The meeting was called to order by Mayor Kenneth G. Meyer who presided with Alderman Hansen, Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Auck, Dahl, Blume, Davis, and McKay, responding to roll call. Alderman Prickett was absent. Li a n Approval of minutes The motion was made by Alderman Auck and seconded by Schallawitz to approve the minutes of July 20, 1953. Alderman eJt�, Auck requested three corrections to be made in the minutes regarding the motion on to table the drafting liquor ordinance. TO take out the end of sentence "to seperate the two items". To correct his vote whichmae dye. The item on purchase of purchase of turbine to change the wording to "did not want to take time to advertise for bids due to an emergency. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried with correction made. 4'• Reports of City Officials The Clerk submitted the reports of Building Commissioner and City Clerk for July. Alderman Dahl reported he was at City Hall to attend the County Zoning hearing but found it had been posponed and the rezoning withdrawn. But he had received no notice of posponement. Approve Jannusch River Street Plat. Alderman Dahl reported that the Municipal Development Committee found the Jannusch plat in order and recommended the approval. The motion was made by Alderman Dahl and seconded by Jacobs to concur in the recommendation. Nays: None. The Mayor thereupon declared the motion carried. State agreement for Maintenance of City Streets Alderman Hansen reported that the Street Committee had investigated the agreement. The motion was made by Alderman Hansen and seconded by Dahl that the Mayor and City Clerk be authorized to sign the agreement. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Auck, Dahl, Blume, Davis and McKay. Nays: None. The Mayor thereupon declared the motion carried. Alderman Hansen reported that Council concur in the Traffic Commission report Park Place and Jefferson Street and the suggestion of the Fire Chief that there be no parking on the north side of Jefferson. Street from Lee to Pearson Street. On motion by Alderman Hansen and second by Schubert the council concurred in the recommendation and the City Attorney instructed to draft an ordinance. Alderman McKay reported he had confered with the Superintendent of Public Works and City Clerk who have made some recommendations for the Sanitation.Committee and would report further after a Committee meeting. Alderman Blume reported that the sewer pumps on Algonquin Road have proved inadequate to pump the sewerage from the garbage disposals in the Ma:ailow Subdivision which is serious item but that they were investigating to see what improvements are to be made. 74 8/3/53 Traffic Commission Report The Clerk read the following report:' August 1, 1953 Mr. Otto Henrichs, City Clerk Municipal Bldg., Des Plaines, I11. Dear Mr. Henrichs: In reply to the three Committee Reports sent to us, dated July 6, July 20, and July 20, we wish to report as follows: We ask the Council to consider and analize the following suggested route serving the West Side and Cumberland, in lieu of the route which is now being contemplated; use Prairie Ave. west -bound to Wolf Road, and north to Cumberland Circle, returning on Wolf to Greenview Avenue., use Greenview Ave., east to Second, Second south to Prairie, and Prairie Ave. east over the Soo Line Railroad. Action on the one-way alley from Eighth to Cornell, running parallel to State Street, in Cumberland, was tabled for further study, and we suggest that the Council have the condition investigated by the Police 'Department, and that they approach any reckless motorists. We suggest that the Council have the two only Parking Meters removed from the east side of Lee Street, south of Ellinwood St., and that a third traffic lane be painted from the alley to Ellinwood Ave., marked "Right Turn Only" with all parking prohibited. The request to investigate the parking on the both•sides of Thacker Street, between Second and Third Aves., was tabled for further investigation. We suggest to the Council that they permit no parking.on Thacker Street, at any time, between Lee Street and Pearson Street. We also suggest that they have a Stop Sign errected at the end of Pearson Street, before they enter Thacker Street. Respectfully yours, V.L. The Clerk read for first reading the following proposed ordinance entitled: AN ORDINANCE TO PROHIBITaPARKING ON THE: S0I1TH SIDE OF MINER STREET WEST OF MASON LANE The motion was made by Alderman Jacobs and seconded by Behrel to suspend the rules and adopt the ordinance. The Mayor put the question and after discussion the motion to suspend the rules was withdrawn. After confusion of motions it was finally refered to the Traffic Commission for study for no parking on the south side of Miner Street from Mason Tare to Busse Highway and on the north side of Miner from Garland Place to Busse Highway. First reading of ordinance parking on Lee Street from Prairie to Thacker The Clerk read for first reading the following proposed ordinance entitled: AN ORDINANCE TO RESTRICT PARKING ON LEE STREET FROM PRAIRIE AVENUE TO THACKER STREET The Mayor ordered the ordinance placed on file for second reading. Alderman Jacobs requested the City Clerk write again to the State Highway Department about sign at underpass. The Alderman also read a letter regarding an article in the Sun Times on Suburban Towns water supply and suggested the local publishers print the article in their papers. Alderman Auck suggested the Council should adopt regarding the elimination of curve at underpass. a resolution Koehler Bros. awarded bid on gasoline. On motion by Alderman Behrel and sec4nd by Tures the Clerk was instructed to open the bids on gasoline. The following bids were received: Tank Wagon Price Plus Koehler Bros .017 Gniot Bros .02 Lutz Service Station .022 E. & L. Texaco Service .037 Cumberland Service Station .04 Cents A bid was received from Marland Oil Co. to install and furnish tank with tank wagon price. Mr. Olson of the Texaco Co. was granted permission to speak regarding the bidding on the gasoline. The Mayor then refered the bids to the Finance and Mobile Equipment Committees. The Mayor declared a recess and after reconvening Alderman Behrel reported that they decided because there was no contract at present the bid would be awarded to Koehler Bros. for nine months to May 1, 1954. He said Alderman McKay did not agree but that they would investigate regarding the installation of a tank at that time. The motion was made by Alderman Behrel and seconded by Jacobs to award the bid to Koehler Bros. for nine months to May 1, 1954. The Clerk informed the Council he had received a letter approving the proposed water main extension on Cedar Street. The Clerk read for first reading the following four proposed liquor ordinances. Package Beer License Classification of Licenses Limitation of Licenses Restriction on Reissue of Licenses On suggestion of the Mayor who will be away on vacation the August 17th meeting, On motion by Alderman Hansen and second by Tures the ordinances are to be defered to the September 8, 1953 meeting. Francis Haag appointed firemen. The Clerk informed the Council Francis Haag was appointed fireman effective August 1, 1953. On motion by Alderman Wolf and second by Jacobs the matter of installing some parking meters at the north side of the parking lot at Pearson and Prairie Avenue was referred to the Traffic Commission. On motion by Alderman Hansen and second by Wolf the request by. Engineer Fletcher to purchase two traffic standards at a cost of $515.65 for Ash and Mannheim was approved.
