Alderman Davis made a report on Weller Creek, that there are plans by Arlington
Heights and Mt. Prospect to dredge Welter Creek, and he was instructed to make further
investigation on plans.
ADJOURNMENT. The motion was made by Alderman Tures and seconded by Behrel to
adjourn. The motion was voted upon by acclamation and the Mayor declared the motion

HELD IN THE COUNCS L ROOM, CITY HALL,
DECEMBER 20, 19541 AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer with
1.0 Alderman Schubert, Wolf, Tures, Schallawitz, Behrel, Harm, Auck, Prickett, Dahl, Blue,
Davis and McKay responding to rollcall. Alderman Hansen was absent.

APPROVAL.OF MINUTES. The motion was made by Alderman Auck and seconded by Behrel to
approve the minutes of December 6, 1954. Alderman McKay requested a correction on
Seegers annedation to eliminate "until the January 3, 1955 meeting". The motion was
voted upon by acclamation and the Mayor declared the motion c arried with correction made.
FIRST NATIONAL BANK, DES PLAINES, AWARDED BIDS ON $116,000.00 FIRE DEPARTMENT BONDS.
On motion by Alderman Auck and seconded by Prickett the Council approved the opening of
bids on fire department bonds after the Mayor inquired if there were any more bids to be
turned in to the Clerk. The following bids were received:

The Mayor called a recess and referred the bids to the Finance & Fire Oon-
. A representative of Harris Trust & Savings Bank, and Benjamin and Lang Company
were asked by the Mayor to assist the Alderman. After reconvening, Alderman Behrel
reported that the First National Bank having the lowest bid, the recommendation is
award them the bid. The motionuas then made by Alderman Behrel and seconded by
Schubert to award the bid to the First NatiorajBank. The Mayor put the question and the
Clerk called the roll with the following result: Ayes: Alderman Schubert, Wolf, Tures,
Schallawitz, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: None.
The Mayor declared the motion c arried.
OFFICIAL REPORTS. The Clerk submitted the report of City Treasurer for December. Also
a report from the City Attorney that the case against the Sterling Oil Company for
$75.00 business license on bulk gasoline station was decided in favor of the City.
The Company must pay the 1953, 1954 and 1955 license.
FIRE DEPARTMENT SELECTED AS WINNER CLASS 2 AWARD FOR 1954 COOK COUNTY FIRE PREVTENTION
WEEK. Marshall Kwlze read the following letter:
In behalf of The Chicago Association of Commerce and Industry, it is a please to advise
you that your community's entry in the 1954 Cook County Fire Prevention Week Contest has
been selected as the winner of the Class II award.
This year we received twenty-six excellent entries, and I am sure that you will be
happy to learn that your report was choaen as the outstanding Class II entry.

After discussion, the motion was made by Alderman Prickett and •ecanded by Davis to
grant the permit. The Mayor put the question and the Clerk called the roll with the
following result: Ayes: Alderman Wolf, Behrel, Harm, Prickett, Dahl, Blume, and Davis.
Nays: Alderman Schubert, Tures, Schallawitz, Auck and McKay. The Mayor declared the
motion carried.
Alderman Prickett reported on a removal and change of 1 cation of sign to east
side of Northwest Highway underpass. After discussion the moti n was made by Alderman
Prickett and seconded by Blume to approve the application. The Mayor put the question
and the Clerk called the roll with the following result: Ayes: Alderman Schubert,
Wolf, Tures, Schallawitz, Behrel, Harm, Auck .Prickett, Dahl, Blume and Davis. Nays:.
Alderman McKay. The Mayor declared the motion carried.
On motion by Alderman Tures and seconded by Behrel the

APPROVAL OF BILLS. Alderman Behrel presented the following resolution:

and seconded by Tures to adopt the resolution. Alderman Wolf re uested the Street
Department bills be held out because they had not been approved iue to absence of
Alderman Hansen, Those bills then were referred to Alderman Wolf, Vice -Chairman of
Streets for inspection. ( Approval of resolution was made later during the meeting.)
On motion by Alderman Dahl and seconded by McKay, the Council voted to commend
Marshal Kolze•.for the Fire Prevention Week award.
Alderman Dahl read the following report:
TO: The Mayor and City'Council of Des Plaines
FUN:, Connittee on City Executiveship
A committee consisting of Alderman Dahl, Schubert and Beelwas appointed by
the mayor to consider wgys and means to insure good government for the rapidly growing
City of Des Plaines.
We were astigned the task of studying the present form of government in the
City of Des Plaines and asked to make a recommendation whether the present form of
government should be continued or should be replaced by another Form.
At present, the aldermen and mayor serve on a part-time Iasis. As the city has
grown, the problems have increased with a resultant increase in the work load of every
one connected with the city government. Every one has met the challenge, but only at a
great personal sacrifice of time.
This is true especially of the mayor whose administrative duties have been
mounting steadily. Although the mayor is on a part-time basis only, he actually spends
40 hours or more of work each week on city business.
The committee feels that while the present form of goverment has served the
citizens of Des Plaines well, we believe that.it will be inadequafte for the future and
that steps should be taken now to insure the continuance of good government.
We therefore recommend:
1. That the physical makeup of the council, the method
alderman, and the conditions of service be continued.
2. That the office of mayor be continued as at present.
3. That the ordinance form of managerial government be a
election of the

4. That a public hearing be held on these recommendations on Monday, January
24, 1955.

Your Committee has explored a number of possibilities for the City of Des
Plaines before coming to a conclusion. We investigated the commitsion form of
government, the possibility of a full-time mayor and the statute forn of managerial
government as well as the ordinance form and it is our conclusion, that the interests
of the people can best be served by the ordinance form.
The basic elements that we wish to see in the ordinance form are as follows:
1. It must be based on the.principle that the primary responsibility for the
government of the City of Des Plaines is centralized in the City Council and in the
aldermen who are elected by the people.
2. The City Council, in turn, delegate administrative functions to a
qualified and well-trained administrator who will be responsible to the City Council.
3. The City Council will determine the general policies, enact ordinances,
approve the budget and make the necessary appropriations and tax levies and appoint
D the adminstrator.

/r" 4. The administrator will be responsible for the administrative functions
of the municipality which are delegated to him by the City Council.

After reporting that a public meeting will be called next month, on motion by Alderman
Dahl and seconded by Prickett the Council concurred in the report.
VARIATION OF LOTS 11 and 12 WESTFIELD GARDENS. The Clerk informed the Council he had
received a copy of a letter to Building Commissioner Rieck that the Zoning Board of
Appeals had granted a variance for the City Well and pump house.
ADOPT REZONING ORDINANCE DES PLAINES AVENUE AND OAKTON STREET. The Clerk read for
second reading an ordinance amending the Zoning Ordiance from Residential to
Commercial the Northeast corner Oakton and Des Plaines Avenue. The motion was made
by Alderman Blume and seconded by Prickett to adopt the ordinance. The Mayor put the
question and the Clerk called the roll with the following result: Ayes: Alderman
Schubert, Wolf, Tures, Schallawitz, Behrel, Harm, Auck, Prickett, Blume, Davis and
McKay. Nays; Alderman Dahl. The Mayor declared the motion carried.
ADOPT REZONING ORDINANCE NORTHWEST CORNER WOLF -GOLF ROADS. The Clerk read for second
reading the rezoning ordiance the Northwest corner Wolf -Golf Roads from residential to
commercial. The motion was made by Alderman McKay and seconded by Auck to adopt the
ordiance. The Mayor put the question and the Clerk called the roll with the following
resift: Ayes: Alderman Schubert, Wolf, Tures, Schallawitz, Behrel, Harm, Auck,
Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor declared the motion
carried.
ADOPT ORDINANCE AMENDING ESTABLISHING DEPARTMENT OF POLICE ORDINANCE. The Clerk read
for second reading the ordinance amending the ordinance establishing the Department of
Police increasing the patrolmen to seventeen. The motion was made by Alderman Tures
and seconded by Auck to adopt the ordinance. The Mayor put the question and the Clerk
called the roll with the following result: Ayes: Alderman Schubert, Wolf, Tures,
Schallawitz, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: Nohe.
The Mayor declared the motion carried.
ADOPT ORDINANCE ON TIME LIMIT OF BUILDING PERMITS. The Clerk read for second reading
the ordinance regarding time limit of building permits. The motion was made by Alderman

ADOPT ORDINANCE REGULATING AWNINGS OVER SIDEWALKS. The Clerk read for seconde reading
the ordinance regulating the height to eight feet the low4st part and not less than
one foot to curb for awnings. The motion was made by Alderman Prickett and seconded by
v Auck to adopt the ordinance. The Mayor put the question and Clerk called the roll
with the following result: Ayes: Alderman Schubert, Wolf, Ttres, Schallawitz, Behrel,
Harm, Auck, Prickett, Dahl: Nays: Alderman Blume, Davis and NcKay. The Mayor declared
the motion carried.
SANITARY DISTRICT PERMIT 1954 - 190. The Clerk informed the Council he had a permit from
the Sanitary District on request of Engineer Fletcher for sanitary sewer in Herzog's
Fifth Addition. On motion by Alderman Tures and seconded by Schallawitz the Council
approved that the Mayor and Clerk sign the permits.
COUNTY HIGHWAY LETTER ON STOP SIGNS OAKTON STREET. The Clerk read a letter from the
County Highway Department that a study would be made and report to Council for stop
signs on Oakton at White and Center.
The Clerk read a letter from Park District about Memorial Park and the City
Attorney explained to the Council the delay due to proceedure to turn title over to
the District. The Attorney will contact the Park District Attorney in regard leasing
the park.
APPROVAL OF BILLS. Alderman Wolf having inspected the Street Department bills, Alderman
Behrel said that one bill, Murray & Trettel for $50.00, was to be eliminated from
resolution, othetwise the resolution could be adopted. The Mabor put the question and
the Clerk called the roll with the following result: Ayes: Alderman Schubert, Wolf,
Tures, Schallawitz, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays;
None. The Mayor declared the motion carried with the $50.00 bill eliminated.
ADOPT ONE AND FIVE YEAR STREET IMPROVEMENTS RESOLUTION. The C1 rk read the resolution
for One Year Street Improvement Program. On motion by Alderman Wolf and seconded by
Behrel, the Council approved to adopt the resolution.
The Clerk read the resolution for Five Year Street Improvement Program. On
motion by Alderman Wolf and seconded by Behrel the Council appioved to adopt the
resolution.
REZONING APPLICATION OF G. W. PRASSAS & COMPANY. RAND ROAD. Th Clerk read the
application of Geo. W. Prasses & Co. for rezoning from Residential to Commercial
the land on Rand Road southeast of Miner Street. On motion by Alderman Dahl and
seconded by Tures the application was referred to the Zoning Board of Appeals,
sitting as a commission to call a hearing.
REZONING APPLICATION OF BUTLER BROTHERS WOLF AND ALGONQUIN ROADS. The Clerk read
the application of Henry A. Karnatz for rezoning to Commercial the Southwest corner
of Wolf and Algonquin upon annexation for Butler Brothers. On motion by Alderman
Dahl and seconded by Tures the application was referred to Zoning Board of Appeals
sitting as a Commission to call a hearing.

GEORGE ECK LETTER ON INJURY FROM FALLING IN PARKWAY. The Clerk read a letter from
George Eck about receiving injuries from falling over dirt in parkway. The Mayor
referred the letter to the Superintendent of Public Works to check the item on
responsibility.
Alderman Davis made a report on Weller Creek survey to be made by Consoer,
Townsend and Associates. He presented a contract for the City to sign. On motion
by Alderman Davis and seconded by McKay the contract is to be placed on file in
City Clerk's office the required seven dayss
Mayor Meyer reported same person is interested in constructing a motel on
Lee Street near Forest Avenue. The Mayor referred the item to Building Control
Committee.
