Henrich erk MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL,DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, MONDAY, MARCH 1, 1954 CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided with Alderman Hansen, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and McKay responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Wolf and seconded by Prickett to approve the minutes of February 15, 1954. Alderman McKay requested a correction on Civil Defense item which is changed to read as follows: at a cost of $3100.00; $1200.00 to be paid by the City of Des Plaines, $350.00 by the Des Plaines Chamber of Commerce, and an amount to equal these two payments, viz,$1550.00, to be contributed by the State of Illinois. Motion was made by Alderman McKay and seconded by Jacobs that request be granted. During discussion it was developed that the equipment when acquired will be placed under control of and become property of, the City of Des Plaines. The motion was then voted upon by acclamation and the Mayor thereupon declared the motion carried with correction made. ADOPT RESTAURANT LIQUOR ORDINANCE. Due to error on Liquor Ordinance adopted February 15 meeting, Alderman Jacobs made the motion to reconsider the ordinance, which was seconded by McKay. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Clerk then read for first reading a corrected ordinance on Restaurant and DiOinq-room Licensd, The motion was made by Alderman Dahl and seconded by Jacobs to suspend the rules and adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Wolf, Tures, Schallalwitz, Jacobs, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor thereupon declared the motion carried and the rules suspended. The motion was then made by Alder- man Dahl and seconded by Jacobs to adopt the ordinance. Mr. Otto Henrichs City Clerk Des Plaines, I11. Dear Sir: The Clerk read the Traffic Commisdon reports. February 25th,1954 Reference is made to your Committee report dated November 3rd regarding a sidewalk connecting Cumberland Terrace with CuMberland, through the Wolf and Golf road under- pass. We, along with a committee from the School Board, a committee from the Cumber- land Improvement Ass'n., and some of the Aldermen, made an inspection, and found side- walks and staircases already erected along the northwest side retaining wall with the exception of one small gap. We therefore wish to make the following recommendations: First: Ask the Council for immediate construction of a staircase, connecting the pre- sent walks running adjacent to the retaining wall on the northwest side of the highway. This gap is on the west side of the Northwestern Railway. When finished, there will be a completed walk running under both the Railroad and the Northwest Highway. 3-1-54 TRAFFIC COMMISSION REPORTS. (Cont'd.) Second: We suggest that Council refer the construction of an additional sidewalk and underpass to be erected on the south-east side of the ighway, to the Municipal D&velopment Committee, to confer with the State Highway Department and the Chicago & Northwestern Railway Co. for a major construction. 131 We also recommend to the Council that the Municipal Development Committee and the Street Committee, create plans to purchase sufficient vacant property on the southeast corner of. first and'Oakwood Ave. in order to straighten out the approach to Graceland Ave. south 'of the Soo -Line Crossing, thereby eliminating a bottleneck. The Mayor referred the item of sidewalk in paragraph one and two to the City Engineer to contact the State Highway Department and Chicago & Northwestern Railroad Company. The Clerk was instructed to write to the State Highway Department for traffic count to install traffic lights at Golf and Wolf Roads on the southwest side of tracks and a count for traffic or stop signs at Golf and Wolf Roads on the northeast side of tracks. 110 The item of paragraph three, sidewalk on southeast side was deferred until the widening of Wolf Road. The item regarding First and Oakwood Avenue was referred to City Attorney to check on ownership of property involved`. et REPORT NO. 2 February 19, 1954 Mr. Otto Henrichs, City Clerk Des Plaines, III. Dear Sir: Inreply to the Committee reports received from you recently, please relate our recommenda- tions to the City Council. IIIWe recommend the 4 -Way Stop Signs at the intersection of Wolf and Thacker Streets as requested by the petition of the residents in this area, and suggest that the Council ask the State Highway Department for a traffic survey with a request for the signs. Relative to the request for a 20 mile speed zone on Thacker Street, we can see no material benefit in changing the.present City ordinance which we believe is 25 M.P.H. except in the School Zone, which is 15 N.P.H.:We believe 25 M.P.H. is a safe sped, and violators would be inclined to exceed either speed. Relative to the Prospect Ave. crossing over the Soo Line Railway, we recommend that the Council refer this matter to the City Engineer for further study, requesting an estimated cost of his suggestions. After reconvening the motion was made by Alderman Wolf and seconded by Auck to award the bid for rental of cars to the Maine Leasing Corporation. The Mayor thereupon declared the motion carried. On advice of City Attorney Howard the Mayor informed the Council the Pids must be on file ten days in the City Clerk's Office. Alderman Harm reported the following regarding installation of door in building occupied by Jordan Manufacturing Company: We recommend the City Attorney examine lease to determine who should install exit requested by Chief of Fire Department, The Mayor referred the item to City Attorney. Alderman Auck reported the following on the investigation of Geisen Cab Company: Your Committees on Police and License have investigated the above and report as follows: 1. The Committee Chairmen (Auck & Harms) decided to include all other cab company owners besides Giesen in this investigation because of additional complaints received by Alderman Auck and because the fare increase requested of Council affected all cab companies. 2. The complaint alleged by Alderman Auck was outlined in detail to all cab company owners. The other complaints were discussed, explained and adjudged. 3. Considerable discussion developed regarding the practice of making certain trip charges on estimates and not on actual metered charges. 4. That the Police Dept. is making the cab inspections recuired by City Ordinance. at the correct intervals, that all cabs are mechanically inspected by a qualified garage periodically as required by Ordinance. 5. That Section 601 (Bond of Chauffeurs), Section 608.4 (Insurance certificate to City Clerk), Section 611 (Bond of Taxi Companies), Sec.612 (bond approval), Section 613 (City Clerk's register) of the City Ordinance Book of 1928 Lave not been complied with for a number of years. 6. That the city has provided curb space on Ellinwood Street for only 8 cabs, that during rush hours all 14 cabs may be in operation and thus cause congestion and double parking of cabs at the Ellinwood cab stand. 7. That Chicago cabs occasionaly pick up passenggrs in De during the racing season at Arlington). Plaines (especially 8. That cab drivers leave cabs unattended and double parkld to enter business houses, to pick up and carry out merchandise for passengers in violation of Sec.606, City Code. Recommendations; 1. The existing complaints received by the Police Committee having been discussed with all taxicab owners and adjudged, it is recommended that the City Clerk advise all taxicab owners that the Police Committee interprets the word ''vulgar" in Section 606, Article 1, Chapter 17 of the Des Plaines Book of Ordinances as meaning also any language which is insulting, or malicious or derogatory to the cab passenger. Further, that City Police will enforce the provision in the same Section forbidding drivers to leave their cabs unattended while operating on city streets (such as double parking and entering stores to convey packages therefrom for passengers). Further, that double parking at the central cab stand on Ellinwood St. is prohibited and that strict observ- ance of all other traffic laws of the City will be required andlenforced. 2. It is recommended that the cab owners request for 6 month mechanical inspec- tions of cabs be denied and that the current 3 -month inspections continue. 3. It is recommended that Sec. 601 (requiring bond of chauffeurs) and Sec.611 and 612 (cab company bond and approval of bond) be deleted from the Ordinance Code as being of no consequence and not enforceable. .4. It is recommended that the City Clerk comply with Section 613 and establish the required register and that Section 608.4 requiring the monthly presentation of insurance certificates to him for initialing be complied with and the cab owners so informed. 5. It is recommended that additional cab stand parking space be provided on Ellinwood St. either by (a) creating additional cab space in front of the flag pole and to the west thereof(leaving adequate pedestrian lanes therein) or by (b) having the city Traffic Commission, city engineer, C.N.W. R.R. representatives and cab operator's representative determine the feasibility of creating a cab lane on R.R. property from Pearson St. to Center St. parallel to Ellinwood St., with some additional 1 3-1-54 Recommendations: (Cont'd.) space for bus standing East of Pearson St. if plan (a) is considered. 6. It is recommended that our taxicab ordinance be amended to make it unlawful for Chicago or other citie's cabs to pick up fares while within the city limits of Des Plaines. (This is merely reciprocity with Chicago who arrest Des Plaines cab drivers if they pick up a fare in Chicago). 7. It is recommended that the cab companies be required to comply with Chap. 17, Sec. 615 of the City Ordinances which requires taxi fares to be computed from point of departure to point of destination and that the practice of "estimating" fares based on travel from the central cab stand be discontinued. 8. It is recommended that suitable publicity in the newspapers of Des Plaines be given to this matter of "estimating" fares and other current cab operations in the city so that the citizenry may be informed. On motion by Alderman Jacobs and seconded by Harm the report was concurred in. The Mayor referred the item of condition of "City Dump" at incinerator to the Garbage Committee for investigation. zn APPROVAL OF BILLS. Alderman Behrel presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE 1 1 FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. (A schedule of bills placed before each Alderman and affixed to resolution and on file with the City Clerk.) The motion was made by Alderman Behrel and seconded by Hansen to adopt the resolution. Alderman McKay reported that Mr. Walter Jordan asked him to inform the Council for record that he is opposed to the plan to lease the land back of the building he rents from the City on Miner Street reported on by Alderman Wolf in meeting Feb.15,1954. ADOPT WATERMAIN ORDINANCE FOR OAKTON GARDENS. The Clerk read for second reading the following ordinance entitled: AN ORDINANCE FOR THE IMPROVEMENT OF OAKTON STREET AND OTHER STREETS WITHIN THE CITY OF DESPLAINES, ILLINOIS, BY FURNISHING AND CON- STRUCTING THEREIN A CONNECTED SYSTEM OF WATERMAINS AND APPURTENANCES. The motion was made by Alderman Wolf and seconded by Schallawitz to adopt the ordinance. The Mayor thereupon declared the motion carried. QUIT CLAIM DEED :LOTS 8 to 11, BLOCK 6, IRA BROWN'S ADDITION. The City Attorney presented a Quit Claim Deed for Mr. and Mrs. Tony Collet. The motion was made by Alderman Behrel and seconded by Prickett to authorize the Mayor and City Clerk to execute the Deed. The Clerk read letters from Veterans of Foreign Wars for carnival July 1st through 5th and St. Stephen's Holy Name for carnival August 25th through 29th. After discussion the Mayor referred the letters to the Police and License Committees. DOGS TO BE VACCINATED. The Clerk read a letter from the Department of Agriculture "informing that all dogs in Cook County are to be vaccinated against rabies. DIVISION OF HIGHWAY LETTERS. The Clerk read letter from State Highway Department regarding the approval of changing special assessment number from 168 to 161 and to 5% interest. The Clerk read another letter from the Departmeht that they would install the 21,000 population signs. 134 3-1-54 TWO REZONING APPLICATIONS OF PREMIER ROSE GARDENS,AND BAUSKE - NORTH OF TOUHY AVENUE EAST OF S00 LINE TRACKS. The Clerk read the above two zoning applications for rezoning from farming with nonconforming use to Class A Manufacturing and Lightlndustrial. On motion by Alderman Schallawitz and seconded by Behrel the applications were referred to The Zoning Board of Appeals sitting as a Commission to call a hearing. PETITION FOR ANNEXATION PREMIER ROSE GARDENS. The Clerk read a petition from Premier Rose Gardens for annexation of a 16 acre strip of land on east Vide of their property. The Mayor ordered the petition placed on file for the City Attorney to draft an ordinance. LEASE FOR PARKING REAR JORDAN BUILDING. Alderman Wolf presented a lease for F. W. Vaster - ling for parking rear of Jordan Manufadturing Company building. The motion was made by Alderman Wolf and seconded by Hansen that the Mayor and Clerk be authorized to execute the lease. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Prickett, Dahl, Blume and McKay. Nays: None. The Mayor thereupon declared the motion carried. Alderman golf recommended that several parking meters be installed on the north side of Ellinwood between the walks to railroad station. The Mayor referred the item to the Parking Meter Committee. Alderman Wolf reported about trees being cut down in the 1500 block of Campbell Avenue and requested in the future he be notified when request for tree removals are made in his ward. INCREASE MINIMUM FEE OF BUILDING PERMITS. Alderman Prickett of Committee made the following report: MR. KENNETH MEYER, MAYOR City of Des Plaines Illinois Dear Ken: the Building Control February 23,1954 Your committee on Building Control and Inspection has conducted a survey of building permit costs in Des Plaines compared with those of surrounding municipalities. We find that our fees are in line with others but for one exception. Our minimum fee of $3.00, applicable primarily to garage building is too low, and it is recommended that the ordinances be changed increasing the minimum fee from 3.00 to $7.50 applying to structures under $1,000.
