182 10-4-54 Alderman McKay read the following: Concerning my memo of September 20, which appears in minutes of Council meeting of that date, reference lack of any information from Attorney Wild of the Weller Creek Sanitary District on new commissioners for the District, and specifically our nominee Mr. Drenk. I am informed by Attorney Howard he contacted Mr. Wild and was told we must have misunderstood him. That nothing would be done until after October 1st, beginning of the District's fiscal year. That sometime after that date he would have Mr. Drenk appear with him in court, and he would be commissio ed. That Mr. Drenk would be notified when to appear. I wish to state there was no misunderstanding as far as I was concerned as to what Attorney Wild said at any meeting at which I was present. He said nothing remotely resembling what he now tells us through Mr. Howard. He did very much hurry our selection of a candidate, back in July, and informed us later that nothing would be done until after August 20. He did not say how much after August 20, whether it would be days, weeks, months or years, but we had hoped it would be within a readon- able time, especially after having been given just about a week to make our selection of a candidate. Henrich Cit Clerk MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, OCTOBER 18, 1954. AT 8:00 P.M. CALL TO ORDER. The meeting was called to order my Mayor Kenneth G. Meyer who pre- sided with Alderman Hansen, Schubert, Tures, Schallawitz, Behrel, Harm, Prickett, Dahl, Blume, Davis and McKay responding to roll call. Alderman Wolf and Auck were absent. APPROVAL OF MINUTES. The motion was made by Alderman Schubert and seconded by Schallawitz to approve the minutes of October 4, 1954. Alderman Schubert and McKay requested four minor changes in the minutes. The motion was then voted upon by acclamation and the Mayor declared the motion carried with corrections made. OFFICIAL REPORTS. The Clerk submitted the report of City Treasurer for September. The Clerk read the following report: Re: Alvof'd, Burdick and Howson Report on Sewers In addition to the sewers recommended by Alvord, Burdick and Howson, your City Engineer recommends that the following work be incluced in the sewer program: 1. Enlargement of the Weller Creek Flume under thel0 & N. W. Railroad and the Northwest Highway. 2. A 24 inch storm sewer in Busse Highway from the creek east of Mason Lane, west to Mason Lane with 400 feet of 12 inch sewer north in Mason Lane and an 18 inch sewer in Busse Highwa3/ from Mason Lane west. Respectfully submitted E. N. Fletbher (Signed) Alderman Dahl reported on three County Zoning hearings to be held in City Hall October 29th at 7:30 P.M. On motion by Alderman Dahl and seconded by Blume the Council voted to oppose the rezoning on the north side of Touhy Avenue 300 feet west of Cedar Street. 1 10-18-54 Alderman Davis and Dahl reported that Mr. Chamales met with Mr. Albright regarding new fire station and that Mr. Albright thought the building would be satis- factory. Alderman Blume informed the Council that he thought that they should proceed on the storm sewer according to the Alvord, Burdick and Howson report. That there had been a six week delay in regard a report on impounding water. The motion was made by Alderman Dahl and seconded by Schubert to proceed to have a referendum according to the above engineers report. Alderman Davis then made the following report: Due to the fact that it will be impossible for me to attend any committee meetings before the next Council meeting, and realizing the importance of this matter, I will briefly state what I have learned through inquiries to date. I solicited and received, from some eight Excavating Contractors, prices per cubic yard.fof=excavating'.an acre of ground to a. depth of fifteenfeet. These estimated prices varied from a ninety cent high to thirty cent low price per cubic yard. Several local realtors estimated price of land along or near Mt. Prospect Road, our westerly city limits, from two to three thousand dollars per acre. Using five hundred cubic yards per acre, three feet deep, as a basis, and excavating at sixty cents per cubic yard, and land at twenty-five hundred dollars per acre, the following formula would apply. FOUR ACRES OF LAND ------------ $10,000 EXCAVATING ONE ACRE TO A FIFTEEN FOOT DEPTH -- $15,000 APPROXIMATE COST $25,000 This Reservoir would impound approximately FIVE MILLION GALLONS OF WATER. Prosecuting this same formula further, it would be possible to impound TWENTY-FIVE MILLION GALLONS OF WATER at various strategic points for an approximate sum of ONE HUNDRED TWENTY-FIVE THOUSAND DOLLARS. I personally believe that were this done.and that amount of surface water kept out of our sewer system, there would be little or no basement flooding in Des Plaines. There are many other ramifications leasable in this program of impounding excess waters. Respectfully yours, R. G. Wolf (Signed) After discussion the motion was made by Alderman McKay and seconded by Davis to include $55,000.00 for impounding water on the northwest side of the City. This item was then included in the original motion. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Schubert, Tures, Schallawitz, Behrel, Harm, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor declared the motion carried. Alderman McKay requested that Engineer Fletcher contact the Sanitary District about the flood water getting in the, interceptor. Alderman Hansen also requested Fletcher contact the District about a run off from interceptor at Rand Road to river. Alderman McKay read the following report: SUBJECT: Special school patrolman © Algonquin and Center Sts. 1. At the last meeting of City Council, certain interested citizens pointed out to the Council the hazards of heavy traffic at the corner of Algonquin and Center Streets to which children going and coming from school were subjected. After dis- cussion, the matter of a special school patrolman was referred to the Police Committee, with power to act. 2. The following action has beentaken: a. The Supt. of Public Works has erected "stop" signs on either side of Center Street on Algonquin Street. "Stop" signs were already in place on either side of Algonquin Street on Center Street. This in effect makes this corner a 4 -way stop street. (It should be noted that the placing of "stop" signs on Algonquin Street, a state highway, will not doubt be criticized by the State Highway Dept. and they may remove them sometime in the future.) b. The Police Dept. was asked to check this crossing several mornings to seethether or not children were still subject to traffic hazards even tho all vehicles came to a full stop at the corner. Sgt. Hintz was given this assignment and his report is attached. The report indicates that the stop signs do not help very much because the traffic ignores the pedestrians. 184 10-18-54 Alderman McKay reading report (Cont'd.) c. The Police Committee was polled last week and agreed that if the 4 -way stop signs aided the children a special patrolman would not be needed. Since they are ineffective, it is recommended that a special school patrolman be placed at this crossing, provided that the Finance Committee of Council finds the funds with which to hire him. It is also felt that this corner is of sufficient importance to have a traffic light, for the two -fold purpose of slowing down speeding on Algonquin Street and aiding school children to cross safely. d. Your Committee requests: a. Thisreport be turned over to the Finance Committee and if they state that funds are available, that the report be turned over to Chief Wigham as authority to hire the special policeman. b. That the traffic commission and city council petition the state highway department to erect a traffic light at this corner. (Signed) Dale Auck, C lairman S. E. Alde following report: prompt service at the would be removed, that an Behrel read the FINANCE COMMITTEE DEPORT The following is a report of your Finance Committee, concerning financing the cost of two Packer type trucks for the Sanitation Dept. on which bids were awarded recently to Kuhlman & Nagel, Inc. The cost of the two trucks is $15,322.00, which we originally planned to pay under a monthly payment plan, and accordiry requested the City Attorney to draft a contract for consideration. However, upon further consultation with the City Clerk aril Mayor, we learn that City funds are ample, due to increased water sales, that by transfer of funds to the Sanitation dept., payment in cash can be made, thereby effecting a savings of $920.28 interest which would accrue under the monthly contract plan. Accordingly, your committee on Finance proposes and recommends the transfer of sufficient funds from the water dept., that full and immediate payment my be made for the two trucks when delivered to the City. Alderman Behrel presented the following reslution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. (A schedule of bills placed before each Alderman and affixed to resolution and on file with the City Clerk.) The motion was made by Alderman Behrel and seconded by Blume to adopt the resolution. The Mayor declared the motion Berried. 185 10-18-54 Alderman Schubert reported he received a letter from the Izaak Walton League about the dumping of waste in the River near the City Garage. He requested the City Clerk write to the State Department regarding the letter which he sent some time past to see what they intend to about same and the police to be instructedto investigate if their is a City violation. SIDEWALK ORDINANCE DEFERRED TO NEXT MEETING. The Clerk read for second reading the "Sidewalk Ordinance." On motion by Alderman Hansen and seconded by Tures it was deferred until the next meeting. ADOPT ORDINANCE INCREASING VEHICLE LICENSE FEES. The Clerk read for second reading the ordinance for increasing vehicle license fees. The motion was made by Alderman Blume and seconded by Prickett to adopt the ordinance.()The Mayor put the question and the Clerk call4d the roll with the following result: Ayes: Alderman Hansen, Schubert, Tures, Schallawitz, Behrel, Harm, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor declared the motion carried. (*)On motion by Alderman Schubert and seconded by Behrel the ordinance was amended about the half year fee. On motion by Alderman McKay and seconded by Schubert the last paragraph on horse power was eliminated. In ADOPT ORDINANCE ON VEHICLE TRANSFER FEL. The Clerk read for second reading the ordinance entitled: AN ORDINANCE TO AMEND SECTION 93 OF ARTICLE IX OF THE CITY OF DES PLAINES TRAFFIC ORDINANCE AS AMENDED RELATING TO THE TRANSFER OF VEHICLE LICENSE. The motion was made by Alderman McKay and seconded by Harm to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Schubert, Tures, Schallawitz, Behrel, Harm, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor declared the motion carried. CHANGE WARRINGTON ROAD IN CUMBERLAND TO CAMBRIDGE ROAD. The Clerk read a letter from the Plan Commission recommending to change Warrington Road in Cumberland to Cambridge Road. On motion by Alderman Davis and seconded by Hansen the Council approved the change and the attorney was instructed to draft an ordinance. The Clerk read a letter from the Chicago and Northwestern Railway that they will try to have a special agent in the vicinity of Cumberland Station until a walk under tracks is installed. At request of Alderman Schallawitz the Superintendent of Public Works was instructed to place stop sign on Webster Lane south of Oakton. Alderman Hansen reported that a request for 75 foot driveways for new service station on the Southeast corner of Algonquin and Lee Streets. On motion by Alderman Hansen and seconded by Tures the request was granted. ZONING REQUEST OF JOE B. DIVITO. The Clerk read the rezoning application of Joe B. Divito of part of Lot 4 in Kruse's Subdivieion of Lot 14 in Hodges Subdivision frau unclassified to Commercial. On motion by Alderman Schallawitz and seconded by Hansen the application was referred to the Zoning Board of Appeals sitting as a Commission to call a hearing. BOUTON FOSTER COMPANY LEASE. The Clerk read a letter from Bouton Foster Company notifying the Council that they wish to exercise their option to renew their lease at 1856 Miner Street for an additional five years beginning June 30, 1955 at the rental of $350.00 per month. CHAMBER OF COMMERCE ANNEXATION COMMITTEE. The Clerk read a letter from Chas. Hodlmair regarding the Chamber of Commerce organizing a committee to study certain annexation problems with relations to our community. The letter was referred to the Municipal Devdopment Committee. STATE HIGHWAY PERMIT NO. 10-12435. The Clerk informed the Council he had a permit from the State Highway Department regarding pavement inlet at Northwest Highway and Cambridge Road. On motion by Alderman Schubert and seconded by Schallawitz the Mayor and Clerk were authorized to execute the permit. 186 10-18-54 FIRST READING ZONING ORDINANCE 1167 ALGONQUIN ROAD. The Clerk read for first reading the Zoning Ordinance for 1167 Algonquin Road. The Mayor ordered the ordinance placed on file for second reading. FIRST READING JOE DIV ITO ANNEXATION ORDINANCE. The Clerk read for first reading the Divito annexation ordinance of part of Lot 4 in Kruse's'Subdivision. The Mayor ordered the ordinance placed on file for second reading. II Superintendent Warnicke informed the Council that the pump on heating system at garage had to be replaced and the cost would be $105.00. The motion was then made by Alderman Davis and seconded by Schallawitz to allow Superintendent Warnicke to purchase pump at a cost of $105.00. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Schubert, Tures, Schallawitz, Behrel, Harm, Prickett, Blume, Davis and McKay. The Clerk submitted his report of receipts and disbursements for the first nine months of 1954 and the Building Commissioner's rIport for October. City Engineer Fletcher recommended the City Attorney draw up a contract for the purchase of certain lands to straighten Graceland Avenue at First Avenue. The Mayor instructed the attorney to draft the contract. Alderman Dahl reported that the rezoning application of Mr. Burgess on Golf and Mt. Prospect Road was being held up due to the boundary resolution with Mt. Prospect. On motion by Alderman Dahl and seconded by Schubert the City Attorney was instructed to draft a new resolution specifying the boundary lines. On motion by Alderman Dahl and seconded by Auck the Council voted to refer a revised light industrial zoning ordinance to the Zoning Board of Appeals sitting as a Commission to call a hearing. APPROVE HERZOG FIFTH ADDITION SUBDIVISION. On motion by Alderman Dahl and seconded by Wolf the Council approved the plat of Herzog's Fifth Addition and authorized the Mayor and Clerk to sign the plat. DENY APPLICATION OF ANNEXATION OF TWO LOTS ON CEDAR STREET NEAR TOUHY. Alderman Dahl reported that the Municipal Development Committee recommended to deny the annexation of two lots on Cedar Street north of Touhy. On motion by Alderman Dahl and seconded by Behrel the report was concurred in. Attorney to draft ordinance annexation of Seeger's property on Northwest Highway and Mt. Prospect Road. Alderman Dahl reported the following: We, your Committee on Municipal Development recommenc that the territory be annexed subject to conditions hereinafter stated and that the attorney be instructed to draw the proper ordinance for Council consideration. The con ition upon which this recommendation is made is that the petitioners present evidence to the, Council before the ordinance is considered4 that there has been deposited in escrow $17,800 to be paid to the Board of Education District 62 at the rate of $100 per lot as sold.
