MINUTES OF THE REGULAR MEETING OF TEE
CITY COUNCIL, DES PLAINES, ILLINOIS,
HELD IN THE COUNCIL ROOM, MONDAY,
APRIL 4, 1955, AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided
with Alderman Hansen, Schubert, Wolf, Tures, Schallawitz, Behrel, Hama, Auck, Prickett,
Blume, McKay and Davis responding to roll call. Alderman Dahl was absent.
APPROVAL OF MINUTES. The motion was made by Alderman Wolf and seconded by Auck to
approve the minutes of March 21, 1955. The motion was voted upon by acclamation and
the Mayor declared the motion carried.
OFFICIAL REPORTS. The Clerk submitted the Building Commissioner's and Clerk's reports
for March, and the quarterly report of Marshal Kolze.
HERZOG CONSTRUCTION COMPANY REZONING. Alderman Prickett made the motion which was
seconded by McKay to concur in the Zoning Board report to reject the Herzog Construction
Company application to rezone the northeast corner of Wolf and Seegers Road to Commer-
cial. The Mayor put the question and the Clerk called the roll with the following
result: Ayes: Alderman Hansen, Schubert, Schallawitz, Behrel, Harm, Auck, Prickett,
• Blume and McKay. Nays: Alderman Davis, Tures and Wolf. The Mayor declared the motion
• carried. The notion was then made by Alderman Prickett and seconded by McKay to
• concur in the Zoning Board report to rezone the Herzog property Class "B" REsidential
- and the Attorney to draft an ordinance. The Mayor put the question and the Clerk
• called the roll with the following result: Ayes: Alderman Hansen, Schubert, Tures,
Schallawitz, Behrel, Harg,Auck, Prickett, Blume, Davis and McKay. Nays: Alderman
Wolf. The Mayor declared the motion carried.

Alderman Prickett made a report about making changes in the proposed septic tank
ordinance. The Mayor referred the ordinance to the Building Permit and Sewer Committees,
and Attorney.
Alderman Blume reported he had building permit fees of several nearby cities and
found the fees lower than our City fee. On motion by Alderman Schubert and seconded,, by
Behrel the Council approved to reconsider the Building Permit Fee Ordinance, which was
then referred to the Building Permit Committee.
V. F. W. CARNIVAL. The motion was made by Alderman Hansen and seconded by Tures to
grant the request of V. F. W. for carnival. After discussion, on motion by Alderman
Blume and seconded by Schubert the item was referred back to Street Committee for
report at the April 11, 1955 meeting.
REJECT APPLICATION FOR TAXICAB LICENSE. Alderman Harm reported the following regarding
application for a taxicab license.
The number of taxicabd permissable under present ordinance is dictated by public
convenience and necessity taken into consideration.
d. Public demand - Traffic conditions
b. Number - Kind - Type of equipment - Rates
c. Increased traffic congestion and available parking space
d. Safe use of streets and such other relevant facts as the city council
may deem necessary
Our present maximum is 14 and a change was made in June of 1947 from 11 which
was in effect frets; November of 1945.
The Committee finds no public demand for additional service indicating that
present service is adequate.
We, your Committee on Licenses, therefore recommend: That th:Ls request be denied
and that the applicatts check be returned to him.

On motion by Alderman Harm and seconded by Prickett the Council voted to concur in the
report.

MR. CHAMALES TO SUPERVISE CONSTRUCTION OF FIRE STATION. Alderman Davis reported that
ifthe City would employ Mr. Chamales as supervisor on construction of new fire station
the City would save money. The motion was made by Alderman Davis and seconded by Auck
to employ Mr. Chamales as supervisor of construction with a total fee of 8 per cent
including architect fee. The Mayor put the question and the Clerk called the roll
with the following result: Ayes: Alderman Hansen, Schubert, Wolf, Tures, Schallawitz,
Behrel, Harm, Auck, Prickett., Blume, Davis and McKay. Nays: None. The Mayor declared
the motion carried.
APPROVAL OF BILLS. Alderman Behrelpresented the following resolution:
BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE
FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK
BE AND HEREBYIAUTHORIZED TO MAKE
PAYMENT FOR SAME.
(A schedule of bills placed before each Alderman and affixed to resolution and on
file with City Clerk.) Total $13,753.72. The motionlwas made by Alderman Behrel and
seconded by Tures to adopt the resolution. The Mayor put the question and the Clerk
called the roll with the following result: Ayes: Alderman Hansen, Schubert, Wolf,
Tures, Schallawitz, Behrel, Harm, Auck, Prickett, Blume, Davis and McKay. Nays:
None. The Mayor declared the motion carried.
LAURIN AND ASSOOIATES AWARDED AUDIT FOR 1955. Alderman Behrel reported that he had
discussed the three year contract with Laurin and Associates. They desired to first
make the Assessment audit and then may agree to the three year contract at $2,500;00
including 1955. The motion was made by Alderman Behrel and seconded by Auck to award
audit for 1955 to Laurin and Associates for $2,800.00. The Mayor put the question
and the Clerk called the roll with the following result: Ayes: Alderman Hansen,
Schubert, Wolf, Tures, Schallawitz, Behrel, Harm, Auck, Prickett, Blume, Davis and
McKay. Nays: None. The Mayor declared the motion carried.
SISTERS OF NAZARETH CONTRACT FOR DUMP. The contract of Sisters of Nazareth having been
on file seven days, Alderman McKay made the motion which was seconded by Schallawitz
to approve the contract. After discussion the motion was made by Alderman Wolf and
seconded by Harm to refer the contract back to the Committee. The Mayor referred the
contract back to Sanitation Committee to come back with a definite report. Alderman
Schubert requested a recess so the Committee could discuss the matter. After recon-
vening Alderman McKay reported the changes to be made and on motion by Alderman McKay
and seconded by Schubert the Attorney was instructed to make the changes in contract
and place on file seven days in City Clerk's office.
JORDANFK SUBDIVISION PLAT APPROVED. On motion by Alderman Prickett and seconded by
Blume the Jordanek Subdivision Plat was approved by the Council and the Mayor and
Clerk authorized to sign same.
ATTORNEY TO DRAFT ORDINANCE ON CITY PLAN. On motion by Alderman Prickett and seconded
by Schallawitz the Attorney was instructed to draft ordinance on City Plan.
W. L. KUNKEL CONTRACT WATER TOWER LAND APPROVED. The contract of W. L. Kunkel for
purchase of land for water tower had been on file seven days in City Clerk's office,
the motion was made by Alderman Schubert and seconded by Auck to approve the contract
and the Mayor and City Clerk be authorized to sign same.
ADOPT RESOLUTION TO REROUTE STATE ROUTE 62. The Clerk read the following resolution:
RESOLUTION PROVIDING FOR THE
RE-ROUTING OF STATE ROUTE 62.
WHEREAS State Route 62 at the present time traverses the City of Des Plaines
along the city street commonly known as Algonquin Road, and it has been found
desirable and to the best interest and general welfare of the City of Des Plaines
that said State Route be relocated to run on Higgins Road, south City
and outside of
the boundaries of the City of Des Plaines.
WHEREAS the Division of Highways of the State of Illinois w1iich has jurisdiction
over the re-routing of State numbered highways has requested as a condition precedent
to any consideration of such relocation that the City Council pas a resolution contain-
ing the committments hereinafter set forth.

RESOLUTION RE-ROUTING OF STATE ROUTE 62 (Cont'd.)
NOW, THEREFORE BE IT RESOLUVED by the City Council of the City of Des Plaines,
Cook Cou{ity, Illinois, that:
1. State Route. 62 which presently traverses the City of Des Plaines within
the City limits on Algonquin Road be relocated so that same runs on Higgins Road
south of and beyond the boundaries of the City of Des Plaines.
2. The City of Des Plaines will undertake all future maintenance and better-
ment of any portion of Algonquin Road which is presently used as Route 62 at no
further expense to the State of Illinois.
3. The City of Des Plaines shall and does hereby assume all responsibility
for changing State Route 62 from Algonquin Road to Higgins Road.
4. The City of Des Plaines will and does hereby assume responsibility for all
complaints of abutting property owners and any others who might be opposed to the
relocation of Route 62 as herein described.
On motion by Alderman Auck and seconded by Behrel the Council approvedthe resolution
In and authorized the Mayor and Clerk to sign same. The Clerk was instructed to write
< to the Park Ridge City Council asking them to request the State Highway Department to
reroute 62 out of Park Ridge.
FIRST READING OF ZONING ORDINANCE NORTHEAST CORNER WOLF AND SEEGERS RC)AD. The Clerk
read for first reading the zoning ordinance rezoning the north section of the northeast
corner of Wolf and Seegers Road for Herzog Construction Company to Residence Area
District "B". The Mayor ordered the ordinance placed on file.for second reading.
PETITION FOR REFERENDUM TO ANNEX THE LAND SOUTH OF TOUHY. The:Clerk read a letter
attached to petition for referendum to annex land south of Touhy Avenue, The Attorney
was instructed to draft resotution for election but to leave date blank.
IIIPETITION FOR ANNEXATION SOUTHWEST CORNER OF LEE AND HOWARD. The Clerk read the
petition for annexation the southwest corner of Lee and Howard. The Mayor referred
the petition to the Municipal Development Committee.
SUPERINTENDENT OF PUBLIC WORKS REPORT ON WATER LOSS. The Clerk read the report of
Superintendent,of Public Works report on water loss. The report is to be placed on
file.
IIIADJOURNMENT. The motion was made by Alderman Schubert and seconded by Prickett to
adjourn to Monday, April 11, 1955, At 8:00 P.M.
LETTER ON DUPLICATE PAYMENT OF SPECIAL ASSESSMENT. The Mayor explained the letter about
overpayment of a special assessment and then referred the matter to Finance Committee
and Attorney.
PLAT OF PETERSON'S SUBDIVISION. The Clerk informed the Council he had a plat of
Peterson's Subdivision which was approved by the Plan Commission. The Mayor referred
the plat to the Municipal Development Committee.
TWO PRECINCTS THIRD WARD. Alderman Schallawitz inquired ghat the procedure was to have
two precincts for the Third Ward. The Mayor appointed Alderman Schallawitz and Behrel
as a Committee to investigate about the change.
After a discussion about lumber yard at Soo Line Station, on motion by Alderman
Blume and seconded by Prickett the Clerk was instructed to write to the Des Plaines
Lumber and Coal Company regarding the construction of a cyclone fencapto keep off
parkway and to keep the pile of lumber back from Thacker and First so as not to
obstruct the view of motorists.
