08/04/1975340 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER MONDAY, August 4, 1975 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order at 8:14 P.M. by Mayor Herbert H. Behrel. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Sullivan, Olen, Bolek, Brannigan, Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Abrams. Absent were Aldermen Leer and Ward Also present were: City Treasurer Mahon, Assistant Comptroller Raycraft, Police Chief Hintz, Fire Chief Corey, Building Commissioner Baldaccini, Assistant Engineer Perl, Commissioner of Public Works Schwab, Environmental Control Officer Lindahl, City Planner Richardson, and City Attorney Hug. PRAYER AND The meeting opened with prayer by City Clerk Rohrbach, PLEDGE followed by the Pledge of Allegiance to the flag. MINUTES: BILLS PAYABLE LICENSE FEES CATS Moved by Birchfield, seconded by Kisslinger, to approve the minutes of the regular meeting held July 21, 1975, as published. Motion declared carried. Moved by Olen seconded by Seitz, to approve the minutes of the Special Meeting held July 28, 1975, as published. Motion declared carried. Moved by Bolek, seconded by Kisslinger, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $211,557.32 (Voucher No. 118192 reduced to $2,900). DOHERTY CASE Moved by Abrams, seconded by Meyer, to adopt the recom- Elmhurst Rd. mendation of City Code and Judiciary Committee to authorize Corporation Counsel Robert J. DiLeonardi to defend the City in Doherty VS City of Des Plaines zoning case, Elmhurst Road. Upon roll call, the vote was: AYES: - 15 - Koplos, Szabo, Sullivan, Olen, Bolek, Brannigan Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Abrams, Mayor NAYS: 0 - None ABSENT: 2 - Leer, Ward Motion declared carried. MSD Moved by Abrams, seconded by Meyer, to adopt the recommenda- Easements tion of City Code and Judiciary Committee to authorize City Attorney to defend actions of the Metropolitan Sanitary District of Greater Chicago regarding requests for easements and further, if possible combine recent easement actions with previous actions. Upon roll call, the vote was: AYES: - 15 - Koplos, Szabo, Sullivan, Olen, Bolek, Brannigan, Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Abrams, Mayor NAYS: 0 - None ABSENT: 2 - Leer, Ward Motion declared carried. SUPERMARKET Moved by Abrams, seconded by Meyer, to adopt the recommenda- COMPUTERIZED tion of City Code and Judiciary Committee that no action be taken at this time in reference to supermarket pricing for computerized checkout systems. Moved by Kraves, seconded by Erbach to grant permission to Mrs. Carol McGrath, 2657 Scott Street to address the City Council. She stated that she was expressing the opinion of the consumer and urged that the City Council required supermarket to continue to mark prices on items sold. No. 75428). Motion declared carried. Moved by Olen, seconded by Sullivan, to adopt the recom- mendation of Building Control and Inspection Committee to grant request for fence variation at 1558 Van Buren to install a decorative wood fence to the sidewalk line. Moved by Olen, seconded by Erbach, to adopt the recom- mendation of Building Control and Inspection Committee to grant request for oversized sign of Chelsea Motor Inn, Lee Street. Moved by Bolek, seconded by Abrams, to defer action. Moved by Szabo, seconded by Erbach, to adopt the recommenda- tion of Municipal Development Committee to approve Plat of Wille's Subdivision, 1831 Webster Lane, and authorize Mayor and City Clerk to execute same. ZONING CASE Letter from Des Plaines Zoning Board of Appeals re Case 75-2-F. 75-2-R, 1331 Golf Road, was referred to Municipal 1331 Golf Rd. Development Committee. BIDS Clerk notified City Council that bids for Metallic Plates and Tags and Pressure Sensitive License Decals would be received August 14, 1975 at 3 p.m. ORDINANCE M-28-75 Tax Levy Placed on First Reading was Ordinance M-28-75, AN ORDINANCE LEVYING TAXES FOR THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1975 AND ENDING DECEMBER 31, 1975. 1 8/4/75 Page Four 343 SAKOWICZ Plat of Sakowicz Subdivision located at Mt. Prospect Road SUBDIVISION and Weller Creek was referred to the Plan Commission. TRAFFIC Letters from the Illinois Department of Transportation SIGNALS denying permission to install traffic signals at the intersections of Oakton and Webster Lane and Busse Highway and Miner were read and placed on file. U.N.DAY Moved by Seitz, seconded by Sarlo, to concur with Mayor CHAIRMAN Behrel's appointment of Alderman Birchfield as National UN Day Chairman for 1975. Motion declared carried. APPOINTMENT Moved by Meyer, seconded by Bolek, to appoint Mr. B. Beautification Spencer Chase to fill vacancy on the Beautification Commission Commission, term to expire August 7, 1979. Motion declared carried. Moved by Meyer, seconded by Seitz, to concur with Mayor Behrel's reappointment of Mrs. Kristin Dahlstrom to the Beautification Commission, term to expire August 7, 1979. ARCHITECTURAL Moved by Sarlo, seconded by Erbach, to concur with Mayor COMMISSION Behrel's reappointment of Mr. William Muehlenbeck to the Architectural Commission, term to expire August 5, 1976, and Mr. Maurice Dolan to the Architectural Commission, term to expire August 5, 1979. Motion declared carried. BICENTENNIAL Moved by Bolek, seconded by Olen, to concur with Mayor COMMISSION Behrel's appointment of Mr. Dan Brennan, 1506 Webster Lane, Des Plaines, to the Des Plaines Bicentennial Commission to fill vacancy created by the resignation of Mr. Clayton Rawn, term to expire January 31, 1976. Motion declared carried. BICENTENNIAL Moved by Bolek, seconded by Erbach, to authorize the City COMMISSION Attorney to draft necessary ordinance extending the date of termination of the BiCentennial Commission expiration to December 31, 1976. Motion declared carried. BEAUTIFTCATION Moved by Meyer, seconded by Sarlo, to authorize Mayor COMMISSION Behrel to send letter of commendation to Mrs. Mary Lou Kraves for her fine work on the Beautification Commission. Motion declared carried. RECYCLE Referred to the Environmental Control Committee was Alderman CENTER FENCING Seitz's recommendation for greater security at the Recycling Center with installation of higher fencing, barbed wire, or other. TAXICABS Referred to License and Inspection Committee was Alderman Bolek's suggestion that taxicabs operating in the City should not be older than two years to thirty months. BICYCLE Referred to Police Committee was suggestion that a SAFETY more restrictive ordinance be written requiring bicycles to use reflectors and drivers to obey traffic regulations. NO PARKING Fifth Court Alderman Brannigan's request for No Parking At Any Time on the south side of Fifth Court between Fourth and Fifth was referred to Streets and Traffic Committee and Traffic Commission. HANDICAPPED Referred to City Attorney for research was Alderman Brannigan's request that curbs in the city allow for ramps for the handicapped.
