03/16/195328 3/16/53 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY MARCH 16, 1953. at 8:30 P.M. Call to Order The meeting was called to order by Mayor Kenneth G. Meyer who presided with Alderman Hansen, Davis, Wolf, Tures, Behrel, Schallawitz, McKay, Morava, and Auck responding to roll call. Approval of minutes. The motion was made by Alderman Morava and seconded by Behrel to approve the -minutes of March 2, 1953. The Clerk in- formed the Council he had corrected tha I.ngtionoh Herzog Zoning at request of Alderman McKay to include "and the Attorney to draft an amending ordinance." The motion was toted upon by acclamation whereupon the Mayor declared the motion, carried with the correction made. Official reports. The Clerk submitted the monthly report of City Treasurer, Clerk, and Welfare Murse. Alderman Behrel reported about a County Zoning south of Higgins Road on,,Mannheim.; Road, Mayor :ordered the report placed ton¢ file. Award Police car rental bid to Brown -Orth Motors. Alderman Behrel reported.tha• he Finance and Public Protection Committee's recommended to award theid ;fo • ice -car rentals to the Brown -Orth Motors, Inc. at a bid of $275.00 per mon - and $900.00 to be paid fors the 1950 Studebaker to the City. The motion was made • concur in the recommendation and the Mayor be authorized to sign the contract. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Davis, Wolf, Tures, Behrel, Schallawitz, McKay, Morava, and Auck. Nays: None. The Mayor thereupon declared the motion carried. Alderman Behrel reported that he had a report from the Police Reserves. `I:..:. ?clice F';s On motion by Alderman Behrel and second by Schallawitz it was approved that the report be placed in the minutes. REPORT ON THE FUNCTION AND ACTIVITIES OF THE DES POLICE RESERVE March 9, 1953 PLAINES Since the creation of the Des Plaines Police Reserve unit by the City Council early in the 1952, the unit has uniformed and trained 25 men in police work. ' The Police Reserve unit has rendered to the City of Des Plaines a total in excess of 1600 hours of service, exclusive of training time, in the following activities:Q 1. A Reserve Officer is on duty every nite of the week, either riding in the squad car, or on duty at the desk in the Police Department. 2. A Reserves handled the two parades on Memorial Day, the Fourth of July Fireworks display at Rand Park, also traffic duty and parade detail for the Frontier Festival days. 3. Reserves assisted in traffic duty at the train wreck. 4. Reserves patrolled the entire City of Des Plaines in their own cars during the water control period. Reserves handled' the Boy Scout "Get Out The Vote" parade. 7. At various times the Reserves have been -detailed to regular traffic duty for experience and to assist the regular Department. Each member contributes a minimum of four nights a month. Regular meetings are every third Monday at which time they have instruction in Police Work by lecture, and demonstration. 1 3/16/53 Report on Police Reserve Continued. Two nights a month are spent on the pistol range, and one night a month on duty. Some of our instructions have been: 1. A lecture by Judge A. L. Sengstoek on the Laws of the City and State and their relation to Police 'work. 2. A lecture and pictures by the F.B.I. on their Firearm Training program, and their safe methods of apprehending wanted persons. This lecture was given by Mr. R. B. Yadon of the F.B.I. 3. A lecture and pictures on Traffic Work by Mr. Lowery, an instructor in the Traffic Institute at Northwestern University. 4. Instruction on the Duties and conduct of a Police Officer by Chief Jack Wigham. 5. A demonstration by Chief Ray Kolze of the Fire Department C) on their respirator. 6. A demonstration and some personal participation in the att of self defense, given by two Japanese Judo instructors. get 1 1 7. All members have received first aid instruction by competent members of our own unit. 8. A minimum amount of drill work for orderly marching and correct posture. Monthly recreation and gym wprk. 9. Monthly instructions on radio work, map and knowledge of City streets and discussion of various police problems. As mentioned previously each man spends two nights a month on the pistol range at which time he is instreucted in safety, proper gun handling, types of firearms used in the Police work, and their uses, values, etc. Target practice is conducted with regular targets and silhouettes, each man shooting a minimum of twenty rounds each night of 38 specials. We do our own reloading, and have used in practice approximately 5000 rounds of 38's plus about 2000 rounds of 22 caliber. We plan to obtain additional equipment for officers in wearing apparel, and also continue instruction by lectures, pictures and demonstration pertaining to Police work. Methods of communication are being investigated, other than the telephone, which will enable the Reserves to operate more efficiently in the event of a major disaster in the City of Des Plaines. Alderman Tures reported that the Water Committee's and the Finance Committee's held an emergency meeting and approved the purchase of a new 200 H.P. Hollow Shaft vertical Motor 3 phase 60 cycle 440 volt at a price of $3,480.00 and an alien Bradley Starter for $1,346.38. Alderman Tures made the motion the Council approve the above purchase which was seconded by Alderman Auck. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Davis, Wolf, Tures, Behrel, Schallawitz, McKay, Morava, and T. Nays: None. The Mayor thereupon declared the motion carried. Alderman Auck presented an agreement with Alvord, Burdick and Howson for an investigation and report upon seterage for Des Plaines. The motion was made by Alderman Auck and seconded by Morava that the Mayor and City Clerk be authorized to ete the agreement. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Davis, Wolf, Tures, Behrel, Schallawitz, McKay, Morava, and Auck. Nays: None. 29 0 3/16/53 First reading of Herzog Zoning Ordinance. The Clerk reading the following proposed ordinance entitled: AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF DES PLAINES, ILLINOIS. The Mayor ordered the ordinance placed on file for second read for first reading. Letter regarding pit being dug at Church Street near Potter Road The Mayor refered the letter to the Plan Commission. On motion by Alderman Davis, and sedond by Auck the City Clerk is to write a letter to the State Health Department. Resolution to publish notice of election The Clerk read the following resolution: RESOLUTION DESIGNATING POLLING PLACES, APPOINTING, JUDGES AND CLERKS OF ELECTION, AND DIRECTING THE CITY CLERK TO PUBLISH NOTICE OF MUNICIPAL ELECTION TO BE HELD APRIL 21, 1953. WHEREAS, the City of Des Plaines will hold an election on Tuesday, April 21st, 1953, for the purpose of electing a Mayor, City Clerk, City Treasurer, Police Magistrate and nine Aldermen, and for the further purpose of determining whether or not to annex certain territory to the City of Des Plaines; ant it being necessary to provide polling places, appoint judges and clerks of election, and to give notice of such election: NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Des Plaines, County of Cook, State of Illinois: Section 1. City Attorney report: Clerk read the following report: April 6, 1953 Hon. Mayor and City Council of the City of Des Plaines City Hall Des Plaines, Illinois Gentlemen: Mr. Herzog has filed suit against the City of Des Plaines to have the Council's ordinance restricting commercial activity at Algonquin and Wolf Roads to 165 feet of his frontage declared to be illegal and void. The case is filed in the Circuit Court as No. 53-C-4192 and is returnable to Monday, April 20th. I presume it will be tried some time within•a few weeks following that date.
