ILLINOIS, HELD IN THE COUNCIL
CHAMFERS MONDAY, JANUARY 5, 1953
AT 8:00, P. M.
Call to Order. The meeting was called to order by Mayor
Kenneth G. Meyer, who presided with Alderman Hansen, Wolf, Tures,
Behrel, Schallawitz, McKay, Morava, and Auck responding to roll call.
Approval of Minutes. The motion was made by Alderma i'Auck
and seconded.by Morava to.approve the minutes of the adjourned meeting
December 8, 1952 and the regular meeting of December 15, 1952. The
motion was voted upon by acclamation whereupon the Mayor declared
the motion carried.
Official Reports, The Clerk submitted the reports of
Building Commissioner and City Clerk for December. The Clerk also
submitted the following annual report of the Secretary of the Fire
Department: `
January 2, 1953
To the honorable Mayor and City Council:
' I herewith submit for your approval the following report
of the activities of the Fire department for the year 1952..
The department responded to 369 calls during the year,
this was an increase of 148 calls over the previous year.
Of the 369 calls, 109 were fires of various types in and
around buildings. '
154 Rubbish and Grass fires..
37 calls were for assistance of one type or another
53 Inhalator calls.
12 False Alarms.
4 Calls for assisstance from other Cities.
Of the 109 calls in and around buildings, 86 were Within
the corporate limits of the City.
Value of the property involved by fire within the corporate
limits was $1,007,650.00
Damage by fire to said property was $33,950.00
Insurance coverage $ 712,140.00
Loss per fire was $827.00 a decrease of 305.00 over 1951.
Per capita loss based on 18,000 population was $1.88 or
a decrease of 18¢ from 1951.
The other 23 calls were from fires in and around buildings
in the rural area outside the corporate limits of the City.
Value of this property was $303,650.00
Damage by fire to said property was $32,445.00
Insurance coverage $221,050.00
Loss per fire in the rural area was $1,650.00 an increase
of $435.85 per fire over 1951.

on the new fire districts as created, are as follows:
Park Ridge Manor - 2 fire calls - no damage.
Hawthorne Rand- 7 fire calls - $1,150.00 damage
North Maine - 14 fire calls - 1 Inhalator call - 2 False
alarms. Value of`property involved by fire was $76,000.00 with
damage of $,5,235.00 and insurance coverage of $60,500.00.
South Maine - 25 fire calls - 10 Inhalator calls - 4 miscellaneous
calls, value of property involved by fire was $111,500.00 with damage
of $23,760.00 insurance coverage $69,200.00.

Fire Department annual report continued. •
Another 7 fire calls and 3 inhalator calls were answered
in the rural area no longer covered by the fire district,.
The value of this property was $125,000.00 damage was
$2,300.00 with insurance coverage of $91,000.00.
The personal of the department consists of 21 volunteers,
2 probationers.andI6 regular firemen, this 3 more volunteers on
the roll than in 1951.
On Februrary 4th., Walter Lagerhausen resigned as Marshall
of the department after 28 years of service, Lieut. R.A. Kolze was
appointed to fill the vacancy.
On Aprill6th. David Wolf was appointed as a regular fireman.

p nj. Stangor resigned on October lst.1after 34
years service and asked to be placed on the pension roll:
Asstt Chief John Hammerl passed away on November 28th
of this year after 141 years of service.
On December lst. Richard Arthur was appointed to the department
to fill the vacancy, created by the resignation of Captain Stangor,
R.A. Kolze was elevated to the rank of Captain and Fred Arndt to the
rank of Lieutenant.
Our equipment consists of the following;
1- 1937 Mack Quadruple pumper fully equipped.
1- 1940 Seagrave pumper fully equipped.
1-1949 Ford 1000 gallon tank truck and pumper fully equipped.
1- 1952 Ford squad truck, purchased by the members of the fire
department for $8,039.4.4 and equipped with heavy stream appliances,
lite generator, foam generator, new inhalator and all necessary
tools for salvage and rescue work.

Much of the new miscellaneous equipment on this truck vas
made available by the American Legion from their crash truck fund.
Hose supply consists of 5,000 feet of 2i inch Bose,
1150 feet of which is over 10 years old, and 750 feet of ,If inch
hose of which 400 feet is over 10 years old and 200 feet additional
which is of questionable value. '

Gentlemen:
This is to inform you that a condemnation suit was filed
against the six parcels of land involved in Parking Lot No. 2
during December, 1952.
The titles', of these tracts were extremely involved with
the estates of deceased person8, mortgages and innumerable other -
complications and' 1t therfore took a considerable amount';of time
to prepare a proper complaint, so that when the matter is heard,
we will obtain good titles. There were approximately thirty
defendants in#3olved in the matter, some of whom we are unable to even
locate and must serve by publication. It will therefore be some time
in February, 1953, before any further action can be taken,in the matter,
as time must be allowed to serve all defendants. •

The case is pending in the Circuit Cort of Cook County,
under the title of CITY OF DES PLAINES vs HATTIE SCHWABAUER, et al,
as No. 52C - 15603.

• Alderman Behrel reported on reRoning on Rand Road and
on motion by Alderman Behrel and second by McKay the City Clerk was
instructed to write the County Clerk/Zoning Board, F. Opeka, and
Paul Brust, informing them of the Councils objecting to the rezoning.
The Clerk read a letter from Robert Elich, Chairman of
East River Road Inprovement Aastn. stating their objection to rezoning
krj at East River Road and Golf Road. Frank Opeka representing the
Asstn. was allowed to speak and after dicussion it was approved
not to file an objection on Motion by Alderman Behrel and second
by McKay.

Approval of bills. Alderman McKay presented'the following
proposed resolution:

McKay and seconded by Hansen to adopt the proposed resolution. The
Mayor put the question and the Clerk called the roll with the following
result:; Ayes: Alderman Hansen, Wolf, Tures, Behre, Schallawitz,
McKay, Morava, and Auck. Nays: None. The Mayor thereupon declared
the motion carried.
On motion by Alderman Behrel and second by Schallawitz
the Clerk was instructed to advertise for bids for rental of two
squad cars with trade in of Studebaker, the bids to be in at the
first February meeting.
The Clerk informed the Council that the Sanitary District
of Chicago had accepted the sewer ordinance on the extension of
intercepting sewer and had sent a copy of same.
Second reading of Herzog Zoning OrdJnance,, The Clerk
seed for second reading the zoning ordinance which was to rezone the
S.E. corner of Algonquin and Wolf Road to commercial. The Clerk then
read a letter from Jewel Tea Co. stating that they had no option and
two Walgreen Co. had no option for stores, also a letter from A. B.
Seolnic representing the subdivider of Des Plaines Villas who objected
to the rezoning. The motion was made by Alderman Behrel and seconded
by McKay to refer the ofdinance bach to the Zoning Board of Appeals
for reconsideration. The Mayor put the question and the Clerk called
the roll with the following result: Ayes: Alderman Hansen, Wolf,
Tures, Behrel, Schallawitz, McKay, Morava, and Auck.. Nays: None.
The Mayor thereupon declared the motion carried.
Adopt Birchwood Avenue vacation Ordinance. The Clerk read
for secon reading the following proposed ordinance entitled:
AN ORDINANCE VACATING A PORTION OF BIRCHWOOD AVENUE
The motion was made by Alderman Auck and seconded by Behrel to adopt
the proposed ordinance. The Mayor put the question and the Clerk
called the roll with the following result: Ayes: Alderman Hansen,
Wolf, Tures, Behrel, Schallawitz, McKay, Morava, and Auck., Nays
None. The Mayor thereupon declared the motion carried.

amount of money in escrow.
Resolution to construct. watermainsi sewers, and appurtenances
and streetconnections: The Clerk read a resolution regarding the
above. Omotion by Alderman McKay and second by Auck the resolution
was adopted.
AldermanjAuck reported he had investigated the complaint
about smoke. at Premier Rose Gardens. He said he found that Bouske
Bros., Krowka, and,St. Patricks Academy all had smoke from their
chimneys. The Clerk was instructed to write to them.
On motion by Alderman Tures and second by McKay the Clerk
was instructed to advertise bids for new pump for well No. 3.
Adjournment: The motion was made by Alderman Behrel and
seconded by Schallawitz to adjourn. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried and
the Council regularly adjourned.
