MINUTES OF THE ADJOURNED MEETING OF
THE CITY COUNCIL, DES PLAINES,
ILLINOIS, JUNE 14, 1954 AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided
with Aldermen Hansen, Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, Auck, Prickett,
Dahl, Blume, Davis and McKay responding to roll call. Alderman Harm was absent due to
death of a brother.
FIRST READING GARBAGE COLLECTION ORDINANCE. The Clerk read for first reading the follow-
ing ordinance entitled:
AN ORDINANCE PROVIDING FOR THE
IMPOSITION OF FEES AND CHARGES
FOR THE COLLECTION AND REMOVAL
OF RESIDENTIAL GARBAGE AND RUBBISH.
The Mayor ordered the ordinance placed on file for second reading.
The Mayor then informed the Council that the public would be allowed to speak for
and against rerouting Algonquin Road to Oakton Street. After talks and discussion, the
motion was made by Alderman Jacobs and seconded by Dahl to table the rerouting. The
Mayor put the question and the Clerk called the roll with the following result: Ayes:
Alderman Hansen, Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, Auck, Prickett,
Dahl, Blume, Davis and McKay. Nays: None. The Mayor thereupon declared the motion
carried.
Q Alderman Davis reported he had a plat from Mr. Cornell requesting an annexation.
The Mayor referred the plat to the .Plan Commission.
ADJOURNMENT. The motion was made by Alderman Jacobs and seconded by Auck to adjourn.
The motion was voted upon by acclamation whereupon the Mayor declared the motion carried.

MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL, DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL
CHAMBERS, MONDAY, JUNE 21,1954,
AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by the City Clerk, due to absence of
the Mayor, with Alderman Hansen, Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel,
Harm, Auck, Prickett, Dahl, Davis and McKay responding to roll call. The Clerk
informed the Council that the Mayor was out of town on vacation, therefore a Mayor
pro tem should be appointed. On motion by Alderman Wolf and sdconded by Tures.
Alderman Schubert was appointed Mayor pro tem.
OFFICIAL REPORTS. The Clerk submitted the report of Treasurer Barrett for May.
Engineer Fletcher reported he had received a plat from Alvord, Burdick and Howson
regarding the sewer survey and that they would have a complete report in a few weeks.
Attorney Howard reported on Sterling Oil Company License suit. The Oil Company
thought the license fee was too high so would appeal the case. On motion by Alderman
Dahl and seconded by Schallawitz the license fee was referred to the License Committee
and the Attorney given authority to proceed with the suit.
On motion by Alderman Dahl and seconded by Auck the Municipal Development
Committee is to investigate the rezoning at Oakton and Higgins and protest the rezoning,
if necessary. Alderman Dahl also reported of two County rezoning hearings in City Hall
on July 2, 6:00 P.M.
Alderman Wolf reported he was checking on garbage trucks and the Clerk informed
the Council he had received one sealed bidl After discussion the bid was returned to
the representative and on motion by Alderman Tures and seconded by Prickett the
Committee is to draw up plans and specifications for the garbage trucks.
Alderman Prickett reported that the next meeting of the Northwest Suburban
Planning Board.11 be in the City Hall, Des Plaines, June 24, 1954, at 8:00 P.M.

Alderman McKay reported he had further information regarding garbage pickup and
on motion by Alderman }cKay and seconded by Davis the second reading of garbage
ordinance was deferred until.next meeting.
Alderman McKay read the following report:
The meeting with the Weller Creek Drainage District representatives, Messrs.
Wild and Beers, and which meeting Alderman Blume and I were requested to attend, was
held in Mayor's office June 14.
Present: Mayor Meyer, City Attorney Howard, Aldermen Blurre and McKay; also Mr.
Chas. Yeiser, President, Cumberland Terrace Civic Club, and a number of citizens from
the Cumberland Terrace area.
There was considerable discussion during which we were informed the District
did not have funds available, nor did it expect to have funds a4ailable for any major
undertaking to alleviate flood conditions in the Weller Creek ea. Mr. Wild said he
thought it might be a good plan to try and change the set-up of the District so as to
have the City of Des Plaines in charge of that portion of the C eek within the City
limits, - same for Mt. Prospect.
However, nothing definite was settled at this meeting, e cept it was agreed
that the City could follow through on Mr. Fletcher's plan to pl ce two sets of pilings
in the creek to screen out debris. Another suggestion which wa agreed to was that
the City send a man through the Cumberland Terrace flume. Mr. �dild intimated that
anything which was done shouldn't cost over $400.00..
On motion b Alderman McKay and seconded Auck it was
y by pproved that the
Superintendent of Public Works should be instructed to place pifLings in the Creek in
accordance with Mr. Fletcher's plan; also that a man be sent through the flume as soon
as water is low enough for safety, and that any debris obstructLons in the flume be
removed.
Alderman Auck inquired what was considered a family unit mentioned in the
garbage ordinance. After discussion the motion was made by Alderman Wolf and
seconded by Auck that the ordinance be referred back to the Sa 'tation Committee.
The Mayor pro tem put the question and the Clerk called the rol with the following
result: Ayes: Alderman Hansen, Schubert, Wolf, Harm, Auck, Prickett and Davis.
Nays: Alderman Tures, Schallawitz, Jacobs, Behrel, Dahl and McKay. The Mayor pro tem
declared the motion carried.
City Clerk read a letter from State Highway Department that they would report
in near future on traffic count at Thacker and Wolf Road and at) Wolf and Golf Roads,
southwest of the tracks.
E.F. LAURIN AND ASSOCIATES AWARDED AUDIT. Audit proposal having been on file the
required time, the motion was made by Alderman Behrel and seconded by Tures to award
the audit of ,°2,725.00 to E. F. Laurin and Associates. The Mayor pro tem put the
question and the Clerk called the roll with the following result: Ayes: Alderman
Hansen, Schubert, Tures, Schallawitz, Jacobs, Behrel, Harni, Auck, Davis and McKay.
Nays: Alderman Wolf, Prickett and Dahl. The Mayor pro tem declared the motion
carried.
The Clerk informed the Council that at the last meeting a plat from Mr.
Cornell for annexation was referred to the Plan Commission and that Clerk now had
the petition for annexation with ordinance which the Mayor sal should be referred to
the Municipal Development Committee. On motion by Alderman Davis and seconded by
Prickett it was so referred.
ADOPT RESOLUTION FOR FILING CHICAGO ELECTRICAL CODE IN THE CIE KIS OFFICE. On motion
by Alderman Hansen and seconded by Jacobs the resolution was adopted and electrical
code placed on file in Clerk's office 30 days.
FIRST READING ORDINANCE AMENDING BUILDING CODE INSTALLATION OF SIDEWALKS. The Clerk
was instructed to file the ordinance for second reading.

APPROVAL OF BILLS. Alderman Behrel presented the following resolu-
tion:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES
PLAINES THAT THE FOLLOWING BILLS ARE DUE ANDPAYABLE AND
THAT THE .MAYORAND CITY CLERK BE AND HEREBY AUTHORIZED TO
MAKE PAYMENT FOR SAME.
(A schedule of bills placed before each Alderman and affixed to re-
solution and on file with City Clerk). The motion was made by
Alderman Behrel and seconded by Hansen to adopt the resoltuion.
The Mayor pro -tem put the question and the clerk called the roll
with the following result. Ayes: Alderman Hansen, Schubert,Wolf,
Tures, Schallawitz, Jacobs,Behrel, Harm,Auck, Prickett,Dahl, Davis,
andMcKay. Nays: None. The Mayor pro -tem declared the motion
carried.

Corrections of minutes of June 28, 1954, on the first page where
Alderman Wolf challenged the Mayor's ruling,the minutes show
"Alderman Wolf:then requested a roll call for a vote to sustain
the Mayor's ruling. This should be changed to read as follows:
"Alderman Wolf then rose to a point of order, challenging the
Mayor's ruling. The Mayor then directed the Clerk to call the
roll on the questionwhether the ruling of the Mayor shouid be
sustained. The Clerk called the roll with the following results:
Results as in minutes.
The Mayor then declared the Chair had been overruled and put the
question to the motion of Alderman Wolf to hold the ordinance in
abeyance. Results as in minutes."

FIRST READING OF ORDINANCE AMENDING RATES AND DEPOSITS. The Clerk read for first
reading an ordinance to change the discount to penalty on water bills and to increase
the deposit of renters from $5.00 to $10.00. The Clerk desired the rules suspended to
adopt the ordinance and after discussion the motion was made by Alderman Behrel and
seconded by Davis to suspend the rules and adopt the ordinance. The Mayor pro tem put
the question and the Clerk called the roll with the following result: Ayes: Alderman
Schubert, Tures, Schallawitz, Jacobs, Behrel, Harm, Auck, and Davis. Nays: Alderman
Hansen, Wolf, Prickett, Dahl and McKay. The Mayor pro tem declared the motion lost,
a two-thirds vote needed to suspend the rules. On motion by Alderman Dahl and seconded
by Hansen the ordinance was referred to the Water Committee.
On motion by Alderman McKay and seconded by Dahl Superintendent Warnicke was
instructed to make some repairs on Weller Creek bridge on erif—tva ':
On motion by Alderman Dahl and seconded by Wolf future repair of bridge was
referred to the Street and Finance Committees.
Engineer Fletcher reported of need of new lights on Miner Street bridge, which
he said would be about x;5,00000. The motion was made by Alderman Hansen and seconded
by Behrel the Engineer be instructed to prepare a resolution for "Change Order" for
• four lights on bridge with Motor Fuel Tax Funds. The Mayor pro tem put the question
and the Clerk called the roll with the following result: Ayes: Alderman Hansen,
Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Auck, Prickett, Dahl, Davis

On motion by Alderman Davis and seconded by Dahl the Clerk was instructed to
contact the Safety Council regarding publicity on enforcing the Bicycle ordinance
and Alderman Auck to instruct the Police Department about same.
On motion by Alderman Hansen and seconded by Jacobs the Police Department to
check on privileged persons not placing money in parking meters, including doctors and
assistants.
Alderman Behrel informed the Council of the death of Mrs. Pansy Talcott, wife
of Harry Talcott, former City official. On motion by Alderman Behrel and seconded by
Wolf, the Clerk was instructed to write a letter of condolence to Mr. Talcott.
The motion was made by Alderman McKay and seconded by Davis to adjourn the
meeting to Monday, June 28, 1954, at 8:00 P.M..
