Alderman Prickett told -the Council he made a report at the last meeting that they were going to demolish the building and the Committee intended to wait until October to see what action would be taken. The meeting was called to order by Mayor Kenneth G. Meyer who presided m with Alderman Hansen, Schubert, Tures, Schallawitz, Jacobs, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis and McKay. responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Hansen and seconded by Schallawitz to approve the minutes of August 17, and special meeting of August 24, 1953, Alderman McKay requested a correction to add, "the Council as a committee of the whole", regarding the street sweeper. The motion was voted upon by acclamation with correction made whereupon the Mayor declared the motion carried. 1 1 OFFICIAL REPORTS. The Clerk submitted the reports of City Treasurer, Clerk and Building Commissioner for August. Alderman Jacobs reported on attending Cook County Zoning hearing regarding rezoning application at Mount Prospect Road and Oakton Street and said that he saw no objections as far as the City was concerned. Alderman Wolf appeared at this time. Alderman Prickett made a report on nursery at 1366 Perry Street and the Mayor referred the matter back to his committee after Alderman Hansen reported it was a zoning violation. Alderman Prickett made a report on Johnson's Restaurant.sign application and on motion by Alderman Prickett and second by. Hansen application for sign was approved. Alderman Auck said he had a report on Police Department on which he had given the Department a clean bill of health but which he would discuss with the Council at a Committee meeting. Alderman Blume reported that he had a meeting with a.reptesentative of Manilow Construction and that thq would perhaps help pay for expense of replacing the sewer pump in their subdivision. After a discussion on cost of installing new pump, the motion was made by Alderman Blume and seconded by Schallawitz to purchase a pump not to exceed $4,900.00. The Clerk read the following report of Traffic Commission: September 2, 1953 Mr. Otto Henrich, City Clerk City Hall Des Plaines, Illinois Dear Sir: With reference•to a committee report dated August 3, suggesting No Parking on Miner Street north side Busse to Garland Place and south side from Mason Lane, we are of the opinion that no changes should be made. 88 9/8/53 Traffic Commission Letter Continued: Four Lanes of traffic in this location, in place of two would create a bottle neck, west bound at the river bridge and east bound at Mason Lane. It also may have a tendancy'to _create :a speed way in th±s long block. We have also examined parking on the north side of Prairie Avenue both west of First Avenue and east of Second Avenue where we find autos park on the parkway, and some protuding on to the pedestrain walk. If you are considering the widening of Prairie Avenue, west of First Avenue, in 1954, we recommend no changes which would create additional expense. He explained the four ordinances that were up for second reading. The attorney for the liquor Dealers Association spoke against food store receiving a liquor license, and four persons representing Methodist Church organizations, Reverend.Wayman, Howard Clement, Mrs. F. Bucholtz representing the Temperance Union 0.so spoke objecting to increase of license. The following spoke in favor of granting license to Parky's Beer Delivery commenting on the good character of Mr. and Mrs. Gillespie, the owners: Mr. Dimattio, Bradley, Wright, Darmstadt and Mrs. Goebel who resides next door to Packy's Store. Alderman McKay reported he had received information that the odor from Weller Creek was due to Arlington Heights putting their raw sewerage in the Creek while some Change was made on their sewer treatment plant. On motion1r Alderman McKay and second by Davis the Clerk was instructed to write to the State Sanitary Water Board and Mr. Leland of Chicago Sanitary District, Also to the Weller Creek Drainage District to have the Creek dragged to remove sludge. Swift Property Rezoning Application: The Clerk read an application for rezoning from Single Family to Duplex at 906 to 938 Algonquin Road. On Motion by Alderman Tures and second by Schallawitz the application was referred to the Zoning Board of Appeals sitting as a Commission to call a hearing. Resolution. The Clerk informed the Council he had received a permit from the Sanitary District requested by Eli N. Fletcher for construction of 8 inch sanitary sewer in Park View Lane. On motion by Alderman Hansen and second by Schubert the Mayor and Clerk were authorized to execute the permit. Petitions of B. & B. Produce Company. The Clerk read two petitions requesting permits for electric lights and a tent on the property on the North- west corner of Des Plaines Avenue and Touhy Avenue. Alderman Prickett informed the Council that the Building Control Committee had instructed Mr. Rieck not to issue the permits. On motion by Alderman Dahl and second by Blume the request was denied. On motion by Alderman Davis and second by Schubert the City Attorpey was to be instructed to draft an ordinance that no business license be issued where there is no building to store the merchandise. The Clerk read a letter from Superintendent L. Smaage that the Board of Education would contribute $200.00 if the Herzog-Kunze Case would be appealed. 9/8/53 An Ordinance Relating to Local Civil Defense. The Clerk read for. the first reading the following ordinance entitled: AN ORDINANCE RELATING TO LOCAL CIVIL DEFENSE. The Mayor referred the ordinance to the Police Committee. Alderman Auck reported he had receive, complaints about the "S" turn sign on Mannheim Road south of Oakton Street. The.Clerk was instructed to write to the Highway Department. Alderman Auck presented a petition of property owners on Ash Street between Prospect and Howard Streets regarding the rededication of the 92 feet street to a 66 foot street and to have the City Engineer to furnish estimates on a black macadam street with curbs and gutters. The Mayor referred the petition to the Street Committee, City Engineer and Plan Commission. The motion was made by Alderman Auck and seconded by Jacobs that the Council discuss the purchase of street sweeper. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried with correction made. Alderman Wolf, Chairman of the Building and Mobile Equipment Committee reported that he had a representative of both the Wayne and Elgin Sweepers present to explain about their sweepers. The Mayor informed Alderman Wolf that as the Council had met as a Committee of the Whole the correct procedure was to report on that meeting. Alderman Wolf then reported that the majority of the Council had voted to recommend the purchase of the Elgin Sweeper. The motion was then made by Albrman Hansen and seconded by Schallowitz to concur in the recommendation of the Council Committee of the Whole that the Elgin Sweeper be purchased.
