The Mayor informed the Council he had a Sewer Permit from Sanitary Districtto connect to the Sanitary Sewer of store south of Weller Creek and east of Des Plaines Avenue. On motion by Alderman Behrel and seconded by Martin the Mayor and Clerk were authorized to sign same. APPROVE COMMUNITY STREET DANCE END OF BIRCH STREET. On motion by Alderman Prickett and seconded by Tistle to approve request for Community Street dance on Birch Street south of Kennicott Court on August 20th. The motion was voted upon ty acclamation and the Mayor declared. the motion carried. APPRECIATION LETTER FROM DES PLAINES NURSE•& WELFARE. The Mayor read a letter of appreciation for assisting in securing a permenant headquarter at 1856 Miner Street. TRAFFIC SIGNS FOR FIRST AND WOODLAWN AVENUES. The Deputy Clerk was instructed to write the Traffic Commission for action on the proposed traffic signs at First and Woodlawn Avenues. LL -WAY STOP SIGNS FOR ALGONQ N ROAD AND CENTER STREET AND•WHITE STREET. The City Attorney was instructed to prepare an ordinance for 4 -way stop signs at Algonquin Road and Center Street, Algonquin Road and White Street and the posting load limit signs on Algonquin Road. HEAVY TRUCK TRAFFIC ON HARDING AVENUE. The Traffic Commission �was •instructed to study the heavy truck traffic on Harding .Avenue, of possible r routing of such traffic. PETITION FOR ONEWAY STREET GOING SOUTH FOR OAK STREET. Alder n Dunlap presented a petition to make Oak Street a one-way street going south, restricted parking to west side of street and four 15 mile per hour signs of east side of street, the petition was referred to the Traffic Commission. The meeting was called:to order by Mayor Kenneth G. Nays: Alderman Tistle, Nelsen and Wolfi The Mayor declared the motion carried. Alderman Martin made the following report: Subject: Ordinance to limit minimum height of awnings in commercial areas. Your Building Control and Inspection Committee finds the present ordinance calls for awnings to be 8 feet above the sidewalk level. It appears that this restriction imposes a hardship upon the property owner and it is almost imposs- ible to enforce compliance. The Des Plaines Chamber of Commerce recommends that the ordinance would be much more realistic if it called for awnings to be 7 feet from the sidewalk to the frame work of the awning. It is your committee's recommendation that the ordinance section 257, Chapter 9, be amended to allow awnings to be installed having a frame work of 7 feet or more from the sidewalk and that no rigid portion of the awning shall be below that minimum. It is recommended that a canvas drop be per- mitted, providing such drop be above 6 ft. 6 in. at its lowest point. L. E. Martin (Signed) H. H. Alderman Martin reported that the Committee investigated Dexter Acres and found no building code violations on prefabricated houses and that builders be allowed to continue construction as long as code is respected. Alderman Martin made the following report: Subject: Disconnection of sewers by Carebuilt. The Committee on Building Constrol and Inspection has met with Mr. Urban of Carebuilt Homes with regard to the disconnection of sewers on the 3 houses constructed by Carebuilt on property lying northwest of Prospect Lane at Lee Street. Your committee finds that on the recommendation of the City Engineer and Superintend- ent of Public Works the contractor connected 8" sewers to the stone drain tile lying along the north side of Prospect Lane. Since this drain tile empties into a sewer on the east side of Lee Street and since the contractor agreed to install much needed traps, which would help to alleviate obnoxious odors in the neighborhood, this plan would be for the best interest of all concerned. As instructed by the Council, your committee has asked Carebuilt to disconnect from this stone drain tile immediately and to connect by a 10" sewer pipe to the regular city sewer on the east side of Lee Street. The Carebuilt organization has agreed to this, providing the city will reim- burse them for the cost of installing the traps in this area. It is the recommendation out in order to be in a strong position enforce withdrawal by any other parties of this Committee that this plan be carried to restrict other similar connections and to now using this drainage. On motion by Alderman Neff and seconded by Behrel tie Council concurred in the report. ALDERMAN PRICKETT REPORTED THE FOLLOWING ON TRAFFIC LIGHTS AT .EE & THACKFR STREETS. The Committee recommends that the Council direct that action be taken to have stop and go lights at Thacker and Lee Streets. The necessity of retaining the underpass at this location is still under study by the Committee and their findings will be related to the Courn it at later date. On motion by Alderman Pickett and seconded by Dunlap the,Council concurred in the report. On motion by Alderman Prickett and seconded by Martin, th the report to adopt the "Improvement of Roadway" Ordinance. Council concurred in POLICE AND FIRE COMMISSION TO CERTIFY A PATROLMAN. On motion byr Alderman McKay and seconded by Behrel the Council approved that the Police and Fire Commission is to certify a patrolman for a replacement. OAKTON STREET SERER - WOLF TO IEE STREETS. The motion was made by Alderman Wolf and seconded by Tistle that the City Engineer be allowed to proceed with sewer on Oakton XJ Street from a 4 inch to a 6 inch sewer, the City to pay $ 2,500.00 and Nebel Trailer Camp $2,500.00 in conjunction with Butler Brothers. After discussion the motion was made by Alderman Nelsen and seconded by Neff to refer to Sewer Committee, to report back at the adjourned meeting September 12th. TRAFFIC COMMISSION REPORTS. The Traffic Commission recommends making Oak Street one-way south bound. Also recommends a speed limit of 20 miles per hour. On motion by Alderman Dunlap and seconded by Behrel the Council concurred in the report and the Attorney to draft ordinance. THE TRAFFIC COMMISSION RECOMMENDS STOP SIGNS ON FIRST AVENUE AT WOODLAWN. On motion by Alderman Behr01 and sdconded by Martin the Council concurred in the report and Attorney to draft an ordinance. The Traffic Commission investigated traffic on Fourth & Fifth Avenues at Ben- ( jamin Electric and recommend Police Department control speed and make necessary a=r' arrests to keep speed under control. On motion by Alderman Wolf and seconded by Behrel the Council concurred in the report and police to be instructed to enforce the law. 1 1 The Traffic Commission investigated the heavy traffic on Harding Avenue and possible rerouting, recommends the existing 20 mile per hour speed limit be enforced and the missing traffic signs in this area be replaced. On motion by Alderman Dunlap and seconded by Neff, the Council rejected the report. The motion was then made by Alderman Dunlap and seconded by Neff the weight limit ordinance of trucks be referred to the Street Committee. The Clerk read a letter from Traffic Commission regarding conjeetion conditions. in Parking Lot No. 1. The Mayor referred the letter to the Parking Lot Committee. The Clerk read a letter from Traffic Commission regarding a request making a change in the one-way south on Center Street.. The Commission recommended no change be made. On motion by Alderman Behrel and seconded by Martin, the Council concurred in the report. ZONING BOARD REJECTS INTENSITY OF USE OF LOT ORDINANCE. The Zoning Board rejected to approve the following ordinance: INTENSITY OF USE OF LOT. 283 No building shall be constructed on a lot or parcel of ground having a frontage of less than 50 feet, or a depth of less than 125 feet, or having a square foot area of less than 6,250 square feet. No building with its accessory buildings shall occupy in excess of 30% of an interior lot, nor in excess of 35% of a corner lot. No dwelling or dwellings shall hereafter be erected or altered to accomodate more than six families oh any acre of land, nor more than a proportionate number on a fractional part of an acre of land. The maximum number of families which may hereafter be housed on any plot of ground shall not exceed the integral number obtained by multiplying the acreage of such plot exclusive of the area within street lines, by six; provided, however, that the limitation imposed by this paragraph shall not prohibit the erection of a dwelling arranged or designed for the use of only one family on a lot or plot of ground containing at the time this ordinance takes effect an area of not less than 6,250 square feet; but if the foregoing provision shall be held invalid, such invalidity shall not affect or render the remainder of this ordinance or any part thereof invalid. After discussion,on motion by Alderman Neff and seconded by Tistle the Council approved the amending of the motion to refer the ordinance to the City Code Committee. REJECT DIMUCCI REZONING. The Zoning Board rejected the application for rezoning to Commercial the Dimucci property. On motion by Alderman McKay and seconded by Davis the Council concurred in the recommendation of Zoning Board. 284 IF -6-55 ADOPT ANNEXATION ORDINANCE SOUTHEAST CORNER OAKTON & WOLF ROAD.(HEINRICH). The Clerk read a letter from the Chicago and Northwestern Railway that the Golf Road crossing west of Wolf Road would be repaired in the near future.. CITY MANAGER ORDINANCE. Alderman Martin read the following: Last April 18th, former alderman Dahl, submitted an ordinance entitled, "An Ordinance Creating The Office of City Manager and Defining The Qualifications, Power and Duties of the City Manager". This ordinance was referred to the Council sitting as a committee of the whole. At such a committee meeting it was decided that further discussion was not necessary, as a citizens' committee was securing petitions asking for a referendum, which if approved by the voters, would provide for a city manager operating under statutes set up by the State of Illinois. And to this I agreed. Since then, however, I have talked to several of my constituents, and find many confused as to what the council is doing, what type the aldermen prefer, and a general lack of information on the entire issue. The people certainly have a right to know our position, and.therefore, I feel we should face the issue and discuss this program with the purpose of eliminating confusion and speculation. I am sure several aldermen prefer the ordinance form, but have several objections or additions. In the hope of bringing forth intelligent ideas, I move to present - this ordinance as prepared by former alderman Dahl for discussion and vote. Ald. L. E.
