03/17/1975MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, March 17, 1975 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order at 8 P.M. by Mayor Herbert H. Behrel. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Kehe, Olen, Bolek, Kisslinger, Hinde, Birchfield, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward. Absent were Aldermen Chase and Erbach. Also present were: City Treasurer Mahon, City Comptroller Blietz, Police Chief Hintz, Fire Chief Corey, Deputy Fire Chief Wolf, Building Commissioner Baldaccini, City Engineer Bowen, Assistant Engineer Perl Commissioner of Public Works Schwab, Assistant Commissioner of Public Works Schaefer, Planner Richardson, Museum Director Welch, Police Captain Blume and City Attorney Hug. PRAYER & The meeting opened with prayer by Rev. Garry Scheuer, PLEDGE pastor of First Congregational Church, followed by the Pledge of Allegiance to the flag. MINUTES: Moved by Sarlo, seconded by Olen, to approve the Minutes of the regular meeting held March 3, 1975, as published. Corrections: Page 1, Paragraph 3, last line, strike "DiLeonardi" and insert "Hug". Page 3, last paragraph add "Alderman Koplos abstained". Motion then declared carried. BILLS Moved by Hinde, seconded by Swanson, to adopt the PAYABLE following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $1,027,588.14. Upon roll call, the vote was: AYES: - 15 - Koplos, Szabo, Kehe, Olen, Bolek, Kisslinger, Hinde, Birchfield, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward, Mayor NAYS: 0 - None ABSENT: 2 - Chase, Erbach Motion declared carried. WATER Moved by Koplos, seconded by Kisslinger, to adopt the TRANSMISSION recommendation of Water and Sewer Committee to adopt a MAINS resolution authorizing Mayor and City Clerk to execute Agreement all agreements with Chicago and North Western Transporta- C & NW RR tion Company, granting permission to construct, maintain, and use water mains upon property and under tracks of property at Howard Street and Nuclear Drive, Golf Road west of Wolf Road, Northwest Highway west of downtown, and River Road north of Rand Road, and further to auth- orize issuance of check in the amount of $1,375.00 for fees in connection with agreements. Alderman Chase arrived at this time BICENTENNIAL Chairman David Wolf addressed the City Council describing COMMISSION activities of the BiCentennial Commission as follows: 1. Heritage Sub Committee is obtaining historical information from people in the community and is being handled by the Des Plaines Historical Society. 2. Festival Sub Committee is handling the 4th of July parade with theme "History of Des Plaines". BiCentennial Ball is being held July 5, 1975, in cooperation with Maine Township's 125 anniversary 3/17/75 284 Page Two BICENTENNIAL 3. Essay Contest is being handled by the Soroptimist COMMISSION Club of Des Plaines Cont'd An Indian Campout is planned for somewhere along the banks of Des Plaines River by Explorer Scouts. A Street Dance is planned for summer of 1975 by the Jr. Women's Club and a frontier celebration is being planned by Jaycees. The Commission is discussing a Midwest Indian Pow -Wow for summers of 1975 and 1976. The Horizon projects include Prairie Patch, Heritage Hall, development of Rand Mill site as a Pioneer Park, and planting of trees for the future by the Girl Scout Council. Chairman Wolf requested that the City Council take action on the following at this evening's meeting. 1. Some type of understanding of continued confidence in the Bicentennial Commission 2. Vote of approval with regard to the Midwest Indian Pow -Wow to continue to negotiate with the School Board for use of Maine West facilities. 3. Remove from the table the resolution re preservation of Old City Hall to facilitate the applications for certain grants from Federal Government by April 1st. INDIAN Following discussion, it was moved by Chase, seconded by POW -WOW Meyer to give the BiCentennial Commission permission to continue negotiation with the Maine Township School Board regarding the Midwest Indian Pow -Wow and to request that the BiCentennial Commission keep :in close contact regarding this project with the City Council, and further that the BiCentennial Commission not incur any liability without approval of the City Council. Motion declared carried. PRESERVATION Moved by Ward, seconded by Chase, to remove from the OLD CITY HALL table the motion to adopt a resolution re preservation of Old City Hall. Upon roll call, the vote was: AYES: - 3 - Chase, Birchfield, Ward NAYS: 12 - Koplos, Szabo, Kehe, Olen, Bolek, Kisslinger, Hinde, Swanson, Sarlo, Meyer, Seitz, Abrams. ABSENT: 1 - Erbach Motion to remove from the table declared lost. TREES Moved by Meyer, seconded by Sarlo, to adopt the recom- mendation of Beautification and Forestry Committee to award the bid for trees to Leesley's Nurseries, Inc. in the amount of $10,500.00 and authorize Mayor and City Clerk to execute necessary documents - bid bonds or checks to be returned to unsuccessful bidders. Upon roll call, the vote was: AYES: - 16 - Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward, Mayor NAYS: 0 - None ABSENT: 1 - Erbach Motion declared carried. FIRE EQUIP. Moved by Seitz, seconded by Sarlo, to adopt the recom- Paramedic mendation of Fire and Civil Defense Committee to Ambulance advertise for bids for a Paramedic Ambulance, returnable April 17, 1975, Fire Marshall authorized to draw specifications. Motion declared carried. COMMENDATION Moved by Seitz, seconded by Sarlo, that the City Council Donald R. commend Mr. Donald R. Meyer for his heroic efforts in Meyer saving lives of six people in connection with a fire, and to authorize Mayor and City Clerk to prepare appro- priate citation or plaque for presentation at the first City Council meeting in the new City Hall. Motion declared carried. PARKING METERS Moved by Ward, seconded by Bolek, to adopt the recom- Jefferson St. mendation of Streets and Traffic Committee to install ten meters on the south side of Jefferson Street, starting at the River Road, Pearson Street intersection with request that a record be developed for six months to determine the economic justification for additional meters - City Attorney to prepare necessary ordinance. Motion declared carried. Aldermen Birchfield, Koplos, Szabo, Meyer, and Sarlo voted No. Alderman Seitz abstained. Motion declared carried. 50/50 Sidewalk Moved by Ward, seconded by Kehe, to adopt the recom- Program mendation of Streets and Traffic Committee to advertise for bids returnable at 3 p.m., April 17, 1975, for the Sidewalk 50/50 Reconstruction Program 1975, City Engineer to draw specifications. Motion declared carried. ORDINANCE Moved by Hinde, seconded by Seitz, to adopt Ordinance M-9-75 M-9-75, AN ORDINANCE MARKING APPROPRIATIONS TO DRFRAY THE Appropriation EXPENSES OF THE CITY OF DES PLAINES FOR MUNICIPAL PURPOSES DESIGNATED THE "ANNUAL APPROPRIATION BILL" FOR THE FISCAL YEAR ENDING DECEMBER 31, 1975. Upon roll call, the vote was: AYES: - 16 - Koplos, Szabo, Kehe, Olen, Bolek, Chase, Kisslinger, Hinde, Birchfield, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward, Mayor NAYS: 0. - None ABSENT: 1 - Erbach Motion declared carried. ELECTION Following Alderman Bolek questioning Mayor Behrel DAY regarding the posting of Election Day, April 15, 1975, as a holiday' for city employees, it was moved by Szabo, seconded by Hinde, that the City discontinue the practice of the City offices being closed on Election Day, effective April 15, 1975. Moved by Seitz, seconded by Abrams, to amend the motion to be effective in 1977. Upon roll call on the amendment, the vote was: AYES: - 5 - Kisslinger, Sarlo, Meyer, Seitz, Abrams. WOLF ROAD Referred to City Engineer was Alderman Meyer's request BICYCLE PATH for feasibility study to provide path or ramp for bicycles traveling under the Chicago and Northwestern underpass on Wolf -Golf Road, south of traffic circle. BUSINESS LICENSES Alderman Bolek reported that to date approximately 1100 licenses have been issued with collections of $135,600 for businesses under new license ordinance. Moved by Koplos, seconded by Swanson, that the City inform Community Consolidated School District 62, that inasmuch as the City has no apparent use of the former Thacker School Site on Thacker Street, the City has no interest in the property. Moved by Meyer, seconded by Seitz, to amend the motion that if the Park District deems that it is not in their interest to purchase the property, the City proceed to determine possible acquisition of the property for open space. Motion declared carried. Aldermen Szabo, Bolek, Swanson, and Hinde voted No. Motion as amended declared carried. Moved by Koplos, seconded by Seitz, to authorize Mayor and City Clerk to prepare the necessary plaque for the Senior Citizen Housing Building in cooperation with Housing Authority of the County of Cook, naming the building "Henrich House" confirmed and approved by the Housing Authority of the County of Cook.
