The Clerk submitted a.plat of Hunt's Subdivision which was approved by the Plan
Commission in 1952. Mr. E. Kunze resubmitted the plat. The plat was referred to the
Municipal Development Committee.
Alderman Davis explained the bill.on mosquito fogging. The motion was then made
by Alderman Davis and seconded by McKay to approve the bill for $2,176.00. The Mayor
pro tem put the question and the Clerk called the roll with the following result:
Ayes: Alderman Hansen, Schubert, Wolf, Tures, Schallawitz, Harm, Auck, Prickett, Dahl,
Blume, Davis and McKay. Nays: None. The Mayor pro tem declared the motion carried.
IIIAlderman Hansen reported about proposal for traffic light repairs by Bell and
Gustus. On motion by Alderman Tures and seconded by Schallawitz the proposal was
referred to the Street and Finance Committees.

Alderman Tures reported on "Scotchlite" sign equipment. The Mayor pro tem
referred the same to the Street and Finance Committee with power to act.

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL, DES PLAINES, ILLINOIS,
HELD IN THE COUNCIL ROOM, CITY HALL,
OCTOBER 4, 1954. AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided
with Alderman Hansen, Schubert, Wolf, Tures, Schallawitz, Behrel, Harm, Prickett, Dahl,
Blume, Davis and McKay responding to roll call. Alderman Auck was absent.
APPROVAL OF MINUTES. The motion was made by Alderman Schallawitz and seconded by Harm
to approve the minutes of September 27, 1954. The Mayor requested to change from
Mayor to Chairman pro tem and next to last item change to Alderman Hansen on Scotchlite
report. The motion was voted upon by aeolamation whereupon the Mayor declared the
motion carried with corrections made.
OFFICIAL REPORTS. The Clerk submitted his report of receipts for September and Building
Commissioner's report. Also Fire Marshall Kblze's report on fires for first nine months
of the year.
Alderman Dahl reported that the Hunt's Subdivision plat was approved in 1952 by
a former Council but deferred final approval until funds were placed in escrow and the
Council having received a letter from Hoyne Savings and Loan Association that the funds
are now in escrow made the motion which was seconded by Behrel to approve same and the
Mayor and Clerk authorized to sign same. The motion w as voted upon by acclamation and
the Mayor declared the motion carried.
JOE DIVITO ANNEXATION. Alderman Dahl reported the following on Divito annelation: The
City Attorney be instructed to draw up an ordinance annexing the described land to the
City of Des Plaines. The building will require only sufficient water and sewer
facilities for toilet use. There being no City sewer to which to connect, the Committee
finds no grounds for a sewer connection fee. On motion by Alderman Dahl andseconded by
Hansen the report was concurred in.
Alderman McKay eported about the school patrolmen for Cumberland School and
the Mayor requested the Clerk to inform Police Marshal Wigham to contact the Mayor about
patrolmen. At Alderman ' suggestion the Mayor instructed the Clerk to write the
Chicago and Northwestern Railway about placing one of their private policemen near the
Cumberland Station from 8:00 A.M. to 9:00 A.M. and 3:00 P.M. to 4:00 P.M.
PETITION OPPOSING FIRE STATION ON OAKTON STREET. The Clerk read a petition from 73
signers opposing the building of fire station on Cakton and Ash Streets. The Clerk also
read a letter from Alderman Auck regarding same. Alderman Davis spoke about the design
of station. Alderman Dahl made the motion to refer the petition to the Fire Committee
but after discussion withdrew his motion. Alderman Wolf then made the motion which was
seconded by Tures that Mr. Albright contact Mr. Chamales on design of building.

The Mayor put the question and the Clerk called the roll with the following result:
Ayes: Alderman Wolf, Tures, Behrel, Harm and Dahl. Naffs::mA :dexman:Hansen, Schubert,
Schallawitz, Prickett, Blume, Davis and McKay. There being a ((seven vote the Mayor
voted no and declared the motion lost. On motion by Alderman McKay and seconded by
Dahl the Council approved that the petition be referred to Mr. Chamales and to report
back to the Council.
APPROVAL OF BILLS. Alderman Behrel presented the following resolution:

with the City Clerk.) The motion was made by Alderman Behrel and seconded by Prickett
to adopt the resolution. The Mayor put the question and the Clerk called the roll with
the following result: Ayes: Alderman Hansen, Schubert, Wolf Tures, Schallawitz,
Behrel, Harm, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor declared
the motion carried.
Alderman Prickett reported of requestcf permit for sign on the well of build-
ing at 671 Pearson Street, 6 x 28 feet. On motion by Alderman Prickett and seconded
by Harm the Council approved the permit.
ZONING BOARD APPROVED REZONING AT 1167 ALGONQUIN ROAD. The Clerk read the Zoning
Board report recommending the rezoning the E. W. Kuntze property at 1167 Algonquin
Road from residential to Commercial. On motion by Alderman Schallawitz and seconded
by Dahl the report was referred to the City Attorney to draft an ordinance.
VEHICLE LICENSE ORDINANCE FIRST READING. The Clerk read for first reading the following
ordinance entitled:
AN ORDINANCE TO AMEND SECTION
1045 OF THE MUNICIPAL CODE OF
THE CITY OF DES PLAINES OF 1928
AS AMENDED RELATIVE TO VEHICLE

CITY ATTORNEY REPORT ON DUPLEX SIDE -YARD ORDINANCE. The Clerk read the following
letter:
Gentlemen:
Under date of September 7, there was referred to me a request to amend the
side -yard requirement for Duplex residences.
Under the existing Statutes, any amendment to the Zoning Codes must be first
referred to the Zoning Board of Appeals, sitting as a commission for public hearing
and a report to the City Council.
I would suggest, therefore, that the matter of side -yard requirements for
Duplex Residences bd referred to the Zoning Board, sitting as a commission and after
their report, I shall'be glad to prepare any ordinance you wish.

The City Attorney reported on request for a new awning ordinance, that he
thought the present ordinance was adequate. The Mayor referred the item back to
the Building Control Committee.
FIRST READING TIME LIMIT ON BUILDING PERMIT ORDINANCE. The Clerk read for first
reading the ordinance of time limit for building permits. The Mayor referred the
ordinance back to Building Control Committee.
SIDEWALK ORDINANCE FIRST READING. The Clerk read for first reading the following
ordinance entitled:

HIGHWAY PERMIT 10-12361 CAMBRIDGE AND NORTHWEST HIGHWAY. The Clerk informed the
Council he hada Highway Permit for sewer and water main on Northwest Highway and
Cambridge. On motion by Alderman Davis and seconded by Schubert the Mayor and Clerk
were authorized to execute the permit.
GEORGE BURGESS APPLICATION FOR REZONING ON MT. PROSPECT ROAD. The Clerk read an appli-
cation for rezoning on Mt. Prospect Road near Golf Road. The Mayor referred the
application to the Municipal Development Committee.
HERZOG APPLICATION FOR REZONING ON GOLF AND WOLF ROADS. The Clerk read an application

Road. On mots n by Alderman Davis and seconded by Schallawitz the application was
referred to the Zoning Board of Appeals sitting as a Commission to call a hearing.
PETITION FOR ANNEXATION. The Clerk read a petition for annexation of two lots on
West side of Cedar Street in the block north in the block north of Touhy Avenue.
The Mayor referred the petition to the Municipal Development Committee.
PLAT OF HERZOG'S FIFTH ADDITION TO DES .PLAINES. The Clerk informed. the Council he had
a plat Herzog's Fifth Addition to Des Plaines which was approved by the Plan
Commissfon. The Mayor referred the plat to the Municipal Development Committee.
DES PLAINES SAFETY COUNCIL LETTER. The Clerk read a letter tram the Des Plaines
Safety Council enclosing a petition for patrolman at Center and Algonquin. The Mayor
referred t he petition to the Traffic Commission. On motion by Alderman Schubert and
seconded by Davis the Police Department was given power to act -es an emergency to

The Clerk informed the Council of County Zoning meeting at Mb. Prospect,
October 8, 1954, at 7:30 P.M. regarding two zoning applications which are west of
Mt. Prospect Road. Alderman Dahl said he would attend but thought they were outside
our jurisdiction.

Alderman McKay read the following:
Concerning my memo of September 20, which appears in minutes of Council meeting
of that date, reference lack of any information from Attorney Wild of the Weller Creek
Sanitary District on new commissioners for the District, and specifically our nominee
Mr. Drenk. I am informed by Attorney Howard he contacted Mr. Wild and was told we
must have misunderstood him. That nothing would be done until after October 1st,
beginning of the District's fiscal year. That sometime after that date he would have
Mr. Drenk appear with him in court, and he would be commissio ed. That Mr. Drenk
would be notified when to appear.
I wish to state there was no misunderstanding as far as I was concerned as to
what Attorney Wild said at any meeting at which I was present. He said nothing
remotely resembling what he now tells us through Mr. Howard. He did very much hurry
our selection of a candidate, back in July, and informed us later that nothing would
be done until after August 20. He did not say how much after August 20, whether it
would be days, weeks, months or years, but we had hoped it would be within a readon-
able time, especially after having been given just about a week to make our selection
of a candidate. Nothing was said in my presence about October 1st, nor the District's
fiscal year.

Re: Alvof'd, Burdick and Howson Report on Sewers
In addition to the sewers recommended by Alvord, Burdick and Howson,
your City Engineer recommends that the following work be incluced in the sewer program:
1. Enlargement of the Weller Creek Flume under thel0 & N. W. Railroad
and the Northwest Highway.
2. A 24 inch storm sewer in Busse Highway from the creek east of Mason
Lane, west to Mason Lane with 400 feet of 12 inch sewer north in
Mason Lane and an 18 inch sewer in Busse Highway/ from Mason Lane west.

Alderman Dahl reported on three County Zoning hearings to be held in City Hall
October 29th at 7:30 P.M. On motion by Alderman Dahl and seconded by Blume the
Council voted to oppose the rezoning on the north side of Touhy Avenue 300 feet west
of Cedar Street.
