Alderman Dahl presented arplat of lot 12 in Welwyn Subdivision
regarding a building permit. The Mayor refered the plat to the Building
Permit Committee.
On motion by Alderman Wolf and second by-Behrel the Council requested
that bids be, advertised for repairing .streets with Motor fuel Tax Funds and
bids to be returned by July 6, 1953 meeting
Approval of Bills Alderman Behrel, chairman of the Finance Committee
presented the following proposed resolution:
BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE
FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK
BE AND ARE HEREBY AUTHORIZED TO MAKE
PAYMENT FOR SAME.

and on file with City Clerk.) Alderman Auck questioned about the bill of
Bending Plaque. He said that Ite had reported that first the plaque was to
cost $45.00 and then that Alderman Davis was having made without cost. Alderman
c Auck,requested the bill with drawn and investigated by theFinance Committee.
On motion by Alderman McKay and second by Dahl the bill was with -drawn. The
motion was then made by Alderman Behrel and second by McKay to adopt the
resolution with American Bronz Co. bill withdrawn. The Mayor put the question
.t!t and the Clerk called the roll with the following result: Ayes: Alderman
Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Auck, Prickett,
Dahl, Blume, Davis and McKay. Nays:None/ The Mayor thereupon declared the
motion carried.
Mr. Payne of Manilowes Subdivision was allowed to speak regarding
the Telephone Co. not installing phones. The Mayor refered the item to the
Municipal Development Committee.
Alderman Jacobs reported about weeds in vacant lots, Superintendent
Warnicke said they were starting to cut the weeds.
Alderman Auck refered to a sick leave ordinance which was in an
issue of the Illinois Municipal League Magazine. That the Police and Fire
Departments were considering such an ordinance and thought the Council should
consider an ordinance for all City employees.
Adiournment. The motion was made by Alderman Schallawitz and
second by Tures to adjourn. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried and the meeting regularly adjourned.

Call to Order. The meeting was called to order by Mayor Kenneth G. Mayer
who presided with Aldermen Hansen, Wolf, Tures, Schallawitz, Harm, Auck, Prickett,
Dahl, Blume, Davis and McKay responding to roll call.
Approval of Minutes. The motion was made by Alderman Davis and
seconded by Schallawitz to approve the minutes of June 15, 1953, after a
correction was made that Alderman McKay made the motion which was seconded
by Dahl to amend the motion that the citizens be notified of time of spraying.
The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried.
Official Reports. The Clerk submitted the reports of City Treasurer,
Clerk and Building Commissioner for June. Also, a six month report of Fire
Department calls from Marshall Kolze.

Skokie Valley Asphalt Company awarded bid. Engineer Fletcher
recommended that the Skokie Valley Asphalt to be awarded the bid on non -
arterial streets repair at a cost of $1.,378.32. The motion was made to
approve the recommendation by Alderman Hansen and seconded by Wolf. The
Mayor put the question and the Clerk called the roll with the following
results: Ayes: Alderman Hansen, Wolf, Tures, Schallawitz, Harm, Auck,
Prickett, Dahl, Blume, Davis and McKay. Nays: None. The Mayor thereupon
declared the motion carried.
Traffic Commission Report. The Clerk read the following report:

Dear Mr. Henrichs:
In repley to your Committee report dated June 15th relative to one-way
traffic on Park Place and Jefferson St., we wish you would report to the
City Council that we would reverse our suggestion of last Month, that the
Chief of Police make a thirty day test on Park Place, one way, west bound
from Pearson to Lee St., and one-way, east bound on Jefferson St. from
Lee to Pearson St.
We wish to advise that our previous recommendation was not based on a
unanimous opinion, but that we presented the suggestion for trial purposes
only, mane],y because of the Chicago Motor Club recommendation and had it
proved unsuccessful, our recommendation could have been reversed.
We also wish to recommend to the Council that they have the Superintendent
mark proper parking lanes, suitable for use on the south curb of Park Place,
adjacent to the Bowlling Ally.

Plan Commission Report County Forest Preserve Plat for dedication
of Thacker and Ashland Avenue. The Clerk read the following report:

Your Committee on Plan Commission has investigated the above and has found:
That as this is Forest Preserve property, it is only a matter of notification
to the City of Des Plaines of their action.
The property owner of the property ajoining these street, and through which
he will have ingress to his property, appeared before your Plan Commission
with the request that we at least acknowledge this action by the Forest
-Preserve, as this seems the only action necessary. We have made a notation
on the original tracing, that we acknowledge this dedication.
We, your Committee on Plan Commission, therefore recommend: that any further
action other than the acknowledgement is not necessary.

has found:
That to require this party to construct a drive to Des Plaines Avenue
would be an injustice to him. It would be extremely hazardous to enter onto
Des Plaines Avenue, the layout of the building and shape of the lot are such that
it would be better all around to enter the drive on Welwyn Avenue.
We, your Committee on Building Control and Inspection, therefore recommend:
That the request for variance be granted the petitioner to constructa car port
adjacent to the west side of the building on Lot 12 and be permitted to construct
his driveway to enter on Welwyn Avenue.

Alderman Hansen reported need of . new garbage trucks. The
Mayor referred
1.0 to the Mobile Equipment to investigate type of trucks to be purchased.
b°7-* Alderman Hansen reported on school traffic lights. The Mayor referred
the item of purchase of lights to Finance Committee and City Engineer.
The Mayor instructed the City Attorney to draft an ordinance for parking
of cars on the odd numbers of streets on the odd numbered years and even numbers
on even numbered year.
Alderman Blume referred to a letter received by the City Council from
R. Himel on Weller Creek sewerage. He informed the Council that the sewers
have all been connected to the County interceptor sewer. Alderman Davis requested
that the Clerk write the Weller Creek Drainage District Trustees to have the
sludge cleaned out of the creek.

State Highway letter. The Clerk read the following letter:

This is in reply to your letter of June 2nd, regarding several traffic
matters in the northwest section of your City.
We have recently painted a reflectorized center line through the
underpass on Northwest Highway and the Soo Railroad. The highway is adequately
signed with 36 inch reflectorized reverse curve signs. The flood lights are
working and it seems that cars involved in accidents must bd exceeding the
posted speed limit. We will, however, erect a 36 inch "Slippery When Wet"
sign in the near future.
At Graceland and Rand Road, additional "Side Road" signs will be

We feel that the erection of the additional signs should provide a
safe condition if motorists observe the posted limits.

Des Plaines, Illinois
Gentlemen:
On August 2, 1948, a letter was received from the Zoning Board of
Appeals regarding the variation from single family to multiple families for
a period of five years and that upon the receipt of a petition of the home
owners it may be extended up to another five years in the Des Plaines Veterans
Homes, Welwyn Subdivision.
The Council adopted an ordinance on September 27, 1948, to permit
duplex use of buildings for a period of five years. Therefore, September, 1953
this variation will expire.

Alderman Tures reported on new well and Engineer
it did not effect the other wells when being pumped.
Fletcher said
Alderman Dahl requested that the time of sprinkling should be for
three hours. On motion by Alderman McKay and second by Hansen it was referred
to the Water Committee.
Alderman Behrel made his appearance at this time.
Plan Commission letter. A letter from Chairman E. C. Knocke, Chairman
of the Plan Commission, requesting a change in Section 212.6 entitled "Final
Plat" to read "Five black and white prints" instead of one blue print, was
read by the Clerk. The Mayor referred the letter to the City Attorney to draft
amending ordinance.
Petition from people on Greenview Avenue objecting to buses on that
street was read by the Clerk. Mr. Habben, 858 Greenview Avenue representing
the petitioners was allowed to speak. The Mayor referred the petition to the
Traffic Commission with instruction to notify Mr. Habben of their meeting.
Alderman Blume reported about paper being thrown around the vacant
lots by the Insulation Company on Oakton Street. The Mayor ordered Chief
Wigham and Kolze to investigate.
Alderman Auck reported poor condition of some septic tanks in Oakton
Gardens. Mrs. Willer is to be instructed to investigate.
Alderman Dahl suggested a five minute recess for the Water Commission
regarding sprinkling. On motion by Alderman Auck and second by McKay the
Mayor declared a recess. After reconvening on motion by Alderman Dahl and
second by Blume, Superintendent Warnicke is to be instructed to allow
sprinkling from 9 P.M. to 12 P.M., if in his opinion there is sufficient
water.

to be advertised for water main on Birch Street, S. A. No. 162, bids to be
in July 20, 1953 meeting.

Reports of City Attorney. The City Clerk read the following reports:

Honorable Mayor and City Council, City of Des Plaines, Des Plaines, Illinois
Gentlemen:
This is to advise you of the present status on the acquisition of the
land for Parking Lot No. 2. You will recall that this property on Prairie
Avenue could not be acquired by negotiation. and that some time ago we filed
a suit in the Circuit Court of Cook County to condemn the land.
During the spring, there were two traverses filed by opposing
lawyers to this condemnation action. Without attempting to get into technical
detail, a traverse, in substance, challenges our legal right to proceed with
a condemnation suit and requires us to prove every single step and condition
required for condemnation.
Because of delaying tactics of the opposing attorneys and because of
the crowded conditions of Judge Normoyle's calendar, it took ten separate
appearances running from April 9th through July 8th to get the traverses set
for hearing and then heard and argued.
On July 8th, Judge Normoyle overruled the traverses deciding all
issues in favor of the City. Unfortunately, this does not conclude the
condemnation suit, but merely completes trial of legal issues. We must now
have a trial set before a jury to determine the value of the land.
Because of adjournment of the courts for summer vacation, I will not
be able to set this case for hearing before a jury until the fall.
