MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL,
DES PLAINEST ILLINOIS, HELD IN THE COUNCIL
CHAMBERS MONDAY,. JUNE 15. 1953. at 8:00 P.M.
Call to order. The meeting was called to order by Mayor Kenneth G.
Meyer who presided with Alderman Schubert, Wolf, Tures, Schallawitz, Jacobs,
Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis, McKay responding to roll call.
Approval of Minutes. The motion was made by Alderman Schallawitz,
and seconded by Behrel to approve the minutes of the adjourned meeting May 25,
and regular meeting Jund 1, 1953• The City Clerk called attention to an error
at the. bottom of Page 2 of the June 1, 1953 minutes. The "ayes" and "nays"
should be reversed to show the motion to table was lost. TTe motion was
voted upon by acclamation whereupon the Mayor declared the motion carried,

.Official Reports. The Clerk submitted the reports of City Treasurer
and Nurse and Welfare for May.
Alderman Auck reported' on the meating of the Police Commnittee,
Fire and Police Commission and the members of the Police Department. He
reported that the policemen made some good recommendations regarding traffic.
The Mayor said the Council could benefit by attending the next meeting of the
group. •
The motion was made by Alderman Davis and seconded by Schubert
that the Fire and Police Commission be notified to certify another fireman..
The motion was voted upon ry acclamation whereupon the Mayor declared the
motion carried.
Wellace and Tiernan Co. awarded bid on chlorinators. The motion
was made by Alderman Tures and seconded by Harm that the bid be awarded to the
Wallace and Tiernan Co. for two chlorinators at a price of $1,948.00 each.
The Mayor put the question and the Clerk called the roll with the following
result: Ayes: Alderman Schubert, Wolf, Tures, Schallawitz, Blume, Jacobs,
Behrel, Harm, Auck, Prickett, Dahl, Davis, and McKay. Nays: None. The
Mayor thereupon declared the motion carried.
Alderman Auck made the following report on the Bending Memorial
Plague:, Your,Committee on. Bending Memorial has completed this assignment
and reports:
A.)) A design for the memorial plaque was developed by the chairman and approved
by the committee.
B.) A price of $45.00 to make same was made by a Chicago concern b'gt
Alderman Davis stated that he could procure it without Cost'to the City
via his business connections, therefore
C.) Alderman Davis caused the plaque to be made, erected in City Hall,
and arranged for its dedication Memorial Day.
D.) The Chairman, acting as Mayor protem on Memorial Day, dedicated said
plaque in the presence of the Bending family and the police force.

1. The need for traffic control signals at Rand and Wolf Roads.
2. A change in the posted speed limit on ldolf. Road between Gold
and Rand Roads; Algonquin Road west to Wolf Road and River Road between Howard
and Touhy Avenue.
We expect to start our annual series of traffic counts in the near
future and when the necessary data has been obtains at Rand and Wolf we
will give you a report.
Speed observations will be scheduled on the streets mentioned in
your letter and a report also given to you when the data has been analized.
Your Mr. Wernicke had previously written on the Algonquin Road Limit.

Gentlemen:
On June 2, 1953 representatives of the several neighborhood civic
organizations in Des Plaines met with Alderman Davis and, underbhis leadership,
established a community -wide Mosquito Control Association for the two -fold
purpose of -
First: Coordinating voluntary subscribtions on a sufficiently
broad base the general mosquito abatement measures may be regularly applies
to the whole of this city throughout the summer season of this year; and
Second: Securing through appropriate referendum the creation in
this,commmunity of a Mosquito Abatement Authority financed by local water taxes,
to feet the problem in succeeding years.

Riverview Civic Association letter continued
This information was announced while the June general meeting of
the Riverview Civic Association was in progress, and the Association unanimously
adopted the followin resolution:
"Be it resolved, that the Riverview Civic Association endorses the
creation in the City of -Des Plaines of a Mosquoto Abatement Authority,
financed by local water taxes, and the holding of a referendum for
that purpose."
In bringing this endorsement to your attention, we urge the aldermen
and city officials to facilitate the holding Of a referendum on this propo-
sition and their support of other steps calculated to bring a tax -supported
Mosquito Abatement Authority into being at the earliest possible date.
Residents of Riverview staid ready, as they have already amply
demostrated, to work with others throughout the community in all ways necessary
to the accomplishment of this objective.

information regarding the disadvantages of this plan of Mosquito Abatement.

Petition from Park Place people The Clerk read the petition
from People on Park Place desiring to have the street as one-way with traffic
from east to west. The Mayor refered the petition to the Traffic Commission

meeting.

Gentlemen:
The newly annexed territories of Oakton Gardens and Dexter Acres
are petioning the city fer water.
With this petition it is necessary to impress upon you the urgent
need in our area for the imprOber;t requested.
Due to an inexplainable drop in water level, Some deep well owners
have once again been forced to spend from one to four hundred dollars for
additional pipe and more powerful pumps to counteract the emergency. Others
are unable to cope with the expense, especially now that assessment for city
water is in the forseeable future.
Shallow well owners no longer can depend on their source for drinking
now that over 75%of the territory has been developed. Thus, the task of
hauling pure water has burdened them. Further crises may develop during the
dry late months of summer, when, in past years: shallow wells have been drained.
A serious health problem faces, our people, one which can be remedied
through the city's protective form of government. While miracles are not
expected, we do appeal that steps be taken to bring water to our area at
the earliest possible time.
A Committee from Oakton Gardens and Dexter Acres are prepared to
meet with representatives of the Council at your request and you may expect
complete cooperation on our part.

and Superintendent of Public Works to meet with the Civic Committee.
Civil Service Commission Letter The Clerk read the following
Letter:
June 10, 1953
To The Mayor and
City Council
Gentlemen:
In April of 1949 Civil Service for City employees other than
Police and Firemen was adopted by the voters. Mayor K. Meyer then appointed
G. Walter Pflughaupt for three years, Ed F. Murphy for two years and P. J.
Manz for one yearsas commissioners.
At the first meeting of the Commission Mr. Pflughaupt was elected
Chairman, Mr. Murphy as Vice Chairman, and Mr. Manz, Secretary. The Commission
then classified all the positions in the City, and prepared the rules and
regulations to govern the Commission which were passed by the City Council.
The Commission then examined 31 employees and certified them into the positions
they held at that time.
During the past four years the Commission held 65 Meetings.
'In response to requests from various department heads 20 examinations were
held, 78 applicants were examined and 26 persons were certified. Following
the examinations eligibility lists were placed on the board in the City
Hall lobby.
Expenses incurred in this period were for legal notices for positions,
st#tionery and supplies, stenographic help, and legal expenses in connection
with hearings brought before the Commission. These expenses totaled $214.98.

Civil Service Commission latter Continued
The Mayor has reappointed each member sucessively for a three year
period. The Commission wishes to state that its records are always availabld
for inspection.
The Commission wishes to thank the Mayori City Council and Department
heads for their co-operation during the pl st four years.

First reading of 1953 Tax Izmir Ordinance The Clerk read for first
reading the following proposed ordinance, entitled:
PROVIDING FOR THE LEVYING OF AN ASSESSMENT OF TAXES FOR THE
FISCAL YEAR OF THE CITY OF DES PLAINES, GOOK AUNTY, ILLINOIS,
CCMMENCING JANUARY 1st, 1953, AND ENDING DECEMBER 31, 1953.
The Mayor ordered the ordinance placed on file for second reading.
Alderman Schallawitz informed the Council a representative of the
Alfini Drive Ass'n. was present regarding use of street for dancing. After
discussion the motion was made by Alderman Schallawitz and seconded by Davis
that the Alfini Drive Assn. be allowed to use part of Alfini Drive for
dancing on June 20, 1953, providing they forward to the City Clerk a liability
bond of $25,000.00 - $50,000.00. The Mayor pub the question and the Clerk
called the roll with the following result: Ayes: Alderma4Schubert, Wolf,
Tures, Schallawitz, Jacobs, Behrel, Harm, Auck, Prickett, Dahl, Blume, Davis,
and McKay. Nays: None. The Mayor thereupon declared the motion carried.
Cook County Forest Preserve Plat of Street de'didation. Mr. E. A.
Hayden presented a plat which they had recorded of dedication of Ashland Ave.
and Thacker St. in Forest Preservb<,southwest of Rand and Miner. 'The Mayor
refered the plat to the Plan Commission.
Mosquito Abatement Alderman Davis said that he thought the Council
should authorize the Clark Outdoor Spraying Co., 202 Herrick Rd., Riverside
to spray the City for the mosquoto abatement. After considerable discussion,
changes in motion. The; motion was made by Alderman Davis and seconded by Dahl
thatthe Council authorize the Clark Outdoor Spraying Co. to spray the City
this season under two conditions, that the citizens be notified of time of
spraying and to furnish a $25,000.00 - $100,000.00 Liability and Property
Damage Bond protecting the City of Des Plaines. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.
0. W. Blume's Subdivision: Plat approved. The Clerk informed the
Council he had a plat which was approved by the Plan Commission. The Mayor
declared a short recess to study the plat. After reconvening on,motion by
Alderman Dahl and seconded by Prickett the Council approved the plat and
authorized the Mayor and Clerk to sign the plat.
The Mayor refered to the Street Committee and Superintendent
the item of tree trimming and removal regarding the property owner paying a
share of the expense.
Paul Giardeni and James J. Cullen appointed to Plan Commission
On motion by Alderman Schallawitz and second by Tures the Council approved the
appointment of Paul Giardini, 1874 Welwyn Ave. to replace T. Napier and
James J. Cullen, 618 Yale Court to replace Walter Plew as members of the
Plan Commission.
On motion by Alderman Wolf and second by Davis the Council approved
the appointment of Irwin Knocke as°Chairman of the Plan Commission

Alderman Dahl presented arplat of lot 12 in Welwyn Subdivision
regarding a building permit. The Mayor refered the plat to the Building
Permit Committee.
On motion by Alderman Wolf and second by-Behrel the Council requested
that bids be, advertised for repairing .streets with Motor fuel Tax Funds and
bids to be returned by July 6, 1953 meeting
Approval of Bills Alderman Behrel, chairman of the Finance Committee
presented the following proposed resolution:
BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE
FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK
BE AND ARE HEREBY AUTHORIZED TO MAKE
PAYMENT FOR SAME.
(Schedule of bills placed before each Alderman and affixed to resolution
and on file with City Clerk.) Alderman Auck questioned about the bill of
Bending Plaque. He said that Ite had reported that first the plaque was to
cost $45.00 and then that Alderman Davis was having made without cost. Alderman
c Auck,requested the bill with drawn and investigated by theFinance Committee.
On motion by Alderman McKay and second by Dahl the bill was with -drawn. The
motion was then made by Alderman Behrel and second by McKay to adopt the
resolution with American Bronz Co. bill withdrawn. The Mayor put the question
.t!t and the Clerk called the roll with the following result: Ayes: Alderman
Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Auck, Prickett,
Dahl, Blume, Davis and McKay. Nays:None/ The Mayor thereupon declared the
motion carried.
Mr. Payne of Manilowes Subdivision was allowed to speak regarding
the Telephone Co. not installing phones. The Mayor refered the item to the
Municipal Development Committee.
Alderman Jacobs reported about weeds in vacant lots, Superintendent
Warnicke said they were starting to cut the weeds.
Alderman Auck refered to a sick leave ordinance which was in an
issue of the Illinois Municipal League Magazine. That the Police and Fire
Departments were considering such an ordinance and thought the Council should
consider an ordinance for all City employees.
Adiournment. The motion was made by Alderman Schallawitz and
second by Tures to adjourn. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried and the meeting regularly adjourned.

Call to Order. The meeting was called to order by Mayor Kenneth G. Mayer
who presided with Aldermen Hansen, Wolf, Tures, Schallawitz, Harm, Auck, Prickett,
Dahl, Blume, Davis and McKay responding to roll call.
Approval of Minutes. The motion was made by Alderman Davis and
seconded by Schallawitz to approve the minutes of June 15, 1953, after a
correction was made that Alderman McKay made the motion which was seconded
by Dahl to amend the motion that the citizens be notified of time of spraying.
The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried.
Official Reports. The Clerk submitted the reports of City Treasurer,
Clerk and Building Commissioner for June. Also, a six month report of Fire
Department calls from Marshall Kolze.
