MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD IN
THE COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, July 7, 1975
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Behrel at
8:07 P.M.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Sullivan, Olen, Bolek, Leer, Brannigan,
Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Seitz,
Abrams, Ward. Absent was Alderman Meyer
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire
Chief Corey, Building Commissioner Baldaccini, City Engineer Bowen,
Commissioner of Public Works Schwab, Environmental Control Officer
Lindahl, Museum Director Welch, and City Attorney Hug.
PRAYER AND
PLEDGE
MINUTES:
The meeting opened with prayer by Rev. Garry Scheuer, pastor
of First Congregational Church, followed by the Pledge
of Allegiance to the flag.
Moved by Sarlo, seconded by Birchfield, to approve the
minutes of the regular meeting held June 16, 1975,
as published. Motion declared carried.
ENVIRONMENTAL Environmental Patches were presented by the Environmental
PATCHES Commission, represented by Rev. Garry Scheuer, to members
of the Jr. Women's Club for their contributions to the
City's Environmental Program. The Jr. Women's Club
is the first official recipients of the Environmental
Patch Award.
BILLS Moved by Bolek, seconded by Sarlo, to adopt the following
PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE
HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total,
$283,014.57 (Withholding Voucher #117868 in amount of
$3,000 and Voucher #117757 in the amount of $450.00).

contract for Coagulant Aid to Nalco Chemical Co. at the
rat�l gra per pound with the stipulation that
twelve drums be ordered initially and the remainder of
the order deferred based upon acceptability of the
product. Upon roll call, the vote was:

DISTRICT Council pass the appropriate resolution accepting the
part of the system of the Orchard Place Sanitary District
designated by the Fletcher Engineering Co. may dated
May 6, 1975, as being transferred to the City of Des
Plaines. Motion declared carried.

Moved by Koplos, seconded by Sarlo, to adopt the recommenda-
tion of Water and Sewer Committee tb award the contract
for the purchase of one ten ton flat deck over the
wheel trailer to P & W Industrial Sales, Inc. in the
amount of $2,326.00. Upon roll call, the vote was:

tion of Water and Sewer Committee to award the contract
for the purchase of approximately 400 tons of quicklime
and approximately 10 tons of hydrated lime to the
Marblehead Lime Co. at the rate of $36.27 per ton for
quick lime and at the rate of $52.46 per ton for hydrated
lime. Upon roll call, the vote was:

Moved by Koplos, seconded by Abrams, to adopt the majority
recommendation of Water and Sewer Committee to authorize
an additional payment of $2,362.92 to the W. Wanzenberq
Company as payment in full in connection with construction
of the Central Road Pumping Station. Alderman Olen
made a minority report requesting that a soil test be
taken prior to payment as there was no footing inspection
nor an inspection made by the Engineering Department
in connection with need for additional fill. Upon roll
call on the motion, the vote was:

mendation of Water and Sewer Committee to authorize Layne -
Western Co., Inc. to furnish the necessary parts and
labor to repair the spare Byron Jackson Bronze Bowl Assembly
as per proposal dated May 27, 1975, in the amount not to
exceed $2,350, waiving the usual bid procedures. Upon
roll call, the vote was:

Engineer be authorized to reverse the CO 2 burners at
the Thacker Street Water Plant per Mr. Davis' request
dated June 9, 1975, for a total amount for labor and
materials not to exceed $2500, waiving the usual bid
procedure. Upon roll call, the vote was:

mendation of Water and Sewer Committee to authorize the
George W. Kennedy Construction Co. to construct one
17r by 48" manhole over the 48" storm sewer at Illinois
Street and Howard Avenue in the amount of $2900, as per
proposal dated June 25, 1975, waiving the usual bid
procedure. Upon roll call, the vote was:

mendation of Public Buildings Grounds and Parking Lots
Committee to authorize change orders for placement on
register of bills, per recommendations of Building
Commissioner Baldaccini, dated June 26, 1975, resulting
in net deduction to contract of A. W. Heinson & Co.
in the amount of $4,222.40 for Police Building and
net increase of $12,334.90 to Fredrick Quinn Construction
Co. and net increase to Wigdahl Electric Co., in the
amount of $1,107.70. Motion declared carried.
Moved by Leer, seconded by Seit z, to adopt the recom-
mendation of Public Buildings, Grounds and Parking Lots
Committee to award the contract for Lees Design VI quality
carpeting to the low bidder, Bryan P. Coughlin Associates
in the amount of $10,077.20, and return all bid bonds
or checks of unsuccessful bidders. Upon roll call,
the vote was:

DES PLAINES Moved by Leer, seconded by Seitz, to adopt the recommendation
CIVIC CENTER of Public Buildings Grounds and Parking Lots Committee
Parking that Holmes and Fox Architects be retained to provide
working plang for obtaining bids for construction of
Police Garage for 27 cars, on grade parking for 31 cars,
plus upper deck to provide parking for 50 cars, with
foundations provided for additional future deck if needed,
the $4,000 fee paid to Holmes and Fox Architects to be
credited toward final plans and further to authorize
Benjamin and Lang to recommend methods of financing
construction. Moved by Erbach, seconded by Sarlo, to
amend the motion to include that the present City Hall
Building be retained for public use for the future.

Genotti's recommendation of License and Inspection Committee to
Italian approve the issuance of Beer and Wine - Class H - liquor
license to Genotti's Italian Restaurant located at 1165
Restaurant Elmhurst Road, upon receipt of $2,500 fee. Motion
Elmhurst Rd. declared carried.
MFT Main. Deferred motion to adopt recommendation of Streets and
Curb & Traffic Committee to award the contract for Curb and Gutter
Gutter Replacement to G & V Construction Co., in the amount of
Replacement $47,200.00 was brought to the floor (deferred at previous
meeting). Added to the motion was to authorize that
bid check be cashed and funds deposited in City's Treasury.

at meeting held June 19, 1975, to award the contract for
Slurry Seal program to Ritschell's Inc. in the amount of
$37,291.70 and authorize City Engineer to remove unimproved
streets from the contract and,insert improved streets
equal to the amount of contract. Motion declared carried.

conflict of interest.

southeast corner of Howard and Locust Streets was referred

Alderman Sullivan's request for stop signs at Riverview
and Orchard, stop sign at southwest corner of Oakwood and

Letters from Attorneys for Metropolitan Sanitary District
of Greater Chicago re purchase of certain easements in
connection with O'Hare Water Reclamation Plant and Upper
Des Plaines Tunnel and Reservoir Plan were referred to
City Code and Judiciary Committee.
Moved by Abrams, seconded by Ward, that the City appeal
the decision of the court in the Metropolitan Sanitary
District of Greater Chicago suit re purchase of certain
easements. Motion declared cafried7 -'Alderman Koplos
voted no.
Letter from Angeltown Nursery School requesting amendments
to Zoning Ordinance was referred to City Code and Judiciary
Committee.
City Clerk announced that bids for hauling lime sludge and
purchase of one dump truck would be received at 3 p.m.
July 18, 1975.
Moved by Olen, seconded by Sarlo, to authorize Mayor and
City Clerk to execute agreement between the Town of Maine
and the City of Des Plaines pertaining to the hiring of
high school youths under the age of eighteen years of age
to assist in providing municipal services. Upon roll call,
the vote was:
AYES: - 16 - Koplos, Szabo, Sullivan, Olen, Bolek, Leer,
Brannigan, Kisslinger, Birchfield, Erbach,
Kraves, Sarlo, Seitz, Abrams, Ward, Mayor
NAYS: 0 - None
ABSENT: 1 - Meyer
Motion declared carried.
City of Chicago Water Contract as approved on May 28, 1975
by the City of Chicago was referred to Water and Sewer
Committee.
The petition requesting certain signs on Van Buren between
White Street and Des Plaines Avenue was referred to Streets
and Traffic Committee and Traffic Commission.
Referred to City Engineer was Alderman Bolek's request
to determine if the City of Des Plaines boundaries are
contiguous to the boundaries of the City of Chicago and
if so, to request the City of Chicago to add the City of
Des Plaines to the list of contiguous Cities to allow
for changes in fares charged by taxicabs from 0"Hare
Airport.
Moved by Szabo, seconded by Koplos, that the regular meeting
of the City Council ,,adjourn. Motion d)eclar,l carried.
