The Mayor informed the Council that the property owners
are demanding $3150 per square foot for the land of proposed Parking
Lot No. 2. The City appraisor gave the amount of 40 cents per
square foot. On motion by Alderman McKay and seconded by Wolf the
Council rejected the offer of the property owners and liauthorized the
Mayor to employ another appraisor.
Canvass the vote of January 31, 1953 election on City Manager.
On motion by Alderman Behrel and seconded by Schallawitz the Council
instructed the Mayor to appoint a Committee of three Alderman to
canvass the vote of January 31, 1953. The Mayor appointed Alderman
Auck, McKay, and1Wolf. The Mayor declared a recess after reconvening.
Alderman Auck reported the following vote.

CALL TO ORDER The meeting was called to order by Mayor
Kenneth G. Meyer ;who presided with Alderman Hansen, Davis, Wolf,
Tures, Behrel, Schallawitz, McKay, and Auck responding to roll call.
APPROVAT, OF MINUTRa The motion was made by Alderman Wolf
and seconded by Auck to approve the minutes for February 2, 1953.
The motion was vdted upon by acclamation whereupon the Mayor declared
the motion carried.
OFFICIAL REPORTS The Clerk submitted the January reports
of City Treasurer and City Clerk.
Superintendent reported that Howard Johnson Restaurant
desired approval 'of allowing them tb have thirty feet concrete driveways
at their new building at 444 Des Plaines Avenue. The I1ayor refered the
matter to the Building Control Committee.
Alderman Hansen reported that the Veterans of Foreigh wars
had changed the location of their carnival to Lee Street where their
previous carnival's were held. On motion by Alderman Hansen and
second by Behrel they were granted permission to hold the carnival
at the Lee Street; location.

Alderman Behrell reported ,that the Public Protection committee
in conjunction with Marshal Kolze had selected several locations
deemed suitable for the location of a fire station and recommended
that the City Attorney be directed to make a search of the records,
covering the several sites and report to the Mayor and Public'Protedtion
Committee his findings. The Mayor refered the item to the City Attorney.

The Clerk read a letter the Mayor had received from the
American Legion stating that the Veterans of Foreign Wars had been
invited to participate in the Frontier Days, and future activies but
had beeninformed that they were not interested in participating.
Resolution in Re City Manager Election The Clerk read the
following resolution:
RESOLUTION IN RE CITY MANAGER ELECTION
WHEREAS, a City election was held in the City of Des Plaines
on January 31, 1953 for the purpose of determining whether or not
the City of Des Plaines should adopt a manager from of government,
and the ballots and tally sheets frcan said election were duly delivered
to the City Council on February 2, 1953, and the results of said election
canvassed by the City Council;
NOW THEREFORE, BE IT RESOLVED BY the City Council of the
City of Des Plaines, that the results of said election were as
follows:
(1) On the question of whether or not the City of Des
Plaines should adopt the City Manager Form of government, as provided
by the statutes of the State of Illinois,

Zoning Board Recommendation The Clerk read the following
recommendation:
February 14, 1953
Mayor and City Council,
City of Des Plaines, Illinois
Gentlemen:
Recent hearings before the Zoning Board of Appeals have indicated
a deed for Commercial and Apartment Zones. The Zoning Board of Appeals
has had considerable difficulty in meeting this need and at the same
time trying to protect the rights of adjacent property owners, who
usually have single family residences. Accordingly, after considerable
discussion, it was agreed to recommend to the Council the following:
1. A Comprehensive City Plan should be prepared by City Planning
Engineers with provisions for the following: .
a. Adequate shopping areas at convenient distances from
residential sections.
b. Apartment areas acting as "buffer zones" between commer-
cial areas and single family areas.
c. Light industrial areas in location which are unsuitable -
fpr commercial or residential, for example, as.l5uffer zones
near railroad yards.
d. Off -the -street parking to be required in all zoning
classifications as is now done in the Zoning Plan for
Kankakee, Illinois.
e. Recreational areas as an integral part of large subdivisions.
f. Future school sites as the city expands.
2. The City should continue to enforce the Zoning Law by vigorous
prosecution•of Zoning Violators: Citizens should be encouraged to
report zoning violations and to make complaints as it isitheir property
values which will suffer when the zoning laws are disregarded,

3. Re -hearings on petitions should not be encouraged since the
Zoning Board of Appeals is not legally required to re -hear a petition
nor to reconsider a decision previously rendered. If a re -hearing
is requested, new evidence should be furnished as a basis for the
request for a re -hearing.
It is our belief that our City Officials are doing a good job,
however, with the present rapid gorwth of the city and consequent
"growing pains" it appears necessary that we employ expert advice
to reduce the problem of residences in undesirable locations, and
the inadequacy -of other types of zoning.

a farmers stand on County property with unrestricted zoning.

6. That the Northwest corner of Algonquin and Wolf Roads is zoned
Commercial and has a gas station on it in operation.
7. That the property in question is at the intersection of two
arterial highways and is theutype generally considered suitable
for commercial zoning.
8. That adequate off—the—street parking should be provided by any
commercial activity and it is contemplated that parking will be
provided in this case.
9. That the property to the East will be utilized by the proposed
Algonquin School and will be relatively unaffected by the proposed
rezoning.
10. That the corner of Algonquin and Wolf Roads is unsuitable for
residential use.
11. That a hearing on the same subject matter was held on November
28, 1952 and that it was then recommended by this Board that the
proposed amendment be granted, and that since that time there have
been no changes nor new evidence which would warrant a change of
that recommendation.
12. That the highest and best use for the co

About fifty property owners were present regarding this rezoning and
Mr. Co. Mott, C. Huber, Payne, Jacobs and Peterson, were allowed to
speak apposing the rezonging. After discussion the motion was made
,by Alderman McKay and seconded by Davis that the Council meet as the
whole with the Plan Commission, Zoning Board and School Board to study
the rezoning application. The motion was voted upon by acclamation
whereupon the -Mayor declared the motion carried. The Clerk also read
a letter from the Superintendent of Schools that they desired more
information on this rezoning and a petition with abut 250 names.

First reading of traffic ordinance Graceland. Prairie and
Webfrd . The Clerk read for first reading' a traffic Ordinance on
parking on Graceland, Prairie and Webford, The motion was made by
Alderman Behrel and seconded by Schallawitz to suspend the rules and
adopt the ordinance. The Mayor put the question and the Clerk called
the roll with the following result: Ayes: Alderman Hansen, Davis,
Wolf, Tures, Behrel, Schallawitz, McKay, and Auck. Nays None. The
Mayor thereupon declared the motion carried. The motion was them
made by Alderman Behrel and seconded b Schallawitz to adopt the ordinance.
After discussion the Dity Attorney was instructed to redraft the ordinance
changing from two to three hours, and excepting Sundays and Holidays.
The Alderman withdrew their motion to adopt the ordinance.
Boy Scout Paper Drive Alderman McKay receiv d a letter
from Troop 27 Boy Scouts for a paper drive. On motion by Alderman McKay
and seconded by Davis the request was granted..
APPROVAL OF BILLS Alderman McKay presented. the following

could check the bids on new pump for well No. 3. After, reconvening
the motion was made by Alderman Tures and seconded by Auck to award
the bid to the Aurora Pump Co. at a price of $21,670.00. The Mayor
put the question and the Clerk called the roll with they following
result: Ayes. Alderman Hansen, Wolf, Tures, Behrel, Schallawitz,
McKay, and Auck. Alderman Davis had been excused and left the meeting
before the roll call. Nays: None. The Mayor thereupon declared the
motion. carried.
The Mayor refered the item of sidewalds on the south side
of Oakton St. east of g'6® Line to the Street Committee.
