11/15/1954190 REGULAR MEETING OF THE CITY COUNCIL, DES PLA INES,, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, NOVEMBER 15, 1954, AT B:b0 P.M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G;'Meyer who presided with Alderman Hansen, Schubert, Wolf, Schallawitz, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and MQKay responding to roll call. Alderman Tures was absent. APPROVAL OF MINUTES. The motion was made by Alderman Auck and seconded by Behrel to approve the minutes of November 1, 1954. Alderman Wolf requested a correction in the fourth paragraph from the end of minutes. He said it did not state the outcome on motion and desired his no vote.recorded. The motion was voted upon by acclamation and the Mayor declared the minutes approved with correction made. OFFICIAL REPORTS. The Clerk submitted the reports of City Clerk and City Treasurer for October. Alderman Dahl reported the Municipal Development Committee recommended the ordinance for annexing the strip of land on the west side of C.bridge Road be placed on first reading. The Clerk then read the ordinance for first reading and the Mayor ordered the ordinance placed on file for second reading. ROLAND R. CROSS,:PUBLIC HEALTH DIRECTOR,IETTER TRAILER PARKS. The Clerk read a letter from the Director regarding the Director issuing trailer park license. City Attorney Howard then informed the Council the Director could license the trailer parks outside the City but that the trailer parks had to abide by City ordinances. APPROVE REZONING NORTHBAST CORNER OF UTON AND DES PLAINES AVENUE. The Clerk read the recommendation of Zoning Board of Appeals approving the rezoning of the Northeast corner of Oakton and Des Plaines Avenue requested by William and Anna Bazan. The motion was made by Alderman Dahlend seconded by Wolf to reject the recommendation. After discussion the Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Wolf, Harm, Dahl, Nays: Alderman Hansen, Schubert, Schallawitz, Behrel, Auck, Prickett, Blume, Davis and McKay. The Mayor declared the motion lost. The motion was then made by Alderman Hansen and seconded by Prickett to concur in the recommendation and the Attorney draft an ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Schubert, Schallawitz, Behrel, Auck, Prickett, Blume, Davis and McKay. Nays: Alderman Wolf, Harm and Dahl. The Mayor declared the motion carried. REJECT REZONING NORTHEAST CORNER OF SEEGERS AND WOLF ROAD. The Clerk read the recom- mendation of the Zoning Board rejecting the Herzog rezoning the Northeast corner of Seegers and Wolf Road. The motion was made by Alderman Auck and seconded by Schubert to approve the recommendation. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Schubert, Schallawitz, Behrel, Harm, Auck, Prickett, Dahl, Blul3te, Davis and McKay. Nays: Alderman Wolf. The Mayor declared the motion carried. APPROVE REZONING NORTHWEST CORNER GOLF AND WOLF ROADS. The Clerk read the recommendation of the Zoning Board approving the rezoning of the Herzog property on the Northwest corner of Wolf and Golf Roads. The motion was made by Alderman Auck and seconded by McKay to concur in the recommendation and the Attorney to draft an ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Schubert, Wolf, Schallawitz, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor declared the mltion carried. REFER TO THE BUILDING COMMITTEE SIDE -YARD IN DUPLEX AREA. The Clerk read the Zoning Board recommendation rejecting to change the side -yard requiremients in Duplex area. The motion was made by Alderman Dahl and seconded by Auck to reject the recommendation. After discussion the motion was made by Alderman Schubert and seconded by Hansen to refer the recommendation to the Building Committee. The Mayor Iso referred the item. ZONING BOARD MAKE NO RECOMMENDATION ON CITY WELL LOTS. The C1elFk read the report from Zoning Board that as no representative from the City was present regarding the rezoning of two lots in Westfield Gardens, the Board made no recommendation. On motion by Alderman Schallawitz and seconded by Alderman Hansen the Zoning Board of Appeals is to be requested to reconsider and make a variation to Commercial. 1 101 11-15-54 ADOPT ORDINANCE CHANGING WARRINGTON ROAD TO CAMBRIDGE ROAD IN CUMBERLAND. The Clerk read for second reading an ordinance to change the name of Warrington Road to Cambridge Road in Cumberland. The motion was made by Alderman Hansen and seconded by Prickett to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Schubert, Wolf, Schallawitz, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor declared the motion carried. APPROVAL OF BILLS. Alderman,Behrel presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. (A schedule of bills placed before each Alderman and affixed to resolution and on file with the City Clerk.) The motion was made by Alderman Behrel and seconded by Auck to adopt the resolution. Alderman Behrel informed the Council two corrections are to be made in resolution, Weiner & Company auditing bill to be reduced to $1,150.00 and the c Patten Tractor and Equipment Company bill to $129.32. Alderman Wolf requested the bill r) for Transmission Machinery Company for $79.13 and C. M. Hoof Company $37.$0 be held out for investigation. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Schubert, Wolf, Schallawitz, Behrel, Harm, et Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor declared the motion carried with the corrections made. 1 1 Alderman Behrel informed the Council that the County Treasurer was holding up $27,000.00 of 1953 Tax money and asked the City Attorney to see about releasing same. The City Attorney had presented the new boundary resolution regarding Mt.Prospect, but it was deferred until next meeting. FIRST READING ORDINANCE FOR ANNEXATION SEEGER'S REAL ESTATE. The Clerk read for first reading the ordinance for the annexation of Seeger's Real Estate. The Mayor ordered the ordinance placed on file for second reading. ADOPT SIDEWALK ORDINANCE. The Clerk read for second reading the following ordinance entitled: AN ORDINANCE TO AMEND SECTION 13 OF ARTICLE II OF THE REVISED BUILDING CODE OF THE CITY OF DES PLAINES OF 1939 AS AMENDED BY REQUIRING THE INSTALLATION OF SIDEWALKS. The motion was made by Alderman Hansen and seconded by Auck to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Schubert, Schallawitz, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: Alderman Wolf. The Mayor declared the motion carried. The Clerk read a letter from the South School Parent-Teacher Association reminding the Council of their petition on re-routing Route 62. The Clerk read a letter from Laurin & Associates reporting on the third quarter audit in which they made the following recommendation: It is also recommended that a physical inventory be taken of materials and supplies of the Water Department as of December 31, 1954. This inventory should include water meters on hand showing for such meters, new meters on hand unsold, new meters covered by installation paid for and in process and used or reconditioned meters, as well as pipe, fittings and other materials and supplies. We have discussed the taking of such an inventory with your Superintendent of Public Works. The Mayor referred the letter to the Finance Committee. On suggestion of Alderman Dahl, the Clerk was instructed to write the State Highway Department regarding traffic -count at White and Oakton and Center and Oakton for four-way stop or traffic lights. 199 11-15-54 DES PLAINES SAFETY COUNCIL TETTERS. The Clerk read a letter f*om the Safety Council. Item One was referred to the Police and Finance Committees re arding Thacker Wolf Road area for protection of school children, to supply a policeman when funds are available. Item Two was referred to the Traffic Commission for no parking signs on west side of Des Plaines Avenue at old North School to protect children.!. The second letter was regarding proposed sign boards for safety posters and requesting an increase of their 1955 appropriation to $400.00. The Mayor referred the letter to Finance Committee. APPO C.A1 SON ZONING APPLICATION 655_DES PLAINES AVENUE. The Clerk Read an ojpe un of Alvina Eckardt for rezoning at 655 Des Plaines Avenue. On motion by Alderman Dahl and seconded by :Prickett, the application to be referred to the Z ping Board of Appals sitting as a Commission to call a hearing, was approved. Alderman Auck made a report on Police Department and then his motion was approved which was seconded by Alderman McKay that the City Attorney draft an amending ordinance to increase the department by the addition hof two policemen effective January 1, 1955. Alderman Hansen reported the United Motor Coach had made application for a hundred foot driveway on Brown Street to their Bus parking lot. On motion by Alderman Hansen and seconded by Prickett the application was approved. REZONING APPLICATION OF GEORGE BURGESS 25 W. GOLF ROAD. The Clerk read the application of George Burgess for rezoning at 25 W. Golf Road. On motion py Alderman Dahl and seconded by Hansen the application was referred to the Zoning 3oard of Appeals sitting as a Commission to call a hearing. FLUORINE CONTENT OF CITY WATER. The Mayor read the following letter which he ordered placed on file: Dear Sir: Owing to the pressure of business matters, I have been delayed in replying to your letter of September 9 wherein you asked me what Des Plaines intends to do toward fluoridating our drinking water. I wish to advise that shortly after I became Mayor, the question as to the fluorine content in the City's water was brought to my attention by Dr. Walter Payer, one of our leading dentists, and at that time an analysis revealed that our water naturally contained fluorine in sufficient quantities to meet the recommenda- tions of the Dental Society. A very relent analysis of our City's water disclosed the following with respect to the fluorine content: Original Well No. 1 showed a fluorine content of 1.3 ppm ' Well No. 2 showed a fluorine content of 1.1 ppm Well No. 3 showed a fluorine content of 1.0 ppm Itis my understanding that the fluorine content as above set forth meets the requirements of those who recommend fluoridating drinking water. I hope this report answers your inquiry satisfactorily. (Signed) Kenneth G. Meyer, Mayor The Mayor reported that the Veteran's Housing on Fargo and Welwyn had a two apartment variation which expired August 2, 1953, at which time application could be made for an extension of five years. It was suggested the Clerk write to T. Napier of the 1teran's Housing Organization regarding same. ADJOURNMENT.
