MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL, DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL
CHAMBERS MONDAY, JUNE 1, 1953,
at 8:00 P. M. -
Call to Order The meeting was called to order by Mayor
Kenneth G. Meyer who presided with Alderman Hansen, Schubert, 'Wolf,
Tures, Schallawitz, Jacobs, Behrel, Harm, Prickett, Dahl, Blume,
Davis and McKay responding to roll call.
Approval of Minutes. The motion was made by Alderman
Schallawitz, and seconded by Jacobs to approve the minutes of May 18,
1953. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.
Official reports. The Clerk submitted the reports of City
Clerk and Building Commissioner f'or May.
City Attorney Howard reported the City of Park Ridge
Council had filed no objections to the rezoning on Dempster and Vernon
Ave. east of High School.

the following report:

Dear Mr. Hrnrich:
We wish to recommend to the City Council, for their consideration:
We suggest One Way Traffic, east bound on Park Place and west bound
on Jefferson St., from Pearson St. to Ida St., and that a 30 - day
Police trial be jde, before you pass on a perminant regulation.
We also ask that the ONE WAY TRAFFIC on Center Street be extended from
Prairie Ave., south to Thacker St., for a 30 -day Police trail.
We recommend that you contact the State Highway Dept. relative to replacing
the subway on 'Northwest Highway under the Belt,Line and Soo Line Railway,
which was built as a temporary structure about 25 years ago, with a
new straight underpass. We also suggest that the Council seek the
support of the Cities: Mt. Prospect, Arlington Heights,. and Palatine,
and the Chicago Motor Club and the Cook County Traffic Safety Foundation.
In reply to a letter from the Interstate Commerce Commission, read
by Ald. Hansen, we recommend that trucks now using Route 62 through our
City, be rerouted, from 62 on the southeast, turn west over Oakton
St. to Elmhurst road, turn north on 83 back to Algonquin Road to continue
west, using the same route eastbound. (You could also use Touhy Ave.
instead of Oakton St.This is an after thought on the part of the writer
and was not discussed at our meeting)
We also recommend that the Council ask the State to make a- study
of Rand Road at the junction of Graceland Ave. and the Belt Line R.R.

On motion by Alderman Schubert and second by Hansen the Council defered
action on the Park Place and Jefferson St. recommendation until the
next Council meeting.
On motion by Alderman Molf and.. second by Behrel the recommendation
on Center St. was concurred Juba that We no parking signs be c fanged
to the east side of Center St.

On motion by 69#lawitz and second by Hansen the City
Clem was instructed to communicate with the Councils of Mt Prospect,
Arlington Heights, and Palatine also on the Chicago Motor Club and the
Cook County Traffic Safety Foundation to get their support to have
the State Highway Dept. replace the old temporary underpass structure
at Northwest Highway Belt Line and Soo Railway with a straight underpass.
On motion by Alderman Davis and second by Schubert the
Clerk is to write to the Highway Dept. to place dangerous curve and
underpass signs near the underpass..
On motion by Alderman Hansen and second by Schallawita
the Clerk is to write to Highway Dept. to place proper signs of dangerous
intersection west of Graceland Ave. on Rand Road.
The Clerk read letters from Governor Stratton and Mrs.
Van Der Vries replying to receipt of resolution on mental hospitals.
On motion by Alderman Harm and second by Jacobs the City
Attorney is to file suit on delinquent business license.
The Mayor refered the item of traffic lights for school
children on State Highways to the Street. Commission to confer with
school officials.
One hour parkins. parking with meters on Lee St. to
Thacker St. from Prairie Ave. The motion was made by Alderman Hansen
and second by Tures to have two hour parking on Lee St. from Prairie
to Thacker. The motion to amend was made by Alderman Behrel and seconded
by Jacobs to have meters and one hour parking. Alderman Hansen and
Tures withdrew their motion. The mayor put•the question on the motion
to amend their motion was carried by acclamation and the Attorney
instructed to draft an ordinance.
Approval of Bills. Alderman Behrel, Chairman of the Finance
Committee presented the following proposed resolution:
BE IT. RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINT'S THAT THE
FOLLOWING BMS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CIERK
BE AND ARE HEREBY AUTHORIZED TO MAKE
PAYMENT FOR SAME.
(Schedule of bills placed before each Alderman and affixed to resolution
and on file with City Clerk.) The motion was made by Alderman Behrel
and seconded by Schubert to adopt the resolution. The Mayor put the •
question and the Clerk called the roll with the following result: Ayes:
Alderman Hansen, Schubert, Wolf, Tures, Schallawitz, Jacobs, Behrel,
Harm," Prickett, Dahl, Blume, Davis and McKay. Nays: None. The
Mayor thereupon declared the motion carried.
Open bids on Chlorinators On motion by Tures and second
by Hansen the Clerk was instructed to open bids on chlorinators. Two
bids were received. - Wallace & Tiernan, and The Permutit Co.
both of Chicago, Illinois. The Mayor refered the bids to'the Water
Committee and City Engineer.
Highway Permits No. 10-11112 and 10-11111. The Clerk
informed the Council he had received two permits from State Division of
Highways for water mains and sewers for signatures. On motion by
Alderman Tures and second by Blume the Mayor and Clerk were authorized
to sign the permits.

the ordinance be amended to increase store liquor license so they
may receive a licenss. The Mayor refered the letter to License Committee
Then Alderman Davis made the motion which MdKay seconded to table the

motion lost. On motion by Alderman Dahl and seconded by Prickett
the letter was refered to the license Committee.

Request for store liquor license - National Tea Co.
The Clerk read a letter from National Tea Co.'requesting the ordinance
be amended to increase store liquor license so they may receive a license.
The Mayor refered the letter to the Licdnse Committee.
Pass RezoninE Ordinance Lot 47 Block 7. Robinson's Addition.
The Clerk read for first reading the following ordinance entitled:

OF THE CITY OF DES PLAINES, ILLINOIS
The motion was made by Alderman Tures and seconded by
Hansen to suspend the rules and adopt the ordinance. The Mayor put
the question and the Clerk called the roll with the following result:
Ayes: Alderman Hansen, Wolf, Tures, Schallawitz, Jacobs, Behrel,
Harm, Prickett, Blume, Davis and McKay. Nays: Schubert and Dahl.
The Mayor thereupon declared the motion carried. The
motion was then made by Alderman Hansen and seconded Tures to adopt
the ordinance. The Mayor put the question and the Clerk called the
roll with the following result: Ayes: Alderman Hansen, Schubert,
Wolf, Tures, Schallawitz, Jacobs, Behrel, Harm, Prickett, Dahl,
Blume, Davis and McKay. Nays: None. The Mayor thereupon declared

0,4 The Mayor informed the Council Mr. Cornell was present aid
would explain about the vacation of a street and a plat which was
approved by the Plan Commission. The Mayor dalled a recess to study same.
Alderman Behrel and Scha:llawitz requested to be excbsed and left the
meeting. After the CouAcil reconvened The Clerk read for first reading
the following ordinance entitled:

AN ORDINANCE VAULTING PUBLIC STREET
The motion was made by Alderman Davis and seconded by Blume to suspend
the rules and adopt the ordinance. The Mayor put the question and the
Clerk called the roll with the following result: Ayes: Alderman
Hansen, Schubert, Wolf, Tures, Jacobs, Harm, P4ickett, Dahl, plums,
,Davisand McKay. -Nays:: None.. The Mayor thereuponT deblareththelmotion'z.

' Approve Plat Cumberland North. The motion was made by
Alderman McKay and seconded by Hansen to ap r ove the plat of H.M. Cornell's
and Cols. Cumberland North. The Mayor put the question and the Clerk
called the roll with the following result: Ayes: Alderman Hansen, schubert,
Wolf, Tures, Jacobs, Harm, Prickett, Dahl, Blume, Davis and McKay.
NOW None. The Mayor thereupon declared the motion carried.
Alderman Davis reported that another fireman should be
appointed. The Mayor suggested a meeting of th6 entire Council to discuss
the question of a fireman and also about the fire districts contracts,
and tax Levy, Ordinance. It was decided to meet at 7:00 P.M. Thursday
June 4, 1953.
Adjournment The motion was made by Alderman Wolf and
seconded by Tures to adjourn. The motion was voted upon by acclamtion
whereupon the Mayor declared the motion carried and the Council '
regularly adjourned.
