The Mayor thereupon dedlared the motion carried. Alderman McKay presented an agreement regarding street repair bond ordinance with Allen Blair & Co. The motion was made by Alderman McKay, and seconded by Behrel that the Mayor and Clerk be authorized to execute the agreement. Henrich City Clerk ,/ MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS MONDAY, APRIL 271 1953 AT 8:00 P.M. Call to order. The meeting was called to order by Mayor Kenneth G. Meyer who presided with Alderman Hansen, Davis, Wolf, Tures, Behrel, Schallawitz, McKay, responding to roll call. Official reports., The Clerk submitted the report of Treasured L. C. Barrett for April. The Clerk reported that he had a letter and resolution which the Mayor had received from Mr. H. Anderson, Supt. of Maine Township High School, On motion by Alderman Tures and second by Hansen the Clerk was instructed to write a letter to Mr. Anderson of Action taken by City Council at its meeting April 20, 1953. The Mayor informed the Council regarding foreclosures on special assessments due to a letter from John M. Treveiler requesting a foreclosure. On motion by Alderman McKay and second by Hansen the Council approved permission to allow Mr. Treveiler to foreclose on special assessments five lots in Cumberland. Canvass ballots of April 21, l953. City Election and Annexation Referendum. On motion by Alderman Hansen and second by Wolf it was approved that the Mayor appoint a committee to canvass the ballots. The Mayor appointed Alderman Hansen, McKay and Schallawitz, and dedlared a recess. Meyer, having received the highest number of votes cast for the office of Mayor, shall be and he is hereby declared elected to the office of Mayor of the City of Des Plaines, Illinois for a full term of four (4) years as provided by law. 4/27/53 Resolution declarin the results of the City election. Jacobs II, Alfred Prickett and William Davis, having received the highest number of motes cast for the office of Aldermen of the first, 10 second, third, fifth and seventh Wards, respectively, shall be and are C) declared elected to the office of Aldermen of the City of Des Plaines, Illinois for a full term of four(4) as (4) yearsprovided by law. Section 6. That Herbert H. Behrel and Henry C. Harm, having received the highest number of votes cast for Aldermen of the fourth Ward and both hereby declared elected for terms hereinafter set forth; that Genter W. Dahl and Oscar W. Blume, having received the highest number of votes cast for Aldermen of the sixth Ward are both hereby declared elected for terms hereinafter set forth. Section 7. That the aforesaid Aldermen, duly elected in the fourth and sixth wards, respectively, shall draw lots by drawing slips of paper from a hat to determine which Alderman, in each of the aforesaid Wards, shall serve a term of two (2) years and which ones shall serve a term of four (4) years. Said drawing shall be before the City Council at a regular; meeting thereof and shall be under the direction and control of the Mayor; the Alderman in each aforesaid Wards that has received the most number of votes shall draw first. Lots were then drawn to determine which Aldermen elect of Ward 4 and 6 were to serve two years and which to serve four years. Aldermen Receiving the highest number of votes in his ward drew a slip of paper from a hat containing two slips of paper one marked 2 and the other makked 4. Henry Harm was unable to be present do to injuries so a letter signed by him authorized the City Clerk to draw Mr. Harm's number. After the drawing the Clerk read the following resolution: RESOLUTION DECLARING THE TERMS OF ALDERMEN BY DRAWING LOTS. WHEREAS the following named Alderman have been heretofore declared to be elected as Aldermen of the fourth and sixth.Wards respectively of the City of Des Plaines and WHEREAS the statutes of the State of Illinois provide and this Council by resolution ordered that lots shall be drawn to determine which of the respective Aldermen shall serve for a term of two (2) years and which ones shall serve for a term of four (4) years. NOW THEREFORE BE IT RESOLVED by the City Council of the City of CD Des Plaines that by reason of said election Zeld April 21, 1953, by reason of statutes and Council resolution heretofore enacted, and from the results from drawing by lot provided for in said Council resolution, the following e% Aldermen are declared to be elected for respective terms set after their names: FOURTH WARD. Alderman Tures reported on the bids on 12" Watermain Well No. 3 to Algonquin Rd . had been checked and then made the motion which was seconded and then made the motion which was seconded by McKay that the Till Construction Co. be awarded thelbidyatcatpt ce of $6,100.00. T'; 7z Alderman Hansen reported that the Street and Public Relations Committees recommended that the St. Stephen's Holy Name Society be granted permission to hold a carnival on the southeast corner of Oakton and Lee Streets. but if they are unable to obtain this land then to hold it on the southwest corner of Prospect and Ash Streets which is the Parish property. If they desire to close Ash Street the should contact Aldermalo Hansen regarding liability bond of $50,000.00 to 9,8eG,O0. Approval of Minutes The motion was made by Alderman Wolf and, seconded by Schallawitz to approve the minutes of April 20th and adjourned meeting of April 27, 1953. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Official Reports The Clerk submitted the reports of Building Commissioner and City Clerk for April. Department of Commerce letter on Census. The,Clerk read a letter from the Dept. of Commerce regarding information concerning a special census. The Mayor defered action on letter to hold over for new Council. The Clerk read a letter from Highway Department which gave approval of revised plans of proposed gates at Soo Line Graceland Avenue crossing. The Clerk read a letter from Chicago & Northwestern Railway replying regarding dumping garbage and rubbish in yards near Cumberland terrace. The employees have been instruot .d to discontinue the dumping. On request of Alderman McKay the Clerk was instructed to write and asked to have the garbage removed. The Clerk read a letter from the Soo Line regarding car used for living quarters of employees at Soo Line station. They desired to know what the objections are because the employees are gentlemen and have conducted themselves accordingly, The Mayor said he would write to the Soo Line.
