08/16/1954168 8/2/54 The Clerk read a letter from Attorney Howard rearding the Carebuilt Corporation Case in which there was a request for a check for 200,: 8/16/54 169 North -Maine Fire District Contract. Alderman Davis made the motion which was lost for a seconded to charge the North Maine Fire District $4,000.00. Alderman Behrel stated the rates should be according to the assessed valuation, of which the Council had no figures. The mayor then instructed the Deputy Clerk to write letters to each Fire District requesting a certificate of valuation of a current date and 1953 tax rate. GARBAGE AND RUBBISH CHARGE. Alderman McKay made the following report on Garbage and Rubbish: August 16, 1954 Mayor and City Council: With reference to garbage and rubbish collection and disposal, specifically the commercial problem, and the charge of $1.00 per month for residential service made effective by ordinance July 1st; also the decision not to include in the 1954 tax levy any item for garbage -rubbish collection and disposal. This matter was referred back to -Committee on August 2nd following statements by Mr. Jacobs, former alderman, and the ensuing discussion. In addressing the Council on that date Mr. Jacobs said he had been conducting a survey. It was evidently a limited one-man survey of oneside of the commercial problem - the side of the business interests. Mr. Jacobs stated, with considerable feeling, that a certain business establishment was suffering a terrific financial beating, because of;the great increase in the cost of scavenger service. He mentioned an increase of 200%. He did not mention the name of the business house, but your Committee is of the opinion it is Sears. We must confess Sears is paying quite an increase, maybe it is 150% or more per 'month above the amount formerly charged by the City. But the only thing this proves is that the City was playing Santa Claus to Sears over the years, that the undercharges to that particlular organization undoubtedly aggregated in excess of 1,?1,000.00 since January of 1953. In other words, My Mayor and Aldermen, you and I, and the remainder of the citizens of our City have been helping to carry Sears' garbage and rubbish: Sears are now paying a reasonable cost for the service they require, and they know it. It hurts them a bit of course to have to pay the entire bill, when the City used to be so liberal. This'same situation applies to many of the other business houses. They were getting away with murder, due of course to the City's method, or lack of method, in the matter of charges, and insufficient or no supervision. There are no doubt some cases where charges by scavenger are less than the City charged. There are probably other cases where gross inequities, perhaps discriminations, have been corrected. The City's recent unfortunate experience in commercial pick-up and disposal, was due to poor equipment, lack of dependable man -power and personnel to provide adequate supervision. From what we have heard, we are also inclined to think that some of the business -men encouraged our employees to indulge in practices detrimental to efficient operation. The Committee urges we swallow our losses as best we can, and adhere to our decision to leave the commercial pick-up and disposal to the private scavengers, at least until this angle of our problem has had a good trial. So far the Sanitation Committee has not received on specific complaint from any business establishment as to alleged excessive charge or other dissatisfaction. If arra when there is any cause for complaint, it should be submitted IN VRITING, with full details, including the name of the complaintant and the names of all others concerned, and we will investigate. On the other hand, we will ignore any verbal or anonymous complaints, and all general fault-finding. We recommend no change at this time in the ordinance which became effective July 1st, nor in arty of the various recommendations which were approved by this Council just prior to the adoption of the ordinance. We direct particular attention to the.fact that one oD these recommendations was that we refrain from any garbage -rubbish levy for the current year. We recommend that this decision stand, as we feel that with our new program in effect, any such tax levy would make our ordinance vulnerable to attack. signed S. E. Alderman McKay read the following report: August 16, 1954 Mayor and City Council: With reference to the proposal that the City of Des Plaines purchase packer - type equipment for residential garbage -rubbish pick-up we recommend: The purchase on extended -payment plan, of one complete unit, C TA 192 with 16 yard Heil Colectomatic body, from Kuhlman a base price of $7632.00, per bid dated August 2nd. Also, the purchase on extended -payment plan, of one complete Model C TA 192 with 16 yard Leach Packmaster Body, from Kuhl base price of $7690.00, per bid dated August 2nd. The Finance Committee to arrange contract details, including charges. All checks received with bids should be returned promptly. ADOPT REZONING ORDINANCE OF LOT 17 GARLAND DIVISION. The Deputy Clerk read for Second reading the re -zoning of Lot 17, Garland Division Ordinance. CORRECTION OF MINUTES OF AUGUST 168 1954 Paragraph bottom page one should be changed to read: Alderman McKay„ Police Committee read the following report prepared by Alderman Auck on speed of taxicabs: We, your Committee on Police, therefore recommend: increased vigilance by cruiser men of the Police Department, Chief Wigham has been informed in writing that the Police Committee wishes the force to arrest every case of speeding they see, especially taxi -cabs, Alderman McKay then read report on school crossing guards as follows: Crossing Guards for School Children, August 16, 1954 Mayor and City Council: With reference to the; matter of crossing guards for the new Cumberland School Golfe Wolf area, etc,, and the over-all crossing -guard set --up for the school term beginning next month: Meeting was held the evening of August 10th. Present, Mr0Smaage, Supt. of Schools, Marshal of Police Wigham, and Ald. Mckay of the Police Committee. Messrs. Smaage and Wigham agreed on the locations for the five guards we now have, as follows: Perry and Lee, River and Perry, Prospect and Miner, Mannheim and Ash (for St.Stephens, and Algonquin and 6th. It was also agreed authority sho 1d be given Mr, Wigham to take on three additional guards for the Golf -Wolf Roads area in connection with the new Cumberland School. For a trial period and until it can be more definitely determined if three guards should be permanently stationed, one should be assigned to the Golf -Wolf Road crossing in Cumberland Terrace, one at the railroad station crossing, and one at Cumberland Circl You will observe from the statement recently prepared by the City Clerk that of the $7000.00 appropriated for guards for 1954, $2975050 had been expended by June 30th„ leaving $4074.50. As it will cost about $400.00 for each guard for the months September through December, the unexpended appropriation total of X4074050 will be ample to cover the salary expense of the eight guards proposed herein. The Deputy Clerk read a letter from Attorney Howard regarding a quit -claim deed for a lot located on the ?lest Side of Mannheim between Howard and Park. The mayor referred the quit -claim deed to the finance Committee. Mone in Escrow for property on Stockton Street between White and Orchard. The Deputy Clerk read a letter from the Hoyne Savings and Loan Association stating ?3,000.00 is held in escrow for payment of curbing, sidewalks and street paving consisting of a cQ macadam road in front of the premises facing South on Stockton Street between White and Orchard Streets. The letter was placed on file with the City Clerk. 1 1 REZONING OF 1167 ALGONQUIN ROAD. Application was made by Erich and Marion Kuntze for rezoning on 1167 Algonquin Road from Residential "A" to Commercial "C" for a one-story office building. On a motion by Alderman Behrel and second by Hansen the application was referred to the Zoning Board. The Deputy Clerk read for the first reading the rezoning of Lee Street from Brairie Avenue to Thacker Street on the Southeast side and Prairie Avenue to Oakwood Avenue on the northwest side entitled: AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF DES PLAINES, ILLINOIS: PETITION FOR ANNEXATION OF SFF;GERS FARM. The Deputy Clerk read a petition of property owners and rentors for annexation of Seegers Property.bounded by Mt. FIRST READING TAX LEVY ORDINANCE ENDING DECEMBER 31, 1954. The Deputy Clerk read the following titled ordinance: AN ORDINANCE PROVIDING FOR THE LEVYING OF AN ASSESSMENT OF TAXES FOR THE FISCAL YEAR OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS COM1VIENCING JANUARY 1st, 1954 AND ENDING DECEMBER 31, 1954. Alderman Prickett suggest a poll be taken on fixing sidewalks throughout the City. The Mayor referred the suggestion to the Street and Sidewalk Committee for Study. Alderman Dahl made a motion to permit the Iriquois Civic Association to build a bus shelter on the northwest corner of Touhy Avenue and River road under the supervision of the Building Department, Alderman Prickett seconded the motion. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Alderman Dahl recommended having any new housing development be required to put money in escrow for cuinbings. The Mayor referred the recommendation to the Building Committee. On a motion by Alderman Dahl to appoint a committee to study future City Executiveship Alderman Prickett seconded. The mayor thereupon appointed Alderman Dahl, Schubert and Behrel to serve, the Mayor and City Attorney sitting in with no vote. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Alderman Davis requested barracades for an alley in Cumberland to slow down the truck traffic stating it was a hazard with the new school in the vicinity. AT 8:00 P.M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Alderman Hansen, Schubert, Tures, Schallawitz, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis responding to roll call. APPROVAL OF MINUTES. The Clerk informed the Council he had corrected the August 16th minutes at request of Alderman McKay. On motion by Alderman Schubert and seconded by Auck the minutes were approved as corrected. OFFICIAL REPORTS. The Clerk submitted the reports of City Clerk and Building Commissioner for August. The Clerk read the report of Traffic Commission regarding petition for one-way street on Mason Lane; the Commission investigated and found no good reason to make Mason Lane a one-way street. To do so would create more traffic hazards at the intersections and it was recommended that the petition be turned down. On motion by Alderman Hansen and sdconded by Schallawitz the report was concurred in. Alderman Wolf appeared at this time. Alderman Wolf reported the following on use of grounds on north side of Library by Art Guild. The Committee investigated and r ecommends that the request be granted for the grounds directly 'th of the Library building. On motion by Alderman Wolf and seconded by Schallawitz the report was concurred in. Alderman Auck informed the Council that in the Police report of August 16th on School Patrolmen that the Prospect -Mannheim Road patrolman had been elimin- ated. Chief Wigham was instructed to add the patrolman to the list. Alderman Auck reported on radar speed control and will get further infor- mation to see about including same in next years appropriation. APPROVE QUIT CLAIM DEED OF GROVE DEVELOPMENT CORPORATION. 'Alderman Behrel reported the Finance Committee recommended grant request for Quit Claim Deed for property on Mannheim Road between Howard and Prospect. The motion was made by Alderman Behrel and seconded by Schallawitz to authorize the 1Mayor and Clerk to execute the deed.
