Fund to new Fire Station Construction. FIRST READING OF CITY MANAGER ORDINANCE. The Clerk read for first reading the following ordinance entitled: AN ORDINANCE CREATING THE OFFICE OF CITY MANAGER AND DEFINING THE QUALI- FICATIONS, POWERS AND DUTIES OF THE CITY MANAGER. After discussion the Mayor ordered the ordinance placed on file for second reading. DIMUCCI SHOPPING CENTER. Mr. Dimucci requested to be allowed to speak regarding his application for rezoning for shopping center which had been rejected by Council Septem- ber 6, 1955, on recommendation of Zoning Board of Appeals. After considerable discussion the motion was made by Alderman Martin and seconded 14r Wexler to reconsider the vote on rejecting the rezoning. The motion was made by Alderman McKay and seconded by Davis to table the matter until the Plan Commission could study and report back next Monday. The Mayor put the question and the Clerk called the fol, with the following result: Ayes: Alderman Neff, McKay and Davis. Nays: Alderman Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Schubert, Dunlap and Wolf. The Mayor declared the motion lost, and put the question on the motion to reconsider. The Clerk called the roll with the following result: Ayes: Alderman Wexler, Martin, Behrel, Prickett, Tistle, Nelsen, Schubert, Dunlap and Wolf. Nays: Alderman Neff, McKay and Davis. The Mayor declared the motion carried.
