MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL CHAMBERS, CIVIC
CENTER, MONDAY, November 3, 1975
CALL PO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order at 8:05 P.M. by City Clerk
Rohrbach in the City Council Chambers, Des Plaines Civic
Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Sullivan, Olen, Bolek, Leer, Brannigan,
Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz,
Abrams, Ward.
Also present were: Comptroller Blietz, Police Chief Hintz, Fire Chief Corey,
Commissioner of Public Works Schwab, Planner Richardson, Engineer Bowen,
Building Commissioner Baldaccini, Environmental Control Officer Lindahl,
City Treasurer Mahon, Police Captain Blume , and City Attorney Hug.
CHAIRMAN Moved by Seitz, seconded by Olen, to nominate Alderman
PRO TEM Kisslinger as Chairman Protem for this meeting in the
absence of Mayor Behrel. Moved by Koplos, seconded by
Meyer, to nominate Alderman Bolek as Chairman Pro Tem.
Moved by Alderman Meyer, seconded by Alderman Seitz, that
nominations be closed. Motion declared carried. Alderman
Bolek withdrew himself from nomination. Moved by Seitz,
seconded by Meyer to confirm election of Alderman Kisslinger
Chairman Pro Tem of this evening's meeting. Motion declared
carried.
PRAYER & The meeting opened with prayer by City Clerk Rohrbach, followed
PLEDGE by the Pledge of Allegiance to the flag.

Moved by Erbach, seconded by Birchfield, to approve the
Minutes of the regular meeting held October 20, 1975,
as published. Motion declared carried.
BILLS Moved by Bolek, seconded by Meyer, to adopt the following
PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY

Alderman Bolek reviewed with City Council the estimated
revenues to be received by the City should the Council
decide to implement a Utility Tax.

Moved by Koplos, seconded by Olen, to adopt the following
resolution: BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE COMBINED SEWER ATLAS
MAP, SIGNED AND SEALED BY THE CITY ENGINEER, REPRESENTS
THE CITY OF DES PLAINES OFFICIAL DESIGNATION OF COMBINED
SEWERS WITHIN ITS JURISDICTION. Motion declared carried.
Moved by Koplos, seconded by Olen, to adopt the recommendation
of Water and Sewer Committee to accept the proposal submitted
by Wallace & Tiernan Co. for the Howard Avenue elevated
tank service contract, as specified in Service Plan A of
proposal dated October 30, 1975, for the period of January 1,
1976 through December 31, 1976, in the amount of $525.00,
waiving the usual bid procedures. Upon roll call, the vote

distributed by Des Plaines Rental Equipment Co., normal
bid procedures to be waived. Upon roll call, the vote was:

tion of Police Committee that no action be taken at this
time re a more restrictive ordinance requiring bicycles
to use reflectors and drivers to obey traffic regulations.

tion of Building Control and Inspection Committee to
grant variation for oversize ground sign requested by Lift
Parts Manufacturing Co., located at 333 Touhy Avenue.

Moved by Ward, seconded by Meyer, to adopt the recommendation
of Streets and Traffic Committee to authorize City Attorney
to draft ordinance reducing speed limit on Warrington Road
from Thacker to Bradley to 25 m.p.h., on Church Street
from Bellaire to Potter to 20 m.p.h., and on Bellaire Avenue
from Ballard to University to 20 m.p.h. Motion declared carriec

NORTHWEST Moved by Ward, seconded by Koplos, to adopt the recommendation
HIGHWAY of Street s and Traffic Committee to recommend to the Illinois
"S" CURVE Department of Transportation that the underpass option
IMPROVEMENT with landscaped slopes to improve the Northwest Highway
"S" Curve realignment be endorsed by the City of Des Plaines.

OAKTON ST Moved by Ward, seconded by Bolek, to adopt the recommendation
WEBST:ER LN. of Streets and Traffic Committee to authorize the issuance
TRAFFIC of a purchase order in an amount not to exceed $1,300.00 for
SIGNALS field survey work in connection with installation of traffic
signals (MFT #75-00109-TLO at Oakton Street and Webster Lane.

Golf Rd. Engineer to contact the Illinois Department of Transportation
requesting permission to paint on Golf Road near Cumberland
School "Slow, School Crossing", per request of Cumberland
School PTA. Motion declared carried.
PARKING Moved by Leer, seconded by Seitz, to adopt the recommendation
CIVIC CENTER of Buildings, Grounds and Parking Lots Committee to advertise
for bids on November 17th returnable on December 15th at
3 p.m. in the City Clerks Office for the parking facility
to serve Des Plaines Civic Center per plan Nos. 1, 2, and
3 as prepared by Holmes and Fox Architects. Motion declared
carried.
POLICE BLDG.
PAGING Moved by Leer, seconded by Erbach, to adopt the recommendation
SYSTEM of Public Buildings, Grounds and Parking Lots Committee to
award the contract for the Paging System for the Police
Building to the low bidder, Interstate Electronics Co. of
Alsip, Ill. for $1,367.00 and return checks of unsuccessful
bidders. Upon roll call, the vote was:

advising them of the City Council's decision not to use

BICENTENNIAL Moved by Leer, seconded by Meyer, to adopt the recommendation
PARKING of Public Buildings, Grounds and Parking Lots Committee
TOKENS to authorize City Comptroller to purchase 20,000 Bicentennial
Parking tokens @ $43.37 per thousand - total $867.40. Upon

re Electrical Code violations at Holy Family Hospital,
Alderman Olen's request for amendment to City's Code to
include Chicago Electrical Code of 1975 was referred to
Building Control and Inspection Committee.
Upon continuing questioning of Building Commissioner
Baldaccini re letter directed to Mayor Behrel with reference
to pre-employment committments, it was moved by Ward,
seconded by Olen, to defer action on the matter until the
Mayor returns from vacation stating matters of this nature
should be discussed at executive session. Motion declared

LEGAL City Attorney Hug reported that the Circuit Court ruled
ANTHONY GACS in favor of Mr. Anthony Gacs case to allow for the keeping
VS of homing pigeons in the City of Des Plaines. Moved by
CITY Abrams, seconded by Meyer, to authorize City Attorney to
appeal the decision of the Circuit Court. Upon roll call,
the vote was:
