An Ordinance Relating to Local Civil Defense. The Clerk read for.
the first reading the following ordinance entitled:
AN ORDINANCE RELATING TO LOCAL
CIVIL DEFENSE.
The Mayor referred the ordinance to the Police Committee.
Alderman Auck reported he had receive, complaints about the "S" turn sign
on Mannheim Road south of Oakton Street. The.Clerk was instructed to write to the
Highway Department.
Alderman Auck presented a petition of property owners on Ash Street
between Prospect and Howard Streets regarding the rededication of the 92 feet street
to a 66 foot street and to have the City Engineer to furnish estimates on a black
macadam street with curbs and gutters. The Mayor referred the petition to the
Street Committee, City Engineer and Plan Commission.
The motion was made by Alderman Auck and seconded by Jacobs that the
Council discuss the purchase of street sweeper. After discussion the Mayor put
the question and the Clerk called the roll with the following result: byes:
Alderman Hansen, Schallawitz, Jacobs, Auck and Dahl. Nays: Alderman Schubert, Wolf,
c Tures Behrel, Harm Prickett, Blume, Davis and McKay. The Mayor thereupon declared
the motion lost. The Council is to discuss this at the September 15th meeting
‹t after the Sanitation Committee meeting.
Adjournment. The Mition was made by Alderman Blume and seconded by
Sehallawitz to adjourn. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried.

HELD IN THE COUNCIL CHAMBERS, CITY
HALL, DES PLAINES, ILLINOIS,
SEPTEMBER 21, 1953, AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who
presided with Alderman Hansen, Schubert, Wolf, Tures, Schallawitz, Jacobs,
Behrel, Harm, Auck, Prickett, Blume, Davis and McKay responding to roll call.
Alderman Dahl was absent.
APPROVAL OF MINUTES. The motion was made by Alderman Auck and
seconded by Prickett to approve the minutes of September 8, 1953. Alderman
McKay requested a correction on the motion "Restriction on Reissue of Licenses"
that Alderman McKay made the motion and Davis the second. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried with
correction made.
Alderman Wolf, Chairman of the Building and Mobile Equipment
Committee reported that he had a representative of both the Wayne and Elgin
Sweepers present to explain about their sweepers. The Mayor informed Alderman
Wolf that as the Council had met as a Committee of the Whole the correct procedure
was to report on that meeting. Alderman Wolf then reported that the majority of
the Council had voted to recommend the purchase of the Elgin Sweeper. The motion
was then made by Albrman Hansen and seconded by Schallowitz to concur in the
recommendation of the Council Committee of the Whole that the Elgin Sweeper be
purchased. The Mayor put the question and the Clerk called the roll with the
following result: Ayes: Alderman Hansen, Schubert, Tures, Schallawitz, Jacobs,
Behrel, Auck, Prickett, Davis and McKay. Nays: Alderman Wolf,Harm and Blume.
The Mayor thereupon declared the motion carried.

Alderman Hansen reported the following on petition of Ash Street
property owners to rededicate and pave street.* On motion by Alderman Hansen and
second by Tures the report was concurred in.
Alderman Auck reported that the rules and regulations of the Fire
and Police Commission regarding the Fire and Police Departments were in need of
change due to new legislation. The Mayor referred the item to the City Attorney
and the Fire and Police Commissioners.
Alderman Auck, due to an article in a local paper regarding a report
of 1951 regarding the City Fire Insurance rates, reported of meeting he and Engineer
Fletcher has with the Underwriters. He also read the following letter:

We have reviewed the prints of the water supply system of the City of
Des Plaines showing proposed improvements which include additional water softening
facilities, wells, primary and secondary feeder mains and an elevated storage tank
of 1,000,000 gallons capacity.
Our engineer Mr. L. H. Smith informs me that he
these proposed improvements with you and Alderman Auck.
had recently discussed
With the extensive development taking place in the south and west
portions of the city the proposed main installations along with the elevated
storage would materially strengthen the supply in this area as well as improve
the supply to other sections.
We also consider the additional proposed wells and softening
facilities a wise move in keeping your supply abreast or a little ahead of your
constantly growing demand.
Consequently we concur with the proposed improvements and are
returning one print, retaining the other for our files.
Please feel free to call on us for any assistance we may be able to
give you.

# Your Committee on Streets, Engineer & Plan Commission has investigated the
petition and in joint meeting with the Plan Commission, your Committee on streets
and the Engineer see no objection to paving thirty (30) feet in center instead of
having existing center parkway. The Plan Commission's opinion is that nothing of
benefit to property owners can be accomplished by rededicating the property as
the ultimate goal can be accomplished without rededication. We, yourCommittee on
Streets, Engineer and Plan Commission, therefore recommend that the paving etc. be
discussed with the property owners petitioning and see what they wish to contribute
and the subject held in abeyance for further report.

We further recommend that starting at once, and continuing at least
d once a month through February, the Supt. of Public Works make, or cause to be made,
a check of the quantities of waste offered for collection by the various businesses,
Q in an effort to determine whether the charges being made against individual estab-
lishments are relatively fair, or if any individual charges should be incfeased or
decreased, or if the basis for charging should be changed. The Supt. of Public
Works should also endeavor to gather and record additional data as to labor costs,
equipment or material costs, which he feels might be helpful to the Committee on
Sanitation, including as far as possible, and with the assistance of the City
Clerk, detailed costs and receipts for 1953, including tax monies received from and
also tax assessment figures for, the business establishments subscribing to the
collection service.

Alderman McKay reported the following:
Des Plaines, I11.,Sept. 21, 1953.
Mayor and City Council:
With reference to the matter of increasing the fee charged business
establishments in Des Plaines for the collection and disposal of excess refuse. By
"excess" refuse is meant the quantity in excess of the amount considered reasonable
for the charge received through tax, approximately $11.82 per $1000.00 of tax
money in 1952.
Based on 1952 figures in possession of your Committee, also conference
with the Supt. of Public Works, and further consideration since session of Committee
of the Whole on Sept. 15th, the following recommendations are submitted to this
Council meeting.
That the fee to business establishments, for the collection of
disposal of excess waste material, i. e., garbage and/or rubbish, be increased
effective October 1st by 65% of the fee currently charged. This increase to be
effective for a trial period of six months.
• Your Committee requests that report be made by the Supt. of Public
Works on March 1st next so that it can be determined whether there should be any
change in the charge effective April 1, 1954, or if the charges assessed during the
trial period should be continued, or if these extra collections from businesses
should be dicontinued.
Your Committee also recommends that the Council give consideration
to the possibility and advisability of increasing the City tax levy for the
collection and disposal of garbage.
Your Committee, and we are sure this goes for the entire Council,
has no wish to over -charge the business houses for this extra collection service.
On the other hand we believe the business men are willing to pay a fair charge for
this service, which definitely is a legitimate expense incidental to the operation
of their businesses.

Dear Mr. Meyer:
May I suggest that Mr. Cecil A. Payne of 1455 Campbell Avenue,
Des Plaines be appointed to the Electrical Commission to fill the vacancy caused
by the death of Mr. Hale W. Olson.
Mr. Payne has been contacted about this position and is willing to
accept it if he be appointed. He has been highly recommended by Mr. M. Klump of
the Public Service Company.

On motion by Alderman Tures and seconded by Davis the Council approved the appointment.
The Mayor informed the Council that Mr. E. A. Herzog would like to
meet with the Council to discuss another annexation of Oakton Street property. On
motion by Alderman Wolf and seconded by Tures the Mayor is to set a date for a meeting.
On Motion by Alderman Auck and seconded by TureJ the Superintendent
of Public Works is to install "No Through Truck" signs on Prospect and Everett Streets.
The Mayor reported about the Ise Street Zoning Tuesday, September 22,
1953, and thought the hearing should be dismissed. On motion by Alderman Auck and
seconded by Wolf the hearing is to be dismissed. The motion was then made by
Alderman McKay and seconded by Schubert to draft a resolution too the Zoning Board
for the rezoning. After discussion the motion was withdrawn and the City Attorney
was instructed to draft a resolution.
Alderman Davis inquired about what happened reg.rding the alley back
of the property on the east side of lee Street south of Des Plaines Avenue. After'
discussion the item was referred to the Plan Commission.
Alderman Prickett reported of damage being done to homes on Algonquin
Road from heavy trucks. The Clerk was instructed to write to the Highway Department
to place 10 Ton Lead limit signs on Algonquin Road from Des Plaines Avenue to lee
Street, on motion by Alderman Hansen and seconded by Prickett.
Alderman Hansen reported of receiving a letter rom Superintendent of
Schools L. Smaage about Jefferson Street being one-way street. It was decided not to
take any action at present.
The motion was made by Alderman Hansen and seconded by Auck to purchase
the Elgin Street Sweeper at the price of $9,325.00 or less. The Mayor put the question
and the Clerk called the roll with the following result: Ayes: Alderman Hansen,
Schubert, Tures, Schallawitz, Jacobs, Behrel, Auck, Prickett, Davis. Nays: Alderman
Wolf, Harm, and Blume, and McKay. The Mayor thereupon declared the motion carried.
On motion by Alderman McKay and seconded by Schallawitz the Committee on
Building and Mobile Equipment was instructed to get prices on garbage trucks.
Superintendent Warnicke asked permission to attend the Superintendents
Convention in New Orleans stating he would present an itemized expense account. On
motion by Alderman McKay and seconded by Tures permission was granted.
ADJOURNMENT. The motion was made by Alderman Auck and seconded by
Behrel to adjourn the Council to Wednesday, October 7, 1953, at 8:00 P.M. The motion
was voted upon by acclamation whereupon the Mayor declared the motion carried.
