02/18/1975272 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL MONDAY, February 18, 1975 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:10 P.M. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Kehe, Olen, Bolek, Chase, Hinde, Birchfield, Erbach, Sarlo, Meyer, Seitz, Abrams, Ward. Absent were Aldermen Szabo, Kisslinger, Swanson. Also present were: City Comptroller Blietz, Police Chief Hintz, Deputy Fire Chief Clark, Deputy Fire Chief Wolf, Building Commissioner Baldaccini, City Engineer Bowen, Commissioner of Public Works Schwab, Assistant Commissioner of Public Works Schaeffer, Planner Richardson. Environmental Officer Lindahl, Fire Captain Arthur, and Corporation Counsel DiLeonardi. PRAYER & PLEDGE MINUTES: The meeting opened with prayer by City Clerk Rohrbach, followed by the Pledge of Allegiance to the Flag. Moved by Erbach, seconded by Kehe, to approve the Minutes of the regular meeting held February 3, 1975, as published. Motion declared carried. BILLS Moved by Hinde, seconded by Sarlo, to adopt the following PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $612,607.85. Alderman Szabo arrived previous to roll call vote. WATER Moved by Koplos, seconded by Hinde, to adopt the recom- REVENUE mendation of Water and Sewer Committee that the bid of BONDS John Nuveen & Co. and Associates for $2,850,000 Water Revenue Bonds, Series 1975, be accepted and that the Mayor and City Clerk be authorized and directed to execute same, the checks of the unsuccessful bidders be returned with our thanks, and that the ordinance authorizing and providing for the issue of $2,850,000 Water Revenue Bonds, Series of 1975, be adopted. ORDINANCE Moved by Hinde, seconded by Sarlo, to waive First Reading M-8-75 and place on passage Ordinance M-8-75, AN ORDINANCE WATER AUTHORIZING AND PROVIDING FOR THE ISSUE OF $2,850,000 REVENUE WATER REVENUE BONDS, SERIES 1975, OF THE CITY OF DES BONDS PLAINES, COOK COUNTY, ILLINOIS, FOR THE PURPOSE OF DEFRAYING THE COST OF IMPROVING AND EXTENDING THE WATER- WORKS SYSTEM OF SAID CITY, AND REFUNDING ITS OUTSTANDING PLEDGED AVAILABLE SURPLUS WATER REVENUE BONDS, SERIES OF 1974, PRESCRIBING ALL THE DETAILS OF SAID BONDS, AND PROVIDING FOR THE COLLECTION, SEGREGATION AND DISTRIBUTION OF THE REVENUES OF THE WATERWORKS SYSTEM OF SAID CITY. WATER SYSTEM Moved by Koplos, seconded by Sarlo, to adopt the recom- IMPROVEMENTS mendation of Water and Sewer Committee that the City Change Order Engineer be authorized to implement Change Order No. 1 Central Rd. as per the W. Wanzenberg & Co. letter dated February 6, Pumping Sta. 1975, designating a total credit to the City of $1,012.00 from the original contract, in connection with construction of Central Road Pumping Station. WATER SYSTEM Moved by Koplos, seconded by Meyer, to adopt the recom- IMPROVEMENTS mendation of Water and Sewer Committee that the City Change Order Engineer be authorized to implement Change Order No. 1 Water Trans. as per the proposal dated January 22, 1975, submitted Mains/ by Santucci Construction Company, resulting in additional expenditure of $9,508.00, in connection. with Water System Improvements, Water Transmission Mains, Contract C. POLICE CADET PROGRAM Moved by Kehe, seconded by Erbach, to adopt the recommenda- tion of Police Committee that no action be taken during the 1975 fiscal year on the proposal for Police Cadet program, but that the Police Chief together with this committee again study this proposal for possible limited use during the 1976 year. Motion declared carried. TREE TRIMMING Moved by Meyer, seconded by Sarlo, to adopt the recommenda- tion of Beautification and Forestry Committee to award the contract for tree trimming to Robert W. Hendrickson Co., Inc. per bid submitted, and return all bid bonds to unsuccessful bidders, and further to authorize Mayor and City Clerk to sign necessary contract. Upon roll call, the vote was: AYES: - 15 - Koplos, Szabo, Kehe, Olen, Bolek, Chase, Hinde, Birchfield, Erbach, Sarlo, Meyer, Seitz, Abrams, Ward, Mayor NAYS: 0 - None ABSENT: 2 - Kisslinger, Swanson Motion declared carried. TREES Moved by Meyer, seconded by Sarlo, to adopt the recommenda- tion of Beautification and Forestry Committee to advertise for bids for 350 parkway trees, specifications to be drawn by Commissioner of Public Works, bids returnable at 3 P.M., March 12, 1975. SIDEWALKS Moved by Ward, seconded by Bolek, to adopt the recommenda- tion of Streets and Traffic Committee to authorize City Attorney to prepare necessary ordinance for installation of sidewalks at various locations, as per specifications prepared by City Engineer dated February 4, 1975, the City to pay Public Benefit of 30%, except double frontage lots wherein the City will pay 100% of the cost of construction. CIVIL DEFENSE Moved by Seitz, seconded by Sarlo, to adopt the recommenda- SIREN tion of Civil Defense and Fire Committee to award the bid for Civil Defense Siren and Installation to G & I Electric Co., in the amount of $10,450.00, including installation, approval for 50% matching Federal funds having been received. Moved by Erbach, seconded by Birchfield to divide the question. Motion on the question to intervene following discussion declared carried. Following questioning of Police Chief, it was moved by Szabo, seconded by Ward, to authorize that the resident housing pigeons upon which Police Department received a complaint, be given ninety days to conform with City Ordinance. Motion declared carried. Alderman Olen made a status report of meeting of Special Transportation Committee with Nortran to discuss the $152 per month proposal and will report to City Council within three months. Letter from Nortran was referred to Special Transportation Committee, re request for funds. Placed on First Reading was Ordinance T-4-75, AN ORDINANCE AMENDING SCHEDULE I OF SECTION 10-5-4 OF THE CITY CODE HAVING TO DO WITH THE PROHIBITION OF PARKING BY DELETING THEREFROM PARKING ALONG EITHER SIDE OF WOODLAND AVENUE FROM RIVER ROAD TO GROVE AVENUE. Placed on First Reading was Ordinance T-5-75, AN ORDINANCE AMENDING SECTION 10-5-5 OF THE CITY CODE HAVING TO DO WITH PARKING BY PROVIDING FOR PARKING PERMITS FOR FAMILIES RESIDING ON PROPERTY WHICH IS ZONED R-5 TO AUTHORIZE PARKING IN VIOLATION OF CERTAIN PARKING LIMITATIONS. Moved by Kisslinger, seconded by Abrams, to accept the recommendation of Community Development Task Force's Community Development program and submission of an application for the first year's funding to the Department of Housing and Urban Development. Aldermen Olen, Sarlo, Abrams, Seitz, Meyer, Koplos, and Hinde addressed the City Council regarding same. Also addressing the City Council expressing opposition were Mr. Dahl, Mrs. Carol Levitte, and Mr. E. Graybill. Alderman Olen presented petitions signed by 700 plus residents expressing opposition to same. Upon roll call, the vote was: AYES: - 3 - Kisslinger, Erbach, Abrams NAYS: 12 —Koplos, Szabo, Kehe, Olen, Bolek, Chase, Hinde, Birchfield, Sarlo, Meyer, Seitz, Ward ABSENT: 1 - Swanson Motion declared lost.
