IN THE COUNCIL CHAMBERS, CITY
HALL, MONDAY, April 7, 1975
CALL TO ORDER: The regular meeting of the City Council - the first meeting
in the new City Council Chambers of Des Plaines Civic Center
was called to order at 8:00 P.M. by Mayor Herbert H.
Behrel.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde,
Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams,
Ward, Mayor
Also present were: City Treasurer Mahon, City Comptroller Blietz, Assistant
Comptroller Raycraft, Police Chief Hintz, Fire Chief Corey, Deputy Fire
Chief Wolf, Building Commissioner Baldaccini, City Engineer Bowen, Assistant
Engineer Perl, Commissioner of Public Works Schwab, Assistant Commissioner
of Public Works Schaeffer, Planner Richardson, Museum Director Welch, Police
Captain Blume, Environmental Officer Lindahl, and City Attorney Hug.

The meeting opened with prayer by Rev. Keith Davis,
pastor of Church of the Master, followed by the Pledge
of Allegiance to the flag.
Moved by Hinde, seconded by Olen, to approve the Minutes
of the regular meeting held March 17, 1975, as published.
Motion declared carried.
Mr. Dave Thoma, 179 Stratford Road, presented his plan
for the development of the downtown area of Des Plaines
as prepared by him for his thesis at Notre Dame University.
Council recessed from 8:45 P.M. to 8:50 P.M. to allow
Police and Finance Committees to meet.
Following the presentation of Mr. David Wolf, Chairman of
the BiCentennial Commission, of the details of the
proposed Indian Pow -Wow in the City of Des Plaines, it
was moved by Meyer, seconded by Sarlo, that the Council
enter into a contract with School District #207, the
Mascoutin Society, and City of Des Plaines for the
Indian Pow -Wow and to authorize Mayor and City Clerk

mendation of Water and Sewer Committee that the City
purchase 1150 Conversion Water Meter Kits with Remote
Registers from Gamon-Calumet Industries, Inc. in the
amount of $30,992.25, usual bid advertising procedures
to be waived in this instance. Upon roll call, the
vote was:

recommendation of Water and Sewer Committee that the
City purchase 144 various sized water meters from
Gamon-Calmet Industries, Inc. of Newark, N. J., in the
amount of $21,876.68, usual bid advertising procedures
to be waived in this instance. Upon roll call, the
vote was:

mendation of Municipal Development Committee to concur
with Zoning Board of Appeals in Case 75-9-R, 930 North
Avenue to deny petition' for rezoning. Motion declared
carried.
Moved by Swanson, seconded by Hinde, to adopt the recom-
mendation of Municipal Development Committee to concur
Plaines with Zoning Board of Appeals in Case 75-10-R, 1556
Des Plaines Avenue to rezone property to C-2, as petitioner
has agreed to provide ingress on the north side of the
building and egress on the south side of the building,
with no advertising on the north side of the building,
utilizing full width of rear yard for parking, City
Attorney to draft necessary ordinance for further
consideration by the Council. Upon roll call, the vote
was:

SQUAD CAR of Police and Finance Committees to waive usual bid
procedure and purchase one Police Squad Car from Cass
Ford, in the amount of $4,276.62, replacing recently
demolished squad car. Upon roll call, the vote was:

Moved by Ward, seconded by Szabo, to adopt the recommenda-
tion of Streets and Traffic Committee to adopt a resolution
urging the State of Illinois to approve preferable the
override switch for the crossing guard at the intersection
of Rand Road and Elk Boulevard or the "No Turn on Red"
sign as an alternate solution, and as an interim improve-
ment an existing part time public works employee be
assigned to assist the existing adult crossing guard at
said intersection. Upon roll call, the vote was:

REFUSE Moved by Kisslinger, seconded by Erbach, to adopt the
PICKUP recommendation of Sanitation Committee that the City
Multi -Family make available to the residents of Des Plaines conventional
Buildings residential refuse pick up for buildings with not over
Townhouses four family units therein, either multi -family buildings
or townhouses. The building occupants shall in all
respects comply with the existing regulations in effect,
including use of approved cans or bags, depositing refuse
at the curb or alley, as applicable for the area and
payment to the city for this service - one pick up per
week. Each dwelling unit shall further have individually
metered utilities in order to qualify for service.
Residents disiring this service shall notify the City so tha
an orderly transition from private scavenger to municipal
pick up may be made - City Attorney to draft the necessary
change to the ordinance. Motion declared carried.

The letter from Des Plaines Zoning Board of Appeals re
Case 75-1-R, property located at 1150 N. River Road
was referred to Municipal Development Committee
Plat of 8th Addition to McKay-Nealis Subdivision and
letter from Plan Commission, located at northwest corner
of Stockton Avenue and River Road was referred to
Municipal Development Committee.
Request for Liquor license by Mr. Ping Moy for Kun Yen
Restaurant at 1078 thru 1084 Lee Street was referred to
License and Inspection Committee.
City Engineer's report stating that Public Works Department
will handle the placement of necessary fill for bike ramp
at the Chicago and Northwestern Railroad underpass at
Wolf -Golf Road was placed on file.

Attorney to attend hearings by Illinois Commerce Commission

Letter from Mr. George Jannuchi, 1698 River St. requesting
a status report on petition re connecting River and Mill
Street was read and placed on file.
Invoice from Northwest Municipal Conference for $2,861.95,
to provide funds for the purpose of employing staff
personnel to service the business affairs of the Northwest
Municipal Conference was referred for payment.
The letter from Immanuel Lutheran Church requesting
improvement of alley situated between Lee and Graceland
Streets running north and south between Prairie and
Thacker Streets was referred to Streets and Trafffic
Committee, City Engineer and Public Works Commissioner.
The request of Dry Storage Co. that the City issue
$3,100,000 Industrial Revenue Bonds was referred to
the Finance Committee.
