10/07/1953CALL TO ORDER. The meeting was called to absence of the Mayor, with Alderman McKay, Auck, Prickett, Dahl, Blume and Alderman Wolf and seconded by Dahl the pro tem. MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, WEDNESDAY, OCTOBER 7, 1953 AT 8:00 P.M. to order by City Clerk Otto W. J. Henrich due Hansen, Wolf, Tures, Schallawitz, Behrel, McKay responding to roll call. On motion by Council appointed Alderman S. McKay Mayor APPROVAL OF MINUTES. The motion was made by Alderman Auck and seconded by Prickett to approve the minutes of the regular meeting, September 21, 1953 and Special Meeting of September 28, 1953. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. OFFICIAL REPORTS. The Clerk submitted the reports of City Clerk and Building Commissioner for September; also nine (9) month report of Fire Marshal R. Kolze. The Mayor ordered the reports placed on file. Alderman Jacobs appeared at this time. Alderman �� reported that the Middle States Telephone Company has invited the Council for a tour of their building and will make arrangements for October 28. To PROTEST ZONING 300 FEET SOUTH OF TOUHY ON RIVER ROAD FOR TRAILERS Alderman Dahl read a letter regarding the zoning and on motion by Alderman Dahl and seconded by Wolf the City Attorney was instructed to appear to oppose same. Alderman Auck reported on letter regarding uniform traffic ticket. The letter was ordered placed on file. BIDS ON FUEL OIL. On motion by Alderman Wolf and seconded by Behrel the Clerk was instructed to open the bids on fuel oil. On motion by Alderman Behrel and seconded by Auck the bids. were referred to Building and Mobile, and Finance Committees and a recess declared. After reconvening' the motion was made by Alderman Wolf and seconded by Behrel to award the bid to Lund Oil Company at 13.1 cents a gallon. Mayor pro tem McKay put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Wolf, Tures, Schallawitz, Jacobs,. Behrel, Harm, Auck, Prickett, Dahl, Blume and McKay. Nays: None. Mayor pro tem McKay declared the motion carried. The Mayor appeared at this time and explained the new waiting period law. On motion by Alderman Wolf and seconded by McKay it was approved the bid placed on file with the City Clerk for seven days before approval. On motion byyAlderman Auck and seconded by Jacobs that the previous motion be rescinded was approved. The Mayor referred a report by Alderman Prickett of a zoning violation to Commissioner Rieck for investigation. APPROVAL OF BILIS. Alderman Behrel presented the following proposed resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY C[ERK BE AND HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. (Schedule of bills placed before each Alderman and affixed to resolution, and on file with the City C1erk.0 The Mayor put the question and Alderman Wolf requested that the bill of Auto Parts for a total of $60.31 be withheld for his investigation. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Auck, Prickett, Dahl, Blume, and McKay. The Clerk read the report of Flan Commission on Iee Street Alley. The motion was made by Alderman Wolf and seconded by Auck to concur in the report and take action to establish the alley. On motion by Alderman Jacobs and seconded by Dahl the matter was referred to the Municipal Development Committee. ADOPT LIQUOR ORDINANCE. 12 CLASS A AND 5 GLASS B LICENSES. The Clerk read for second reading the following proposed ordinance entitled: AN ORDINANCE AMENDING SECTION 9 OF AN ORDINANCE ENTITLED "AN ORDINANCE REGU— LATING THE SALE OF ALCOHOLIC LIQUORS IN THE CITY OF DES PLAINES, PASSED DECEMBER .15, 1941 AS AMENDED" ' BE IT ORDAINED BY THE CITY COUNCIL of the Des Plaines, Cook County, Illinois: City of Des Section 1. That Section 9 of an Ordinance entitled "An Ordinance Regulating the Sale of Alcoholic Liquors in the City of Des Plaines, Passed December 15, 1941 as Amended", be amended to read as follows: Section 9. Limitation There shall not be more than twelve (12) Class "A" licenses and Five (5) Class "B" licenses issued and outstanding during any one calendar year. Adopted by the City of Des Plaines on the day of ,1953. VOTE: AYES NAYS APPROVED: City Clerk Mayor The motion was made by Alderman Wolf and seconded by Hansen to adopt the ordinance. The motion was then made by Alderman Dahl and seconded by Jacobs to table the ordinance until next meeting and the Mayor appoint a special committee to investi— gate the rumors regarding the party intending to purchase a license. The Clerk reported two letters received rom State Highway Department on traffic items. The Mayor ordered them placed on file. FIRST READING ORDINANCE VACATING EASEMENT IN OAKTON GARDENS. The Clerk read for first reading the following proposed ordinance entitled: AN ORDINANCE VACATING THE 33 FOOT EASEMENT IN OAKTON GARDENS, DES PLAINES, ILLINOIS 1 10-7-53 FIRST READING ORDINANCE V;ACATIN$B EASEMENT IN OAKTON GARDENS (Continued) The Mayor referred the ordinance to the Municipal Development Committee. (PLAN COMMISSION RECOMMENDATION. The Clerk read the following letter: Mayor and City Council - De s Plaines Illinois October 1,1953 RE: Street Widening and Improvement Program Following are the initial stages of the recommendations of the Plan Commission 0-4 •� on street -widening and improvement program, listed in the order of their importance we believe: 1 THACKER - from Second to River Road GRACELAND - from Thacker to Oakwood and FIRST AVENUE - from Oakwood to Walnut PARK PLACE - from Lee to Pearson PRAIRIE - from Second to First Avenue GRACELAND - from Miner to Rand Road MINER - from Graceland to the *Northwestern freight station siding *It is our suggestion to first'prevail upon Northwestern to remove their freight car sidings and locate them in their coach -yard area thereby eliminating unsight- liness. The removal of these tracks would permit widening Miner Street to the southwest permitting the retention of four-way traffic and still allow parallel parking adjacent to the commercial property on the northeast side of the street. Along with this street widening program, it is suggested that sidewalks and curbings be established from Graceland to the above-mentioned Northwestern freight station siding; also, space vacated by the removal of siding tracks could be planted with shade trees and lawns to greet visitors to Des Plaines. SMAAGE REQUEST FOR YELLOW FLASHER LIGHT ON-THACKER STREET AT JUNIOR HIGH SCHOOL. %he Mayor referred the letter to Street Committee. AMBRESS BRICK COMPANY TO PRESENT TRI -COLOR FLASH LIGHTS TO THE POLICE AND FIRE DEPARTMENTS. The Clerk read a letter of the presenting of six flash lights to the Police and Fire Departments and the Mayorts thank you letter to the Company. DES PLAINES GARDEN CLUB LETTER REQUESTING FUNDS FOR SHRUBS AND FICWERS IN RAILROAD PARK. The Clerk was instructed to reply that the Council would • consider the item in the appropriation for 1954. 1.02 10-7-53 PETITION FOR ANNEXATION ON OAKTON STREET. The Mayor referred the petition to the Municipal Development Committee.. On motion by Alderman Jacobs and seconded by Dahl the placing of a sign on Miner -Lee traffic light was referred to Traffic Commission. The Clerk was instructed to inquire of Traffic Conhmission regarding the parking on Thacker and Second Avenue which they had tabled. On request of Alderman Auck the Mayor appointed Alderman McKay, Behrel and Schallawitz as a Committee to investigate and recomi{iend an ordinance for employee's sick leave. THE FOLLOWING THREE ORDINANCES HAD FIRST READING: AN ORDINANCE TO PROHIBIT PARKING ON THE EASTERLY SIDE OF PARTS OF TRE STREET AN ORDINANCE TO PROHIBIT PARKING ON EITHER SIDE OF THACKER STREET FROM TFF STREET TO PEARSON STREET IN THE CITY OF DES PLAINES,ILLINOIS AN ORDINANCE TO PROVIDE FOR STOP SIGNS AT PEARSON AND THACKER STREETS The Mayor ordered the ordinances placed on file for second reading. ADJOURNMENT. The motion was made by Alderman Wolf and seconded by Hansen to adjourn. Henrich City C 'erk MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, MONDAY, OCTOBER 19, 1953, AT 8:00 P. M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided with Alderman Hansen, Schubert, Tures, Schallawitz, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and'McKay responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Hansen and seconded by Prickett to approve the minutes of October 7, 1953. Two corrections were requested and_with corrections made the motion was approved by acclamation. OFFICIAL REPORTS. The Clerk submitted the report of City Treasurer for September and the Clerk's nine month report of receipts and disbursements. Alderman Wolf and Jacobs made their appearance at this time. Engineer Fletcher reportthe widening of Prairie Avenue at First Avenue at a cost of ed $900.00 was referred to the Stredt and Finance Committees. Mr. Hayden's request for water was referred to the Water Committee. Alderman Dahl reported•on two County Zoning notices to be held October 30, 1953. On motion by Alderman Davis and seconded by Blume, the Clerk was instructed to write a letter to the County Zoning Board objecting to rezoning in Elk Grove Township and a copy to be sent to the Mount Prospect Village Board.
